Políticas de proteção social direcionadas às famílias de adolescentes em cumprimento de medida privativa de liberdade, no estado do Paraná, no período de 2006 a 2010

O presente trabalho tem por objetivo analisar as políticas de proteção social direcionadas às famílias de adolescentes em cumprimento de medida socioeducativa de Internação, no Estado do Paraná, no período de 2006 a 2010. Busca responder se as famílias desses adolescentes foram atendidas por políticas de proteção social, em consonância com o estabelecido no Sistema Nacional de Atendimento Socioeducativo (SINASE). Inicia-se com a descrição da evolução histórica dos direitos da criança e do adolescente. Na sequência discorre sobre a construção jurídica e política direcionada à família, faz ponderações sobre o ato infracional e, posteriormente, traz considerações alusivas ao SINASE. Toda essa reflexão serve de embasamento para a pesquisa, propriamente dita. Esta pesquisa é pertinente à área de concentração do Mestrado, a saber, Planejamento e Política Pública. Trata-se de pesquisa aplicada, descritiva, qualitativa e indireta, que utiliza o método indutivo. Implica em estudo bibliográfico e documental que utiliza como instrumento de coleta de dados, inclusive entrevista não diretiva com a Gestora da Secretaria da Criança e da Juventude, durante o período de 2003 a 2010, no Estado do Paraná. Discorre a respeito da construção e evolução da política e das instalações físicas para a sua implementação, da transformação da Secretaria da Criança e do Adolescente (SECJ) em Secretaria da Família e Desenvolvimento Social (SEDS). Concluiu-se, apesar de todos os esforços empreendidos, que o Estado do Paraná não implementou políticas públicas voltadas ao fortalecimento da família do adolescente privado da liberdade. A própria Secretaria da Criança e Juventude diagnosticou a insuficiência de práticas envolvendo as famílias de adolescentes privados da liberdade, apesar de reconhecê-la como elo indispensável no processo de socioeducação. / This paper aims to describe the policies targeted to families of adolescents in fulfillment of a custodial sentence in the State of Paraná between 2006 and 2010. It tries to answer whether the families of these adolescents were met by social protection policies in line with the provisions of the National Socio Educational System (SINASE). It begins with a description of the historical evolution of the rights of children and adolescents and follows describing the legal framework and policies directed to the family, bringing reflections on infractions and subsequently raises questions alluding to SINASE. All these reflections serve as a foundation for the research itself. The present research is pertinent to the concentration area of this Master's degree, namely, Planning and Public Policy.This is applied research, descriptive, qualitative and indirect, which uses the inductive method. Implies bibliographical and documental study which it uses as a data collection instrument and includes a non-directive interview with the manager of the Secretariat of Children and Youth of the State of Paraná between 2003 and 2010. It describes the building and evolution of the policies and physical facilities for its implementation, the transformation of the Department for Children and Adolescents (SECJ) in Secretariat for Families and Social Development (SEDS). It was concluded, despite all efforts, that the State of Paraná has not implemented policies aimed at strengthening the families of adolescents deprived of liberty.The very Secretariat for Childhood and Youth diagnosed the failure of practices involving the families of adolescents deprived of liberty, despite recognizing them as a vital link in the socioeducational process.

These hypotheses were formulated to show the relationship between key independent variables, such a facility type, time at facility, age, ethnicity, educational level, and dependent (outcome) variables, which included inmate's and staff's views of privacy, safety, rules and regulations, and crowding at these respective facilities.

An exploratory study of agreements between institutions of higher education and correctional institutions

This exploratory study was conducted in the Commonwealth of Virginia and included Wardens, Department of Correctional Education Principals, community college Deans, and community college personnel assigned as prison program coordinators for college/correctional institution programs. Those were the total number of instructional managers responsible for postsecondary programs in medium and maximum security correctional institutions in the Commonwealth during November 1986. Surveys and interviews were used to obtain individual perceptions of responsibilities to be assigned to colleges and correctional institutions when agreements are for educational programs are developed. Agreements used by colleges that were members of the Southern Association of Colleges and Schools and correctional institutions were reviewed. There was no consistency among the states' agreements in the responsibilities included or in the institution assuming the same or similar responsibilities. A review of journal articles describing responsibilities in existing or proposed college/correctional institution programs revealed no consistency in the responsibilities necessary to be included in agreements. The responsibilities found in the state agreements as well as those in the journal articles provided examples of reasonable responsibilities for instructional managers to consider when developing agreements for college programs in correctional institutions. A survey form was developed and administered to instructional managers. College coordinators of college/prison programs provided the largest percentage of responsibilities to be included in agreements, but correctional institution instructional managers overall responded with a larger number of necessary responsibility statements than college instructional managers. Generally instructional managers chose responsibility statements in the categories of Instruction, Curriculum Support, and Equipment and Supply to be included in agreements. Responses to the open-ended question asked during the interview phase revealed problems in the current structure of the college/prison programs. Many problems were appropriate for the categories of Faculty and Staff, Students, and Instruction. Wardens articulated the highest number of problems and were the only group of instructional managers to express concern about inmates as students in the community at the time they were released from the correctional institution. Instructional managers ranked Student and Faculty and Staff categories of responsibility statements as most important to include in agreements although they did not select them to be included in agreements. Recommendations for improving the current method of providing college programs to incarcerated persons include the development of a statewide system composed of state level leadership. Individual colleges need to improve the quality of support and transitional services for students. / Ed. D.

The phenomenon is described as it occurs in four countries, namely Australia, the United States of America, England and South Africa. The primary aim of this study is to obtain the Magister Artium degree. Secondly, it will shed more light on the treatment of prisoners who have to be detained in maximum security conditions as a result of their type of offence, length of sentence and conduct. The philosopical framework for the detention of maximum security prisoners is taken into account, while certain generic aspects unique to prisons are examined as well. Staff Members' Perceptions of General Education Development Programs in Virginia's Correctional System

The Virginia Department of Corrections mandates that all offenders without a high school diploma or general equivalency diploma (GED) are required to be enrolled in GED programs offered in the prison system. However, these programs have shown varying rates of success. Supported by the constructivist theory, the purpose of this qualitative case study was to identify how correctional education staff members perceived the effectiveness of the GED programs. Data from surveys and interviews with 9 educational correctional staff members were collected and analyzed for themes. Findings indicated that (a) participants use computer software for effective instruction, (b) offenders who were enrolled in correctional education programs successfully reenter society after being released from incarceration, and (c) offenders' self-efficacy is related to GED instruction. Findings may be used to improve GED programs to support offenders in obtaining a GED and training to promote social justice by returning to their communities more prepared to obtain jobs and contribute to the global economy.
