Political Goals, Economic Constraints: Explaining the Motivation and Effects of Economic Sanctions

Diese Dissertation untersucht ökonomische Sanktionen im Kontext der empirischen politischen Ökonomie. Obwohl sie aus drei unabhängigen Kapiteln besteht, ist das übergeordnete, verbindende Ziel dieser Forschungsarbeit ein Gesamtverständnis der Motivation und der Effekte von Sanktionen anzubieten, getragen von der generellen Idee der Wechselwirkungen zwischen ökonomischen Anreizen und politischen Zielen. Meine Forschung zeichnet die ökonomischen Restriktionen ab, mit denen sich die politischen Entscheidungsträger im Bereich der internationalen Beziehungen auseinandersetzen. / This dissertation explores economic sanctions in an empirical political economy context. While consisting of three independent papers, it aims at providing a holistic understanding of the motivation and effects of sanctions in particular, and the interplay between economic incentives and political goals in general. My research delineates the economic constraints that policymakers encounter in the field of international relations.

In Trade and War : An analysis of interdependence theory and Russo-German gas relations

The European security order has for an extended period of time time rested on the assumption that interstate trade, and other economic ties, will lower the incentives for conflict initiation and thereby result in peace. This assumption was called into question on February 24, 2022, by the Russian re-invasion of Ukraine. Germany, as one of Europe’s primary proponents of interdependence, especially in its trade relationship to Russia defined by the pipeline natural gas, spirals into an energy crisis. How did it come to this? This thesis is an exploration of the concept of interdependence and its theoretical framework. Using congruence method, this thesis maps the internal processes of the concept, through two pieces of seminal research on interdependence theory – Robert O. Keohane & Joseph S. Nye’s Power and Interdependence and Dale C. Copeland’s Economic Interdependence and War – and their respective ability to comprehend the case of Russo-German gas relations. The results show that the two theoretical interpretations can, although not with equal strength, to a certain degree predict the outcome of the Russo-German case. In spite of this, the theories struggle to capture the existence of regional conflict, and the slight contradiction that the Russo-German relationship continued to deepen after the Russian annexation of Crimea in 2014.

The window of Opportunity for the Paradox of Disputes Despite Interdependence by the Relational Theory of World Politics : A Predicate Analysis of the Relationship Between Japan and South Korea

This thesis examines the relationship between Japan and South Korea and the paradox of its disputes despite the economic interdependence with the relational theory of world politics by Qin (2018b). World Trade Organization (WTO) Dispute Settlement Body (DSB) complaints between the countries between the years 2016 and 2020 have been analyzed to study this. The method utilized is that of a predicate discourse analysis. Both qualitative and quantitative approaches are employed within the analysis as it includes the extraction of the predicates from qualitative complaint documents but additionally, a quantitative table of the predicates is generated to provide information on the frequencies and case locations of the findings. Neither the theory nor the unit of relation has been widely examined by Western international relations (IR) scholars, which allows this study to lead way for future research on the further expansion of knowledge and utilization of the relational theory. Furthermore, it provides insight into the relational object space of disputes in the relationship between the economically interdependent Japan and South Korea. The theoretical concepts of relational identity, actors as relators, hierarchy, and cultural communities in the analysis explain the existence of the paradox of disputes despite interdependence.
