The Developmental Patterns of International NGOs in China¡GA Case Study of Greenpeace

Research this probe into Greenpeace actives in entering China change to launch activities with case study. In every activity of Greenpeace, especially observe the development patterns in China of the Greenpeace organization with the contamination accident of the electronics waste. Each aspects involved can be found out how the international NGO uses one's own influence to influence the decision on the environmental protection topic of Chinese Government in the incident. Understanding it influences making propping up Corporatism how the international NGO comes from it. The thesis carries on the discussion on the development of the NGOs in China. Probe into Chinese society and the transitions of the state-society relationship with the evolution of the NGOs of China themselves, and then introduce China¡¦s NGOs versus one's own NGOs with the norm on the system legally separately. It also helps to understand and make the Corporatism controlling the state-society relationship of China. And then we come to regard globalization of the environmental protection topic as the theme, and explain the influence that the environmental protection topic is globalization. Globalization has condensed panhuman the environmental consciousness of civil society. It is through the envirmental international NGOs to practice the goals to protect our envirnment. The environmental problem of China is paid attention to gradually this wave of globalization at the same time. It also lets the international NGOs realize that launch the necessity of the activities in China, too. On the other hand, it introduces development and operations of the Greenpeace by the discussion of this component; it will offer us an intacter understanding. It is the focal point of this thesis that Greenpeace and government, enterprise, media, international organization, etc. Regarding contaminatal accident of the electronics waste is as individual case finally. In this dissertaton, I also discuss with more specific introduction about how the Greenpeace uses its own resource to enforce every activies, build and constructe the advocacy networks of proposing, make the best of the relation with each side to give play to the influence of international NGOs. From the electronics waste contamination accident, it shows that the Greenpeace is engaged in. We can find out how the international NGOs use huge resource to develop in China. Under making up doctrine influence, it reflects one's own value to prove that China still needs international NGOs to help to Chinese problems under the same topic. It shows the important role of the international NGOs in the world.

Poucas pesquisas tratam do descarte adequado dos resíduos eletroeletrônicos pelas Instituições Públicas do país. Entretanto, estas são responsáveis por uma produção significativa de lixo eletrônico e precisam ser, além de reguladores e normatizadores, exemplo no cumprimento das leis. Nesse sentido, regulando o descarte de resíduos sólidos, dentre eles o eletroeletrônico, tem-se a Política Nacional de Resíduos Sólidos. Entretanto, o desfazimento de bens públicos no Governo Federal é regulamentado pelo Decreto 99.658/1990. Assim, esta pesquisa tem por objetivo principal propor procedimentos mínimos necessários para o gerenciamento dos REEE considerando a lei do desfazimento do Governo Federal e aspectos da legislação ambiental no que couber. Para isso, foi realizada uma pesquisa descritiva de caráter quanti-qualitativo, com a utilização de questionário eletrônico com o qual buscou-se conhecer como as Universidades Federais no Brasil realizam o processo de desfazimento, se adotam politicas ambientais nesse processo e quais as dificuldades enfrentadas. Além disso, foi realizado um estudo de caso no CEFET/RJ, onde além dessas questões foram realizadas entrevistas com os principais atores do processo de desfazimento, análise dos processos físicos e formais do desfazimento de bens de informática e observação in loco. Assim, foi possível identificar que o CEFET-RJ e seus pares não realizam o descarte dos eletroeletrônicos e seus resíduos de forma ambientalmente adequada, além das dificuldades que enfrentam nesse processo. Com isso, foi proposto procedimentos mínimos necessários para o desfazimento desses bens de forma ambientalmente adequada e um plano de ação que viabilize a adoção da proposta. / The consumption of portable electronics increases every year in a vertiginous way, generating tons of waste that must be disposed of in an ecologically appropriate way so that they do not contribute to the degradation of the environment and to the contamination of people through the toxic materials existing in the electronic components. Few researches deal with the proper disposal of electrical and electronic waste by the country's Public Institutions. However, these are responsible for a significant production of electronic waste and need to be, in addition to regulators and regulators, an example of compliance with laws. In this sense, regulating the disposal of solid waste, among them the electro-electronic, has the National Policy of Solid Waste. However, the decoupling of public goods in the Federal Government is regulated by Decree 99.658 / 1990. Thus, this research has as main objective to propose minimum procedures necessary for the management of the WEEE considering the law of the Federal Government's decommissioning and aspects of the environmental legislation in that it fit. For that, a quantitative-qualitative descriptive research was carried out with the use of an electronic questionnaire with which it was sought to know how Federal Universities in Brazil carry out the process of elimination, adopt environmental policies in this process and what difficulties they face . In addition, a case study was carried out at CEFET / RJ, where in addition to these issues interviews were conducted with the main players in the process of decommissioning, analysis of the physical and formal processes of the disposal of computer goods and in situ observation. Thus, it was possible to identify that CEFET-RJ and its peers do not dispose of the electronics and their waste in an environmentally adequate manner, in addition to the difficulties they face in this process. With this, it was proposed minimum procedures necessary for the disposal of these goods in an environmentally adequate manner and an action plan that would allow the adoption of the proposal.

O INSTRUMENTO DA LOGÍSTICA REVERSA DE RESÍDUOS ELETROELETRÔNICOS NO CONTEXTO DA OBSOLESCÊNCIA PROGRAMADA E PERCEBIDA: UM OLHAR A PARTIR DA CIDADE DE SANTA MARIA/RS / THE REVERSAL LOGISTICS INSTRUMENT OF CONSUMER ELECTRONICS WASTE IN THE CONTEXT OF THE PLANNED OBSOLESCENCE AND PERCEIVED: ANANALYSIS BY THE CITY OF SANTA MARIA/RS

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / This study is based on the Law 12.305/2010 (National politics on Solid Waste), which has progressed in in the field of sustainability, by transmitting a strong educational and awareness value. However, the increasing demand and offer of new technologies has caused in the population a big and increasing desire for consumption. In this sense, the objective of the research came to life, through the Law nº 12.305/2010, from the extension of the instrument in the reverse logistics of the consumer electronics in face of the consuming society and the capitalism market, both agents that use the planned obsolescence and perceived in spite of environmental balance. The central question proposed to be answered is presented in the following form: aware the ecological caos created/caused by the consuming society and the capitalist market, which incorporate the practice of planned obsolescence and perceived, it is asked if the reverse logistics instrument, brought by the Law that set up the National politics on Solid Waste, is it enough to strike/reduce the excess of consumer electronics surplus? Bringing to the real case, what is the situation of the consumer electronics waste in the city of Santa Maria/RS? The approach method utilized was the dialect. The theoretical framework presents itself from a base critical theory Zigmunt Baumam and Enrique Leff. The procedure method adopted was the case study, and the metodological instrument to data collection was the interview guidelines technic. It was studied, iniatialy, the consuming society and the capitalist market, emphasizing the planned obsolescence strategies programmed and perceived, and the cultural aspect tied to the consum; later, it was made a counterpoint in face of the National politics on Solid Waste and their main directives, explaining the collectors of recyclable material situation, the post-consumer responsibility and the shared liability, and contextualizing the reverse logistics instrument regarding the consumer electronics waste and, finaly, it was presented the counterpoint through the situation of the consumer electronics waste in the city of Santa Maria/RS. In the end, it was observed that the reverse logistics of the consumer electronics waste was not enough to strike or reduce the exceeding of consumer electronics waste, only contributes to the reducing the generation of these waste, in a minor percentage, because the planned obsolescence strategies and perceived practice by the market prevail in spite of the environment preservation and protection. There is a long road to go in the city of Santa Maria to reduce the distance between text (of law) and context (environmental reality) and to reach the desired minimum in the environmental related questions, with respect to consumer electronics waste. / Este trabalho apresenta-se a partir da Lei 12.305/2010 (Política Nacional de Resíduos Sólidos), a qual avançou muito no campo da sustentabilidade, transmitindo um forte caráter educativo e conscientizador. Entretanto, a crescente demanda e a oferta de novas tecnologias têm provocado na população um grande e crescente desejo de consumo. Nesse sentido, o objetivo da pesquisa emergiu, à luz da Lei nº 12.305/2010, da extensão do instrumento da logística reversa de eletroeletrônicos diante da sociedade do consumo e do mercado capitalista, bem como da realidade sobre os resíduos eletroeletrônicos na cidade de Santa Maria/RS. A pergunta central que se propõe a responder apresentou-se da seguinte forma: tendo em vista a desordem ecológica causada/gerada pela sociedade do consumo e pelo mercado capitalista, que incorporam a prática da obsolescência programada e percebida, indaga-se se o instrumento da logística reversa, trazido pela Lei que instituiu a Política Nacional de Resíduos Sólidos, é suficiente para combater/diminuir o excesso de resíduos eletroeletrônicos? E, trazendo para o caso concreto, qual a situação dos resíduos eletroeletrônicos na cidade de Santa Maria/RS? O método de abordagem utilizado foi o dialético. O marco teórico apresenta-se a partir de uma teoria de base crítica, fundada em Zigmunt Baumam e Enrique Leff. O método de procedimento adotado foi o estudo de caso, e o instrumento metodológico para coleta de dados foi a técnica da entrevista por pautas. Trabalhou-se, inicialmente, com a sociedade do consumo e a lógica do mercado capitalista, destacando as estratégias da obsolescência programada e percebida, e o aspecto cultural atrelado ao consumo; num segundo momento, fez-se o contraponto diante da Política Nacional de Resíduos Sólidos e suas diretrizes principais, esclarecendo a situação dos catadores de materiais recicláveis, a responsabilidade pós-consumo e a responsabilidade compartilhada, e contextualizando o instrumento da logística reversa em relação aos resíduos eletroeletrônicos; e, finalmente, apresentou-se o resultando do contraponto através da situação dos resíduos eletroeletrônicos na cidade de Santa Maria/RS. Ao final, constatou-se que a logística reversa de resíduos eletroeletrônicos não é suficiente para combater ou diminuir o excesso de resíduos eletroeletrônicos, apenas contribui para a redução da geração desses resíduos, em percentual muito pequeno, porque as estratégicas da obsolescência programada e percebida praticadas pelo mercado predominam em detrimento da preservação e proteção do meio ambiente. E que há um longo caminho a ser percorrido na cidade Santa Maria para diminuir a distância entre texto (da lei) e contexto (realidade socioambiental) e para alcançar o mínimo desejado em relação às questões ambientais, especialmente, no que tange aos resíduos eletroeletrônicos.

O presente estudo propõe uma análise qualitativa sobre o atual modelo de gestão de resíduos eletroeletrônicos em uma Instituição Federal de Ensino Superior, com o objetivo de oferecer um diagnóstico acurado desta problemática na instituição referida. Em termos metodológicos, o estudo fundamenta-se na literatura técnico-científica relacionada à gestão de resíduos sólidos, além dos dispositivos normativos e legais aplicáveis às IFES, notadamente, a Política Nacional de Resíduos Sólidos (PNRS Lei 12.305/2010) e o Decreto nº. 5.940/2006. Como resultados, o estudo oferece um diagnóstico sobre o acúmulo dos resíduos eletroeletrônicos em uma IFES, além de suas causas estruturais, normativas e históricas, destacando a relevância da pluralização da discussão sobre a Lei 12.305/2010, além da necessidade de empoderamento de comissões para o tratamento e a gestão da situação deflagrada / Notably, the Federal Institutions of Superior Education (IFES) found encounter great difficulty in the management and especially in the disposal of electronic waste in their installations. This study proposes a qualitative analysis of the current model of electronic waste management in the Federal Instituicion of Higther Education with the objective of provide an accurate diagnosis of situation. Methodologically, the study is based on technical and scientific literature related to solid waste management, in addition to legal and regulatory provisions applicable to IFES, notedly, the National Policy on Solid Waste (PNRS 12.305 / 2010) and Decree No. 5.940/2006. As a result, the study offers a diagnosis on the accumulation of electronic waste in a IFES, and its structural, normative and historical causes, highlighting the relevance of pluralization of the discussion on the Law 12.305 / 2010, and the need to commission empowerment for treatment and management of the triggered status
