<p>Municipal councils are vested with the legal authority to promote financial accountability in their respective municipalities. To accomplish this responsibility, municipal council establishes committees to enable a structured and coordinated mechanism through which it can promote financial accountability effectively. However and despite the available legal and institutional mechanisms established to enable council committees to promote financial accountability, the lack of effective financial accountability in municipalities has persisted. This study focused on the role of council committees in ensuring financial accountability. It was guided by the following research questions: What are the major factors that contribute to financial accountability at local level, what is the role of council committees in promoting financial accountability and how can council committees be strengthened to play an effective role in Stellenbosch municipality&rsquo / s municipal financial accountability. Stellenbosch Local Municipality was used as a case study for this research. The data was collected from primary and secondary sources. Primary data was sourced from members of relevant council committees through structured and unstructured interviews. Secondary data was obtained from relevant municipal reports, internet sources, government department publications, journals and Auditor - General&rsquo / s reports which contributed to the reliability, validity and objectivity of the findings. The findings showed that political instability, a lack of a culture of accountability, lack of clearly defined authority for accountability, lack of relevant capacity and willingness are some of the major factors that have impacted negatively on council committees from promoting effective financial accountability. The study opens up the possibility of future research to include a wider number of municipalities.</p>

The White Paper on National Transport Policy (SA, 1996:12) identified the
fragmentation of functions between different spheres of government as one of
the main obstacles besetting the effective development and management of
the transport system. It endorsed one of the principles in the Constitution of
the Republic of South Africa Ad 108 of 1996, to devolve functions to the
lowest appropriate sphere of government if it could be more effectively
handled and if there was capacity to perform the functions.
In pursuing the above objective, the purpose of this study was to determine
the functionality of the West Rand District Municipality in terms of
administrative as well as economic and transport management principles to
fulfil the role as a transport authority in terms of the NLTTA for its present area
of jurisdiction.
The study therefore addressed the legal framework as well as transport and
economic indicators defining the functional area of a transport authority. In
determining the nature and extent of functions as fulfilled by the respective
municipalities, use was made of dichotomous questionnaires. These findings
were also supported with technical data based on surveys conducted through
the Gauteng Household Travel Survey (2000) and the Operating Licensing
Strategy (200212003).
To further operationalise the research objectives of this study, and touching
on Great Britain's transport experience over the past 75 years, a comparison
was made between the present status of Transport Authorities in the United
Kingdom, compared to those in South Africa (Gauteng Province).
Upon analysing the empirical findings it was evident that the establishment of
a Transport Authority for the area of jurisdiction of the West Rand would
enable the WRDM to deliver on the following number of fronts: • Coherent Alignment to a Common Vision • Integration of Transport System • Control over Transport Modes • Optimised Utilisation of Funds
To create a conducive environment for a West Rand Transport Authority to
improve its functionality, it was recommended that serious attention be given
to aspects such as funding mechanisms, legality of municipal entities, clarity
on the status of transport powers at municipal level of government,
assignment of functions and human resource capacity.
Upon conclusion it was agreed that the successful implementation of a
functional transport authority for the West Rand will be dependant, not only
upon technical expertise and management and by resolving the above issues,

The purpose of this research is to explore individual behaviour towards authority.
The psychodynamic and phenomenological paradigms are used.
Unstructured interviews, conducted on five female consultants, produced themes
that provide possible insight into individual behaviour towards authority. These
themes were; 'daddy and mommy's little girl', need for attention, approval, to not
disappoint and sibling rivalry; anxiety and the use of defense mechanisms;
conditions for acceptance and/or comfort; dependency for support; clear and/or
rigid boundaries; split in experience towards authority; fear of authority; power
struggle; and counterdependency. These themes suggest that individual's project
and transfer feelings, fantasies, expectations and wishes of their experiences
with their parents, their earliest authority figures, onto other authority figures, for
example, their managers. The hypothesis generated was "past experiences with
authority figures influences individual experiences and hence behaviour towards

The word infection is a term which causes uncertainty among people. After all, it is not too long ago when people were dying in pandemics of plague, cholera or influenza. A human can be infected by viruses, bacteria, fungal organisms or parasites, many of which can infect several animal species. Diseases transmissible from animals to humans are called zoonoses. For efficient surveillance of zoonoses the cooperation of both veterinary and hygienic services is required. Its aim is timely detection and elimination of infection sources. It is based primarily on pointed veterinary and hygienic-epidemiological surveillance. In this thesis, I focused on the importance of collaboration of veterinary and public health services in the prevention of infectious diseases. One of the objectives of this work is to compare the occurrence of selected human zoonosis diseases in South Bohemia in the years 2002-2010. The second objective is to compare the extent of anti-epidemic measures adopted by veterinary services and public health authorities. In this thesis, a qualitative-quantitative research was utilized. The research aimed to determine the importance of cooperation of public health authorities and veterinary services in the prevention of infectious diseases. The quantitative part of the survey was conducted through the method of secondary data analysis. In the qualitative part of the survey, a semi-structured interview was held with the head of the epidemiology department of the District Hygienic Station of České Budějovice and with the director of the Regional Veterinary Administration for the South Bohemian Region. On the basis of the results of the research and implemented interviews I came to this conclusion: 1) The co-operation during the transmission of infectious diseases is ensured sufficiently. 2) The range of anti-epidemic measures adopted in the veterinary field and in the field of public health is sufficient. This thesis can serve as an educational material for students studying Bachelor or Master Degree of public health protection, because as public health service employees they will deal with issues related to veterinary supervision in practice.

Previous issue date: 2018-02-05 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) / A Ciência da Informação tem entre suas preocupações o acesso à informação e aos recursos informacionais, sendo, portanto, objetos de seu interesse os instrumentos utilizados para esse acesso, tais como os catálogos, que incluem dados bibliográficos (representações de recursos informacionais) e dados de autoridade (representações das entidades associadas aos recursos informacionais, tais como pessoas, entidades coletivas e conceitos). A proposta de criação de uma Web Semântica, em que os dados sejam processados não somente por sua sintaxe, mas também por sua semântica, tem impulsionado o desenvolvimento de um conjunto de tecnologias para a representação de dados na Web, assim como para a consulta a esses dados e o raciocínio computadorizado a partir deles. O uso de algumas dessas tecnologias para a publicação e o relacionamento de dados levou ao surgimento do conceito de Linked Data, e o anseio por sua aplicação na Ciência da Informação deu origem a projetos para a publicação de dados de autoridade como Linked Data. No entanto, observa-se que esses projetos, ainda em estágios iniciais ou experimentais, carecem de um quadro teórico construído na Ciência da Informação que possa orientar quanto às políticas, aos procedimentos e às tecnologias empregadas na publicação desses dados. Assim, partindo do problema “como publicar dados de autoridade como Linked Data?” são delineados o objetivo geral – propor, a partir do conceito das funções dos dados de autoridade nos catálogos e de seus benefícios nos ambientes de Linked Data, um modelo de publicação de dados de autoridade como Linked Data compreendendo políticas, procedimentos e tecnologias – a tese e a hipótese desta pesquisa, de caráter bibliográfico, documental e metodológico. Para o alcance desse objetivo, primeiramente é conduzida uma revisão de literatura acerca do controle de autoridade e do desenvolvimento dos dados de autoridade nos catálogos em livros, em fichas e digitais, com destaque para os modelos conceituais FRAD e FRSAD que sintetizam as funções desempenhadas pelos dados de autoridade. Em seguida, são apresentados o conceito de Linked Data e as principais tecnologias da Web Semântica relacionadas a ele: URIs, RDF, RDFS e OWL, apresentação essa que serve de base para a descrição de três vocabulários que podem ser utilizados na publicação de dados de autoridade (SKOS, MADS/RDF e RDA Element Sets), de iniciativas para a publicação desses dados (LC Linked Data Service, datos.bne.es, data.bnf.fr, VIAF e AGROVOC) e dos potenciais benefícios da publicação dos dados de autoridade como Linked Data. A partir dos resultados dessa revisão de literatura, é proposto o modelo para a publicação de dados de autoridade como Linked Data, compreendendo as etapas de planejamento; modelagem e mapeamento; tratamento, relacionamento e conversão; publicação; e feedback e retroalimentação. Após a descrição de cada etapa do modelo, com suas políticas, procedimentos e tecnologias, são apresentadas considerações finais sobre os resultados alcançados e sobre o modelo proposto. / One of the issues that Information Science is concerned with is the access to information resources, therefore the studies in this area include the library catalogs, which comprise bibliographic data (representations of information resources) and authority data (representations of the entities related to the information resources, such as persons, corporate body and concepts). The proposal of a Semantic Web in which data are processed not just by their syntax but also by their semantics has led to the development of a set of technologies for publishing and linking data on the Web, as well as technologies for data querying and for the computerized reasoning. The use of a subset of these technologies for publishing and linking data has led to the Linked Data concept. The experiments with these technologies in Information Science have given rise to projects for publishing authority data as Linked Data. However, we observed that these projects, still in initial or experimental stages, are not based on a theoretical framework developed in Information Science that can guide them regarding to the policies, to the procedures and to the technologies used in the publication of these data. Thus, starting from the question “how to publish authority data as Linked Data?” we define the main goal – conceptualize the functions of authority data in the catalogs and their benefits in Linked Data environments in order to propose a model for authority data publishing, as well as highlighting its policies, procedures and technologies – the thesis and the hypothesis of this research. To achieve this goal, first we made a literature review about authority control and the development of authority data in books, cards and digital catalogs, remarking the FRAD and FRSAD conceptual models which synthesize the functions of authority data. Then, we present the Linked Data concept and the main Semantic Web technologies related to it: URIs, RDF, RDFS and OWL; starting from this introduction, we describe three vocabularies that can be used to publishing authority data (SKOS, MADS/RDF and RDA Element Sets), some initiatives (Library of Congress Linked Data Service, datos.bne.es, data.bnf.fr, VIAF and AGROVOC) and the advantages of authority data published as Linked Data. Based on the results of this literature review, we propose a model for publishing authority data as Linked Data, The model comprases the following stages: planning; modeling and mapping; processing, linking and conversion; publishing; and feedback. After describing each of these stages, with its policies, procedures and technologies, we present the conclusions about the results and about the proposed model.

nÃo hà / A pesquisa objetiva definir estratÃgias de conversÃo de registros bibliogrÃficos do formato MARC 21 para os esquemas de metadados MARCXML, Metadata Authority Description Schema (MADS) e Metadata Object Description Schema (MODS), por meio dos cabeÃalhos de autoridade de nomes e assuntos como categorias de anÃlise. Procedeu-se ao mapeamento dos subcampos com seus respectivos valores e o posterior cotejamento com as tags dos esquemas de metadados alvo da conversÃo. A pesquisa de carÃter exploratÃria e descritiva propiciada por levantamentos bibliogrÃficos e documentais adota a observaÃÃo sistemÃtica como tÃcnica viabilizadora da etapa empÃrica. Aborda o modelo entidade-relacionamento adotado pelosFunctional Requirements for Bibliographic Records (FRBR) como ferramenta para modelar o relacionamento entre os atributos dos metadados em estudo e o formato MARC com as prescriÃÃes dos Functional Requirements for Authority Data (FRAD)para os dados de autoridade de nome pessoal e os Functional Requirements for Subject Authority Data (FRSAD) para os dados de autoridade de assuntos tÃpicos. A anÃlise preliminar demonstrou que a flexibilidade dos esquemas permite tratar redundÃncias e ambivalÃncias na representaÃÃo de nomes pessoais e seus atributos.Permite, ainda,a abordagem por meio de remissivas e qualificadores apropriados com Ãnfase nos aspectos ligados a sinonÃmia e polissemia dos cabeÃalhos de assuntos. Analisa a flexibilidade notacional de esquemas correlatos como o Metadata Encoding and Transmission Standard (METS) na esteira da perspectiva de recursos de informaÃÃo interoperÃveis. Insere o vocabulÃrio Dublin Core na discussÃo e codificaÃÃo de metadados descritivos, o que possibilitou mapear limites e possibilidades deste vocabulÃrio no contexto bibliogrÃfico. Os resultados das conversÃes realizadas ilustraram o papel estratÃgico do modelo entidade-relacionamento como paradigma conceitual adotado pelos FRBR e, subsidiariamente pelos FRAD e FRSAD, na conduÃÃo das etapas de mapeamento e codificaÃÃo dos dados de autoridade de nome pessoal e assunto tÃpico de MARC para MADS e MODS. Foi observado que todos os campos e subcampos MARC analisados,alÃm de encontrarem seus equivalentes nos esquemas XML correspondentes, sÃo acrescidos de atributos relacionais que demonstraram efetividade nos vÃnculos que associam autores a papÃis assumidos nos recursos. Conclui que as estratÃgias de conversÃo aplicadas extraem o valor semÃntico do paradigma relacional preconizado pelos FRBR como elemento chave para alcance de expressividade, coerÃncia interna e sofisticaÃÃo das relaÃÃes sintÃticas e semÃnticas tÃo caras à efetividade dos catÃlogos. Sugere, a partir da literatura consultada e dos resultados verificados na etapa empÃrica, pesquisas que visem contemplar estratÃgicas de conversÃo de metadados com Ãnfase nos grupos 2 e 3 dos FRBR. / The objective of this research is to define strategies for converting bibliographic records from MARC 21 format to MARCXML, Metadata Authority Description Schema (MADS) and Metadata Object Description Schema (MODS) metadata schemas, through name and subject authority as analysis categories. The mapping of the subfields with their respective values and the subsequent collation with the tags of the metadata schemes target of the conversion were done. The exploratory and descriptive research provided by bibliographical and documentary surveys adopts systematic observation as a technique that enables the empirical stage. It ad-dresses the entity-relationship model adopted by the Functional Requirements for Biblio-graphic Records (FRBR) as a tool to model the relationship between the attributes of the metadata under study and the MARC format with the requirements of Functional Require-ments for AuthorityDescription (FRAD) and the Functional Requirements for Subject Authority Data (FRSAD) for the topics subject authority data. The preliminary analysis showed that the flexibility of the schemas allows to treat redundancies and ambivalences in the representation of personal names and their attributes. It also allows the approach through appropriate refer-ences and qualifiers with emphasis on aspects related to synonymy and polysemy of subject headings. It analyzes the notational flexibility of related schemas such as Metadata Encoding and Transmission Standard (METS) in the wake of the perspective of interoperable infor-mation resources. It inserts the Dublin Core vocabulary into the discussion and coding of de-scriptive metadata, which made it possible to map the limits and possibilities of this vocabu-lary in the bibliographic context. The results of the conversions carried out illustrated the stra-tegic role of the entity-relationship model as a conceptual paradigm adopted by the FRBR and, in a subsidiary way, by the FRAD and FRSAD, in the process of mapping and coding the personal name and subject matter authority data from MARC to MADS and MODS. It was observed that all the analyzed MARC fields and subfields, besides finding their equiva-lents in the corresponding XML schemas, are added with relational attributes that demon-strated effectiveness in the links that associate authors to roles assumed in the resources.
It concludes that the applied conversion strategies extract the semantic value of the relational paradigm advocated by the FRBR as a key element for the reach of expressiveness, internal coherence and sophistication of the syntactic and semantic relations so dear to the effectiveness of the catalogs. It suggests, from the literature consulted and the results verified in the empiri-cal stage, researches that aim to contemplate strategies of metadata conversion with emphasis in groups 2 and 3 of FRBR.
