Profiling the French community in the Western Cape, South Africa : evidences from an innovative survey

>Magister Scientiae - MSc / In South Africa, demographics consequently play a prominent role in public policy and the country (rainbow nation) or often called a World in One Country, provide interesting interactions between the whites, coloured and blacks. South Africa remains the highest-ranked country in sub-Saharan Africa and the second-placed among the BRICS economies. Furthermore, the country benefits from the large size of its economy, particularly by regional standards, but the profile of various immigrant groups is poorly understood, thereby creating ambivalence in policy frameworks. A, major weakness of research in this area has been the tendency to study causes and impacts of migration separately, which constitute largely separate strands of migration literature. More in general, the scholarly debate has tended to separate the determinants and impacts of migration artificially from more general processes of socioeconomic contexts. Thus, there is a clear need to study migrant profiles in their wider societal context, which makes this study contemporaneous. Our research profiles both the demographics and socioeconomic dynamics of the French immigrants in South Africa on one hand and highlights the differences between French emigrants in Western Cape, South Africa and their counterparts residing in France vis-à-vis South Africans in Western Cape. In determining, the effect of socioeconomic and demographic profiles of the French immigrants in the Western Cape, a Google web design was used. Prior to this, a pilot study using samples of French and Anglophones persons was done to validate the instrument. Two questionnaires were used for the study; one in English and the other in French. Likert scales, multiple choice, open ended and close ended questions were contained in our instrument. Only registered households with French Consulate were included in the population sample. The population of South Africans is much younger than that of the French in Western Cape or French in France. The latter group is ageing but lives longer than the South Africans because of advancement in health infrastructure. Thus, the French community in the Western Cape are better placed economically, socially, and health-wise compared to the South Africans (WC) and the French in France. However, in few areas like education, rent and medical insurance coverage, the French in France are better placed than the French and South Africans in the Western Cape, because of structural issues peculiar in a country like South Africa. These social issues in France have more optimality than in South Africa. Our results further confirm the validity of the New Economics of Labour Migration Theory, which recognises the role of households as against individuals in jointly making the decision to migrate. Migration of a household member is a way to spread the risk of insufficient household income. Nonetheless, the survey indicates that the Western Cape is a city of choice for French migrants. However, a comparative analysis of the influx of the French to other regions would further show the real reasons for French deciding to pitch tent in a particular region. Analysis suggests an imbalance in the labour supply of the French immigrants which could be a structural phenomenon akin to also to the South Africans themselves. Enlightenment programmes for the target population and host population could help in this regard to balance the labour mix. There is no doubt that the socioeconomic impact of migration has been intensively studied by scholars, but it is still often driven by ill-informed opinions, which, in turn, can lead to public resentment towards migration. This is exactly the case for South Africa that has witnessed rounds of xenophobic attacks on migrants. These negative assessments risk on-going efforts to adapt migration policies to the new economic and demographic challenges facing many countries. Results confirm that labour supply becomes the pull factor for the French immigrants. Furthermore, it is likely that the bureaucratic set up at the Home Affairs is still inhibiting the French Immigrants from processing their documentation. On the average, it takes about 2 to 3 years to process legal permit documents for foreigners in South Africa. This process could be discouraging others from migrating to South Africa. Also, the xenophobic syndrome and inconsistent policy framework could also be a deterrent to foreigners who genuinely want to reside on a permanent basis in the country. The development potential of migrants is not expressed to its fullest extent, partly because of the lack of migration-supporting policies, which pushes many migrants to illegality despite the demand for their labour in certain sectors. Being undocumented not only encourages exploitation in the workplace but also prevents migrants from contributing to the development of the host country by paying taxes. A step in the right direction would be to encourage government service providers to mainstream migration into policies and programmes. This would set the framework for greater respect for migrants' rights, as well as facilitate the integration of migrants and acknowledge their contribution to the development of host and home countries.

Environmental health work methods and procedures for the surveillance and control of cholera in the KwaZulu-Natal Province, South Africa

The aim of this study was to develop a standardised set of Environmental-Health work methods and procedures, with the purpose of contributing to the effective surveillance and control of Cholera in the KwaZulu-Natal province, South Africa. The researcher followed a qualitative research design, which was explorative, descriptive, inductive and deductive by nature. The methods of data collection were documentary research and focus-group interviews. A documentary research approach was employed as the primary method of data collection for the study. The researcher has used semi-structured questions to obtain relevant information from the participants in the focus groups. The purpose of using semi-structured questions in the focus groups was to draw on their knowledge and experience of communicable disease surveillance and control in relation to Cholera, as well as to ascertain their views on the role of the Environmental-Health Practitioners in the Communicable - Disease Outbreak- Response Teams at the three different spheres of government. The process of qualitative data analysis was followed. This was based on data reduction and interpretation; and it was conducted as an activity simultaneously with data collection, data interpretation (coding) and narrative writing. The information obtained from the analysed data assisted in the development of the environmentalhealth work methods and procedures for the surveillance and control of Cholera in the KwaZulu-Natal province, South Africa. In this study, firstly, the epidemiology of Cholera was described and analysed against the background of its manifestation in South Africa. Secondly, the national health care system, with specific reference to the place and role of environmental health practitioners at national, provincial and municipal spheres – in relation to Cholera surveillance and control – was analysed. Thirdly, the relevant research that has been done globally has been analysed against the background of the findings of the above, together with work methods and procedures to be used by environmental-health practitioners during the surveillance and control of Cholera in the KwaZulu-Natal Province, South Africa. These include, inter alia: Work methods and procedures for Cholera case investigation; Work methods and procedures for sanitary investigations; and Work methods and procedures for identifying the sources of contamination in environmental waters. Finally, the conclusion and limitations was presented, and appropriate recommendations were made. These include: he need to educate all role - players, on the recent developments in the identification of Vibrio cholerae from environmental surface waters; Communication systems should be developed that allow the Director: Environmental Health to communicate urgent environmental health information directly to the Minister of Health; he training of environmental-health practitioners on detailed work methods and procedures for the surveillance and control of Cholera; and the existing national Cholera control guidelines need to be updated to include relevant environmental health situations when emergencies arise.

An assessment of habitat suitability of the proposed Tyefu community game reserve in Ngqushwa (fomerly Peddie) district, Eastern Cape

Land use forms such as cultivation and livestock farming have become less productive and unsustainable in the Tyefu communal villages of Ngqushwa (Formerly Peddie) district, Eastern Cape, South Africa. This is manifest in abandoned and severely degraded cultivation fields as well as transformed vegetation, making it difficult to earn a land based livelihood. Against the backdrop of severe land degradation and poverty levels in these communal villages, game farming has been recommended as an ecologically, economically and socially sustainable form of land use. Tyefu Community Reserve is a project, recommended by the Subtropical Thicket Ecosystem Project (STEP) backed by the Department of Environment Affairs and Tourism (DEAT), for hunting and venison selling. The proposed area has been fenced and animals to be stocked in the reserve have been requested on a loan basis. Such an undertaking requires an understanding of the abundance and condition of vegetation, terrain parameters, and an assessment of potential wildlife species, as well as the carrying capacity of the recommended reserve as a habitat. With the aid of orthophoto maps, Subtropical Thicket Ecosystem Planning (STEP) shapefiles, ASTER satellite imagery and a High Resolution Digital Camera Image, vegetation types were mapped and their condition was assessed. A Digital Elevation Model (DEM) of the area was used to extract terrain parameters such as slope and aspect. The carrying capacity of the proposed reserve was determined using a model originally developed by Boshoff et al. (2001) for estimating potential wildlife and abundance. The proposed reserve is predominantly covered by dense thicket as compared to the adjacent Tyefu communal villages where thicket has been severely degraded. The prominent topographic characteristics such as slope reveal an escarpment ringing the proposed reserve with gentle slopes towards the centre. Slope direction has also influenced the distribution of vegetation in the proposed reserve, as the moist south facing slopes tend to have a greater proportion of dense thicket as opposed to the warm north facing slopes. Vegetation types and topography of the reserve can provide suitable habitat to a variety of wildlife species and are likely to influence the distribution of mammals in the proposed reserve. The carrying capacity model developed has been useful in determining potential species that can be supported by the reserve, and estimating their abundance. Given the small size of the proposed community reserve (about 1800ha), it has been recommended that it should be stretched to link up with the existing Great Fish River Game Complex. It will then fit within the framework as envisaged by STEP (2004), in the form of Fish River Biodiversity Initiative, a conservation corridor bordering the Great Fish River.

An anthropological study of witchcraft-related crime in the Eastern Cape and its implications for law enforcment policy and practice

This research sought to investigate the phenomenon of witchcraft-related crime in the Eastern Cape Province of South Africa, and its implications for law enforcement policy and practice. The primary motivation for a study such as this emerged from the need to address the lack of academic knowledge about witchcraft-related crime, especially in the Eastern Cape. The study is anthropological in focus, and is thus based on anthropological techniques of data gathering. Specifically, a literature study and fieldwork (semi-structured interviews and case studies) formed the basis of the research methodology employed. The geographical focus of the study was the northeastern part of the former Transkei, an area commonly referred to as Pondoland. Interview data were obtained from two categories of informants, namely community informants and informants of the South African Police Service (SAPS). Various towns and their surrounding villages were visited during fieldwork in order to gather data through interviews. Witchcraft continues to play an integral role in the cultural interpretation of misfortune, illness and untimely or mysterious death, particularly among local Xhosa-speaking communities that are predominantly rural. Beliefs associated with witchcraft were widespread in the study area and this was linked to high frequencies of witchcraft accusations and witchcraft-related violence. Police investigations of witchcraft-related cases were, for the most part, evaluated negatively by the majority of local community informants, while the SAPS informants indicated mixed responses as to the success of their investigations of these cases. The high frequency of unreported cases suggested that witchcraft-related crime is a problem in the Eastern Cape and that the local police were struggling to deal with these cases. The traditional leadership in various communities also struggled with the problem of an ambiguity in their role regarding witchcraft cases. Traditional leaders not only had jurisdictional limitations, but also indirectly seemed to encourage witchcraft-related violence by punishing those who accused others of witchcraft. In general, the relationship between communities, traditional leaders and the police were strained by witchcraft-related cases.

Implementation of performance management development system in the Provincial Treasury, Province of the Eastern Cape

A number of organisations are continuously searching for methods which can be used to improve performance. One such method entails implementing a performance management programme. However, despite a growing body of research that supports the positive impact that effective performance management can have on an organisation’s performance, evidence suggests that organisations in South Africa and elsewhere are not implementing the practices that are recommended by the theory of best practice in Human Resources and performance management (Kock, Roodt & Veldsman, 2002:83). The institutionalisation of performance management in the South African public service after 1994 came as a result of the need to change the legacy of poor performance of the public service (Malefane, 2010:1). This study seeks to examine the effectiveness of the implementation of performance management in the Provincial Treasury, Province of the Eastern Cape (Provincial Treasury). Literature reveals that there is consensus on the view that performance management is a tool that contributes to the effective management of employees in order to yield high organisational performance. Armstrong and Baron (2005 :vii) contend that if performance levels of individuals are raised, better organisational performance levels will follow. According to Dessler, (1997:372) performance management is a systematic approach to managing people, goals, measurement, feedback, and recognition as a way of motivating employees to achieve their full potential in line with the organisation’s objectives. In the South African context, performance management is described in terms of its role and outcome with regard to employee development; hence it is widely referred to by public sector employees as a Performance Management and Development System (PMDS) (Malefane, 2010:7). The Annual Performance Plan (APP) of the Office of the Premier (OTP APP, 2010/11:5) insists that the Eastern Cape Provincial Administration is still plagued with inter alia, a work ethic that is less desirable, weak human capital management culture, poor compliance with policies, lack of accountability and discipline as well as capacity challenges in critical areas which include planning, financial management, monitoring and reporting as well as systematic performance and an inability to respond to identified service delivery challenges. Public sector reforms have been adopted in this province in an attempt to improve performance in order to meet service delivery initiatives. A purposive sampling technique was used to select 30 participants of the Provincial Treasury (employees between salary levels 6 and 8 as well as managers from salary levels 9-13). A qualitative approach was preferred in this study to enhance objectivity which would have vanished if quantitative or experimental strategies were employed. The empirical findings revealed that the employees and the management of this Department perceive that there is no clearly defined purpose of performance management. There is also a feeling that performance management is not useful in identifying under-performers and ineffective in raising the performance of employees. Consequently, it is unable to assist the subordinates to grow. Others felt that performance management is not a developmental tool. It also emerged from the empirical findings of this study that the current rating system does not serve its intended purpose and therefore it should be replaced. Recommendations and suggestions are adopted in this study to address these perceptions.

Dié intelligensie bepaal ook hoe ons hierdie gevoel aanwend vir selfmotivering en hoe ons ons eie emosies bestuur en handhaaf in ons verhouding met ander mense. Emosionele intelligensie sluit vier komponente in, naamlik seflbewustheid, selfbestuur, sosiale bewustheid en verhoudingsbestuur. Vir hierdie navorsing het die navorser gebruik gemaak van ‘n gestruktureerde vraelys om ‘n meningsopname onder hoofstroomopvoeders, asook opvoeders in spesiale skole te maak. Die vraelys is aan geselekteerde skole in die Wes-Kaap gestuur. Uit die data hierdeur verkry, blyk dit dat die skoolhoofde nie oor voldoende emosionele intelligensie beskik om hulle skole effektief te kan bestuur nie. Die ondersoek bevestig die uitgangspunt dat wanneer skoolhoofde bewus word van die vermelde komponente van emosionele intelligensie, en dit toepas binne die konteks van onderwysbestuur, hulle bestuursvermoë verbeter. Ongeluk volcanism in relation to the Kalahari manganese deposits

D.Phil. / The Ongeluk Formation is a laterally extensive sequence of ≈2200 Ma tholeiitic basaltic andesites in the upper Griqualand West Sequence of the northern Cape Province. The stratigraphic thickness is about 500 m and the Ongeluk Formation underlies the ore-bearing strata of the Kalahari Manganese Field. The formation comprises massive lavas, pillow lavas and hyaloclastite beds in close association. These rocks were extruded under water in a marginal basin within the continental setting of the Kaapvaal Craton. The Hekpoort Basalt Formation of the Transvaal is magmatically cogenetic with the Ongeluk, having indistinguishable geochemistry and sharing a stratigraphically related hiatus in Cr values. The best age estimate for the two formations is 2193 ± 71 Ma, from Rb-Sr data of two previous workers for Hekpoort samples. The Ongeluk Formation shows a mild "regional" geochemical alteration and a profound "Kalahari" alteration beneath the Kalahari Manganese Field. Geochemical screening was used to reconstruct the magmatic composition from a selected dataset. Three stages in the development of regional alteration are ascribed to sea water-rock interaction at different temperatures, and have distinct geochemical signatures. The pervasive Kalahari alteration is characterised by a purple colouration and the decoupled alteration of alkali and high field strength elements. It is due to the development of major hydrothermal systems close to a volcanic vent which are analogous to modern mid-ocean ridge systems. A multi-system isotopic study showed that most of the isotope systems were modified by sea-floor alteration. The similarity of the 2237 ± 23 Ma Pb-Pb errorchron age with the Rb-Sr Hekpoort age reflects changes in U-Pb ratios with minor changes in Pb isotope ratio. Evidence was found in the Rb-Sr system for a minor disturbance at ≈ 1100 Ma, also reported by previous workers. This event is related to the Namaqua tectogenesis, while no isotopic evidence was found for the enigmatic ≈ 2200 to 1750 Ma Kheis orogeny, regarded as the cause of thrust faulting in the region. A genetic connection between the Ongeluk lava and the Kalahari Manganese deposits was established. The manganese ores contain evidence for both marine and hydrothermal contributions to chemical sedimentation. Negative Ce anomalies characterise an oxygenated sea in which the interaction between global oceanic and continental influences is seen. Heavy rare earth enrichment reflects volcanic hydrothermal exhalations from the Kalahari Ongeluk system. Mass balance calculations show that the entire 9 billion tons of Kalahari Manganese ore could have been derived from the Ongeluk Formation. A new model describing the origin and evolution of the Kalahari Manganese Field places a strong emphasis on the role of the syngenetic hydrothermal exhalation and upgrading.

Integration of adult persons with disabilities into the workforce of developing rural villages in South Africa

The researcher was invited by the CSIR (formerly known as the Council for Industrial and Scientific Research in South Africa) to investigate the work opportunities for persons with disabilities (PWD) in a rural area in the Eastern Cape in which they were planning to implement their Integrated Rural Development Project (IRDP). The community development committee had requested assistance with the plight of the unemployed PWD in their community. The aim of the study was to investigate work opportunities for PWD in rural developing communities. The study allowed the researcher to also explore possible means to maximise current services to reach into areas that are underserved in terms of professional rehabilitation services. A participatory research approach was used for the study in which the research team consisted of the author, members from the community development committee including the sister in charge of the community clinic and three research assistants from the community. In a two-phase disability survey in the 475 household of the area, adults with disabilities in the working age group were identified and their abilities assessed. Five development projects from nearby communities, similar to projects planned by the community were analysed. A scale had been developed that would allow a direct comparison between the abilities of the PWD and the work abilities required for the projects. The data were plotted on a spiral graphic, the Work Abilities Web (WAW), to illustrate compatibility and components for which adaptations might be needed. Taking the PWDs' level of motivation and aspirations into account job matches were made. The intellectual process of making such matches was investigated and described. Because of a lower disability prevalence found in the area than expected from international projections the data were presented as 12 case studies. In the feedback to the community three scenarios were provided for the employment of PWD in their midst for implementation by the community. A committee of PWD was established, which would have representation on the development committee to drive the process and to ensure that disability issues would be considered in all future community planning. The study contributes the following innovations to the knowledge base of health and social sciences theory, in terms of disability and development issues: <ul> <li>A refinement of a participatory research model, the Mutual Benefit Research model (MBR), for research projects with communities. </li> <li>A functional assessment format, developed for possible use by community health workers. </li> <li>The recording and comparison method used for the WAW.</li> <li>An analysis of the job match process used by occupational therapists in vocational rehabilitation. <br></li> </ul> In conclusion the study and the results were critically evaluated and recommendations made for the integration of PWD into the workplace in rural communities, as well as for further investigation into the methods proposed for vocational rehabilitation in underserved areas. / Thesis (PhD (Occupational Therapy))--University of Pretoria, 2004. / Occupational Therapy / unrestricted

Brick walls or brick columns? : management responses to the challenge of sustainability in community radio with special reference to Bush Radio and Radio Zibonele

Thesis (MPhil) -- University of Stellenbosch, 2001. / ENGLISH ABSTRACT: Community radio stations in South Africa are faced with a huge challenge to become sustainable in the process of serving their communities. The issue of sustainability itself is complex and shaped by a range of conditionalities. These include community participation, funding, regulatory and licencing factors, staff and management expertise, and the strategic planning and management capacity of a station. Often the communities themselves are materially poor and unable to contribute in monetary terms to the radio station. However, these same communities are also a source of wealth when it comes to experience, ideas, human power and time. A major challenge is for station management to develop organisational strategies that facilitate full utilisation of this community resource in the process of sustaining their stations. The focus of this study is on two stations in the Western Cape - Bush Radio and Radio Zibonele - and how their management is responding to the challenge of sustainability. Bush Radio has evolved a diversification strategy based on providing formal training and development as an income-generator, and Radio Zibonele has responded through a strategy of selling airtime to advertisers. This work describes these sustainability strategies and explores whether they constitute 'building a brick column or a brick wall'. The conclusion suggests that while both radio stations demonstrate varying degrees of community participation, clear internal systems of monitoring and control of resources, they differ in some fundamental respects of strategy. Bush Radio, on the one hand, shows a clear commitment to consciously diversifying income sources in a way that does not leave the station highly dependent on any single source. This, the writer submits, constitutes an attempt at building a "brick wall". Radio Zibonele, on the other hand, shows a clear commitment to consolidation and reliance on advertising revenue as a single source of income for the station. To the extent that this station relies on a single source of income and does not demonstrate any strategic objective of diversifying sources, the writer submits, it is building a "brick column". The basic assumption of this study is that while the challenge of sustainability constitutes an objective reality facing community radio stations in South Africa today, the subjective responses developed by station management to deal with this challenge can and often do make a difference. / AFRIKAANSE OPSOMMING: Gemeenskapsradiostasies in Suid-Afrika staan voor 'n groot uitdaging om volhoubaar te ontwikkel. Volhoubaarheid as sulks is kompleks en word deur 'n verskeidenheid faktore beinvloed. Dit sluit in gemeenskapsdeelname, befondsing, regulerings- en lisensierinqsfaktore, personeel- en bestuursvernuf en die strategiese beplanning en bestuurskapasiteit van die stasie. The politics of planning in Eastern Cape local government: a case study of Ngqushwa and Buffalo City, 1998-2004

This thesis examines the political implications of the integrated development planning process embarked upon by South African municipalities in the period 1998-2004. Through the use of case study methodology that focuses on the Eastern Cape municipalities of Buffalo City and Ngqushwa, the conventions of municipal planning are examined. This inquiry into municipal planning draws upon official government documents and reports and publications from the nongovernment sector. The thesis is particularly focused on the claims made in policy documents and related secondary sources and compares these to more critical reports and publication as well as the author's personal experience of the integrated development planning process. Of key interest is the possibility that planning serves political interests and the material needs of an emerging municipal elite and that this is seldom acknowledged in official planning documentation or government sanctioned publications on the topic. The primary findings of the thesis are as follows: • That the 'reason' of expert policy formulations that accompanied integrated development planning has weakened political economy as a prism of understanding and separated itself from the institutional reality of municipal government • That the dominant critique of planning and other post-apartheid municipal policy is concerned with the triumph of neoliberalism but this critique, while valid, does not fully explain successive policy failures especially in the setting of Eastern Cape local government • That function of policy and its relationship to both the state and civil society is usually understood only in the most obvious sense and not as an instrument for wielding political power • That planning still derives much of its influence from its claim to technical rationality and that this underpinned the 'authority' of the integrated development planning project in South Africa and reinforced its power to make communities governable.
