Japan Reborn: Mixed-Race Children, Eugenic Nationalism, and the Politics of Sex after World War II

In April 1952, Japan emerged from Allied occupation free, peaceful, and democratic. Japan’s presses marked the occasion by declaring a state of crisis: the “konketsuji [mixed-blood children] crisis.” By all accounts, Allied soldiers had sired and abandoned two hundred thousand “mixed-blood” orphans in Japan. However, Chapter One reveals this to be a fabricated crisis or “moral panic.” Surveys found only a few thousand konketsuji nationwide, very few of them orphans. Yet these discoveries did little to change the tenor of “crisis.” Opposition politicians deployed wrath and fear over “blood mixing” to discredit the dominant Liberal Party and its alliance with the United States. They were abetted by an array of postwar activists who used the “crisis” to reconstruct Japanese nationalism, laid low by defeat and occupation, on a new basis: the “pure” race rather than the failed state. Chapter Two explores how the panic over “blood mixing” inevitably embroiled not just children but women as well. Japanese women were subject to intense pressures to eschew sex and family formation with Western men, and to abort “mixed” fetuses on eugenic grounds rather than bear them to term. 1948 marked the beginning of the end of criminal prosecution of abortion in Japan. The law that inaugurated this shift, the Eugenic Protection Law (EPL), is generally viewed as an advancement in women’s rights, despite the fact that the EPL envisioned and promoted the use of abortion as a means of managing the “quality and quantity” of Japan’s population. Scholarship on the links between eugenics and the decriminalization of abortion in Japan is vast, but scholars have yet to probe deeply into how eugenic abortion was applied tocontrol—or forestall—“race mixing” after the war. Although it was politically impossible for the government to impose abortions outright on women who might be pregnant with the children of Japan’s conquerors, such women were nonetheless targeted for eugenic intervention. For these women, abortion was not an option granted in a liberal democracy concerned with women’s rights. Abortion was an imperative imposed by a diverse array of governmental and non-governmental actors united behind an ideology of “pure blood.” Chapter Three explains how postwar scientific presses framed konketsuji born in the wake of World War II as an unprecedented presence. Geneticists, physical anthropologists, clinicians, and other researchers from the late 1940s through the 1970s deployed a “system of silences” to erase Japan’s prewar konketsuji community from view. They thereby not only constructed the Japanese as a racial community bounded by “pure blood,” but denied that the racialized nation ever had or ever could assimilate foreign elements. Scientific spokesmen effected the discursive purification of Japan despite resistance from “mixed-blood” adults who organized to contest the rising tide of racial nationalism. In the process, these scientists severely undercut the “mixed” community’s advocacy of a civically rather than biologically constituted nation. Chapter Four contrasts the decline of race science and eugenics in the West with their efflorescence in postwar Japan, where conditions of occupation heightened the relevance of racial eugenics as a prescription for national unity and strength. It is well known that Anglophone genetics and physical anthropology were led at the mid-century by immigrants and minorities, prominently including Theodosius Dobzhansky and Ashley Montagu. Yet without comparative analysis, it is difficult to weigh the significance of this fact, or of the fact that minorities did not lead the Japanese sciences. Japanese geneticists and anthropologists whoidentified as having “pure Japanese blood” never questioned that biopolitical category or the costs it imposed on those it excluded. I argue that who practiced science counts for much more than is allowed by objectivist narratives of self-correcting scientific “progress.” My project explains for the first time why racial nationalism and an ethos of ethnic cleansing triumphed in Japan at the very moment these forces receded in other contexts.

It aims to discuss the scientific speech of the authors who contributed to the journal Boletim de Eugenia published monthly from 1929 until 1933. It takes into account its repercussion in our country as well as its relation to the social transformations that were taking place at that moment here. This thesis contains an introduction and five chapters. Chapter 1 deals with the origins of word eugenics and its developments. Chapter 2 discusses about some subjects related to eugenics in Brazil, from the colonization to the Republic. Chapter 3 comments on some eugenics views which are present in Boletim. Chapter 4 analyses the scientific speech related to eugenics. Chapter 5 provides some final remarks on the subject. This study led to the conclusion that the defence of eugenics as a science is present in the speech of the most part of the authors who published in Boletins de Eugenia and is related to the constitution of the Brazilian folk. In some cases such as Octavio Domingues and Roquette-Pinto, for instance, the arguments were founded in scientific evidences. However, in the speech of most authors we can find the view highly spread among high class: the search of the whitening of the race and the superiority of the white race. Such idea, mainly guided by prejudice and devoid of scientific foundation may be found in the speech of Renato Kehl, for instance / Esta pesquisa se refere à eugenia no Brasil. O objetivo é discutir o discurso científico dos autores que publicaram no periódico Boletim de Eugenia que circulou mensalmente de 1929 a 1933. Leva em conta a repercussão do movimento eugênico no país e suas relações com as transformações sociais que estavam ocorrendo naquele momento. Esta tese está dividida nesta Introdução e em 5 capítulos. O Capítulo 1 trata da origem do termo eugenia e de seus desdobramentos. O Capítulo 2 discute sobre as questões relacionadas à eugenia no Brasil, desde sua colonização até a República. O Capítulo 3 comenta sobre as idéias eugênicas contidas no Boletim. O Capítulo 4 analisa o discurso científico relacionado à eugenia. O Capítulo 5 apresenta algumas considerações finais sobre o assunto. Este estudo levou à conclusão de que a defesa da eugenia como ciência está presente no discurso da maioria dos autores que publicaram para o Boletim e está intimamente relacionada à formação do povo brasileiro. Entretanto, existem diversas possibilidades quando à justificativa deste posicionamento. <p>In this thesis the scope and limits of reprogenetic choices - refering to reproductive applications of genetics made in the medical context - is adressed.</p><p>Through posing four analytical questions concerning who should cecide about what in reprogenetics an analysis of possible answers is made. The method consists of an analysis of texts of ethicists Robertson, Strong, Davis, Murray, Peters and Buchanan et al, chosen to reflect a diversity concerning the scope of reproductive autonomy and what values that need to be taken into consideration.</p><p>The most justified position found, concerning a possible policy of reprogenetic choices, is that there are several good reasons for leaving the reprogenetic choices with the parents, foremost since reproduction indeed is central to individuals identity, dignity and meaning of life. There are also good reasons to avoid governmental steering. This for instance since steering risks promoting perfectibilism, which would threaten human dignity. But also the reprogenetic choices cannot be left unrestricted. It is then argued that restrictions of parental reproductive autonomy should serve to protect the childs right to an open future, and that choices that reflect a search for perfectibilism should be cautioned. Autonomous reprogenetic choices should mean qualified choices - where relevant information is given and also an opportunity to make more than one choice is fostered.</p>

The Human Cloning Era : On the doorstep to our posthuman future

<p>Human reproductive cloning came to the public´s attention when Dolly the sheep was cloned in Scotland in 1997. This news quickly spread around the world causing both excitements at the possibilities of what cloning techniques could offer, as well as apprehension about the ethical, social and legal implications should human reproductive cloning become possible. Many international organisations and governments were concerned about the impact of human reproductive cloning on human health, dignity and human rights. To this day, many institutions have drafted resolutions, protocols and position statements outlining their concerns. This paper outlines some of the major ethical issues surrounding human reproductive cloning and the position towards this novel technique taken by three important international organisations - Council of Europe, World Health Organization, and United Nations Education, Scientific and Cultural Organization - expressed in different regulatory frameworks. Proponents of human cloning occasionally point out that cloned humans are already among us in the form of twins - people with identical sets of DNA - so what is the problem? Besides avoiding the fact that natural twins are always siblings, whereas a clone could be the twin of a parent or grandparent, this observation ignores a crucial moral difference: natural twins arrive as rare creations, not as specifically designed products. Instead of being an uncontrolled, self-regulated evolutionary process, creation of man through reproductive cloning are shifting from being natural to a state of instrumentality where parental interests constitutes what is important. This shift will inevitably lead to the child being a means for some other end (parental interests). However, this is not the same as being subdued into genetic determinism, but the point brought forward is the child´s lack of freedom caused by the interests of the parents. In this sense the clone´s genome constitutes a heavy backpack because of our pre-knowledge of its physical building blocks - or in other words its potentiality. Even though the argument of genetic determinism is a weak one, our subconscious"forces"us to create hopes upon the child because of its potentiality. No longer is the evolution the creator with the dices of randomness. A new gambler is in town and this time the dices are equilateral.</p>

Sterilized by the State: A Feminist Analysis of Eugenics, Forced Sterilization, and Reparations in North Carolina

Although, the histories of forced sterilizations and eugenics practices have been all but forgotten by most, these subjects gained national attention again when the state of North Carolina repealed its sterilization law in 2003. The history of forced sterilization in the United States began with a eugenics based demand to wipe out populations that were constructed as inferior. The evolution of who was sterilized shifted in accordance to changing national social perception of who was ‘unfit’ to reproduce, from the developmentally disabled to ‘immoral’ and ‘irresponsible’ women. North Carolina has also taken unprecedented steps towards providing reparations for the living victims of the statute. The history, current sentiments, and unique components of compulsory sterilization in North Carolina help to illustrate why the government has taken such proactive steps in offering restitution while others have not. What happened in North Carolina and throughout the eugenics movement in the United States are poignant examples of the power of social constructions. Social constructions allows those with power, in this case the state, to enforce them, using policy and other mechanisms, to divide up members of society. With this power to divide groups of people comes the ability to use this constructed sense of otherness as a means to control and mistreat these populations.

(In)visible images : seeing disability in Canadian literature, 1823-1974

Despite the ubiquity of images depicting disability in the narratives that have contributed to the shaping of Canadian national identity, images of unconventional bodies have not drawn critical attention. My study begins to address this neglect by revisiting selections from Canadas historical literary canon using Disability Studies theory. I examine eight Anglophone novels selected from the reading requirements list for field examinations in Canadian literature at the University of Saskatchewan. Because fictional representations inform the ways we interpret reality, I argue that the application of Disability Studies theories to a Canadian context provides new insights into the meaning of Canadian nationhood. The study begins with Thomas McCulloch. His Stepsure Letters provides a counter-discourse to the commercialized ethos of his time. The disabled Stepsure exemplifies the ideal citizen. While Gwen, in Ralph Connors Sky Pilot, presents a sentimentalized stereotype of disability, her role also foregrounds the imperative of human relationship. Connors Foreigner, on the other hand, intertwines disability with ethnicized difference to form images of subhumanity that the novel suggests must be assimilated and/or controlled. Lucy Maude Montgomerys Emily trilogy echoes Connors later use of disability to embody a sinister Other that threatens the British-Canadian mainstream. In Such Is My Beloved, Morley Callaghan realistically depicts the power investments involved in configuring difference as social menace, defying the eugenic discourse of his day. While Malcolm Rosss As for Me and My House seems to revert to the exploitation of disability as a trope for trouble, at the same time the story subverts convention by failing to affirm normalcy. In Ethel Wilsons Love and Salt Water disability signifies the complexity and depth of humanity. In Mordechai Richlers The Apprenticeship of Duddy Kravitz, betrayal and rejection of responsibility to Other is the source of human suffering. The marginalized figures of Adele Wisemans Crackpot, the last novel examined in this study, defy their abject roles, pronouncing the right of being within ones difference.<p>Defamiliarizing the function of portrayals of disability brings into consciousness biases that have been systemically naturalized. Exploring constructions of difference reveals constructions of normalcy. Just as interrogating Whiteness uncovers hidden processes of racism, questioning normalcy illuminates a discriminatory ableism. My reading reveals a struggle within the national imaginary between ableism and a desire for inclusive pluralism. Disability Studies readings may help to liberate the collective psyche from tyrannical impositions of normalcy to a greater realization of the richness of human diversity.

The following paper explores three case studies of large-scale forced and coercive surgical sterilizations on indigenous women in Canada, the United States and Peru. The author utilizes settler colonialism as explanation for the complicity of these states in reproductive rights abuses and identifies some risk factors for reproductive rights abuses in future social welfare and global health aid projects.
