Supervisor Prof. PhDr. Arnošt Veselý, Ph.D. Abstract This thesis is concerned with the study of public education in the United States as a path-dependent phenomenon. By reviewing the historical background of the institution of education, several key sequences emerge that are foundational principles. They are: a decentralized system, secular education, universal access, decreasing the achievement gap and global competition. Testing these sequences against school choice theories shows the foundational principles behind traditional public schooling in America are being challenged. The institutional reproduction of this pathway is likely to be interrupted in the utilitarian, functional, power and legitimation explanations of path dependence theory. Solutions of Hope: Study of Public Choice Alternative Education

The purpose of this paper is to examine findings related to the problems that school systems confront in educating all students and the approaches used in solving those problems through the use of alternative educational curricula and settings. It considers that schools foster public engagement, not simply public relations, in order to bring the communities they serve into conversation, which calls for listening, responding, and educating. Findings indicate that concerns about poor performance on standardized tests, academic standards, and the numbers of students dropping out of schools are among the problems many public schools unfortunately have in common in both rural and urban areas. These deficiencies exist in populations represented in public schools throughout this country. This study reveals that even though these seemingly insurmountable problems are an on-going cause for public concerns of American schools, school leaders are addressing these issues through policies and practices in alternative education programs. The category of educational alternative option studied will be that of public choice alternative education. Public choice options are open to all students in their localities who meet the placement criteria. The chosen school studied, the Virginia Randolph Community High School , was identified by the Virginia State Department of Education as having an established public choice alternative education program. This alternative high school has been fully accredited by Virginia standards. This investigation will also examine the influence of a historical figure, Miss Virginia Estelle Randolph, on the present alternative educational program at Virginia Randolph Community High School. / Ed. This report is a summary and a discussion of several studies, that havebeen carried out within the SYO-project (syo=educational and vocationalguidance). The SYO-project, financed by the National Board of Education,has two major sources of information concerning the description andanalyses of (1) the content of syo and (2) different persons' conceptionsand notions of education, work, and choice of education and profession.The aim of this work is to investigate pupils in grade 7-9 regardingtheir actual choices and the particular conditions, that could influencethose choices e.g. the importance of the family and the syo. In theframework for conducting this study, some assumptions are made aboutthe role of school and syo. The pupils' choices and the conditions underwhich they occur, are examined from a societal, educational andindividual perspective. Furthermore, a model is developed to illustratehow pupils' conceptions and notions are formed. Both extensive andintensive studies have been executed, using parents, pupils, teachers andcounsellors. The data have been collected primarily from individualinterviews and questionnaires. The results have been published in sevenreports, nos. 4-10 in Pedagogiska rapporter/Educational reports.Department of Education, University of Umeå (in Swedish). The resultsdemonstrate, that the pupils choices of education and profession arestrongly related to sex and social class. Only their choices of educationseem to be stable. However, when they change, the differences betweensex and social class tend to be even larger. The influences from parentsand school coincides so as to support the pupils* conceptions and notionsof education, work, and educational and vocational choices, which arebased on an individual perspective. In contrast, there can also be a breakin the ideological transmission, such that, for example, the pupils1conceptions of work may reflect more of the parents' influences thanthe schools1. Different conditions of importance for the work of syo, inaccordance with official goals, are not fulfilled. Thus, the integrationof syo does not exist. For example, the number of pupils seems too largeand the expectations of teachers and other persons in the school,concerning syo, are quite different from those of the counsellors. Finally,a few limitations and the principal results of the work are discussedalong with suggestions for further research. The results concern, interalia, the socially based differences in knowledge between parents andpupils. These differences mean, in essence, that a basic condition forrational choice is not fulfilled. Furthermore, the role of syo as a sortingmechanism in the process of social reproduction is deemphasized. Instead,its legitimizing function appears as more important. / digitalisering@umu

Den svenska handelsflottan har de senaste åren varit utsatt för massiva utflaggningar vilket har lett till att många sjömän har fått gå i land eller sökt arbete under annan flagg. Trots problemen med utflaggning och en potentiell minskad arbetsmarknad har sjöingenjörsprogrammet de senaste åren inte haft några större problem att fylla sina utbildningsplatser. Framtiden är fortsatt oviss och konkurrensen från andra sjöfartsnationer ökar. Syftet med denna undersökning var att undersöka vilka bakomliggande attityder och förväntningar som gjorde att studenter år 2013 valde att börja studera på det fyra åriga sjöingenjörsprogrammet i Kalmar, samt att mäta inställningen till den allt mer krympande svenska handelsflottan. För att genomföra detta arbete användes en enkätundersökning där förstaårsstudenterna på det fyraåriga sjöingenjörsprogrammet utgjorde populationen. Resultatet i undersökningen visar att möjligheten att få utveckla sina praktiska färdigheter var av stor betydelse vid utbildningsvalet. Andra faktorer som värderades högt var ett intressant utbildningsinnehåll och intressanta arbetsuppgifter efter avslutad utbildning. / The Swedish merchant fleet has in the past years been subject to flagging-out which has forced many mariners to go ashore or look for work under a foreign flag. Despite the problems with flagging-out and a potential reduction in the labour market the marine engineering programme has over the previous years not faced any major problems to fill up their training positions. The future remains uncertain as competition from other shipping nations increases significantly. The purpose of this study was to investigate the underlying attitudes and expectations that made students in 2013 choose to study the four -year marine engineering programme at the Kalmar Maritime Academy. Furthermore the study investigates the students attitudes towards the shrinking Swedish merchant fleet. To carry out this investigation, a survey was made among the first year students on the marine engineering programme. The results of the survey show that the opportunity to develop the student’s practical skills was of great importance in educational choice. Other factors that were highly valued were an interesting educational content and interesting job tasks after graduation.
