Radio propagation in fire environments.Boan, Jonathan Alexander January 2009 (has links)
Radio propagation in the presence of fire is known to be problematic to communications. In this thesis we use both experimental and theoretical approaches to examine and understand radio propagation in fire environments. Propagation is examined for three small scale fires with broadband equipment operating from 50MHz to 1GHz. Results for line of sight propagation show a strong interaction of fire with electromagnetic propagation. The next section develops electromagnetic modelling of the fire environment. A model of the combustion induced plasma is developed, as well as a refractive index model of the surrounding atmosphere of a fire. Simple propagation calculations are undertaken, using the developed fire models, to provide an intial understanding of propagation in fire environments. The next portion of the thesis considers propagation using a more rigorous electromagnetic simulation technique. A modified Finite Difference Time Domain method is presented and is utilised to examine three dimensional propagation in the small scale fire experiments. The outcome is a more solid understanding of propagation and the contributing factors. The last portion of the thesis is the application of the above electromagnetic modelling and simulation methods to bushfire scenarios. Various scenarios that are problematic to radio communication are examined. Previous issue date: 2016-12-14 / A necessidade de efetividade das ações da Administração Pública na consecução de suas funções e atividades tem ganhado crescente relevância no cenário nacional e internacional, uma vez que representa uma resposta às urgências da sociedade quanto à falta de eficiência e eficácia na adequada aplicação do recurso público. Diante de uma série de demandas complexas de uma sociedade em constante mudança, a existência de mecanismos eficientes de planejamento, controle, direção e execução da Gestão Pública tornam-se cada vez mais necessários. Considerando-se que a Gestão Pública Municipal é realizada majoritariamente a partir de projetos, e que estes projetos para serem bem desenvolvidos deverão ser geridos por organizações gerencialmente maduras, propõe-se apresentar neste trabalho um modelo próprio para avaliar a maturidade do Gerenciamento de Projetos em secretarias municipais. Para a concepção do modelo foi desenvolvida uma pesquisa bibliográfica, através da revisão sistemática e comparação entre modelos de maturidade já existentes. Como resultado, foi desenvolvido o Modelo de Maturidade em Gerenciamento de Projetos em Secretarias Municipais, o MMGP-SM, cuja finalidade é avaliar consistentemente as boas práticas em Gerenciamento de Projetos nas secretarias com padrão conceitual orientado a pessoas e processos e cinco níveis da maturidade relacionados a oito dimensões de análise. Além disto, o modelo permite a construção de um plano de ação que identifica de onde devem partir as ações para a evolução na gestão dos projetos nas secretarias sob estudo. O modelo foi avaliado através de sua aplicação na Secretaria de Administração do Município de Sumé - PB, em um estudo de caso de natureza exploratória e descritiva com abordagem qualitativa. Os resultados demonstraram que a Secretaria está no Nível Conhecido de maturidade, isto é, o Gerenciamento de Projetos é conhecido, porém ainda não existe naquele setor um sistema de boas práticas de gestão implantado. Dos resultados obtidos na avaliação de maturidade da Secretaria, foi desenvolvido um Plano de Desenvolvimento em Gerenciamento de Projetos organizado nos padrões do PMBoK® dividido em duas fases, um Plano de Curto e um Plano de Longo Prazo, com crescimento misto dos níveis, cujo objetivo é elevar no prazo de dois anos e meio a Secretaria Municipal de Administração para o Nível Otimizado de maturidade. / The need for effectiveness on the actions of Public Administration in developing its functions and activities has gained increasing importance in national and international scene as it represents a response to the urgent needs of society on the lack of efficiency and effectiveness in the proper application of public resources. Because of a series of complex demands of an ever-changing society, the existence of efficient mechanisms for public management planning, control, direction and execution has become more necessary. Considering that municipal public administration is mainly carried out from projects, and these projects to be well developed should be managed by mature organizations, we present in this research a specific model to assess Project Management maturity in municipal departments. Systematic review and comparison of existing maturity models were used in order to design the model. As a result, the Modelo de Maturidade em Gerenciamento de Projetos em Secretarias Municipais - MMGP-SM was developed with the purpose of consistently evaluate the use of Project Management good practices in municipal departments with a conceptual approach oriented to people and processes, and five levels of maturity related to eight dimensions of analysis. In addition, the model allows the construction of an action plan that identifies where actions for the development of Project Management in municipal departments should start. The model was evaluated at the Administration Department of the town of Sumé – PB in a case study of descriptive and exploratory nature with a qualitative approach. The results have demonstrated that the Municipal Department is in the Known (Conhecido) maturity level, that is, the subject Project Management is known, but there is not a system of management good practices implemented yet. The results obtained in the Department evaluation of maturity were used to construct a Development Plan on Project Management based on PMBoK® standards, divided into two phases, a Short-term Plan and Long-term Plan, with mixed growth of levels, in order to raise within two and a half years the Administration Department maturity
to the Optimized (Otimizado) level.

To perform their business activities effectively, organizations rely heavily on the use of information (ISO/IEC TR 13335-2, 1996, p 1). Owens (1998) reiterates this by claiming that all organizations depend on information for their everyday operation and without it business will fail to operate (Owens, 1998, p 1-2). For an organization it means that if the right information is not available at the right time, it can make the difference between profit and loss or success and failure (Royds, 2000, p 2). Information is an asset and just like other important business assets within the organization, it has extreme value to an organization (BS 7799-1, 1999, p 1; Humphreys, Moses & Plate, 1998, p 8). For this reason it has become very important that business information is sufficiently protected. There are many different ways in which information can exist. Information can be printed or written on paper, stored electronically, transmitted electronically or by post, even spoken in conversation or any other way in which knowledge and ideas can be conveyed (URN 99/703, 1999, p. 2; Humphreys, Moses & Plate, 1998, p 8; URN 96/702, 1996, p 3).It is, therefore, critical to protect information, and to ensure that the security of IT (Information Technology) systems within organizations is properly managed. This requirement to protect information is even more important today, since many organizations are internally and externally connected by networks of IT systems (ISO/IEC TR 13335-2, 1996, p 1). Information security is therefore required to assist in the process of controlling and securing of information from accidental or malicious changes, deletions or unauthorized disclosure (Royds, 2000, p 2; URN 96/702, 1996, p 3). By preventing and minimizing the impact of security incidents, information security can ensure business continuity and reduce business damage (Owens, 1998, p 7). Information security in an organization can be regarded as a management opportunity and should become an integral part of the whole management activity of the organization. Obtaining commitment from management is therefore extremely important for effective information security. One way in which management can show their commitment to ensuring information security, is to adopt and enforce a security policy. A security policy ensures that people understand exactly what important role they play in securing information assets.

The relationship between the talent mindset and organisational commitment of academic heads of departmentsViljoen, Shelley Ann January 2014 (has links)
The study aims to determine the relationship between the talent mindset (TM) and organisational commitment (OC) of academic heads of departments. There is a vast problem in the higher education sector with regards to retaining academic staff members. In order for higher education institutions to attract and more specifically retain academic talent, one needs to implement a sound talent management model. Before such a model can be implemented with success, the organisation first needs to have a positive talent mindset. The relationship between talent mindset and organisational commitment may provide a means to develop appropriate interventions or strategies in order to enhance the talent mindset by focusing on improving the organisational commitment and vice versa. Two instruments, namely the Talent Mindset Index (TMI) and Organisational Commitment Questionnaire (OCQ), were administered to a sample of 116 heads of departments at a leading university in South Africa, 53 completed questionnaires were obtained. The responses were analysed using correlation analysis and quantitative techniques. Results confirm that the presence of OC is associated with a positive TM. Therefore, the study provides evidence that there is a correlation between OC and the TM of academic heads of departments. Thus, if management utilises existing techniques to increase OC, this should lead to the enhancement of the heads of departments’ TM. Bakgrund: Patienter med psykisk ohälsa är vanligt förekommande inom den somatiska vården. Tidigare forskning har visat att dessa patienter upplever att sjuksköterskors bemötande och kunskap kring psykisk ohälsa är bristfällig, vilket leder till diskriminering och en olämplig omvårdnad. Syfte: Att identifiera hinder för sjuksköterskors omvårdnad till patienter med psykisk ohälsa inom somatisk vård. Metod: Allmän litteraturöversikt där sju kvalitativa och fem kvantitativa studier ligger som grund för resultatet. Resultat: Två huvudkategorier framkom med faktorer som hindrar sjuksköterskors omvårdnad till patienter med psykisk ohälsa inom somatisk vård. En huvudkategori är Personliga egenskaper som hinder, där sjuksköterskors begränsade kunskap och negativa attityd ingår. Den andra huvudkategorin är Bristande förutsättningar som hinder, som innefattar brister i vårdmiljö, resurser och organisatoriska förutsättningar. Slutsats: Genom att sjuksköterskor får mer utbildning om psykisk ohälsa och förbättrade förutsättningar skulle diskriminering och negativa attityder mot patienter med psykisk ohälsa kunna reduceras. Med ökad kunskap, positiv attityd, och goda förutsättningar i form av en lämplig vårdmiljö, tillräckliga resurser och tydliga rutiner skulle sjuksköterskors omvårdnad till patienter med psykisk ohälsa kunna förändras till det bättre.
