Property management and maintenance in the multifamily housing sector in Sweden

Several studies and government reports have indicated that a large number of apartments in Sweden built during the 1960s and 1970s require extensive refurbishment and that there is concern that some companies in the rental housing sector and in the tenant-owner cooperative (TOC) sector may have difficulties carrying out the needed activities. The overall purpose of the thesis is to increase the understanding of the factors that influence the decisions made within the multi­ faceted property management of multifamily housing in Sweden which would mitigate some of the shortcomings. Econometric analysis and semi-structured interviews as well as questionnaires carried out within the TOC sector as well as the public and the private rental housing sectors provide the basis of the conclusions arrived at. The aim is to contribute to raising efficiency in maintenance and property management within the housing sector in Sweden. The major conclusions presented in the thesis are that: maintenance as a concept is unnecessary from a decision-making perspective as the concept of investment embraces all the relevant decisions; maintenance models in manufacturing industries could be applied within the housing sector but building maintenance is different and should be grounded on a strategy that allows for the continuous adjustment of maintenance plans based on a regularly up-to-date decision support system in the company or TOC; reported maintenance costs within the municipal (public) and the private rental sectors in Sweden continuously diverge mainly due to principal-agency issues of a socio-political character, in the form of political involvement in the operations of public housing companies, as well as the way companies define maintenance together with the timing of the maintenance measures; hidden incentives in the form of cooperative members, managers or service providers that seek short term gains together with the lack of a long-term perspective in the decision-making as well as a high turnover rate of committee members are major challenges to efficient property management within the Swedish TOC sector. Similarly, the information asymmetry between the professionals (constructors as well as service providers) and the amateur decision-makers in the managing committees, especially in cooperatives with newly constructed buildings, is a substantial source of losses in efficiency within the operations of the TOCs. Major contributions of the thesis are that: it promotes the view of maintenance as an investment and highlights the possibility of cost saving through the linking together of several measures as well as the challenges involved; it points to the need within the housing sector for better decision support tools as well as knowledge transfer and sharing; it calls for the government to promote policies that would reduce the degree of information asymmetry between the procurers of services within the TOC sector and the construction companies as well as other service providers. A requirement of formal competence and certification could be a step towards increasing the degree of qualified decision making and efficiency in property management within the housing sector. How this could be implemented nationwide in the different housing sectors is an issue worth further investigation. / Flera studier och statliga rapporter har visat att ett stort antal lägenheter i Sverige som byggdes under 1960- och 1970-talet kräver omfattande renovering och att det finns oro för att vissa företag i bostadshyressektorn och i bostadsrättssektorn kan ha svårigheter att utföra nödvändiga åtgärder. Det övergripande syftet med avhandlingen är att öka förståelsen av de faktorer som påverkar beslutfattning inom den mångfacetterad fastighetsförvaltning av flerfamiljshus i Sverige, vilket skulle mildra några av bristerna. Ekonometriska analyser och semistrukturerade intervjuer samt enkäter som genomföddes inom Brf sektorn samt den offentliga och den privata hyresbostadssektorn utgör grunden för de slutsatser som dragits. Syftet är att bidra till att höja effektiviteten i underhåll och fastighetsförvaltning inom bostadssektorn i Sverige. De viktigaste slutsatserna i avhandlingen är att: underhållet som begrepp är onödigt från ett beslutsperspektiv eftersom begreppet investering omfattar alla relevanta beslut; underhållsstrategier i tillverkningsindustrin skulle kunna tillämpas inom bostadssektorn men byggnadsunderhåll skiljer sig och bör grundas på en strategi som gör det möjligt för kontinuerlig anpassning av underhållsplaner baserat på ett reguljärt uppdaterad beslutsstödsystem i företaget eller TOC; redovisade underhållskostnader inom den kommunala och den privata hyresbostadssektorn i Sverige kontinuerligt avviker från varandra främst på grund av principal-agent frågor av sociopolitisk karaktär, i form av politisk inblandning i verksamheten inom de allmännyttiga bostadsföretag, och hur företag definierar underhåll samt tidpunkten för underhållsåtgärderna; effektiv fastighetsförvaltning inom den svenska Brf sektorn kompliceras av olika aktörer (kooperativets medlemmar, che fer eller tjänsteleverantörer) med dolda incitament, avsaknaden av ett långsiktigt perspektiv i beslutsfattandet, en hög omsättning av kommittémedlemmar samt informationsasymmetri mellan yrkesverksamma (konstruktörer samt tjänsteleverantörer) och amatör beslutsfattare inom Brfer, särskilt i kooperativ med nybyggda hus, vilket utgör en stor källa till effektivitetsförluster inom verksamheten i Brf sektorn. Avhandlingens viktiga bidrag är att: det främjar synen på underhåll som en investering och understryker möjligheten till kostnadsbesparingar genom att knyta ihop flera åtgärder samt de utmaningar som kan finnas; det pekar på behovet inom bostadssektorn för bättre beslutsunderlagsverktyg liksom kunskapsöverföring och delning samt uppmuntrar den regeringen att främja en politik som skulle minska graden av informationsasymmetri mellan beställare av tjänster inom Brf sektorn och byggföretag samt andra tjänsteleverantörer. Ett krav på formell kompetens och certifiering kan vara ett steg mot att öka graden av kvalificerad beslutsfattande och effektivitet inom fastighetsförvaltning i bostadssektorn. A view that sees the problem of housing built to the question of the right to the city, you can see that the claims in relation to housing in various facets emerge: solution to the serious problems of infrastructure (sanitation, paving, etc.), housing to address the alarming number of families without their own homes and questioning of urbanization in peripheral areas and slums. Methodology will be done through interviews and questionnaires investigative, analytical and exploratory way. It is important to understand how current urban problems, especially those related to housing, reflecting a century of policies that have not considered the poorest or, in some periods, even existed. In this sense, becomes a resumption relevant historical question of urban housing in Brazil, highlighting some policies and projects of the state to state to try to address this social issue. This dissertation presents these issues in the analysis of housing cooperatives in Brazil and in the city of Goiania amid the granting of benefits from the federal government on housing plan for the period 1986 to 2010, focusing on the new housing Programa Minha Casa, Minha Vida. The program of the Federal Government that even bringing the whole range of property speculation had a considerable advance on the issue of housing. / A questão da habitação pode ser considerada, na atualidade, um dos principais problemas sociais urbanos do Brasil. Numa perspectiva que concebe o problema da moradia integrado à questão do direito à cidade, é possível analisar e perceber que as reivindicações em relação à habitação emergem sob várias facetas: solução para os graves problemas de infraestrutura (saneamento, asfaltamento, etc.), construção de moradias para atender ao número alarmante de famílias sem casa própria e questionamento das obras de urbanização em áreas periféricas e favelas. A metodologia será feito através de entrevistas e questionários de forma investigativa, analítica e exploratória. É importante refletir sobre como os atuais problemas urbanos, em especial aqueles relacionados à habitação, revelam um século de políticas que não consideraram a população mais pobre ou, em alguns períodos, nem existiram. Nesse sentido, torna-se pertinente uma retomada histórica da questão da habitação urbana no Brasil, com destaque para algumas políticas e projetos do Estado para tentar enfrentar essa questão social. A presente dissertação retrata questões sobre as cooperativas habitacionais existentes no Brasil e na cidade de Goiânia em meio à concessão de benefícios do governo federal no plano habitacional, no período compreendido entre 1986 a 2010, enfocando o novo pacote habitacional Minha Casa, Minha Vida. O programa do Governo Federal que mesmo trazendo toda gama da especulação imobiliária, teve um avanço considerável na questão da moradia.

Bakgrund: Den senaste tiden har en debatt blossat upp i media om huruvida det är rimligt att bostadsrättsföreningar får tillämpa progressiva avskrivningar och om raka avskrivningar är ett bättre alternativ. Bokföringsnämnden beslöt under våren år 2014 att progressiva avskrivningar inte är en tillämplig avskrivningsmetod för byggnader. I media har många uttalat sig om vad detta kommer få för effekt på marknaden för bostadsrätter, men det har ännu inte utretts ur ett vetenskapligt perspektiv. Syfte: Uppsatsen syftar till att bidra med detta vetenskapliga perspektiv genom att analysera huruvida progressiva avskrivningar är en förutsättning för nyproduktion. I uppsatsen ämnas även undersöka om detta skiljer mellan olika regioner i Sverige. Metod: För att besvara de i syftet ställda problemformuleringarna har en teoretisk modell utvecklats med grundantagandet att köpare av bostadsrätter ska vara indifferenta till vilken avskrivningsmetod som används. Regler och praxis kring avskrivningar i bostadsrättsföreningar har kartlagts för att kunna ge modellen adekvat utformning. Modellens slutresultat visar hur en övergång från progressiva till raka avskrivningar påverkar lönsamheten i nyproduktion av bostadsrätter. En diskussion har förts kring rimligheten i de antaganden som gjorts i modellen och det framtagna resultatet, med utgångspunkt i mikroekonomisk teori och en generell analys av bostadsmarknaden. Slutsats: Enligt de antaganden som gjorts i denna studie och den modell som tagits fram har slutsatsen dragits att de progressiva avskrivningarna på kort sikt är en förutsättning för nyproduktion. Det finns dock ett antal omständigheter som tyder på att reaktionen i verkligheten blir något mildare än vad resultatet från modellen visar. Vidare tycks effektens storlek minska ju högre marknadspriset för bostadsrätter var innan övergången till raka avskrivningar. På lång sikt är inte progressiva avskrivningar en förutsättning för nyproduktion av bostadsrätter. / Background: In Sweden, there has been a recent debate about the reasonability of the use of progressive depreciations by housing cooperatives and if straight line depreciations is a better alternative. The Swedish Accounting Standards Board decided during the spring of 2014 that progressive depreciation is not an applicable depreciation method for buildings. In media, many have discussed the effect on the market for housing cooperative shares but it has not yet been investigated with a scientific perspective. Purpose: The aim of the thesis is to contribute with this scientific perspective by analyzing if progressive depreciations is a prerequisite for production of new dwellings. The thesis is also meant to look into regional differences of this matter. Method: To answer the two problem formulations above, a theoretical model has been developed with the basic assumption that buyers of housing cooperative shares should be indifferent to which depreciation method is applied. Rules and practices of housing cooperative depreciations have been charted in order to make the model adequate. The end result of the model shows how a transition from progressive to straight line depreciation affects the profitability of production of new dwellings. With respect to microeconomic theory and a general analysis of the housing market, a discussion has been carried out about the model assumptions and the model results. Conclusions: According to the used model and its assumptions, the conclusion has been made that progressive depreciations is a short term prerequisite for production of new dwellings. Although, there are circumstances that indicate that the market reaction would be milder than what the model results show. Furthermore, the effect of the depreciation method transition seems to decrease with higher market prices for the housing cooperative shares. In the long term, progressive depreciations is not a prerequisite for production of new dwellings.

The thesis deals with the issue of co-operative ownership of immovable property and the specifics of its financing through a mortgage loan. The first part of the thesis contains an explanation of basic terms concerning housing cooperatives, mortgage loans and the overall process of purchase and financing of immovable property. The second part of the thesis then evaluates the optimal financing of a particular cooperative apartment, taking into account the risks associated with it. The conclusion of the thesis contains recommendations for reducing the analyzed risks, both from the perspective of the applicant and from the perspective of the bank.

Participatory Action Research with Dignity Village: An Action Tool for Empowerment Within a Homeless Community

With homelessness continuing to rise over the past two decades, disenfranchised unhoused people have sparked a national movement to build for themselves democratically governed communities of affordable housing. Dignity Village, in Portland Oregon, is one of the longest running and most organized self-help housing communities in the nation. This paper presents a theoretical systems-based model of a developmental pathway out of homelessness in the U.S. that has as one of its key steps membership and participation in humane and dignified "self-help micro-housing"; communities such as Dignity Village. This research involved working collaboratively with Dignity Village on a participatory action research (PAR) project aimed at understanding and facilitating processes for mobilizing community and socio-political engagement. The research process involved a team of up to 24 co-researchers (nine attended meetings regularly) working once weekly over 15 months, with consultation from the broader Village community throughout. The research followed a systems approach to creating five action tools as multiple points of leverage to create long-term positive change within the community. One point of leverage utilized participatory video methodology to co-create a video action tool as an orientation video for newcomers, intended to build cooperative relationships and facilitate empowerment within the community. The impact of the research process was documented on multiple levels in the community using multiple data sources. Data were analyzed using an inductive approach to identify key themes and processes that influenced participation and empowerment in the community. The predominant themes suggested three paradoxical tensions that were creating barriers to change in the community. This PAR process attempted to create movement beyond these barriers. Findings suggested that four main changes occurred in the community during and after the research: a) an increase in collaborative participation, b) enhanced engagement and sense of community, c) an emergence of critical consciousness, and d) changes in the organizational leadership/power structure. These findings are critically examined and discussed with respect to the effectiveness of utilizing this PAR process to facilitate community empowerment. A portion of this dissertation (Results section) was created in video format to enhance report accessibility for community partners and other non-academic audiences.

The topics relating to Latin American social housing requirements, has historically been a priority for governments social policies in such countries. In Uruguay, one of the programs promoted by the public sector to satisfy the demand for social housing to lower-income households, has been a venture managed by solidarity cooperative organizations. These cooperative organizations voluntarily associate families with a common housing need, to provide housing solutions through such a social and cultural organization called Housing Cooperative, which is shared ownership and democratically managed. For cooperative launch, the role played by social organizations and the government are crucial, particularly in process efficiency through which, the goal of social housing solutions can be achieved for involved families. This is the study purpose of this thesis, that intends contribute to public management processes improvement to enable housing cooperatives construction. Specially, the research goal is focused on a new approach for the state management process in Cooperative Housing projects, figured out as a Product Process Development, generating value in public actors’ interactions, seeking quality improvements opportunities for such projects. To meet this purpose, process loss value related to wasted time, were identified by process modeling tools, including benchmarks and value stream maps. The impact of time and information issues in loss value was investigated from the cooperative projects end-users point of view. The research was a case study approach and it was divided in two descriptive stages called phases. Phase A was aimed to describe the processes and define criteria for case-study selection. In Phase B was conducted the case studies properly, seeking to distinguish using different data and evidence source, the perceived value within the analyzed process. The main findings relate to the lack of overall process understanding. This vision successfully allows identify perceived creation or loss value, and non-value generation potential in these processes, mainly in social processes. Flow value loses in processes value stream were detected in time and quality of information issues. Given the results, actions are proposed for future value flow map improvement, as well as proposals for short and medium term acting in the main identified variables. / La temática relacionada a la atención de la necesidad de vivienda de interés social en América Latina ha sido una prioridad histórica en las políticas sociales de los gobiernos de muchos de sus países. En el Uruguay, uno de los programas impulsados desde la órbita pública para satisfacer la demanda de viviendas para sectores de población de menores ingresos, ha sido el emprendimiento habitacional gestionado bajo un sistema solidario organizado en forma de cooperativa. Estas asocian voluntariamente a familias con necesidades comunes de acceso a la vivienda, a través de una organización social y cultural que se materializa en una empresa denominada Cooperativa de Vivienda, de propiedad conjunta y controlada democráticamente. Para su surgimiento y formación resulta fundamental el papel que desempeñan las organizaciones sociales y el gobierno, especialmente en la eficiencia de los procesos a través de los cuales esta gestión permite alcanzar la meta de la vivienda social para las familias involucradas, siendo este último el objeto de estudio de la presente tesis. Este trabajo se propuso contribuir a la mejora de los procesos de gestión pública que viabilizan la construcción de viviendas cooperativas. En particular, se estableció como objetivo general de la investigación abordar desde una nueva perspectiva el proceso de gestión estatal de los Emprendimientos Habitacionales Cooperativos, entendiéndolos como un Proceso de Desarrollo del Producto generador de valor, en la fase de interacción con los actores del ámbito público, buscando identificar oportunidades de mejora y formular propuestas que tiendan a incrementar la calidad de estos emprendimientos. Para cumplir este objetivo, se mapearon los procesos para identificar las pérdidas relacionadas al tiempo, aplicando herramientas de modelaje del proceso, incluyendo modelos de referencia y mapas de flujo de valor; se investigó el impacto del tiempo en la pérdida de valor y el impacto de la información en la generación de valor, desde el punto de vista de los usuarios finales de los proyectos cooperativos. La investigación tuvo como método el estudio de casos y su desarrollo se dividió en dos etapas de carácter descriptivo. La Etapa A tuvo como objetivo la caracterización inicial de los procesos describiéndolos de forma genérica y la definición de criterios de selección de los casos. En la Etapa B se realizó el estudio de casos buscando distinguir, utilizando diferentes fuentes de evidencia, el valor percibido dentro del proceso analizado. Las principales conclusiones se relacionan a la necesidad de comprender el proceso de forma global. Esta visión viabilizó la identificación de la generación de valor percibido o la pérdida del mismo, la no generación de valor potencialmente existente en estos procesos, fundamentalmente en los procesos sociales, y las pérdidas en el flujo de valor; y condujo a detectar dos variables importantes: los tiempos de proceso y la calidad de información de los mismos. Frente a los resultados obtenidos se plantearon acciones a implementar en un mapa de flujo de valor futuro del proceso actual, así como propuestas a corto y mediano plazo actuando en las principales variables identificadas.

In Uruguay, one of the programs promoted by the public sector to satisfy the demand for social housing to lower-income households, has been a venture managed by solidarity cooperative organizations. These cooperative organizations voluntarily associate families with a common housing need, to provide housing solutions through such a social and cultural organization called Housing Cooperative, which is shared ownership and democratically managed. For cooperative launch, the role played by social organizations and the government are crucial, particularly in process efficiency through which, the goal of social housing solutions can be achieved for involved families. This is the study purpose of this thesis, that intends contribute to public management processes improvement to enable housing cooperatives construction. Specially, the research goal is focused on a new approach for the state management process in Cooperative Housing projects, figured out as a Product Process Development, generating value in public actors’ interactions, seeking quality improvements opportunities for such projects. To meet this purpose, process loss value related to wasted time, were identified by process modeling tools, including benchmarks and value stream maps. The impact of time and information issues in loss value was investigated from the cooperative projects end-users point of view. The research was a case study approach and it was divided in two descriptive stages called phases. Phase A was aimed to describe the processes and define criteria for case-study selection. In Phase B was conducted the case studies properly, seeking to distinguish using different data and evidence source, the perceived value within the analyzed process. The main findings relate to the lack of overall process understanding. This vision successfully allows identify perceived creation or loss value, and non-value generation potential in these processes, mainly in social processes. Flow value loses in processes value stream were detected in time and quality of information issues. Given the results, actions are proposed for future value flow map improvement, as well as proposals for short and medium term acting in the main identified variables. / La temática relacionada a la atención de la necesidad de vivienda de interés social en América Latina ha sido una prioridad histórica en las políticas sociales de los gobiernos de muchos de sus países. En el Uruguay, uno de los programas impulsados desde la órbita pública para satisfacer la demanda de viviendas para sectores de población de menores ingresos, ha sido el emprendimiento habitacional gestionado bajo un sistema solidario organizado en forma de cooperativa. Estas asocian voluntariamente a familias con necesidades comunes de acceso a la vivienda, a través de una organización social y cultural que se materializa en una empresa denominada Cooperativa de Vivienda, de propiedad conjunta y controlada democráticamente. Para su surgimiento y formación resulta fundamental el papel que desempeñan las organizaciones sociales y el gobierno, especialmente en la eficiencia de los procesos a través de los cuales esta gestión permite alcanzar la meta de la vivienda social para las familias involucradas, siendo este último el objeto de estudio de la presente tesis. Este trabajo se propuso contribuir a la mejora de los procesos de gestión pública que viabilizan la construcción de viviendas cooperativas. En particular, se estableció como objetivo general de la investigación abordar desde una nueva perspectiva el proceso de gestión estatal de los Emprendimientos Habitacionales Cooperativos, entendiéndolos como un Proceso de Desarrollo del Producto generador de valor, en la fase de interacción con los actores del ámbito público, buscando identificar oportunidades de mejora y formular propuestas que tiendan a incrementar la calidad de estos emprendimientos. Para cumplir este objetivo, se mapearon los procesos para identificar las pérdidas relacionadas al tiempo, aplicando herramientas de modelaje del proceso, incluyendo modelos de referencia y mapas de flujo de valor; se investigó el impacto del tiempo en la pérdida de valor y el impacto de la información en la generación de valor, desde el punto de vista de los usuarios finales de los proyectos cooperativos. La investigación tuvo como método el estudio de casos y su desarrollo se dividió en dos etapas de carácter descriptivo. La Etapa A tuvo como objetivo la caracterización inicial de los procesos describiéndolos de forma genérica y la definición de criterios de selección de los casos. En la Etapa B se realizó el estudio de casos buscando distinguir, utilizando diferentes fuentes de evidencia, el valor percibido dentro del proceso analizado. Las principales conclusiones se relacionan a la necesidad de comprender el proceso de forma global. Esta visión viabilizó la identificación de la generación de valor percibido o la pérdida del mismo, la no generación de valor potencialmente existente en estos procesos, fundamentalmente en los procesos sociales, y las pérdidas en el flujo de valor; y condujo a detectar dos variables importantes: los tiempos de proceso y la calidad de información de los mismos. Frente a los resultados obtenidos se plantearon acciones a implementar en un mapa de flujo de valor futuro del proceso actual, así como propuestas a corto y mediano plazo actuando en las principales variables identificadas.
