Making the Invisible Visible: Public Library Reference Service as Epistemic Practice

Public library services are evolving in response to the changing informational needs and behaviours of the citizens of the knowledge society. Reference statistics are declining and the move to self-service, virtual reference and an increasing use of mediating information and communication technologies calls into question the ongoing role of human, face-to-face information interaction at the public library’s front-line reference “desk”. An ethnographic case study of face-to-face adult reference service was conducted in a large Canadian urban public library. Over 8 months during 2006, a pilot study was conducted, followed by 170 hours of observations at the reference desks in three branch libraries of varying sizes and semi-structured interviews with front-line reference staff, library managers and reference service clients. 480 reference interactions were documented and policy documents were reviewed. An inductive staged process of analytical abstraction, a narrative approach to the interpretations and a critical reflexivity as participant researcher were employed. The main contribution of this study is the articulation of a practice framework for understanding and studying the reference service within the public library as organization. Sharing knowledge, finding meaning and learning are the outcomes of this epistemic practice. A typology of four reference encounters characterized in three dimensions of interpersonal communication; information exchange and mode of practice is detailed. This study challenges previous interpretations of reference services as a transactional, unitized question-answer activity and depicts it in a larger context as an interactional, relational set of activities that altogether characterize an epistemic practice. The three dimensions of structure (library organization), agency (reference staff and clients) and objects (library collections) anchor this conceptual framework – they are interdependent dimensions interacting to illuminate a robust understanding of face-to-face reference service. This study responds to previous research in which the reference process is studied separately from its social practice and its structural-organizational contexts.

A methodology for uncertainty quantification in quantitative technology valuation based on expert elicitation

The management of technology portfolios is an important element of aerospace system design. New technologies are often applied to new product designs to ensure their competitiveness at the time they are introduced to market. The future performance of yet-to-be designed components is inherently uncertain, necessitating subject matter expert knowledge, statistical methods and financial forecasting. Estimates of the appropriate parameter settings often come from disciplinary experts, who may disagree with each other because of varying experience and background. Due to inherent uncertain nature of expert elicitation in technology valuation process, appropriate uncertainty quantification and propagation is very critical. The uncertainty in defining the impact of an input on performance parameters of a system, make it difficult to use traditional probability theory. Often the available information is not enough to assign the appropriate probability distributions to uncertain inputs. Another problem faced during technology elicitation pertains to technology interactions in a portfolio. When multiple technologies are applied simultaneously on a system, often their cumulative impact is non-linear. Current methods assume that technologies are either incompatible or linearly independent. It is observed that in case of lack of knowledge about the problem, epistemic uncertainty is most suitable representation of the process. It reduces the number of assumptions during the elicitation process, when experts are forced to assign probability distributions to their opinions without sufficient knowledge. Epistemic uncertainty can be quantified by many techniques. In present research it is proposed that interval analysis and Dempster-Shafer theory of evidence are better suited for quantification of epistemic uncertainty in technology valuation process. Proposed technique seeks to offset some of the problems faced by using deterministic or traditional probabilistic approaches for uncertainty propagation. Non-linear behavior in technology interactions is captured through expert elicitation based technology synergy matrices (TSM). Proposed TSMs increase the fidelity of current technology forecasting methods by including higher order technology interactions. A test case for quantification of epistemic uncertainty on a large scale problem of combined cycle power generation system was selected. A detailed multidisciplinary modeling and simulation environment was adopted for this problem. Results have shown that evidence theory based technique provides more insight on the uncertainties arising from incomplete information or lack of knowledge as compared to deterministic or probability theory methods. Margin analysis was also carried out for both the techniques. A detailed description of TSMs and their usage in conjunction with technology impact matrices and technology compatibility matrices is discussed. Various combination methods are also proposed for higher order interactions, which can be applied according to the expert opinion or historical data. The introduction of technology synergy matrix enabled capturing the higher order technology interactions, and improvement in predicted system performance.

The Justificatory Role of Habit in Hegel's Theory of Ethical Life

Recent scholarship on Hegel has employed the Wittgensteinian concept of a "form of life" in order to explain how sociality shapes and determines the reflective practices of self-conscious individuals. However, few of these scholars have considered how the non-reflective aspects of inhabiting a form of life- especially the abilities to form habits and to have feelings- contribute to the reflective aspects. In this thesis I argue that this oversight leads to serious exegetical and philosophical problems for making sense of Hegel's theory of ethical life. Not only does Hegel regard habit and feeling as playing a necessary role in the justification of our reflective practices, but he is right to do so, since, were he not to consider these factors, he could not account for how any of our moral claims could be justified.

Identification of epistemic topoi in a corpus of biomedical research articles

This dissertation reports on the results of a study into the characteristics of epistemic topoi and the methods of their identification in a corpus of biomedical publications. The study was conceived in response to the need for a systematized description of the organization of argumentative text and discourse. This need is well recognized in knowledge-intensive fields: information processing, storage, and retrieval; corpus analysis and natural language processing; data mining, knowledge management and translation; professional training and education. The study followed the design of a situated study combined with a methodological inquiry. I used inductive methods to describe the features and functions of recurrent patterns of argumentative and linguistic organization. This part of the study consisted in close reading of a corpus of fifty-five NTG papers and rhetorical and linguistic annotation of seventeen clinical studies (45,599 words) selected from the corpus. The data was generated by means of rhetorical and linguistic analysis. Visual annotation played an essential role in the identification and description of the argumentative patterns, complementing the traditional methods of corpus analysis. Forty-eight basic and nine composite epistemic topoi forming the superstructure of the papers were identified in the corpus. The topoi were found to be loosely associated with the IMRD structure and signalled with configurations of lexicogrammatical, semantic, deictic, and coreferential features. The topoi were classified according to the modes of reasoning and textual and discursive functions. The obtained results confirmed earlier insights into the links of linguistic patterning with text and discourse semantics. A significant outcome of the linguistic analysis is a catalogue of linguistic features that were found to have regular links with the topoi in the corpus. The role of linguistic configurations as identifiers of argumentative meanings makes them a valuable medium of text and discourse analysis. By linking the argumentative meanings to the surface features of text and discourse, the analysis of linguistic configurations presents informatics practitioners with an alternative to the current methods of natural language processing and knowledge management. The catalogue of linguistic features and a detailed description of the study design make the presented findings amenable to secondary analysis, extrapolation, and generalization. The auxiliary objectives of this study were a survey of argumentative practices represented in the corpus and a review of the state of epistemic research. The results of the survey and review suggest that agonistic reasoning practices and over-reliance on reductionist models have negative implications for research writing and communication. Specifically, they hamper analysis of argumentative organization of natural text and discourse. As an alternative to agonistic argumentation, I propose an argumentation model based on Aristotle’s and Kneale’s conceptions of situated knowledge and learning. The model of textual and discursive organization that accommodates situated knowledge and learning is political stasis. This model can be used as a heuristic and analytic tool. In this dissertation I use it as an explanatory conception and as a system of reference points for identifying significant research trends both in argumentation studies and in clinical NTG research.

Prevention pillar of anti-money laundering regime in Russia in the context of global AML standards

The paper examines the approach taken by Russian government to control money laundering by creating the preventive framework which has undergone significant changes over the past six years. With respect to the prevention of money laundering, the discussion involves a review of international standards and norms which constitute the global AML regime. Recognizing the need for adding the domestic dimension to the studies of international regimes with the help of two-level game theory, the paper further analyzes the preventive pillar of the domestic AML regime in Russia in comparison with the global standards. It concludes that the federal law, which is the cornerstone of the domestic AML regime, as well as institutional framework created in Russia, both formally comply with the international norms. The analyses of the practical implementation of the AML legislation in the financial institutions focus on legislative base for the regulated, behavioral patterns of the banks in the AML prevention, and the conflicts and debates, lately emerged within the domestic AML regime. This paper aims to show how new regulations have influenced both domestic AML regime and its main actors. The paper concludes that the existent domestic regime lacks interaction and communication between its actors which leads to the breach of the main principle and goal of a regime – cooperation. The paper argues that the representatives of banking community in Russia could play the role of epistemic community proposed by the cognitive theory of international regimes. Given the functions of epistemic community it could foster better understanding of the context and purposes of the AML regime, thus, decreasing uncertainty and facilitating cooperation between the parties. The paper will conclude with the recommendations on the future research about how risk-based approach to banking regulation of the AML prevention rather than traditional rule-based compliance method can be effective.

Investigation Of Pre-service Science Teachers&#039 / Quality Of Written Argumentation About Socio-scientific Issues In Relation To Epistemic Beliefs And Argumentativeness

The purpose of this study was to investigate pre-service science teachers&rsquo / (PST) quality of written argumentations about socio-scientific issues in an online discussion environment in relation to their epistemic beliefs and argumentativeness. A total of 30 pre-service elementary science teachers who will teach elementary school science from 6th through 8th grade students after graduation voluntarily participated in this study. The sample was chosen by purposive and convenience sampling from the PSTs registered for the course named &ldquo / Science, Technology, and Society&rdquo / in the fall semester of 2009-2010 academic year at a public university in Ankara. In this study, the PSTs participated in an online discussion environment in which climate change, nuclear power, genetically modified foods, and human genome project issues were discussed for a total of four week period. The major data of this study were collected through the Epistemic Beliefs Questionnaire developed by Kuhn, Cheney and Weinstock (2000) and the Argumentativeness Scale by Infante and Rancer (1982). For the analysis of the quality of argumentations, an adapted version of Sadler and Fowler&rsquo / s (2006) argumentation analysis framework was employed. The results of the study illustrated that the PSTs frequently generated high quality argumentations for each socio-scientific issue which was interpreted as a positive indication that the online discussion environment was effective in promoting students&rsquo / argumentation. In addition, the results also showed that argumentation quality levels varied across socio-scientific issues. Another result of this study was that the PSTs&rsquo / argumentation qualities were higher for multiplist and evaluativist levels. Finally, the correlation results between argumentativeness and argumentation quality levels did not reveal a significant correlation between these variables. However, there was a significant correlation between epistemic belief levels and argumentativeness.

Unbearable Weight, Unbearable Witness: The (Im)possibility of Witnessing Eating Disorders in Cyberspace

This thesis argues that the recent erasure of digital pro-anorexia ("pro-ana") narratives by websites such as Tumblr, Pinterest, and Instagram represents an attempt to silence female self-starvers and reify the authority of medical associations to speak for female bodies. I draw parallels between these attempts and Gayatri Chakravorty Spivak's theory of epistemic violence, since the experiences of women are effectively discredited, through metaphors that render the thin body dangerous, to shore up professional medical authority. As an attempt to privilege the experiences of the self-starvers, I analyze one Tumblr blog with eating disorder content to listen to the letters users anonymously write to their bodies in contrast to narratives written by "recovered" self-starvers that are officially endorsed by the National Eating Disorder Association. Finally, I argue that the Internet provides us with the opportunity to foster response-able witnessing, for which Kelly Oliver has advocated. I extend Oliver's research to argue that we must foster response-ability for all attempts to bear witness. I suggest that creating response-able spaces where others might witness their different embodied experiences can enable female self-starvers to reclaim subjectivity that medicine has taken from them. In so doing, they might learn to become response-able to their eating disorders, and, eventually, their own bodies.

Instrumental Justifications of Popular Rule

Ordinary citizens are rarely charged with making consequential decisions in representative democracies. Almost all consequential decisions are delegated to elected representatives or political appointees. On what basis should we judge whether decisions should be placed in the hands of ordinary citizens or delegated to political elites? I argue that decision-making authority should be allocated in whatever way an assembly of randomly selected citizens would choose, given reasonable beliefs about the consequences of their possible choices. The standard I defend is a variation of the principal-agent model of political representation, in which the people are viewed as a principal and officeholders as their agents. As it is usually formulated, the objectives of the people are defined by the preferences of the majority. I draw on this formulation in chapter 4 to explain why the majority might rationally prefer to delegate authority to a citizens’ assembly instead of an elected legislature and why they might rationally view citizens’ assemblies with distrust, when they are organized and administered by elites. But the standard formulation of the principal-agent model does not provide a coherent standard when the will of the majority is not well-defined. Several chapters on social choice theory explain this problem and why political theorists’ previous responses to it have been unconvincing. In light of this problem, I argue for a revisionary understanding of the principal-agent model, according to which the people and its will are identified not with the preferences of the majority but rather with the decisions of a citizens’ assembly. To motivate this approach I offer a critique of the recent literature on “epistemic democracy,” which describes an alternative form of justification for empowering ordinary citizens. Appeals to expertise and knowledge have historically figured prominently in justifications of political exclusion and hierarchy, but epistemic democrats put them to use in defending participatory forms of democratic politics. Epistemic democrats claim that decision processes in which inexpert, ordinary citizens participate can exhibit greater “collective wisdom” than elite- or expert-dominated decision-making. Chapters 2 and 3 explain why these arguments sit uncomfortably with the nature of disagreements in politics. / Government

Representation of inference in the natural language

The purpose of this work is to investigate how processes of inference are reflected in the grammar of the natural language. I consider a range of phenomena which call for a representational theory of mind and thought. These constructions display a certain regularity in their truth conditions, but the regularity does not extend to closure under arbitrary logical entailment. I develop a logic that allows me to speak formally about classes of inferences. This logic is then applied to analysis of indirect speech, belief reports, evidentials (with special attention to Bulgarian) and clarity assertions. / text
