Decisões estratégicas de produção como suporte a uma estratégia de negócios : um estudo de caso na indústria de fertilizantes

A formulação de estratégias de produção deve estar em consonância com a estratégia de negócios da empresa. Neste trabalho, um estudo de caso simples, formulou-se um conjunto de planos de melhorias para uma fábrica de fertilizantes, com objetivo de realizar as mudanças em capacidades e custos de produção das atividades existentes, melhorando assim sua competitividade. O foco deste trabalho foi na determinação das melhorias das atividades de produção necessárias para que a unidade de análise atinja padrões de competitividade compatíveis com as demais unidades do grupo, através da utilização de indicadores de benchmarking internos da empresa e da comparação dos mesmos aos resultados obtidos na unidade de análise, identificadas as lacunas de desempenho da empresa. A partir da identificação das lacunas, foram propostos os planos de ação de melhorias, para que a unidade de análise mudasse do patamar em que se encontrava para a condição de melhores práticas, dando, assim, suporte à estratégia de negócios da empresa. Os resultados dos planos de melhorias executados, bem como uma nova estratégia de Produção implantada, não prevista, decorrente de um processo de formação de uma nova empresa, mostraram-se efetivos na obtenção dos objetivos perseguidos. Para este estudo, em produção de commodities, a escala de produção mostrou-se como determinante para atingir custos industriais competitivos. / The production strategies formulation must be according to the company´s business strategy. In this essay, a simple case study, a set of improvement plans was formulated to a fertilizers factory aiming to accomplish the changes in capacities and the production costs in the exixting activities, improving its competitiveness. In this paper the focus was on the improvement determination of the necessary production activities so that the analysis unit achieves its competitiveness patterns compatible with the other units in the group, through the uses of internal indicators of company´s benchmarking and comparasion of the results obtained in the analysis unit, identified the gaps in the performance. From the gap identification, it was proposed the improvement action plans so that the analysis unit changed from the actual status into a better practice condition, this way, giving support to the business strategies of the company. The results of the improvement plans realized as well as a new strategy of the production implanted, to estimated, resulting from a formation process of a new company. They showed effective in the achievement of the pursuit purposes. For this study, in production of commodities, a production scale showed determinate to achieve the competitive industrial costs.

Estudo para identificação de Benchmarking em sistemas de produção de leite no Rio Grande do Sul

A desregulamentação da economia brasileira na cadeia do leite em 1990 e a globalização da economia trouxeram grandes modificações e preocupações nos diferentes segmentos do sistema agroindustrial do leite. De outro lado, surgiu um consumidor mais exigente em produtos e serviços. Essa situação requer do produtor de leite, que é o elo mais frágil da cadeia, que tenha maior competitividade em produtividade, custo e qualidade, dentre outros fatores. Nesse sentido, este estudo analisa e avalia os coeficientes de desempenho dos indicadores técnico e econômico dos fatores da produção que caracterizam os diferentes sistemas de produção e identificam as unidades produtoras que são benchmarking em alguma prática, processo, procedimento ou indicador. Para tanto, realizou-se uma pesquisa a campo que obteve um retorno de 47,78% dos 32.188 questionários enviados. Além disso, realizou-se visita, entrevista e estudadas as 12 UPs benchmarking. Observou-se que as UPs benchmarking têm muito a ensinar à grande massa de produtores de leite e que todos os coeficientes dos indicadores técnicos e econômicos, práticas, processos e procedimentos são melhores do que a média de cada sistema da pesquisa geral.

As iniciativas governamentais para ampliar a infraestrutura ferroviária brasileira na última década não alcançaram os resultados esperados. Esta pesquisa procura avaliar o setor ferroviário brasileiro à luz de uma comparação internacional com benchmarks globais, como Reino Unido, Estados Unidos e China, a fim de identificar e propor a incorporação das melhores estratégias adotadas entre os países analisados. Além disso, avalia a percepção dos stakeholders brasileiros a novas maneiras de exploração do mercado ferroviário. O trabalho procura comprovar a hipótese de que ferrovias devem ser exploradas e reguladas, diferentemente, em função de suas características intrínsecas. A aplicação desse princípio permitiria, inclusive, a existência de um mercado de exploração integralmente privado, atualmente, inexistente no Brasil. A pesquisa encontrou evidências internacionais de que diversas formas de exploração da infraestrutura ferroviária são eficazes em termos de qualidade, extensão e densidade. Contudo, em termos de eficiência - execução de gastos públicos -, a exploração privada com integração vertical e competição por rotas é a mais recomenda para o Brasil, devido a seu déficit fiscal e de infraestrutura ferroviária. O estudo recomenda a desregulamentação e a reprivatização da malha ferroviária brasileira. / Extension, density, and quality of the rail transportation mode in Brazil are incompatible with the size of its economy on the world stage. Government initiatives to expand Brazilian rail infrastructure in the last decade have not achieved the expected results. This research tries to evaluate the Brazilian rail sector in the light of an international comparison with global benchmarks, such as England, the United States and China, in order to identify and propose the incorporation of the best strategies adopted among the analyzed countries. In addition, it assesses the perception of Brazilian stakeholders to new ways of exploring the rail market. The paper tries to prove the hypothesis that railways should be explored and regulated, differently, depending on the degree of competitiveness they have. The application of this principle would even allow the existence of an entirely private market of exploitation, currently lacking in Brazil. The research has found international evidence that various forms of exploration of railway infrastructure are effective in terms of quality, length and density. However, in terms of efficiency - execution of public spending, private operation with vertical integration and competition for routes is the most recommended for Brazil, due to its railway infrastructure and fiscal deficit. The study recommends the deregulation and reprivatization of the Brazilian rail network.

Durante muitos anos de sua história, a Santa Casa de São Carlos teve como prestador de serviço hemoterápico o Banco de Sangue de São Carlos, um serviço privado, sob responsabilidade técnica de um médico hemoterapêuta da cidade. Em 2006, esse serviço hemoterápico terceirizado foi lacrado pela Vigilância Sanitária Estadual e, em virtude dessa situação, em 2006 a Santa Casa de São Carlos passou a investir recursos para instalar um serviço hemoterápico próprio, que pudesse atender com qualidade as necessidades de transfusão de hemocomponentes na cidade. Contando com recursos da própria Instituição e importantes parcerias como a Câmara Municipal e Rotary Club São Carlos, foi estruturado um projeto em três fases. Em agosto/2006 foi implantada uma Agência Transfusional, ligada ao Hemonúcleo Regional de Araraquara – UNESP; em fevereiro/2008 foi instalada a Unidade de Coleta e Transfusão de São Carlos (UCT), ainda vinculada ao Hemonúcleo Regional de Araraquara e em junho/2009, o Serviço ampliou suas atividades, com três novos laboratórios: Processamento, Imunohematologia e Sorologia, passando a receber o nome de Serviço de Hemoterapia da Irmandade da Santa Casa de Misericórdia de São Carlos, e realizando todo o “ciclo do sangue”. Atualmente, são recebidas cerca de 500 doações mensais. During many years of the history, Santa Casa de Sao Carlos had a service provider hemotherapeutic the Blood Bank of Sao Carlos, a private business, under the technical responsibility of a hematologist in the city. In 2006, this outsourcing service hemotherapeutic was sealed by the State Sanitary Surveillance, and because of this situation, in 2006 the Santa Casa de Sao Carlos started to invest resources to install a service hemotherapeutic own, which could meet the quality requirements for transfusion of blood products in the city. Drawing on resources of the institution itself and major partners such as City Hall and the Sao Carlos Rotary Club, a project was structured in three phases. In August 2006 the Agency was set up a transfusion-linked Hemonúcleo Regional Araraquara - UNESP; February/2008 was installed in the Unit for Collection and Transfusion of Sao Carlos (UCT), still bound to Hemonúcleo Regional Araraquara and in June 2009 , the Service has expanded its activities, with three new laboratories: Processing, Immunohematology and Serology, starting to receive the name Blood Bank of the Irm. Santa Casa de Misericordia de Sao Carlos, and performing all the cycle of blood. Comparação de métodos para estimação da distribuição do consumo alimentar usual

Já há inúmeros métodos de estimação da distribuição do consumo alimentar usual. De uma forma geral, eles são de difícil entendimento e implementados em softwares pagos. Em vista disso, este trabalho propõe um novo método de estimação da distribuição do consumo alimentar usual que foi intitulado como MEID (Method for Estimate Intake Distribution). Neste trabalho esse método foi comparado com os métodos SPADE (Statistical Program to Assess Dietary Exposure), NCI (National Cancer Institute) e MSM (Multiple Source Method), por meio de um estudo de simulação. Para cada método foram estimados a média e os percentis da distribuição do consumo usual e foram utilizadas como medidas de acurácia o vício e o vício relativo, já para medir a precisão foi utilizado o Erro Quadrático Médio (EQM). Salienta-se que o método proposto neste trabalho utilizou o software livre R em todo seu escopo. Os resultados mostraram que os métodos NCI, SPADE e MSM realizaram estimações parecidas e obtiveram EQM e vícios superiores ao MEID, principalmente quando se tratava do percentil 95. Em suma, verificou-se que o estimador MEID foi mais acurado e preciso na estimação da distribuição do consumo alimentar usual quando comparado aos demais, como também se mostrou mais simples e de interface implementável em qualquer software com linguagem similar ao do software R. / There are already numerous methods for estimating the distribution of usual dietary intake. In general, they are difficult to understand and implemented in paid software. In this light, this paper proposes a new method for estimating the distribution of usual dietary intake: MEID (Method for Intake Distribution Estimate). In this work this method was compared with the SPADE (Statistical Program to Assess Dietary Exposure), NCI (National Cancer Institute) and MSM (Multiple Source Method) methods, by means of a simulation study. For each method, the mean and the percentiles of usual intake were estimated, and for accuracy measurements, the bias and relative bias were used. The precision was measured using the Mean Squared Error (MSE). The proposed method in this paper uses the free software R. The results have shown that the NCI, MSM and SPADE methods performed similar estimations, and obtained MSE and bias higher than MEID, especially in the 95th percentile. In short, it was found that the MEID estimator was more accurate and precise in estimating the distribution of usual dietary intake, when compared to other estimators, while also being simpler than those. It was also shown that it’s implementable in any language similar to the R software.

A principal contribuição deste trabalho é disponibilizar um ambiente para avaliação de desempenho de sistemas computacionais baseado em uma carga de trabalho transacional representativa. Ferramentas como o DBT-5 são importantes para os fornecedores de SGBD, pois podem ser utilizados no processo de controle de qualidade destes sistemas. Os objetivos principais são: diagnosticar problemas de desempenho ou regressão nos produtos existentes e auxiliar na engenharia de novos produtos e novas funcionalidades. O usuário final tambémpode se utilizar de benchmarks para auxiliá-lo na decisão de investimento em sistemas computacionais, através de comparativos de desempenho entre sistemas concorrentes. O TPC-E é o novo benchmark aprovado pelo conselho TPC e modela uma carga de trabalho de processamento de transações online centrada no Sistema Gerenciador de Banco de Dados (SGBD). O TPC-E simula um sistema de corretagem de ações com múltiplos tipos de transação e foi projetado para balancear o uso de disco e de processamento. benchmark. A ferramenta de validação se mostrou, através do estudo de caso, plenamente aplicável a realidade do nosso país / Abstract: The study and adaptation of the processof reference analysis and mainly of the appropriate indicators to this aim intend to give continuous and rational methods to the management of clinical engineering departaments towards continuous improvements in their medical-hospitalar equipments managers to visualize opportunities and needs of change in their departments with the use of validated reference indicators. The validation of the indicators for utilization in the proposed process of reference analysis is a toei that can be incorpored to the activities of a clinical engineering department, often taking advantage of currently used indicators, then being these indicators valitated in the department itself. The main stages of the metodology are: (1) selection and adaptation of a reference analysis process; (2) selection of the indicators; and (3) validation and calculus of the reference indicators. Looking at a global analysis of the support activity, the group of the refemce indicators was selected with the follow premiss: having the biggest embracement over the quality os the service of medical-hospitalar equipments support, without incurring in redundance. With this pre-seleted group was chosen for a case study of the metodology of validation. Financial product development : a strategically competitive system engineering approach to innovative risk based financial engineering.

D.Ing. / It is said that the development of innovative new products is set to become the economic battleground of the twenty-first century. Specifically, the innovative identification, development and subsequent marketing of financial products designed in order to allow organisations to manage their financial risk profiles will assume increased importance as volatility within the global business environment and capital markets increases. The discipline responsible for the development of such financial products, financial engineering, will increase in importance as financial services organisations compete to be the first to satisfy the needs of the market. The ultimate aim of financial engineering, as with any product development process, must be to develop the required product in an optimal manner at a minimised economic life-cycle cost to the organisation. Simultaneously, if correctly applied, the process of financial engineering can be a significant source of competitive advantage to the financial services organisation in an industry characterised by intense competitive pressures and exponentially increasing complexity and volatility. The financial services organisation which is able to successfully combine these two elements will have the capability to position itself as a leader in the identification and development of innovative financial products, a capability critical for success within the financial services industry. The science of engineering has within it a special subset devoted to the optimisation of the process of product development. This discipline, known as system engineering, has been extremely effective in the enhancement of product development processes within a traditional manufacturing environment. Tangible benefits of the application of system engineering include a reduced product development cycle, increased product adherence to client specifications, and a reduction in the economic life-cycle cost of the product. Within this thesis the author suggests that the optimal development of financial products in an increasingly competitive environment requires a two-pronged approach. In the first instance the financial services organisation must choose to develop the product which best promotes the medium to long-term strategic aims of the organisation. This is the concept of strategic fit. In the second instance the financial services organisation must have the capability to develop this product more effectively, and more efficiently, than its competitors. As an implementation mechanism the author develops a Financial Product Development Model based on system engineering principles chosen for their applicability to the process of financial product development. Simultaneously, the author develops a Competitive Strategy Framework, a collection of five strategic elements designed to ensure that the financial product development decision displays a measure of correlation to the strategic aims of the organisation. This Competitive Strategy Framework is implemented within the Financial Product Development Model via the use of a Strategic Circuit Breaker, a concept developed by the author and based on the concept of trading circuit breakers as used on the world's major stock exchanges. The aim of the Financial Product Development Model proposed within this thesis is to enhance the process of financial engineering and in so doing provide the financial services organisation with a means of improving its strategic competitiveness within the financial markets. The proposed Financial Product Development Model is validated via the practical application of the model. The results of this validation indicate that significant benefits may be obtained by correctly implementing the model. In addition the author conducts a limited scope industry survey designed to determine the opinion of financial services professionals to the major concepts underlying the model. The favourable results of this survey indicate that (1) the proposed model is practical and applicable within the financial services industry, and (2) the financial services industry in general is unaware of the importance of the process of product development and the manner in which system engineering can be used to enhance this process. By implication the financial services organisation that is able to differentiate its financial product development process from its competitors stands to achieve a significant competitive advantage.

Benchmarking in the South African corporate environment

Most new generation organisations have management models and processes for measuring and managing organisational performance. However, the application of these models and the direction the company needs to take are not always clearly established. Organisations need a clear picture of where they want to go, where they are and how to bridge this gap in order to successfully get to the future intent. It is also important for organisations to have a solid base from which to start a new strategy. In the past couple of years, organisations have strived to build such a solid base by re-engineering, continuous renewal, total quality management, downsizing and a plethora of other techniques. But, getting the foundation in order and just slowly getting better at what we do is not enough in today's competitive environment. Continuing in this manner is only going to keep a company in the race, when the object is to win the race. A company needs to become the world-leader in key processes to ensure survival into the future. Benchmarking can be defined as the search for industry best practices that lead to superior" performance. The emphasis is on "best" and "superior". There are no limitations on the search; the more creative the thinking, the greater the potential reward. Unlike traditional competitive analysis that focuses on outputs, benchmarking is applied to key operational processes within the business. Processes are compared and the best process is adapted into the organisation. It is a process of learning to be better while becoming the best. The purpose of this study was to provide a way for a company to get ahead in the race by means of benchmarking. The reason for benchmarking stems from this need to get ahead of others. One first need to know where one is compared to others and then to understand why the others are ahead. With this understanding, processes can then be adapted and changed to ensure that the company gets ahead of its competitors. Benchmarking is not guaranteed to be successful - it needs to be managed and nurtured in the organisation and allowed to grow throughout the organisation to finally become a way of life. It also needs to be integrated into continuous, key business processes in order to ensure that the benefits can be reaped into the distant future.
