O desenvolvimento da competência em informação apresenta-se como área de estudo de grande relevância para a transformação e a valorização do capital social corporativo. As redes organizacionais podem trazer vantagens significativas mediante interações entre os colaboradores. Entretanto, são áreas que se ressentem de estudos e base teórica para serem compreendidas e aplicadas adequadamente, em especial, no contexto brasileiro. Busca-se oferecer uma contribuição, nesse sentido, mediante a realização de diferentes modalidades de pesquisa: bibliográfica, compreendendo a abordagem à literatura especializada e a construção de referencial teórico de apoio; pesquisa documental junto aos documentos oficiais e organizacionais, além de pesquisa de campo, configurada por um estudo de natureza exploratório-descritiva junto ao Escritório Regional do SEBRAE-SP, apoiado na técnica da análise de conteúdo de Bardin para as análises dos resultados. Para tanto, foi efetuada uma entrevista estruturada com 23 colaboradores desse universo organizacional, em especial os consultores e analistas, dadas as suas responsabilidades e sua atuação no atendimento ao cliente. The development of information literacy is presented as a study area with great relevance to the transformation and enhancement of corporate social capital. The organizational networks can bring significant advantages through interactions among employees. However, those are areas that lack basic theoretical studies in order to be understood and applied properly, in particular, in the Brazilian context. We have sought to offer a contribution in this regard by conducting different types of research: bibliographic, comprising the approach to literature and the construction of theoretical support; documentary research along with official and organizational documents, as well as field research as an exploratory descriptive study with the regional office of SEBRAE-SP, having been supported in the Bardin content analysis for the analysis results. Therefore, a structured interview was conducted with 23 employees of this organizational universe, especially consultants and analysts, given their responsibilities and their performance in customer service. The purpose of this interview was to identify, from the profile, the behavior in relation to the search and use of information for the building of corporate knowledge and its applicability to customer service as a strategic area of the organization under study. There are several devices on the market that when used, store and reproduce their expressions with no concern for the treatment of information. However, all these expressions imagery require efficient recovery, otherwise it will live in a digital disorder. In this sense, the objective of this study is to determine within a context intersemiotic, the construction of representations of digital images, based on the instruments in the field of bibliography, Description of Treatment Information (TDI), by presenting a conceptual model for digital images. The methodology consists of a descriptive and exploratory analysis of available literature on the theme, which allows the construction of a theoretical knowledge of the instruments that guide the construction of representations in the field of Information Science, the description is constructed from an observation qualitative systematic material by means of parameters describing imagery. Retrieval Systems Based on Image Content (CBIR) explained the need for the introduction of new expressions, such as using features of color, shapes and textures. However, only the properties imagery not solve the problem for the recovery of images, for construction of the description of the object informational must ensure its uniqueness, so that it can be inserted in different contexts maintaining the integrity of data. The discourse wich covers various social actors, the quality of public health services provided to citizens, raises questions such as the destination of the application of financial transfers from the Federal Government. The construction of mechanisms, via the Information and Communication Technologies, allow to these actors relate the governmental resources with their respective destinations, leads to an expansion of the public on monitoring the State's actions in this sector and so increases the possibilities of citizen participation in the mechanisms of control over the state as the monitoring of activities and processes of government. In this scenario, it is also important to ensure that access to such informations be open to any public and that data on this topic meet the principles of open data, which ensures the building, outside the public administration and their official websites, graphics and views and crossing these data with other information sources. Como resultados, apresentam-se as análises e discussões sobre a organização e estrutura das informações no ambiente digital de periódicos científicos e que devem ser consideradas para garantir a qualidade e a funcionalidade dos formatos eletrônicos bem como o Modelo para análise de usabilidade de periódico científico eletrônico. / The present research is intended for addressing aspects related to the scientific communication considered primary source to spread scientific knowledge, which facilitates the interchange among researchers in several science fields. It also considers information and communication technologies, specially the Internet, as source to potentize the spreading of scientific knowledge. Moreover, this work presents the scientific journal as one of the main vehicles for communicating research results, and searches for references in the quality criteria which classify the vehicle, as well as in the principles and recommendations presented in the literature such as indicators to improve the structures of information hypermedia environments developed to the web. There is also a reflection on the interactionist perspective which recognizes the importance of the user as active part of the learning process. As study subject, it was selected the “RAE Eletrônica” and “REAd Revista Eletrônica de Administração”, both on-line magazines, in order to carry a comparative analysis between the selected websites and journals, identifying elements observed in their structures and functionalities. Finally, along with an interview and focus group, a questionnaire was applied in order to evaluate usability from the viewpoint of the users who evaluated the system. These evaluators are students and Business Management teachers who participate in graduation and post-graduation activities related to their knowledge field. As a result, it is presented an analysis and discussion about data organization and structure in the digital environment of scientific journals, which must be considered in order to guarantee quality and functionality of the electronic format, as well as model of usability analysis.

Este trabalho busca compreender a maneira como a tecnologia e a informação vem trabalhando na sua disseminação e, desta maneira, construir os valores que são discursados pelas organizações socialmente responsáveis, diante da realidade do novo contexto da revolução das TIC's - Tecnologias da Informação e Comunicação. In the information the impacts have been right-handers, leading in consideration the concurrence of the technology process to the informational explosion and its applicability in the organizational environment. In this direction, it appears as problem the impact that the allied technology to the information has on the construction of social values of the culture of an organization. This work searchs to understand the way as the technology and the information comes working in its dissemination and, in this way, to construct the values that are make a speeched for the socially responsible organizations, ahead of the reality of the new context of the revolution of the TIC's -Technologies of the Information and Communication. The work follows as north axles of quarrel and study, being: technology -information -organizational culture and social responsibility. No Brasil, na primeira década do Século XXI, houve um aumento de 24,93% na circulação de jornais, com destaque para a imprensa popular. Neste sentido, essa tese propôs estudar a questão do leitor e sua prática de informação e leitura cotidiana, por isso, levantamos os dados referentes à leitura, e de modo particular, a leitura de jornal no mundo e no Brasil, assim como a própria constituição da imprensa. Dessa maneira, o objetivo principal foi conhecer o sujeito leitor em sua prática de leitura de um jornal popular, numa mediação em que efeitos de sentido são produzidos a partir da apropriação da informação. E como objetivos específicos, analisamos as práticas de leitura e informação pelo sujeito leitor na chamada Sociedade da Informação, inseridas num contexto social, político, econômico, que permitem o acesso, a circulação e o uso dos meios de leitura; investigamos a imagem (posição) que a sociedade atual produz do leitor e de sua leitura; discorremos sobre as especificidades do meio jornal enquanto meio de informação e leitura e sua inserção na história e sociedade; discutimos as abordagens sobre o leitor de um ponto de vista empírico e teórico, com vistas à análise de sua prática de leitura em um jornal específico; buscamos verificar a imagem desse leitor no jornal BOM DIA; investigamos como o leitor constitui a sua prática de leitura, o que é relevante para ele; além da posição que deve ocupar para ser o sujeito leitor do referido jornal. In Brazil, in the first decade of the 21st century, there was an increasing of 24.93% in newspaper sales, especially popular publications. In this manner, this paper proposes a study on the reader and their practice of information and everyday reading. It was gathered data on reading, in particular as for reading habits in Brazil and worldwide, as well as the constitution of the press itself. The main purpose was to know the reader subject when reading a popular newspaper in some interposition in which meaning effects are produced from the appropriation of information, while the specific purposes involve analyzing the practices of reading and information in the so-called Information Society, inserted in a social, political, and economical context, which allows access, circulation and use of means of reading. We investigated the image (position) the current society produces on readers and their reading habits, explained about the specificities of the newspaper as mean of information and reading and its insertion in history and society, discussed approaches about the reader by an empirical and theoretical point of view in order to analyze the practice of reading a specific newspaper, verified the reader image in the BOM DIA newspaper, and investigated how readers constitute their reading practice and what they consider relevant, besides the position they must occupy to be the reader subject of that newspaper. A partir dessa premissa, evidenciamos as contribuições conceituais e práticas da encontrabilidade para este campo científico, tendo a mediação infocomunicacional como alicerce. Considerando como hipótese que a encontrabilidade da informação, aliada ao conceito de mediação, proporciona na prática a efetividade do funcionamento dos ambientes informacionais e da recuperação da informação pelos sujeitos informacionais, conduzimos a investigação a partir do método quadripolar, que embasa os aspectos: epistemológico (polo epistemológico), arraigado na concepção de um paradigma pós-custodial em que predomina o acesso à informação, e no reposicionamento das TIC como uma das áreas de estudo da Ciência da Informação; e teórico (polo teórico), que, por meio de revisão de literatura (polo técnico) nos permite compreender as principais abordagens teóricas e conceitos operatórios que circundam o objeto de investigação. A pesquisa alcançou os seguintes resultados (polo morfológico): as inferências realizadas no texto científico, os Atributos de Encontrabilidade da Informação (AEI), o Modelo de Encontrabilidade da Informação (MEI) e as Recomendações de Encontrabilidade da Informação (REI). / Facing the evolution of information and communication technologies (ICT) and the infocommunicational actions carried out by the informational and institutional individuals in informational environments, we have the emergence of the findability as an important element which is situated between the information environments and systems, and informational individuals, which can be investigated in the field of Information Science through the perspective of mediation, since that it permeates the processes that make up the infocommunicational flow. Starting from this premise, we have evidenced the conceptual and practices contributions of findability for this scientific field by having the infocommunicational mediation as foundation. Facing as an hypothesis that the findability of information, allied to the concept of mediation, provides in practice the effectiveness of operation of the informational environments and information retrieval by informational individuals, we have conducted the investigation from the quadripolar method, which is based on the follow aspects: epistemological (epistemological pole), linked on the conception of an post-custodial paradigm which predominates the access to information, and the repositioning of ICT as one of the fields of Information Science; and theoretical (theoretical pole) which, through review of the literature (technical pole) allows us to understand the main theoretical approaches and operatives concepts that surround the object of this investigation. The research reached the following results (morphological pole): the inferences made in scientific text, the Attributes of the Findability of Information (AFI), the Model of the Findability of Information (MFI) and the Guidelines of the Findability of Information (GFI).

Todavia, identificou-se que, muitas vezes, o documento fora abordado no campo da CI de forma imprecisa, principalmente, quando não foram sopesados aspectos conceituais relacionados ora pela tradição, ora pela inovação. Tendo em vista o objeto de estudo e a problemática identificada, recorreu-se às disciplinas História, Diplomática e Documentação por serem importantes para uma abordagem histórico-conceitual, justamente por reunirem esforços anteriores à CI para o estudo do documento. A investigação dessas disciplinas se justificou a partir da hipótese de que elas influenciaram e/ou contribuíram para a acepção de documento enquanto uma categoria no universo teórico da CI. Dessa conjectura, emergiram os seguintes objetivos: a) realizar um estudo histórico-conceitual para apreender em que medida as disciplinas analisadas contribuíram para a acepção de documento na CI; e b) compreender a natureza e a abrangência do conceito na CI quando pensado a partir de uma perspectiva social que contemplasse a relação dinâmica entre tradição e inovação no seu quadro teórico. Para tanto, configuram-se tradição e inovação enquanto categorias antitéticas de análise inspiradas naquelas que compõem a Historik de Reinhart Koselleck e que representam, respectivamente, “índices de realidades” e “perspectivas de futuro”... / Among the countless research possibilities in the field of Information Science (IS), the historical-conceptual approach is relevant when we observe intents of systematization and theoretical deepening of this analytical sphere with markedly epistemological concerns. Taking into consideration this research universe, it was observed that the concept document has a privileged position in the “protective belt” of the “scientific research program” of Imre Lakatos adapted to IS by Miguel Rendón Rojas. However, it was seen repeatedly that the document was approached inaccurately in the field of IS, mainly when conceptual aspects related one moment by tradition, and the next by innovation were not counterbalanced. Bearing in mind the objective of the study and the identified problematics, we resorted to the disciplines of History, Diplomatics and Documentation as they were relevant to a historical and conceptual approach, precisely for having studied the document prior to IS. The research of these disciplines was justified by the hypotheses that they have influenced and/or contributed to the meaning of document while a category in the theoretical universe of IS. Based on this conjecture, the following objectives arose: a) to carry out a historical and conceptual study to learn to what extent the analyzed disciplines have contributed for the meaning of document in IS; and b) to understand the nature and the range of the concept in IS when seen under a social perspective that contemplated the dynamic relationship between tradition and innovation in its theoretical framework. Therefore, tradition and innovation are considered as antithetical categories of analysis inspired on those that make up Historik by Reinhart Koselleck and that represent respectively “reality rates” and “perspectives of the future” of the concept document, if seen, above all, from the point of view... Portanto, é na extremidade esquerda que está localizada o lugar da criação da informação, do ponto de vista autoral, desvinculado, pois, da dinâmica onde se operam os fluxos internos de informação constitutivos dos espaços institucionais de informação. Logo, a qualificação de espaço se deve à capacidade que eles têm de superação de seus próprios limites de organização, recuperação e acesso da informação, em escala pública. O problema consiste na existência de um arquivo de imagens, restrito apenas ao ciclo pessoal, como referência exclusiva da memória afetiva familiar, indistinto e atado a sua precária condição de suporte informacional, em estado de latência. O que nos leva a formular a hipótese de que o arquivo fotográfico – enquanto gênese e acumulação − requer que a sua passagem se dê do âmbito pessoal para a esfera pública, o que implica o reconhecimento da sua condição de informação que só se efetiva quando for absorvido pelos fluxos de informação. É quando esse arquivo passará a cumprir a sua função existencial e informacional, como representação e valor. Os enquadramentos teóricos e metodológicos da pesquisa, no âmbito da ciência da informação, nos levam a: 1) examinar a imagem fotográfica, no instante da sua gênese, com base na sua representação indiciária, icônica e simbólica, sob o ponto de vista da sua condição de informação visual; 2) considerar a fotografia como um processo de criação individual, que se expressa a partir de uma acumulação que também pode agregar outros tipos de produção, a exemplo do testemunho... / The genesis and the accumulation of Sebastião Leme's photographic archive are located in one of the extremities of the internal flows of information, designed as channels through where the information spreads in the circuit of the institutions with competence to administer it. Therefore, it is in the left extremity that is located the place of the creation of the information, from a copyright point of view, released, then, of the dynamics where the constituent internal flows of information of the institutional spaces of information are operated. Thus, the qualification of space is the ability they have to overcome their own limits of organization, retrieval and access of information, in public scale. The problem consists of the existence of a archive of images, restricted just to the personal cycle, as exclusive reference of the family affectionate memory, indistinct and tied to their precarious condition of informational support, in a state of latency. Which brings us to formulate the hypothesis that the photographic archive - as genesis and accumulation - requires that its passage is from the personal context to the public sphere, which implies the recognition of its condition of information that is only effective when absorbed by the flow of information.It is when this file will fulfill its existential and informational function, as representation and value. The theoretical and methodological frameworks of research, in the context of information science, lead us to: 1) examine the photographic image at the moment of its genesis, based on its index, icon and symbolic representation, from the point of view of its condition of visual information, 2) consider the photography as a process of individual creation, that expressed its starting from an accumulation that can also join other production types, to example of the testimony and of the autobiographical textual narrative...
