Pastarųjų metų pokyčiai Lietuvoje kelia vis didesnius reikalavimus viešojo administravimo institucijoms. Viešasis administravimas turi sugebėti greitai ir efektyviai reaguoti į visuomenės poreikius, keisti ir pritaikyti savo struktūras, procedūras bei veiklos tikslus prie besikeičiančių aplinkybių. Kartu su tuo keičiasi reikalavimai ir valstybės tarnautojams: jie turi būti kūrybingi, kvalifikuoti ir motyvuoti, sugebantys ginti ir tenkinti visų gyventojų interesus. Šiame darbe ir nagrinėjama kokios sąlygos sudaromos valstybės tarnautojams, kad jie galėtų prisitaikyti prie naujų reikalavimų, o tuo pačiu daryti sėkmingą šiuolaikinę karjerą valstybės tarnyboje. Darbe iškeliama problema, kad nors teisinė bazė Lietuvos valstybės tarnautojams sudaro gana palankias karjeros galimybes, tačiau nėra užtikrinamas jos įgyvendinimo mechanizmas. Viena didžiausių problemų šiuo metu yra kompetencijos stoka administravimo ir valdymo sričių klausimais, menki valstybės tarnautojų administraciniai gebėjimai. Netobulas valstybės tarnautojų veiklos vertinimo principas, kuris yra tiesiogiai susijęs su paaukštinimu pareigose ir sisteminio mokymosi bei kvalifikacinio tobulinimosi galimybių neužtikrinimas, komplikuoja valstybės tarnautojų karjeros galimybes. / Changes of late years raise growing claims to the public administration institutions in Lithuania. Public administration has to manage fast and effectively react to the society needs. It has to change and apply its structures, procedures and activity objectives according to volatile circumstances. Together with it requirements for civil servants change: they have to be creative, qualified and motivated, also they have to manage to protect and satisfy interests of all people. The aim of this Master Paper is to analyze what conditions are established for the civil servants under which they could adjust to the new requirements and at the same time to climb up the ladder in the civil service.
