This thesis deals with the improvement of mobile applications for the Fire Brigade of the Czech Republic. The theoretical part focuses on the importance of information that is necessary for the successful completion of an emergency situation. This section also includes a description of the activities of the regional operations centers and information system used by firefighters. The theoretical part is closed by the description of the process of the elaboration of an emergency situation. One of the aims of the practical part was to carry out the analysis of mobile applications used on the terminal equipment of the tablet in the Czech Republic and in neighbouring countries. Another goal was to design improvements in the form of new mobile applications that Fire Brigade in the Czech Republic could develop. Besides there were proposed recommended mobile application for the tablets considering the selected roles of firefighters.

This diploma thesis is aimed at the use of mobile analyzer Gas Detector Array GDA 2 by Fire Brigade Units of the Czech Republic. The goal of the theoretical part was to get acquainted with this instrument and with the possibilities of its use, to describe the principle of analytical methods used in this analyzer. The experimental part was aimed on the analyses of toxic gases and vapors in the air and on the comparison of obtained result. Final part of diploma thesis evaluates the contribution of mobile analyzer GDA 2 for rapid identification of unknown toxic compounds by Fire Brigade Units of the Czech Republic.

The diploma thesis deals with insurance fraud and issues which comes with it. The thesis is divided into several units. The first part is dedicated to insurance fraud in general, the insurance industry in the past and in the present and legislation in the past and in the present in the area of today´s Czech Republic. The thesis continue with analyzing of fraudulent behavior according to perpetrator and type of insurance. The next is statistical evaluation. In the part “Detection of insurance fraud” are summarized current methods of detection of the insurance frauds used by insurance companies in our market. There were also analyzed insurance frauds according to perpetrator, economic sector and insurance company. In the end is presented the case study of purpose action, suggestions suitable for the fight with insurance fraud and there is also offered as another technical possibility of help not only in the fight with insurance fraud - mathematical modeling of fires.

Spolupráce Pohraniční stráže s civilním obyvatelstvem v šedesátých a sedmdesátých letech: příklad Chebska / Cooperation of Border guards with civic inhabitants in 60's and 70's era: example of Cheb region

The diploma thesis deals with theme of collaboration Border Guard troops with the civilian sector its focusing on 60's and 70's era. The topic is an overview compiled since 1945, because of better context. Work aims to map and describe the process whereby the collaborating fifth brigade of border guards in the geographic region Cheb region with residents and how the civilians had been involved to guard state borders. The author based primarily on archival material stored in the Security Services Archive in Brno - Kanice and the previously published literature. The author also used interviews with former professional officers. These interviews compiled by the method of oral history. The main criteria were chosen on the number of assistant border guards, as well as young border guards and the number of persons who were attempting to cross the state border detained for using the civilian sector. But also, many other factors were considered. The result of this work is the finding that the border guard cooperation with the civilian sector shows an upward trend in the period from the fifties to the late seventies. The highlight of this cooperation was the second half of the seventies. In the sixties, and especially the second half of the sixties, the brigade was forced to intensify the use of civilians...

[pt] Em 1917, músicos da Banda do Corpo de Bombeiros do Rio de Janeiro apresentaram o hino Soldado do Fogo. Os versos celebravam a sagrada missão destes voluntários que não temem da morte na sua batalha contra incêndios horrorosos e dantescos. A letra do hino condensava uma narrativa que, desde meados do século XIX, havia sido forjada institucionalmente, na intenção de consolidar o caráter heroico de integrantes comprometidos com a tarefa de proteger a vida e a propriedade, ainda que para isso tenham que perder a própria vida, com o cumprimento do seu dever. Essa versão idealizada do lugar social do bombeiro, elaborada e reelaborada pela Corporação, será questionada nesta tese em três argumentos principais. Primeiramente, através da análise das formas de recrutamento e do perfil dos agentes nos níveis mais baixos da hierarquia institucional, revelando dinâmicas relacionadas aos mundos de trabalho e aos conflitos laborais na virada do século XIX para o XX, que contrastam com a imagem de um voluntário empenhado no ofício de se sacrificar pela missão. Em segundo lugar, aponta para o Corpo de Bombeiros como uma instituição menos coesa do que aquela imaginada por seus comandantes, em grande medida fraturada por hierarquias e distinções que separavam, por exemplo, uma maioria de trabalhadores pobres dos militares de alta patente do Exército brasileiro. Enfim, esta pesquisa traz à tona um universo de trabalhadores lutando contra muito mais do que incêndios: por salários, condições de trabalho e possibilidades de ascensão social. / [en] In 1917, the Rio de Janeiro Fire Department official band performed the new hymn praising the Corporation: Fire Soldiers. The lyrics celebrated the sacred mission of those volunteer workers who did not fear death when in battles against the most awful and horrid fires. The verses condensed a narrative that had been institutionally forged since the mid-nineteenth century, aiming at consolidating the heroic character of its corps engaged with the task of protecting life and property as a duty to be fulfilled even if losing their lives while doing it. That ideal version of the firefighter s social place, elaborated and re-elaborated by the Corporation, will be questioned in this thesis in three main arguments. First of all, based on the analysis of the forms of recruitment and on the profile of the agents within the lower hierarchical levels, the study will reveal the dynamics related to different work spheres as well as occupational tensions by the turn of the 19th to the 20th century, which do not fit the image of a volunteer brigade ready to sacrifice life for the cause. Also, the research presents a Fire Department as less cogent than that ideal imagined by its commanders, greatly caused by distinctions and hierarchies that separated a great majority of poor workers from the high ranking officials in the Brazilian Army. Finally, the thesis reveals the limitations on firefighting attributions, due to very precarious working conditions or to lack of adequate equipment. The research also brings to the main stage a whole new universe of workers fighting not only a great number of fires but also for salaries, work conditions, and the possibility of social climbing.

The purpose of this thesis is to illustrate the importance of the military principle of unity of command by examining the military history of a Union army unit during the Civil War. The Mississippi Marine Brigade and its predecessor, the Ellet Ram Fleet, being a creation of the War Department, and yet conducting tactical operations within the scope of the Navy Department, vividly illustrates the problems inherent in joint army-navy operations. The brigade's primary mission was to counter guerrilla warfare in the Mississippi River valley. The text describes the organization, administration, and major operations of the brigade as a mobile, independent, private military force.

Cette thèse est une étude chronologique de la présence militaire irlandaise en France sous l’Ancien Régime associé à une analyse du mythe de la Brigade Irlandaise au XVIIIe siècle. En s’appuyant sur des sources primaires, dont certaines sont inédites, les quatre premiers chapitres proposent un cadre historique de la communauté militaire irlandaise et de l’acculturation progressive, mais parfois difficile, de ses membres. Le premier chapitre se concentre sur les écrits de l’élite française et de la littérature populaire d’Angleterre face aux Irlandais lors de la « Guerre des trois rois », tandis que le deuxième se penche sur l’image des soldats irlandais dans la presse des deux côtés de la Manche à la même période. Le troisième explique comment ces hommes sont devenus au fil du temps une troupe reconnue par ses pairs dans l’armée royale, tandis que le quatrième explore les stratégies mises en place par les militaires irlandais et leurs familles pour intégrer la société d’accueil. Ces deux chapitres montrent également le déclin de la présence effective d’Irlandais dans la Brigade. Based on primary sources, some of which have been hitherto unpublished, the firstfour chapters propose an historical framework of the Irish military community and thesometimes difficult but progressive acculturation of its members. The first chapter focuses onthe writings of the French elite as well as popular literature from England about the Irish in the“War of the three kings”, while the second one is about the image of the Irish soldiers in thepress on both sides of the Channel during the same period. The third one explains how thesemen came to be recognised by their peers as a valuable unit in the French royal army and thefourth one explores the tactics used by Irish militarymen and their families to integrate intoFrench society. These two chapters also show the gradual decline of the actual presence ofIrishmen within the ranks of the Brigade. The question of the memory attached to the battle ofFontenoy is at the very core of the fifth and sixth chapters where the part played by Irishmenon the 11th of May 1745 is minutely studied. The birth of a distinct Irish military identity in19th century writings is also discussed. Les forces expéditionnaires bi/multinationales en Europe : analyse comparée des politiques d’alliance de la France et de l’Allemagne (1991-2016)

Cotutelle de thèse avec l'Université de Montpellier / Pourquoi des États créent-ils des forces expéditionnaires bi/multi-nationales ? Pourquoi celles-ci ne sont pas utilisées au final ? L’objectif de cette thèse est d’apporter une explication à ce paradoxe, illustré parfaitement par la brigade franco-allemande et les groupements tactiques de l’Union européenne. Bien que ces deux unités ne soient pas les seules en Europe pouvant être qualifiées de forces expéditionnaires, nous avons décidé de choisir ces deux cas d’études, afin d’analyser également à travers les mesures relatives à celles-ci, les processus décisionnels tant en France qu’en Allemagne. Nous nous sommes par conséquent focalisés sur ces unités et sur les politiques d’alliances à l’origine de celles-ci. Concrètement notre recherche s’inscrit dans la lignée des travaux portant sur les alliances, mais également au sein du champ de l’analyse comparée de la politique étrangère. L’explication théorique développée pour expliquer les décisions étudiées s’appuie sur la théorie des rôles de Kal Holsti. Selon nous les décisions ne sont prises que par un groupe limité d’acteurs et résultent des rôles auxquels ces derniers adhèrent pour leur pays. Des arrangements institutionnels, ainsi que des conflits et des rapports de force modèrent ces rôles. Par ailleurs, en cas de décision ayant une portée institutionnelle, on constate une dépendance au sentier vis-à-vis d’anciennes mesures. Les décisions en faveur de la brigade franco-allemande et des groupements résultent in fine de la domination des rôles de promoteur du renforcement des capacités militaires européennes et d’allié fidèle, parmi les acteurs à l’origine de ces décisions. D’autres rôles présents en France et en Allemagne tendent au contraire à freiner l’emploi de ces unités, en particulier celui de grande puissance (pour la France) et celui de puissance civile (pour l’Allemagne). Plusieurs rôles coexistent en effet au sein de chaque appareil décisionnel et chacun voit son poids en termes d’influence fluctuer. Ceci résulte de la variation selon les décisions étudiées des acteurs impliqués, ainsi que des luttes et des rapports de force entre eux. Notre thèse se divise en sept chapitres. Dans les trois premiers, nous reviendrons sur la littérature consacrée aux forces étudiées et aux alliances, sur notre méthodologie, ainsi que sur les relations internationales en Europe des trente dernières années. Les parties suivantes traitent de l’évolution de la brigade franco-allemande en force expéditionnaire, de la création des groupements tactiques, des choix de partenaires au sein de ceux-ci et enfin du non-emploi de ces troupes militaires. Ces différentes thématiques constituent les quatre chapitres empiriques de notre recherche. En conclusion de celle-ci, on peut estimer que les chances de déploiement des unités étudiées dans les années à venir demeurent plutôt faibles. L’explication théorique développée pour ce travail et basée sur la théorie des rôles offre également un outil de compréhension du fonctionnement des appareils politico-militaires français et allemands. Validé pour cette analyse, il lui reste désormais à être testé sur d’autres cas d’étude et États. / Why do states create bi/multinational expeditionary forces? Why have not they been used yet? The objective of this PhD dissertation is to explain this paradox, which is well exemplified by the Franco-German brigade and the European Union Battle Groups (EUBG). Although these two units are not the only ones in Europe that can be qualified as expeditionary forces, we chose these two case studies to analyze, among others, the decision-making processes in both France and Germany. We have therefore focused on these two units and on the alliance policies that are at the origin of these units. In practice, our research builds on the work on alliances and the field of comparative foreign policy analysis. The theoretical framework developed to explain the foreign policy decisions is based on the theory of roles by Kal Holsti. Our findings indicate that these decisions are made only by a limited group of actors and result from the roles those actors assume for their country. Institutional arrangements, as well as conflicts and power struggles, moderate these roles. In addition, there is strong evidence for path dependency in cases where decisions have an institutional scope. The decisions in favor of the Franco-German brigade and the EUBG ultimately resulted from the role of a promoter of reinforced European military capabilities and the role of a faithful ally, which dominated among the actors behind these decisions. Other roles present among the French and German decision-makers tend, on the contrary, to slow down the use of these units. This is particularly true for the role of a great power (France) and the role of a civilian power (Germany). Several roles coexist indeed within each state and each sees its amount of influence fluctuate. This variation in roles’ influence depends on the actors involved, as well as on power struggles and relations. Our dissertation is divided into seven chapters. In the first three we will return to the literature on expeditionary forces and alliances, to our methodology, and to the international relations in Europe over the past thirty years. The following chapters deal with the development of the Franco-German brigade as an expeditionary force, the creation of battle groups, the choice of partners within them, and finally the non-employment of these military troops. These are the four empirical chapters of our research. In conclusion, we estimate that the probability of deployment of the studied units in the coming years remains rather low. Relying on role theory, our theoretical explanation serves as a tool for understanding the functioning of the French and German political-military decision-making structures. While validated for this analysis, this theoretical framework now has to be tested on other case studies.

”Den frivillige soldaten.” : Manlighetsideal och legitimitet bland svenska frivilliga soldater samt det omgivande samhället under finska inbördeskriget 1918

This paper examines how the ideal of manhood is portrayed and constructed and how the participation of Swedish soldier volunteers are motivated and legitimatized. The purpose of this examination is to gain understanding and knowledge about the Swedish soldiers in the Swedish brigade, how they legitimatize and motivate their participation and how the ideal of manhood is portrayed and constructed. The study is based on material from the war archive in Stockholm. The empirical material is composed by letters and propaganda material. In the analysis of the empirical study, there have been two theories used which are Eric Hobsbawms historical method and theory about invented traditions and Peter Aronssons historical method and theory about ‘historiebruk’ and legitimacy. The method I used for analyzing my empirical material is the genetic-biography method which aims the interest to the text, language in the text, the words and the sentences. The field of research about the finish civil war in 1918 is very large and that is why I made a selection in order to choose which research should represent the rest of the field. The selection is based on the reasoning about the class conflict, eye witnesses and the picture of the finish civil war, the freedom war and the participation of the Swedish soldier volunteers. The result in this study and examination shows how the ideal of manhood is constructed usually by a soldier who often sacrifices his own life and becomes a hero, a freedom fighter that stands up against the violence from the east, the so called bolsjevikempire. The participation of the Swedish soldier volunteers is legitimatized through several ways. The legitimization is often connected to the past and the Swedish nation in order to accept the actions and the participation of the Swedish soldiers.
