The effect of core ethical values on ethical leadership, organisational justice, ethical climate and leader effectiveness

Thesis (MComm)--Stellenbosch University, 2014. / ENGLISH ABSTRACT: This study arose from a high need to determine the factors contributing to leader effectiveness in South African organisations by identifying the determinants thereof. The purpose of the study furthermore was to identify the determinants of unethical and counterproductive behaviours in the workplace. There is a belief that leaders should set aside ethical standards to succeed in the rough-and-tumble world of business. In contrast, evidence has revealed that ethical leaders can frequently be seen as more effective in organisations. Since the purpose of this study was to examine factors contributing to perceived leader effectiveness within South African organisations, the relationship between perceived effective leadership, ethical climate, organisational justice, ethical leadership and core ethical values was investigated. The aim was to provide further theoretical and empirical evidence that effective ethical leadership can be realised through instilling an ethical organisational climate in which integrity, altruism and fairness are exhibited and encouraged. A theoretical model was developed to explain the structural relationships between the latent variables and effective leadership within organisations. Substantive hypotheses were formulated in order to determine the validity of the propositions made in the literature review, with the objective of testing the proposed ethical climate structural model. The sample was selected from of employees of a large retail company mainly situated in the Western Cape but with branches all over South Africa and in the rest of Africa. The selection consisted of 224 first-line and middle management employees. Each of the respondents completed the Leader Effectiveness Questionnaire (LEQ), the Ethical Climate Scale (ECS), the Justice Scale, the Leadership of Ethics Scale (LES), the Revised Behavioural Integrity Scale (BIS-R) and Langley’s Value Scale. The hypotheses and the structural model were empirically tested using various statistical methods. Reliability analysis was completed on all the measurement scales and satisfactory reliability was found. The content and structure of the measured constructs were examined by means of confirmatory factor analysis and the results indicated that good fit was achieved for all the refined measurement models. Structural Equation Modelling (SEM) was subsequently used to determine the extent to which the conceptual model fitted the data obtained from the sample and to test the relationships between the constructs. The results revealed that integrity and altruism have a direct and positive influence on ethical leadership. Support furthermore was found for the influence of ethical climate on leader effectiveness. The results however indicated that support could not be found for the relationship between organisational justice and leader effectiveness. Conversely, it was found that ethical leadership has a direct and positive influence on leader effectiveness. In addition, organisational justice also exhibited a positive influence on ethical climate. On the other hand, ethical leadership did not have a positive influence on ethical climate. Finally, support was found for the influence of ethical leadership on organisational justice. Final conclusions were drawn from the results obtained and recommendations for future research are made. / AFRIKAANSE OPSOMMING: Hierdie studie het ontstaan uit ‘n dringende behoefte om die faktore wat bydra tot leier-doeltreffendheid in Suid-Afrikaanse organisasies te bepaal, deur die determinante daarvan te identifiseer. Verder was die doel van die studie om die determinante van onetiese en teenproduktiewe gedrag in die werkplek te identifiseer. Daar is ʼn bewering dat leiers hul etiese standaarde eenkant toe moet skuif om in die hedendaagse besigheidswêreld suksesvol te wees. In teendeel is dit egter bewys dat etiese leiers in organisasies dikwels as meer effektief beskou kan word. Met die doel van hierdie studie om die faktore te bestudeer wat bydra tot waargenome leier doeltreffendheid in Suid-Afrikaanse organisasies, is die verwantskap tussen waargenome leier doeltreffendheid, etiese klimaat, organisatoriese geregtigheid, etiese leierskap en kern etiese waardes in hierdie studie ondersoek. Die studie het gepoog om addisionele teoretiese en empiriese bewyse te lewer dat etiese leiers die persepsie van doeltreffende leierskap indirek kan beïnvloed deur die skep van ‘n etiese organisasieklimaat waarin integriteit, altruisme en billikheid ten toon gestel en bevorder word. ‘n Teoretiese model is ontwikkel om die strukturele verwantskappe tussen die latente veranderlikes en doeltreffende leierskap in organisasies te verklaar. Substantiewe hypotheses is geformuleer om sodoende die geldigheid van die voorspellings uit die literatuurstudie te bepaal. Die doel hiervan was om die voorgestelde etiese klimaat strukturele model te toets. Die steekproef het bestaan uit werknemers van ‘n groot kleinhandel maatskappy wat hoofsaaklik in die Wes-Kaap geleë is, maar takke regoor Suid-Afrika en in die res van Afrika het. Die steekproef is saamgestel uit 224 eerste-vlak en middel-bestuur werknemers. Elke respondent het die Leader Effectiveness Questionnaire (LEQ), die Ethical Climate Scale (ECS), die Organisational Justice Scale, die Leader of Ethics Scale (LES), die Revised Behavioural Integrity Survey (BIS-R) en die Altruism Scale ingevul. Die hipoteses en die strukturele model is empiries getoets met behulp van verskeie statistiese metodes. Betroubaarheidanalise is op al die metingskale uitgevoer en bevredigende betroubaarheid is gevind. Die inhoud en struktuur van die gemete konstrukte is deur middel van bevestigende faktor-ontledings ondersoek en die resultate het aangedui dat integriteit en altruisme ‘n direkte en positiewe invloed op etiese leierskap het. Ondersteuning is ook gevind vir die invloed van etiese klimaat op leier doeltreffendheid. Die resultate het egter aangedui dat ondersteuning nie vir die verband tussen organisatoriese geregtigheid en leier doeltreffendheid nie gevind kon word. Daarteenoor is daar gevind dat etiese leierskap ‘n direkte en positiewe invloed op leier doeltreffendheid het. Boonop het organisatoriese geregtigheid ook ‘n positiewe invloed op etiese klimaat getoon. Daarteenoor het etiese leierskap nie ‘n positiewe invloed op etiese klimaat gehad nie. Laastens is ondersteuning gevind vir die invloed wat etiese leierskap op organisatoriese geregtigheid het. Finale gevolgtrekkings is afgelei van die resultate wat verkry is en aanbevelings is vir toekomstige navorsing gemaak.

Teacher motivation in a South African school

This study explores and attempts to shed light on what motivates teachers and how teacher motivation is affected by a principal's leadership style. The worldviews of pragmatism and critical realism were used as the basis for exploring teacher motivation in a South African school. A primary school in the Eastern Cape of South Africa was chosen for the case study. Three data gathering tools, a leadership questionnaire, teacher survey, and interviews were used to generate data on teacher motivation and the interaction between leadership style and teacher motivation. In regards to teachers, religion, social justice, and self-efficacy were all identified as motivators. The principal was strongly charismatic in her leadership and along with transformational and social justice leadership played a major role in influencing teacher behaviors. Self-determination theory was identified as helping to explain different levels of intrinsic and extrinsic motivation and thereby to better understand varying degrees of teacher motivation. There are many difficulties in South African education and around the world in general and this study is premised on the belief that if teacher motivation can be studied and advanced there will be an improvement in education and learning. This thesis was limited in its scope and ability to fully explore the different levels of ontology as outlined by the critical realist and this is identified as a possible future course of action for not only studying teacher motivation but getting to the 'heart of the matter'.

Activities, functions and structure of public sector pharmaceutical and therapeutics committees in the Eastern Cape Province, South Africa

The Council of Australian Therapeutic Advisory Groups (CATAG) (2013) define a Pharmaceutical and Therapeutics Committee (PTC) as a ‘multi-disciplinary team committee with a commitment to the overall governance of the medicines management system in health service organizations to ensure the judicious, appropriate, safe, effective and cost-effective use of medicines’. The multi-disciplinary team includes the health care providers, who are actively participating in the health care systems, such as doctors, pharmacists, nurses, administrators, finance officers, quality improvement managers and other staff members who participate in the medicine use processes according to their knowledge and skills. The major role of this committee is to evaluate and promote rational drug use by health care providers and consumers. In addition, this committee is responsible for developing systems and strategies to prevent adverse medicine reactions and medication errors, enhance rational prescribing and dispensing, provide educational activities and ensure the use of quality and cost-effective medicines. This is a cross-sectional study that was aimed at exploring the structure, activities and functions of public sector institutional Pharmaceutical and Therapeutics Committees (PTC) in the Eastern Cape (EC) Province in South Africa (SA). The primary objectives of the study were to (i) investigate and describe the structure, functions and the activities of the institutional PTCs, and (ii) explore and describe the perception of PTC secretariats on the functionality of the institutional PTCs. A purpose-designed questionnaire including both quantitative and qualitative aspects adapted from other international studies was piloted prior to being used for data collection. The secretariats of the institutional PTCs were requested to complete the questionnaire. Data were analysed using descriptive statistics for the quantitative aspects and thematic analysis for the qualitative component of the questionnaire. Data collection commenced after approval by the relevant ethics committees had been granted. The findings of the study reflected that the majority of the PTCs in the EC province, SA are district/sub-district PTCs which are a cluster of a number of health care institutions in close proximity. The PTC members were appointed by the executive authority as recommended by the literature and other guiding documents. As expected the nurses were dominant as the members of the PTCs in these district/sub-district PTCs. The secretariats were the pharmacists where pharmacists were available and chairperson were doctors. These findings correspond to the recommendations by the National Department of Health PTC policy (2015) and the studies conducted in other countries. A number of PTCs had sub-committees formed e.g. ABC analysis review committee, medicine utilization evaluation (MUE) committee and pharmacovigilance committee to optimise their functionality. Out of 15 PTCs only five PTCs with sub-committees reported functions and interventions, establishment of policies and SOPs. The rest had no outcomes or interventions reported. Poor production of policies and SOPs was observed which differs from other countries’ PTCs. The focus of sub-committees in other countries is the development of formulary and policies related to medicine use. These findings pose a question regarding the functionality and effectiveness of the existing institutional PTCs in the province. In addition, the basic documents that are required to run the PTC were unavailable in a number of PTCs. Barriers to the functionality of PTCs were reported i) Lack of pharmacists and training in PTCs. ii) The rural nature of the EC province and iii) Unavailability of resources including lack of re-imbursement of personal costs. These findings reveal that budget allocation for institutional PTCs is crucial for their functionality. It can be concluded that in the EC province the institutional PTCs which are active and effective are low in number and do not cover all geographical areas. Secondly there is a need for training and educating the PTC members on the role of the PTC members, role of sub-committees, development of policies, SOPs and the basic documents for the functionality of the committee. It is also important that during training the monitoring and evaluation of the effectiveness of the committee is emphasised. Therefore, the choice of the PTC objectives should be measurable as they can assist as indicators of effectiveness. Support by the executive authority has been observed.

An investigation into the prevalence of unethical behaviour in a South African Municipality: A case of Vhembe District Municipality

Municipalities are responsible for providing services such as maintenance of local roads, refuse removals, water supply and sanitation, amongst others. However municipalities’ unethical behaviour have produced many disadvantages for themselves and the society at large. Effective and efficient service delivery is negatively affected by unethical behaviour resulting in the waste of government millions of rands each year, money that could have been spent on delivering services. The fact that there is unethical behaviour in municipalities can be interpreted as a total absence of ethical culture in the behaviour of municipal officials. Municipal officials are encouraged to uphold moral principles such as impartiality, accountability and trustworthy while performing their official duties. Given this background, the research project attempted to provide explanations for the patterns of unethical conduct and also pointed out strategies that could be employed to curb unethical behaviour in municipalities. For the purpose of this study, the researcher employed both qualitative and quantitative research methodologies. The researcher used purposive sampling to select respondents of the study. Two (2) instruments were used to collect data, namely, questionnaires and interviews. To analyse data, two types of data analysis were used. For data collected through questionnaires, the researcher used the Statistical Package for Social Sciences to analyse data. Data collected through interviews were analysed through the use of thematic analysis in the form of narrative. The study revealed specific unethical behaviour that were prevalent at Vhembe District Municipality. The study indicated that senior municipal officials must ensure that ethics initiatives systems and programmes should be put in place so that conducive ethical environment is created. The results indicated that despite challenges, employed strategies provided desired results. Specific solutions such improving employment practices and procurement activities were recommended that could improve ethical standards in the municipalities. / NRF

The purpose of this thesis is to develop a comprehensive process for identifying and addressing primarily constitutional, medico-legal and liability issues, and in addition ethical, social and scientific issues related to the psychiatric and psychology professions in South Africa. In fulfilling this purpose, a comprehensive search is conducted of relevant historical, ethical, philosophical and clinical aspects pertaining to psychiatry and psychology, as well as an evaluation of the current juridical framework regarding the legal liability of the psychiatrist and psychologist balanced against the constitutional rights of the mentally disordered patient in South Africa. Recommendations are made for the establishment of any new controls needed to mitigate and prevent the exposure of mentally disordered patients, further attempting to provide specific remedies to adapt the current juridical framework in South Africa. The examination is conducted within the framework of the South African and United Kingdom's legal systems. Reception of a code of conduct at the Capricorn District Municipality in the Limpopo Province

This study was encouraged by the fact that the theoretical terrain of ethics in public administration and management posits that, despite the existence of a code of conduct that regulates the conduct of municipal functionaries and councillors at local government sphere, the ethics in practice in general are still illusive. All this revolves around the main guiding research objective for this study which was to examine the reception of a code of conduct by municipal functionaries and councillors at the Capricorn District Municipality in the Limpopo Province. In exploring the main question of this study, the researcher developed an understanding of the concept ethics in Public Administration by selecting ethics theories namely: consequentialism, deontology and virtue theories. From the lesson learnt, it is evident that throwing around charges about which theory is truly ethical and which one should be followed or should guide municipal functionaries and councillors in making policy decisions is pointless. There is no ethical system which appeals to all people, or even to the same person in different situations. It is undoubtedly the case that consequentialists, deontologists and those who stand by virtue theories can each be sincere in believing their system embodies goodness and morality. The formulation of the Code of Conduct for the South African local government indicates the commitment of the South African government to enhancing ethical conduct. This Code contains a uniform set of ethical guidelines and applications for use throughout local government. It is also clear that the Code of Conduct has been drafted so as to be as clear as possible, but a detailed standard of conduct and disciplinary measures are not provided. This is a great challenge as it poses concerns about the accountability of municipal functionaries and councillors, and about how disciplinary measures on unethical conduct of politicians and officials should be handled. Chapter 3 forms an understanding of how culture, religion and language have ethical significance for community and tradition particularly when municipal functionaries and councillors make decisions. The promotion of an appropriate local government culture posits that, in order for a municipal manager and a mayor to make better decisions, they must take the need to understand the diversity of the local government into consideration. The most important point to be drawn from chapter 4 is that, besides legal instructions, the nature and influence of human behaviour through leadership and ethics infrastructure such as appointing an ethics officer and using whistle blowing as a system to enhance ethical conduct is important. In outlining the statutory and regulatory framework that directs public officials and politicians’ ethical conduct in South Africa, it was identified that South Africa is highly conscious of differences between individuals; therefore it is unlikely that legislation and current initiatives will suffice to enforce ethical behaviour among public officials, councillors and municipal functionaries. Another finding of this study is that the only official document available as the Code of Conduct for local government can be found in the Local Government Municipal Systems Act 32 of 2000 in Schedule 1 and 2, and also in the Local Government Municipal Structures Act 117 of 1998 in Schedule 5. This finding is an indicative that South African local government does not have an official Code of Conduct as a separate document for ethical conduct. There is a rise in premarital and extra-marital sexual relations amongst some modern Zulus. The causes of this rise include the perpetual childhood of women in society and the political and socio-economic setting in South Africa. The results of this rise include teenage pregnancies and sexually transmitted diseases. In Zulu traditional sexual practice the publicity of love affairs curbed sexual promiscuity. Many people were involved in the love affairs of young people. This tradition broke down because of the political, religious and socio-economic changes in South Africa. The Catholic Church teaches that marriage is sacred; it is an institution of God, a sacrament. Therefore premarital and extra-marital sexual relations taint the integrity of marriage. A number of things can be done to alleviate the problem of premarital and extramarital sexual promiscuity. These include: changing the political and socio-economic structures of our country; empowering women; inculturation; and changing the pastoral attitude of the Church towards sexuality. / M.Th. Managerial perceptions of corporate social responsibility and social practices present at McDonalds South Africa

This study deals with corporate social responsibility (CSR) and focuses on managerial perceptions of CSR at McDonald’s South Africa (SA) and how social responsibility is translated into social practices. The key objectives of the research are: to analyse McDonald’s both internationally and locally in South Africa to establish whether CSR policies exist, then to investigate how these policies are perceived and integrated by outlet managers. Lastly to investigate what kind of social responsibility (SR) involvement, if at all, occurs at outlet level. The research site covers three regions in South Africa, which are the Eastern Cape, Western Cape and Gauteng. The total research sample is 38. 33 interviewees were outlet managers, who were purposively selected, and 5 additional interviews took place with: 2 McDonald’s SA Head Office representatives, 2 interviews with beneficiaries of McDonald’s SR involvement and 1 with the trade union SACCAWU. The research was carried out through questionnaires and semi-structured interviews. The design of this research is based on an interpretive social science approach. The aim of the research was to investigate outlet managers’ perceptions of CSR and social practices present at McDonald’s SA outlets. The key findings of the research indicate that: CSR policies at McDonald’s SA head office are not communicated sufficiently to outlet managers, SR involvement is evident, especially for initiatives focusing on children’s welfare, but far too little occurs at the outlet level. There are also too few checks on social involvement by head office and no formal reporting system is available to the outlets except through an internal magazine, called the Big Mag. There is no official CSR report at McDonald’s SA. The fact that no report exists makes this study more relevant since this research investigates matters pertaining to CSR and social practices. The overall significance of the study is that it brings to the forefront the importance of internal company and external broader regulation which is part of the greater debate of CSR. This is because the analysis of managerial perceptions and implementation of CSR shows some unwarranted discrepancies between policies and practices, locally, nationally and internationally even within the same organisation.
