An evaluation of the expanded public works programme in the infrastructure sector in the Western Cape

Thesis (MBA)--Stellenbosch University, 2014. / Unemployment and poverty are two key issues that South Africa continues to struggle with. The Expanded Public Works Programme was introduced by Government to not only address these but to half unemployment by 2014. This study assesses the Expanded Public Works Programme’s performance in terms of creating jobs within the Infrastructure Sector in the Western Cape. Since the jobs being created by the Expanded Public Work Programme are only temporary, the study explores what, if any, additional support or training is provided to beneficiaries to aid their exit into long term employment. The findings reveal that unfortunately job creation targets are not being met. Furthermore the training provided to beneficiaries are inadequate to impact their transition into the market. Consequently beneficiaries are left unemployed yet again. Some barriers that the programme encounters include: inefficient institutional arrangements caused by complex and intergovernmental structures, lack of commitment by role-players to implement labour intensive construction methods which are fundamental to the achievement of creating jobs in the infrastructure sector and the lack of delegated authorities driving the objectives of the programme.

A public-private partnership initiative for the rebuilding of the Tshwane municipal headquarters : City of Tshwane, South Africa

Thesis (MDF)--Stellenbosch University, 2014. / ENGLISH ABSTRACT: South Africa boasts significant cumulative public-private partnership experience when compared to other African countries. However, little has been done to investigate the success and failure of implemented projects versus those registered on the National Treasury database. There is a limited amount of documented progress of public-private partnerships in South Africa, these being successes and failures in project implementation as well as the contributing factors for such outcomes, and these would serve as critical lessons for future partnerships. The main objective of this study is to investigate the challenges faced in the implementation of municipal public-private partnerships, especially concerning the City of Tshwane’s accommodation public-private partnership. A case study approach was adopted, reviewing the City of Tshwane’s public-private partnership initiative by looking at some of the reported challenges faced as well as the process followed during the implementation of the project. The results of this research assignment indicate that major strides have been made in acquiring sufficient experience and knowledge relating to public-private partnerships as they relate to the South African environment, and the main project team members, who have been involved long enough to understand the objectives of the project. However, of concern is the constant change of project team members taking into account that for each project phase a new team is established. The implication of this is that project knowledge may be lost due to changes in the structure of the project team. It should be noted that at the submission of this assignment the City of Tshwane accommodation public-private partnership was still in progress and in the initial stages of physical construction.

Creating a sustainable environment for infrastructure delivery

Thesis (MScEng)--Stellenbosch University, 2013. / ENGLISH ABSTRACT: Since 1994 the government of South Africa has spent substantial amounts of money on the development and expantion of infrastructure to include the previously disadvantaged. Each year the amount spent on infrastructure increased, and still the poor is marginalised. The title proposes that there should rather be a focus on creating a sustainable environment to deliver infrastructure. The economy, unemployment, people living in poverty and level of human resources determine the environment in which infrastructure is delivered. South Africa is on a growth path towards 2030 that aims to reduce unemployment by aproximately 10% and increase the economic growth rate 5% per annum. Key challenges that inhibits economic growth were identified by the National Planning Commision (NPC). These key challenges such as poverty, poor education, unsatisfactory public tranport and a divided society represent the environment that South Africa is currently operating in. If these key challenges could be addressed and nullified a sustainable environment could be reached. The purpose of this thesis is to investigate a sustainable environment to deliver infrastructure. Existing models will be analysed and the key principles will then be incorporated in the development of the proposed Infra-Connect Model. Strategic Planning and decision-making tools will also assist in the process towards developing the Infra-Connect Model. The theoretical results that are obtained are positive. It conforms to the goals that are set out based on the key challenges presented by the NPC. The financial resources are found to be distributed more effectively and the poor is empowered to take part in the economic activities and hence a sustainable environment to deliver infrastructure is created. / AFRIKAANSE OPSOMMING: Sedert 1994 is daar aansienlike bedrae bestee op die opgradering en uitbreiding van infrastruktuur. Steeds is die huidige infrastruktuur nie voldoende nie en onontwikkeld. Die behoeftiges is steeds uitgesluit uit die ekonomiese aktiwiteite en gemarginaliseer. Hierdie verhandeling beoog om die fokus te plaas op die skepping van ‘n volhoubare omgewing wat die ontwikkeling van infrastruktuur tot gevolg het. Die omgewing verwys na die ekonomie, die behoeftiges, vlak van werkloosheid, en die kwaliteit van onderrig en mense ontwikkeling. Suid Afrika is in die proses om ‘n groeiplan saam te stel vir 2030. Onbevredigende dienslewering, ‘n verdeelde samelewing, en onvoldoende onderrig is onder andere faktore wat die groei van Suid Afrika verhinder om ‘n positiewe, kompeterende land teen 2030 te wees, soos geïdentifiseer deur die National Planning Commision. Hierdie faktore verhoed dat Suid Afrika positiewe ekonomiese groei ervaar. Die doel van die verhandeling is om die skepping van ‘n volhoubare omgewing wat infrastruktuur lewering tot gevolg sal hê, te ondersoek. Bestaande modelle word geanaliseer en gebruik om ‘n model vir munisipaliteite saam te stel wat sal help om fondse reg aan te wend en die druk rondom infrastruktuur lewering te verlig. Die gevolg is dan ‘n verlaging in die werkloosheidskoers en ‘n verwagting dat Suid Afrika se ekonomie positief sal groei. Voldoende lewering van infrastruktuur en dienste word dan ook verwag. Key efficiency and equity aspects of providing basic local services in South Africa

Thesis (MComm (Education))--Stellenbosch University, 2008. / In enquiring after the best means of financing basic local services in South Africa, the thesis begins by reviewing the arguments for fiscal decentralisation and the efficiency criteria for expenditure and revenue assignment. The role of local government within South Africa’s system of intergovernmental fiscal relations is then evaluated. A chapter is devoted to the efficient pricing of infrastructure for household services. However, it is emphasised that such pricing is unlikely to meet equity criteria for access and affordability. The equity aspect of providing basic local services is explored further from the perspective of South African Constitutional obligations and the current basic services policy framework. A concluding chapter discusses issues arising out of the work and provides some recommendations.

The strategic importance of regional economic integration to multinational companies (MNCs) : a study of South African MNCs' operations in the SADC

Though the strategic importance of regional economic integration to multinational companies (MNC) has been researched extensively internationally, this concept has not been studied in South Africa. In fact, there is a growing nostalgia that with the South African Development Community (SADC) moving towards its set macroeconomic convergence targets; regional economic integration eventually leads to macroeconomic stabilisation. This ultimately becomes the root of growth in a region that has been severely affected by globalisation, financial crises, increasing government debt and budget deficit problems. This study, hence, tries to find out how the critical decisions of South African MNCs are made when operating within regional markets. Consequently, statistical econometric models were developed to test time-series data from 1980-2011 using the best (most efficient) linear unbiased estimator (BLUE) ordinary least square regression technique. An analysis was then done to investigate how South African firms have been able to gain maximum benefits by adopting the SADC as its major trading bloc in Africa. The study’s findings showed that the major barriers that impede MNCs of South African origin from penetrating these markets were custom duties, direct and indirect tariffs. It was observed that this would only be reduced by regional integration. Determined to critically interrogate the problems detailed in this research, three hypotheses were tested, analysed and subsequent interpretation of the findings revealed that South African MNCs contribute positively to regional economic growth and investment in the SADC. Furthermore, the study found out that although these factors were important, they were not the only variables that stimulated the competitiveness of South African MNCs in the SADC region. The literature review sections of this study found that the adoption of strategic management initiatives by MNCs improved the operation of transnational companies in South Africa. A comparison between the value of South African MNCs, as well as, other explanatory variables, and the Gross Domestic Product (GDP) of both South Africa and the SADC using time series data for the period 1980-2011 indicated that there was a positive relationship between the contribution of MNCs to South Africa’s economy and the GDP of both South Africa and the SADC. This proved that there is a significant link between MNC growth and national/regional productivity. In conclusion, the study established that the findings of the literature review were theoretically in sync with the empirical analysis. Also, the outcome of this study concurred with the findings of similar research. In essence, regional trade arrangements are an increasingly important element of the global trade environment, of which the move by South Africa’s MNCs to operate in the SADC market was a positive one. Finally, the study found out that for these firms to be successful in the international business arena, business management decisions need to be made, only after a detailed strategic analysis of the significance of regional economic integration is considered. This integrative framework certainly determines the operational efficiency, survival and profitability of most MNCs that operate within the region. / Business Management / M. Admin. African immigrant traders in Johannesburg inner city, South Africa : deconstructing the threatening other

African immigrants in contemporary South Africa can be perceived as a problem – the threatening other. Based on a case study of the Johannesburg inner city, this thesis aims to deconstruct this notion. It does so by investigating the nature and types and contribution of African immigrant traders` businesses to the Johannesburg inner city. In deconstructing the perception that African immigrants are the threatening other, and being infinitely aware that perception issues and the experiential realities hospitable to its centred on the human subject, this case study adopted a humanist geographic and critical realist approach by deploying a qualitative in-depth interview technique of both African immigrant and South African traders. This thesis suggests three important outcomes. The first is that: to view all African immigrants as the threatening other is too simplistic an assessment of an otherwise complex and dynamic set of relationships and interrelationships amongst and between African immigrant and South African traders. Second, some African immigrant traders do make a meaningful contribution to the Johannesburg inner city, whereas others do not. Third, the activities of African immigrant traders that may be considered as a threat by a section of the population are treated as a benefit by another. These nuanced insights and findings in this study not only render any analysis that projects all African immigrants negatively as an incomplete appraisal, but also suggest that it can never be correct to view them as such without capturing the dynamics that this work suggests. Such a finding not only challenges distorted and partial reporting by the media and also questions policies, which may be built on the wrong assumption that all African immigrants are a problem, but also extends the study of migration related issues in a South African context. / Geography / D. Street trading in South Africa : an investigation with the emphasis on the policies of major local authorities towards street trading

Since the earliest times, trade has played an important role in creating livelihoods for many people. In today's society - characterised by unemployment and underdevelopment - informal street traders have recognised that there is a gap in the market, and thus, by plying their trade they created a sustainable livelihood for themselves. It has to be admitted that town planning over the years neglected the role of the informal street trader, and not much was done by way of creating a city sphere to accommodate the street trader. In chapter two of this study the discussion addresses the historical role and activities of the informal street trader, and surveys aspects of legislation and racism that played a prominent role in previous times. Authorities did not regard informal trading in a positive light and many harsh steps were taken against street traders. This provides one of the reasons why no latitude was granted to informal street trading and why South Africa's existing efforts to accommodate informal street trade could at best be described as dismal. In chapter three the role and extent of informal trading in the economy is discussed. A study was made of the possible reasons why the informal street trade has emerged, and the contribution of the informal trade towards South Africa's Gross Domestic Product, is also dealt with. Today informal street trade is viewed as one of the ways by means of which to alleviate South Africa's existing employment crisis and accommodation of the informal street trade is seen as a top priority. When considering the phenomenon of informal street trading, it is impossible to ignore the people who are involved in this sector. They have created not only jobs for themselves, but a sustainable way of living. Chapter four attends to the characteristics of the informal street trader and also addresses the problems and challenges that these people have to face. Addressing these problems or challenges is not an easy task, and one of-the major problems in this respect has been the question of legislation. Informal street trading needs to be directed through laws and policies, aimed at addressing traders' needs and which are proactive in creating a positive trading environment. In chapters five and six the legislation and regulation of informal street trading in three of South Africa's major metropolitan cities - Cape Town, Port Elizabeth and Durban - are reported. Chapter seven contains the conclusions of the study, followed by some policy recommendations. These are based on the findings made in the study on informal street trading, and could possibly enhance the proactive control and development of informal street trading. / AFRIKAANSE OPSOMMING: Informele straathandel is 'n verskynsel wat volop in Suid-Afrikaanse stede voorkom. Tshwane logistics hub : an integration of freight transport infrastructure

Thesis (MComm (Logistics))--Stellenbosch University, 2008. / One of the results of globalisation is that supply chains are getting longer, in both time and distance. For example, the local bookstore around the corner now competes with the bookstore in the USA. Logistics ties together geographically distant sources and markets. The implications of this are that there is a greater need for efficiency in specifically transportation and distribution networks. The integration of transport infrastructure into a logistics hub is seen as an enabler of distribution on a global basis. A solution to overcome the above complications is the development of logistics hubs as a means to simplify supply chain processes. Logistics hubs are generally defined as integrated centres for transhipment, storage, collection and distribution of goods (Jorgenson, 2007). Universally logistics hubs have intermodal or multi-modal solutions to abridge transportation difficulties and creating seamless movement of goods and in doing so optimising general operations. Freight shipments now have the ability to be consolidated at a central point and distributed from that point to its final destination. This creates added value for freight products. Customers now receive products at the right time, at the right place and in the right quantity, but with the benefit of paying less as a result of economies of scale created by the value added at the logistics hub. Logistics hubs are very well established internationally and many examples exist where these have been successfully built and implemented. This does not suggest that there is one specific recipe to success. Each region has its own demands which need to be satisfied. There are however numerous common characteristics which were identified during the course of the study. It is important for South Africa to integrate existing transport infrastructure to optimise logistics in the country and in doing so, ascertaining itself as a regional logistics hub.

Migration patterns of foreign informal traders at the Hartebeespoort Dam

This study aimed to determine the applicability of western migration models to the movement patterns of foreign migrant traders at the Hartebeespoort Dam. After reflecting on theoretical dimensions of migration and the informal sector, an overview was provided of the historical development of migration patterns to and within South Africa. The complex nature of migration phenomena ensures the application of qualitative and quantitative research methodologies. A snowball sampling technique was used to select 30 respondents for the purpose of the questionnaire survey. Information obtained from this survey was supplemented by five in-depth interviews. Descriptive statistical techniques were used to analyse the information obtained from the survey. The study concluded that western migration models do not offer adequate explanation for the migration patterns observed among foreign migrant traders at the Hartebeespoort Dam. The study also established the merit of the combined use of qualitative and quantitative research methodologies in migration studies. / Geography / M.A. (Geography)
