Production activities and economic dependency by age and gender in Europe: A cross-country comparison

We compare selected European countries using an economic dependency ratio which emphasizes the role of age-specific levels of production and consumption. Our analysis reveals large differences in the age- and gender-specific level and type of production activities across selected European countries and identifies possible strategies to adjust age-specific economic behaviour to an ageing population. The cross-country differences in economic dependency of children and elderly persons are largely determined by the age at which people enter, respectively exit, the labour market. The ability of the working age population to support children and elderly persons in turn is strongly influenced by the participation of women in paid work. We also provide a measure for the age-specific production and consumption in form of unpaid household work. The inclusion of unpaid household work leads to a decrease of the gender differences in production activities and indicates that the working age population supports children and elderly persons not only through monetary transfers but also through services produced by unpaid work (e.g. childcare, cooking, cleaning. . .). Given the available data, we cannot distinguish the age profile of consumption by gender and have to assume - in case of unpaid work - that each member of the household consumes the same. Hence, our results have to be regarded as a first approximation only. Our paper aims to argue that a reform of the welfare system needs to take into account not only public transfers but also private transfers, in particular the transfers in form of goods and services produced through unpaid household work.

Than it tries to show and warn against social and economic consequences of this phenomenon which is present in our society for last few decades. Cette thèse porte sur le développement, l'évaluation et l'optimisation de nouvelles stratégies de maintenance pour des systèmes multi-composants. Cette démarche est justifiée par le fait que contrairement aux systèmes monolithiques qui ont été largement traités dans la littérature sur la maintenance, les systèmes multi-composants avec dépendances économique et stochastique sont encore peu étudiés à cause essentiellement de la difficulté de modélisation de ces types de dépendance. Dans ce cadre d'étude de la maintenance des systèmes multi-composants, cette thèse contient trois volets indépendants. Le premier volet porte sur un type particulier d'équipements dont l'état ne peut être connu que suite à une inspection. De tels équipements constitués de deux composants en série sont considérés. Une nouvelle stratégie quasi-optimale de maintenance conditionnelle basée sur des inspections séquentielles des deux composants est proposée. Dans le deuxième volet on considère des systèmes multi-composants complexes dans le sens où leurs composants peuvent être sujets à des défaillances aléatoires locales et/ou propagées avec ou sans effet d'isolation. Une stratégie de maintenance sélective est proposée pour ce type de systèmes. Dans le troisième et dernier volet la notion de systèmes multi-composants est étendue aux systèmes de production multi-lignes. Dans cette perspective, cette partie porte sur le développement d'une politique intégrée de production-maintenance pour un système de production à deux lignes fonctionnant en parallèle en présence d'une dépendance de type stochastique entre les deux lignes / This thesis focuses on the development, the evaluation and the optimization of new maintenance policies for multi-component systems. This approach is justified by the fact that contrarily to single component systems which have been extensively treated in the literature on maintenance strategies, multi-component systems with economic and stochastic dependence have been much less studied due to the difficulty in modeling such kind of dependence. In this context of studying multi-component systems maintenance, this thesis is made of three independent parts. The first part focuses on a particular type of equipment whose state can only be known following inspection. Such equipment made of two components in series is considered. A new nearly optimal condition based maintenance policy based on sequential inspections of both components is proposed. In the second part, we consider complex multi-component systems in which the components are subject to random local and/or propagated failures, with or without isolation effect. A selective maintenance strategy is applied to such systems. In the third and last part, the concept of multi-component systems is extended to manufacturing systems with multiple machines. In this context, this part focuses on the development of an integrated production-maintenance policy for a production system consisting of two machines in parallel in presence of a form of stochastic dependency between them

Accordingly, it should be inquired up to what extent the essentiality of this social right has been receiving the deserved and indispensable attention by the jurists and a fair treatment in the court decisions; starting from the reasons that led the Constitution to distinguish the spouse from the companion and both from dependents in its text, and what arguments justify these legal figures jointly under the single title of dependents in the Constitution, as if the express distinction set out in the Constitution was superfluous and unnecessary; without disregarding other aspects of the family of the person covered by social security and those who survive him/her, needy of means to survive. The evaluation and adjustment of the tension of these and other legal situations to the essentiality of this right should follow the dynamics of the principles of the human being s dignity, solidarity, equality and of the constitutional principles that may be influenced by the stimulations and interferences of the day-to-day, in the dialectic relation that is established with the social fact, with the contribution of legal theory and jurisprudence. Thus, this essay competes with its view, under the constitutional perspective, on the subject concerning the beneficiaries of a pension for death of the person covered by social security / O que se entender por cônjuge, companheiro e dependentes à luz da Constituição da República há de evidenciar a visão contemporânea do direito fundamental a prestações da previdência social assegurado a tais beneficiários do segurado falecido para cobertura do evento morte. Dessa maneira, cumpre indagar até que ponto a fundamentalidade desse direito social tem merecido a indispensável atenção doutrinária e adequado tratamento pela jurisprudência. A começar, portanto, pelas razões que levaram o constituinte a distinguir o cônjuge do companheiro e ambos dos dependentes no texto constitucional, e que argumentos podem justificar essas figuras de direito reunidas sob o título singular de dependentes no texto legal, como se a distinção expressa do texto constitucional fosse supérflua e desnecessária. Sem descurar de outros aspectos da entidade familiar, integrada pelo segurado e pessoas que a ele sobreviveram, necessitados de meios para sobrevivência. A classe trabalhadora no processo bolivariano da Venezuela : contradições e conflitos do capitalismo dependente petroleiro-rentista (1989-2010)

Este trabalho analisa a trajetória da classe trabalhadora venezuelana como parte do Proceso Bolivariano, sendo este entendido como um conjunto de acontecimentos de caráter político e social inaugurado na Venezuela pela crise pré-revolucionária do Sacudón (27 de Fevereiro de 1989 – 27F) e que se desenvolve como resultado de diferentes correlações de forças sociais até os dias atuais, sob o governo dirigido pelo Presidente Hugo Chávez. A tese volta-se para o estudo de dois sujeitos fundamentais do Processo Bolivariano que se encontram muitas vezes preteridos nos estudos sobre a Venezuela atual, cuja ênfase orienta-se para a análise da liderança chavista e seu governo. São eles, a classe operária industrial e os trabalhadores precarizados moradores dos barrios ─ espaço de segregação social que ocupa parte significativa da paisagem urbana venezuelana. Para compreender e explicar a emergência desses sujeitos no cenário nacional são buscadas suas raízes econômico-sociais nos elementos próprios da estrutura do capitalismo dependente petroleiro-rentista. Partindo de uma história econômica da Venezuela desde os anos 1920, identificamos a constituição de um Exército Industrial de Reserva de proporções inauditas. Com base na experiência de mais de três gerações vivendo nos barrios, os trabalhadores precarizados ingressaram no cenário político nacional venezuelano como um movimento de massas particular, com demandas e modos de luta específicos. Inspiradas em práticas insurgentes que remanescem da experiência guerrilheira dos anos 1960, essas lutas ganham forma nas mobilizações callejeras das décadas de 1980 e 1990. A intensa atividade política desse setor, em aliança com setores reformistas das Forças Armadas Nacionais venezuelanas que se arremetem na busca pelo controle do aparato estatal em 4 de fevereiro de 1992, os militares bolivarianos, constitui-se um movimiento bolivariano radical de masas, de caráter policlassista. Depois de abandonar a estratégia insurrecional de acesso ao poder em prol da via institucional, a chegada de Hugo Chávez na Presidência inaugurará uma nova fase do Proceso. Ocupando posição nada desprezível no aparato estatal, a aliança policlassista consubstanciada no governo bolivariano enfrentará o acirramento da luta de classes no interior da qual se recolocará a centralidade do operariado industrial como sujeito central da mudança estrutural. Assim, se o 27F marcou a crise pré-revolucionária e o 4F uma situação revolucionária, o governo bolivariano vem revelando-se mais recentemente como um instrumento de contenção das demandas sociais. Ao mesmo tempo, a exacerbação da luta de classes abriu caminhos para o comparecimento da classe operária industrial na luta pelo poder com experiências significativas de controle da produção em importantes atividades econômicas do país, como são as indústrias do petróleo (PDVSA), alumínio (CVG-ALCASA) e siderúrgica (SIDOR). Baseado em fontes quantitativas e qualitativas, com uso de séries estatísticas históricas e coleta de testemunhos de História Oral, este trabalho procura oferecer uma interpretação rigorosa, ainda que provisória, da história recente venezuelana a partir da perspectiva da luta de classes. / The present thesis annalyses the trajectory of Venezuelan working class within the Proceso Bolivariano, which is understood as a compound of political and social events in this country inaugurated by the pre revolutionary crisis driven by the Sacudón (February the 27th, 1989 – 27F) and since then has evolved as a result of varying correlation of the social forces up to the present. Stemming from an economic history of Venezuela since the 1920s, the thesis presents evidence on the upsurging of precarious urban workers as the main actors of the Proceso Bolivariano. The relevance assumed by this working class sector is discussed as resulting from the very constitution of the Venezuelan oil dependent capitalism and its rentier bias. The thesis remarks that this particular form of capitalism reproduced throughout the twentieth century an Industrial Reserve Army of incomparable dimensions. In this process, the precarious urban workers have been socially segregated in the barrios (shantty towns) and had their identity forged on day-to-day struggles experience for survival. In this sense, it is argued that this working class sector emerged at the national political escenario in Venezuela as a particular mass movement, carrying out its claims and specific ways of struggles. The political actions sustained by those social subjects, in an alliance with reformer military from the Venezuelan National Armed Forces – the Bolivarian Military – crafted what we named the Bolivarian radical mass movement, inaugurating a new historical bloc which accessed Venezuela’s state apparatus departing from 1999. Using insurgent methods derived both from the 1960s guerrilla experience and the popular extraction within the Venezuelan Army, this historical bloc unfolded a strategy to control State’s apparatus evoking a political discourse advocating for a revolutionary transformation. Regarding the former elements, the thesis discusses how the pre revolutionary crisis of the 27F moved towards a revolutionary situation, when dominant classe’s difficulties for unity opposed them in a stalemate with the military, on February the 4th, 1992 (4 F), and, finally, how this situation evolved to an institutional outcome with ex-Liutenenent Colonel Hugo Rafael Chávez Frías candidature and election for Presidency in 1999. In this sense, the Bolivarian Government is depicted as a new phase of the Proceso. The thesis contends this new phase has sharpen the class struggles and put the industrial working class into centrality, as it will reemerge as main protagonist for social structural change. In conclusion, if the 27F stressed a pre revolutionary crisis and the 4F remarked a revolutionary situation, the thesis contends that multiclassis Bolivarian government turned out to be an instrument for countering radical social demands of the industrial working class and the precarious workers, while at the same time sharpening the class struggles, unfolding a new path for the working class to fight for an alternative power. Using quantitative and qualitative methods and different sorts of research sources, such as historical statistics and Oral History records, this thesis aims at offering a yet provisional contribution to the field of the Venezuelan recent history, considering the class struggles theoretical perspective.

Optimisation du coût du cycle de vie des structures en béton armé / Life cycle cost optimization of reinforced concrete structures

Les structures de génie civil, en particulier les ponts en béton armé, doivent être conçues et gérées pour assurer les besoins de transport et de communication dans la société. Il est indispensable de garantir un fonctionnement convenable et sécuritaire de ces structures, puisque les défaillances peuvent conduire à des perturbations du transport, des pertes catastrophiques de concessions et des pertes de vies humaines, avec des impacts économiques, sociétaux et environnementaux graves, à court et à long termes. Les gestionnaires entreprennent diverses activités pour maintenir la performance et le fonctionnement adéquat à long terme, tout en satisfaisant les contraintes financières et sécuritaires. Idéalement, ils peuvent recourir à des techniques d'optimisation pour établir les compromis entre la réduction du coût du cycle de vie (LCC) et la maximisation de la durée de vie. Cela nécessite le développement de l’analyse du cycle de vie, de l’analyse de fiabilité et de l'optimisation structurale.Les approches actuelles pour la conception et la gestion des structures s’appuyant sur l’analyse du coût de cycle de vie, montrent les besoins suivants : (1) une approche intégrée et systématique pour modéliser de façon cohérente les processus de dégradation, les charges de trafic, le vieillissement et les conséquences directes et indirectes de la défaillance, (2) une considération complète des dépendances économiques, structurales et stochastiques entre les différents éléments de l’ouvrage, (3) une approche permettant de modéliser efficacement un système structural formé de plusieurs éléments interdépendants, (4) une évaluation des conséquences de la dégradation et de la redistribution des charges entre les éléments en tenant compte de la redondance du système et de la configuration de l’ouvrage, (5) une méthode d'optimisation de la conception et de la maintenance qui préserve l’exigence de fiabilité tout en considérant la robustesse de la décision. L'objectif global de cette thèse est de fournir des procédures améliorées qui peuvent être appliquées à la conception et à la gestion fiabilistes et robustes des ouvrages en béton armé, en réduisant les coûts supportés par les gestionnaires et les utilisateurs, tout en tenant compte des dépendances entre les éléments. Dans la première partie de cette thèse, une synthèse bibliographique concernant les procédures de la conception et de la maintenance basée sur des calculs fiabilistes est présentée, et les différents composants du LCC sont développés. Ensuite, une approche est proposée pour la conception des ouvrages en tenant compte du coût aux usagers et en intégrant dans la fonction du coût de cycle de vie. Le modèle couplé corrosion-fatigue est aussi considéré dans l’optimisation de la conception. La planification de la maintenance des ouvrages est ensuite développée, en considérant les différents types d'interaction entre les éléments, en particulier les dépendances économiques, structurales et stochastiques. Ce modèle utilise l'analyse de l'arbre de défaillance et les probabilités conditionnelles pour tenir compte des dépendances dans la planification de la maintenance. Les conséquences de la dégradation et de la redistribution des charges sont prises en compte dans l'approche proposée. Par ailleurs, une méthode pratique de calcul de la fiabilité d'un système formé de plusieurs composantes interdépendantes est proposée, à travers un facteur de redondance calculé par la modélisation mécanique. Enfin, une nouvelle procédure d'optimisation est proposée, permettant de tenir compte des incertitudes dans le système et la capacité structurale de s'adapter aux variabilités intrinsèques. La procédure proposée tient compte des incertitudes et de la variabilité dans une formulation cohérente, validée au moyen des applications numériques. (...) / Civil engineering structures, particularly reinforced concrete bridges, should be designed and managed to ensure the society needs. It is crucial to assure that these structures function properly and safely as damage during the service life can lead to transport disturbance, catastrophic loss of property, causalities, as well as severe economic, social, and environmental impacts, in addition to long term consequences. Decision-makers adopt various activities to maintain adequate long-term performance and functionality while satisfying financial constraints. Ideally, they may employ optimization techniques to identify the trade-offs between minimizing the life-cycle cost (LCC) and maximizing the expected service life. This requires the development of three challenging chores: life cycle analysis, reliability analysis and structural optimization. The current approaches for the design and management of structures through a Life-cycle cost analysis (LCCA) highlight the following needs: (1) an integrated and systematic approach to model coherently the deterioration processes, the increasing traffic loads, the aging and the direct and indirect consequences of failure, (2) a mutual consideration of economic, structural and stochastic dependencies between the elements of a structural system, (3) an adequate approach for the deterioration dependencies and load redistribution between the elements, (4) an improvement of system reliability computation as a function of the structural redundancy and configuration that can take into account the dependencies between the elements, (5) a consideration of design and maintenance optimization procedures that focus coherently on the robustness of the management decision and on the satisfaction of reliability requirements.The overall objective of this study is to provide improved LCCA and procedures that can be applied to select optimal and robust design and maintenance decisions regarding new and existing reinforced concrete structures, by minimizing both manager and user costs, while providing the required safety along the structure lifetime, taking into account the most severe degradation processes and the dependencies between structural elements. In the first part of this thesis, a literature review concerning the current probabilistic design and maintenance procedures is presented, and the LCC components are discussed. Then, a new approach is developed to evaluate the user delay costs on a reinforced concrete bridge structure, based on direct and indirect costs related to degradation and failure, and to integrate it to the life cycle cost function, in order to allow for probabilistic design. In addition,the coupled corrosion-fatigue model is considered in the design optimization. Afterward, a structural maintenance planning approach is developed to consider the three types of interactions, namely economic, structural and stochastic dependencies. The proposed model uses fault tree analysis and conditional probabilities to reflect the dependencies in the maintenance planning. The consequences of degradation are evaluated and a method is proposed to account for the load redistribution. Moreover, a practical formulation for quantifying the reliability of a system formed of interrelated components is proposed, by the mean of a redundancy factor that can be computed by finite element analysis. Finally, a new optimization procedure is proposed, by taking into account the uncertainties in the analysis, and the structural ability to adapt to variability, unforeseen actions or deterioration mechanisms. The proposed procedure takes account of uncertainties andvariability in one consistent formulation, which is shown through numerical applications. (...)
