Rysslands politiska utveckling : En fallstudie över svensk säkerhetspolitik

<p>The Swedish security policy has changed from stressing neutrality to embrace co-operation within the EU and other organisations. New threats like terrorism, boarder-crossing criminality and natural disasters require new ways to deal with this type of problems to protect the society. Since the beginning of 21st century the high Russian economic growth has made it possible for the country to play an increasingly role as a superpower on the international political stage. In the same time the democratic development has been replaced by an autocratic rule which has obstructed the Russian- European relations. From a Swedish security policy view the Russian political development is of importance and the picture of Russian as a threat has changed from 1996 to 2008/09. 1996 there were an optimistic view of Russia and that it finally could integrate with the rest of Europe but in 2008/09 this as changed. Today Russian politics strive not to democracy and integration but to the role as a superpower and to gain influence in it’s near abroad.</p>

Changing public threats and police priorities: How police chiefs respond to emerging threats

Because are they located throughout the various sized communities within the state, they have the potential to affect the daily lives of more people on a day-today basis than any other branch of law enforcement. The purpose of this study was to analyze how police chiefs prioritize emerging threats. In this study, using a purposeful sample, 40 semi-structured interviews were conducted with Kansas police chiefs across the state. These police chiefs were asked about their views on the biggest emerging threats they have observed within the last 10 years. They were also asked why certain threats become priorities and why others do not. Police chiefs were split on their thoughts of whether or not they believed resources should be allocated in their communities to defend against terrorism in Kansas. What was discovered during the research process went beyond learning about the process of change for threat prioritization, or what specific threats Kansas police chiefs think their communities are facing today. What was discovered was a deeper understanding of how police chiefs think when it comes to the relationship between police departments, police personnel, and community. As police chiefs addressed the processes by which they go about prioritizing emerging threats, they illuminated a unique strategy hierarchy for success that is centered on maintaining positive departmental perception. To maintain this perception, police chiefs work both officially and covertly within governmental structures and the public sphere to control how people think about their personnel and department. A prominent difference was seen in the physical proximity and accessibility of police chiefs to the community between small, medium, and large towns. In effect, to come to an understanding of the process of prioritization for emerging threats for Kansas police chiefs, it was necessary to understand these police administrators’ unique thought processes that they bring to the table when addressing important issues.

Militär nytta på stridsteknisk nivå : SUAV-system och CUAS / Military utility on the technical level : Small UAVs and CUAS

Detta självständiga arbete undersöker stridstekniska obemannade luftfarkostsystem (SUAV) och potentiella tekniska system som är motverkande mot obemannade luftfarkoster (CUAS). Nyttjandet av stridstekniska obemannade luftfarkostsystem har ökat kraftigt och har observerats i både Syrien och Ukraina. I den ryska armén har de sett framgångsrik användning i samverkan med befintliga artillerisystem. Syftet med detta självständiga arbete är att analysera och förstå de effekter som tekniken har på militära operationer. I detta arbete används det militärtekniska konceptet ’militär nytta’ Andersson m.fl. (2015) i kombination med Johnsonkriteriet som används för att beräkna räckvidden på infraröda sensorer. Tillsammans med användningen av systemanalys och scenariobaserade metoder, har stridstekniska obemannade luftfarkostsystem och tekniska system som är motverkande mot obemannade luftfarkoster värderats med konceptet militär nytta. Slutsatserna från detta arbete visar att stridstekniska obemannade luftfarkostsystem har en god militär nytta då de används mot en motoriserad skyttebataljon (militär aktör), i förberedelsefasen av en fördröjningsstrid (kontext). Vid värderingen av de två tekniska systemalternativen som motverkar obemannade luftfarkoster; eldvapensystem och robotsystem, har bärbara luftvärnsrobotsystem bedömts ha en bättre militär nytta än automatkanonsystem på grund av dess möjliga användning i avsuttna operationer. / This independent project studies Small Unmanned Aerial Vehicles and potential Counter Unmanned Aerial Systems. The usage of Small Unmanned Aerial Systems has grown rapidly and has seen use in warfare in both Syria and Ukraine. In the Russian armed forces, they have seen successful use when used in combination with legacy artillery systems. The purpose of this independent project is to analyse and understand the effects that technology has on military operations. In this project, a military-technology concept called ‘military utility’ Andersson et al. (2015) is used in combination with the Johnson criteria which is used to calculate infrared sensor range. Together with the use of systems analysis and scenario-based methods, Small Unmanned Aerial Vehicles and two identified Counter Unmanned Aerial System alternatives have been assessed with the military utility concept. The conclusions of this independent project show that Small Unmanned Aerial Vehicles have a good degree of military utility when used against a motorized infantry battalion (military actor), in the preparatory phase of a delay operation (context). When assessing the two Counter Unmanned Aerial System alternatives; gun-based systems and missile air defence systems, man-portable air-defence systems have, because of their possible use in dismounted operations, been considered to have a greater military utility in comparison to autocannon systems.

An analysis of parliamentary intelligence oversight in South Africa with speciric reference to the Joint Standing Committee on intelligence

This study analyses parliamentary intelligence oversight in South Africa by assessing the understanding of members of the JSCI of its core business, its mission and vision and powers and functions as are stipulated by law. The study locates the JSCI within an international intelligence oversight milieu through a review and evaluation of selected countries’ intelligence oversight mechanisms. Furthermore, international best practice is sought and applicable lessons are drawn for South Africa. The study is bases on a literature review and interviews with members of the JSCI to gather information and draw insights to evaluate and test the propositions in the context of international and national best practice. The propositions, which are supported by the research, are that: · Intelligence oversight in South Africa under the JSCI has hitherto been relatively effective although there is room for improvement. · The JSCI has good relations with the other arms of the state that are responsible for the oversight of Intelligence in South Africa – making parliamentary intelligence oversight, overall, quite effective. · Despite this effectiveness there are legislative gaps and problems pertaining to the modus operandi of the JSCI that need the attention of both the Executive and Legislature and which could be part of a package of legislative reform. The research supported these propositions whilst pointing out that new initiatives need attention if the culture of oversight is to find root.
