An education in homecoming: peace education as the pursuit of 'appropriate knowledge'

No / In this paper, we argue that two key trends – an unfolding ecological crisis and a reduction in the amount of (cheap) energy available to society – bring into question both the relevance and the resilience of existing educational systems, requiring us to rethink both the content and the form of education in general, and peace education in particular. Against this background, we consider the role education might play in enabling citizens and societies to adapt peacefully to conditions of energy descent and a less benign ecological system, taking seriously the possibility that there will be fewer resources available for education. Drawing on Wes Jackson’s and Wendell Berry’s concept of an education in ‘homecoming’, and on E.F. Schumacher’s concept of ‘appropriate technology’, we suggest a possible vision of peace education. We propose that such education might be focused around ‘appropriate knowledge’, commitment to place, and an understanding of the needs and characteristics of each local context. We then consider an example of what this might mean in practice, particularly under conditions of increasing resource scarcity: Permaculture education in El Salvador, we suggest, illustrates the characteristics and relevance of an education that aims to foster ‘appropriate knowledge’ within a particular and very challenging context. The paper concludes by considering the wider implications of our argument.

Child Study as a Prereferral Mechanism at the Elementary Level in a Southwestern Virginia Local Education Agency

The purpose of this study was to investigate the child study process in a local education agency (LEA) with four elementary schools. These data determine the extent that prereferral interventions are being implemented and whether these strategies influence the outcome of the Child Study Committee (CSC) decision. All referrals to the CSC for the 1998-1999 school year (n=108) at the elementary level were examined to describe the students who are referred according to four primary independent variables of gender, grade level, ethnicity, and socioeconomic status (SES). Free or reduced lunch was used as the measure for SES. Students referred were members of the total elementary population of 1884 students in the LEA. The total population was described according to gender, grade level, ethnicity, and SES. Using cross tabulation techniques, the percentages of CSC referrals in each category are compared to the population. Chi-square analysis was used to determine the significance (p<.05) of any differences in the observed distribution of this mutually exclusive categorical data. Records of CSC meetings were reviewed to identify the presence of prereferral interventions. Prereferral interventions are recommendations given by the CSC to help remedy a student's problem before referral for evaluation for special education is made. Two independent raters examined the reason for referral and the recommendations made by the CSC. The reasons and recommendations were categorized according to academic problems, behavioral problems, or one of three possible combinations of both. Inter-rater reliability was measured using percent agreement across all categories and Cohen's kappa was calculated to provide additional rater validation. Rater results were used to check for congruence between the problems leading to the referral and the interventions recommended. Records of students who were referred for evaluation for special education were studied to determine the percentages found eligible and ineligible, and were examined according to gender, grade level, ethnicity, and SES. Compared to the population, the group of students referred to the CSC during the 1998-1999 school year was over-representative of males and of students with low SES. Most referrals to the CSC were for academic reasons. In cases where the CSC did not recommend a full evaluation for consideration of special education services, the committee recommended prereferral interventions. The recommendations of the committee typically were congruent with the reason for referral, but often did not specifically state who was responsible for implementing the interventions recommended. / Ed. Culture and Gender Appropriate Responses in Child Friendly Spaces : An Ecological Comparative Analysis of Guidelines and Manuals

Children around the world suffer greatly due to conflicts. One of the most common interventions to support children affected by conflicts are Child Friendly Spaces (CFSs). Implemented within different cultural contexts, CFSs aim to be both culturally sensitive and contribute to gender equality, an interaction that can be complex. Previous research regarding CFSs is limited. As CFSs are commonly used in Humanitarian Action, further knowledge is central.This thesis aims to explore and compare how culture and gender appropriate responses in CFSs guidelines and manuals are expressed in order to gain an increased understanding of how these guidelines handle the interaction between gender norms in different cultures.In this study I discuss six CFSs guidelines and manuals by conducting comparative analysis and applying the Ecological Resilience Framework.The result suggests that culture and gender appropriate responses are central in all guidelines and manuals but emphasized in different ways. The participation of children, families and communities, as well as the adaption of activities, are all strategies aimed at cultural sensitivity. The result also entails that the equal inclusion of all children is a general gender appropriate approach. In addition, I claim that the main intervention, aiming to be both gender and culture appropriate, is separated groups between boys and girls. Finally, I argue that gender and culture may clash due to different perceptions of gender and culture appropriate responses.

In the process of selecting what we believe to be suitable technology for timber harvesting and transport, economics are usually the determining factor, whether in the form of capital investment or personnel cost. Internationally we see a move towards mechanisation in forestry for various reasons: e.g., high wages, labour shortage, and occupational safety. The realities of South Africa highlights other issues requiring attention: e.g., high unemployment, skills' shortage, global competition, rampant AIDS pandemic, and a poor safety and security record. This should focus our attention on finding local solutions to the problem of finding suitable or appropriate technology to support South Africa's quest for sustainable development. L'administration utilise de plus en plus le procédé contractuel, notamment les marchés publics, contrats par lesquels elle satisfait ses besoins en travaux, fournitures et services. Au sein des marchés, à côté des procédures formalisées soumises aux directives communautaires, une catégorie particulière de marché a été créée par le code des marchés publics de 2004 : les marchés à procédure adaptée (M.A.P.A.). Ces marchés, qui constituent une innovation du code de 2004 et qui ont été repris par le code de 2006, sont définis par l'article 28 du code comme les marchés « dont les modalités sont librement fixées par le pouvoir adjudicateur en fonction de la nature et des caractéristiques du besoin à satisfaire, du nombre ou de la localisation des opérateurs économiques susceptibles d'y répondre ainsi que des circonstances de l'achat ». Les modalités laissées à l'appréciation du pouvoir adjudicateur ne doivent pas pour autant porter atteinte aux principes généraux de la commande publique (liberté d'accès à la commande publique, égalité de traitement des candidats et transparence des procédures). Ainsi, la liberté accordée aux acheteurs publics dans le cadre des M.A.P.A. a pour contrepartie une responsabilité accrue. Cette marge de manœuvre accorde une place importante à la jurisprudence pour définir le régime de ces marchés et laisse place à l'innovation des acheteurs publics. / The administration uses increasingly the contract process, including procurement, contracts under which it satisfies its needs works, supplies and services. In markets, in addition to formal procedures subject to EU directives, a particular category of contract was created by the Public Procurement Code 2004 : markets appropriate procedure (MAPA). These markets are an innovation of the Code of 2004 and which were included in the Code of 2006, are set out in Article 28 of the Code as markets "whose terms are freely set by the contracting authority in accordance with the nature and characteristics needed to meet the number or location of economic operators likely to respond and the circumstances of the purchase. "Terms at the discretion of the contracting authority should not necessarily undermine the general principles of public procurement (freedom of access to public procurement, equal treatment of candidates and transparency of procedures). Thus, the freedom granted to public purchasers within the MAPA is offset by an increased responsibility. This flexibility gives an important place to the courts to define the treatment of these markets, leaving room for innovation in public buyers.

A pedofilia é um tema complexo e multifacetado, que exige abordagem interdisciplinar. No que tange às ciências jurídicas, uma das questões mais importantes a serem enfrentadas diz respeito à adequação da resposta penal dada aos pedófilos condenados pela Justiça criminal brasileira. O objetivo geral da presente pesquisa é verificar como a resposta penal dada aos pedófilos judicialmente condenados pode ser mais adequada à luz do atual estado de arte da clínica. Para que o escopo principal fosse alcançado, foram formulados três objetivos específicos, quais sejam, (I) identificar os aspectos clínicos da pedofilia que são relevantes para a compreensão do fenômeno pelos operadores do Direito e que permitem uma abordagem interdisciplinar; (II) enumerar os aspectos éticos e os pressupostos desejáveis das medidas terapêuticas e das consequências jurídicas da condenação criminal dos pedófilos; e, (III) averiguar, à luz de medidas alternativas e eticamente defensáveis, novas possibilidades de resposta penal para os pedófilos judicialmente condenados. Todas as questões permitiram também a reflexão sobre a adequação e a pertinência das atuais propostas legislativas em trâmite no Congresso Nacional acerca da matéria. A abordagem não se restringe à dogmática jurídica e estabelece elos com outras áreas do conhecimento humano, notadamente com a Medicina Forense, com a Psiquiatria Forense e com a Psicologia Jurídica. Esta pesquisa pretende contribuir para o debate jurídico-penal acerca da pertinência ou não da implementação de medidas terapêuticas obrigatórias aos pedófilos judicialmente condenados, bem como oferecer subsídios para a proposição de um novo paradigma à prática forense no tocante às consequências jurídicas decorrentes da condenação criminal de pessoas com transtorno pedofílico. / Pedophilia is a complex and multifaceted subject that requires an interdisciplinary approach. Regarding the juridical sciences, one of the most important issues to be faced concerns the adequacy of the criminal response given to convicted pedophiles by the Brazilian criminal justice. The general aim of this research is to verify how the criminal response given to convicted pedophiles may be more appropriate in the light of the current state of the clinic art. For the main purpose to be reached, three specific aims were formulated: (I) to identify the clinical aspects of pedophilia that are relevant to understanding the phenomenon by the Law operators and that allow an interdisciplinary approach; (II) to enumerate the ethical aspects and the desirable presuppositions of the therapeutic measures and the juridical consequences of criminal conviction of pedophiles; and (III) to examine, in the light of alternative and ethically defensible measures, new possibilities of criminal response for convicted pedophiles. All issues also allowed the reflection on the appropriateness and aptness of the current legislative proposals in course at the National Congress on the subject. The approach is not limited to law doctrine and establishes links with other areas of the human knowledge, especially with the Forensic Medicine, Forensic Psychiatry and Forensic Psychology. This research intends to contribute to the criminal legal debate about the aptness or not of the implementation of mandatory therapeutic measures to convicted pedophiles, as well as to offer subsidies for the proposal of a new paradigm to forensic practice with regard to the juridical consequences of the criminal condemnation of people with pedophilic disorder.

A maior preocupação deste trabalho é com as moradias das populações de baixa renda que na maioria dos casos são precárias não atendendo aos requisitos mínimos de habitabilidade. Para encarar este problema utilizamos como instrumento o conceito de tecnologia apropriada tendo em vista que as tecnologias tradicionais e modernas não tem apresentado bons resultados neste campo. Isto não quer dizer que estamos defendendo apenas uma saída tecnológica para os problemas da habitação popular. Para exemplificar a viabilidade deste enfoque, estudamos duas aplicações, em tijolos e em paredes monolíticas de solo-cimento, onde se colocaram as questões de escolha do solo, dosagem e ensaios de avaliação tais como: resistência à compressão, durabilidade, absorção d\'água, impermeabilidade. Procuramos também, através das aplicações, disseminar a metodologia empregada, que acreditamos possa ser utilizada no desenvolvimento de outros materiais. / The principal objective of this Project is housing for low income people, wich is in the most part poorly constructed without the minimum standards of habitability. To face this problem, the appropriate technology approach were applied bering in mind that traditional and modern ones have not been suited to best resolve this type of housing. But this does not mean that this housing problem is only a technological challenge. As an example two cases were studied, one in pressed earth and the other in rammed earth, both using soil-cement. Soil selection, the cement to soil mixture, compressive strength, durability, water absorption and impermeability tests were evaluated. Besides these examples it is considered that this methodology can be applied to other studies of other materials.
