Úkoly starostů obcí při řešení mimořádných událostí a krizových situací v Plzeňském kraji / Obligations of mayors at solution of emergency and crisis situations in Pilsen region.

Each of us lives in some municipality or at least in the cadastral district of some municipality. The council of each municipality deals daily with many issues connected with routine and visible operation of municipality. Unfortunately, sometimes it is necessary to be prepared to solve also the exceptional events or even crisis situations. The author aims to create the summarization which will resume the duties of mayors connected with crisis management and which will help the mayors with long examination of this issue. This thesis covers the Pilsen region because this is the author's home town. To create such a document, it is necessary to perform following operations. First of all, it is required to cover the whole theory of this issue which is laid down in several legislative documents collectively named "the Crisis Legislation". Processing of these legislative documents is performed to correspond to topic of this thesis and not to include the useless information beyond the frame of the topic. The name of the thesis is "Obligations of mayors at solution of emergency and crisis situations in Pilsen region". Indivisible part of dealing with exceptional event and crisis situation is also the preparation for its´ solving within period before occurrence of the exceptional event or crisis situation. This is also covered in processing of the legislative documents. The research part of this thesis focuses on knowledge of mayors to clarify the real need to create this summarization and also the required particularity of this document. This research was conducted by means of questionnaires containing fifteen questions. Five of them are YES/NO questions and the left ten questions are close-ended with one correct answer. The YES/NO (so called informative) questions and answers indicate whether the questionnaires were filled out by the mayors of either cities or villages, what are the sources of threat and several other information. The electronic form was filled out by 100 mayors of the total 501 municipalities of the Pilsen Region. To have the possibility to compare the results of mayors with other results, the same questionnaire in the paper form with only 10 close-ended questions with one correct answer was sent also to 50 laymen from the social environment of the author. On basis of these researches, following hypotheses were pronounced: H1 Mayors and chairmen in the Pilsen Region have the knowledge distributed close to Poisson distribution. H2 Laymen from social environment of the author have knowledge distributed close to normal distribution. H3 Mayors in the Pilsen Region have higher level of knowledge than the laymen from the social environment of the author. The H1 and H2 hypotheses were verified by the 2 test on the level of statistic relevance =0,05, whereas the H1 was refuted and the H2 was confirmed. The H3 hypothesis was then confirmed by the double-choice T-test. Each question of the questionnaire (inclusive the informative questions for mayors) was individually visualised in the diagram, which presents the percentual fruitfulness of mayors and of laymen. These diagrams show obviously that the majority of mayors who filled up the questionnaire, are the mayors of smaller municipalities. More than a half (63%) of these municipalities have less than 500 inhabitants. Large part of these mayors are probably mayors with a full-time employment. The results of mayors did not confirm the distribution of knowledge close to Poisson distribution and the total fruitfulness of mayors´ answers was 61%. This signifies that it is desirable to create this summarization rather as more detailed document with concentration on smaller municipalities and as a chart. The author believes that this summarization will be useful for the mayors.

The Issues of Exceptional Punishment - Abstract The aim of this thesis is to provide a comprehensive overview about a criminal law's legal institute of the exceptional punishment, comprising of its historical development in our territory, most of the matters regarding its applicable legal regulation in the Czech republic, analysis of a specific case in which this punishment had been imposed, comparison with selected foreign legal regulations also including a disputation on death penalty as its possible alternative. The first chapter is focused on defining the term of punishment and its function in general. It compares two basic theories that differ from each other in terms of distinct approaches to the punishment's purpose. While the absolute theory considers punishment a retribution, the relative theory regards it as a mean of resocialization of the perpetrator. However, the current concept of punishment is based on the mixed theory that constitutes a link between those two above-mentioned. The aim of this chapter is to define the specific purpose of the exceptional punishment that proceeds from the general purpose of punishment based on the mixed theory. Estruturas de tratamento de exceção são extremamente comuns em softwares desenvolvidos em linguagens modernas, como Java, e afetam de forma contundente o comportamento de um software quando exercitadas. Apesar destas duas características, as principais técnicas de verificação, teste de software e verificação formal, e as ferramentas a elas vinculadas, tendem a negligenciar o comportamento excepcional. Alguns dos fatores que levam a esta negligência são a não especificação do comportamento excepcional em termos de projeto e a consequente implementação das estruturas de tratamento com base no julgamento individual de cada programador. Isto resulta na não consideração de partes expressivas do código em termos de verificação e, consequentemente, a possibilidade de não serem detectados erros relativos tanto às próprias estruturas de tratamento quanto às estruturas de código vinculadas a estas. A fim de abordar este problema, propomos uma técnica, baseada em model checking, que automatiza o processo de exercício de caminhos excepcionais. Isto permite que seja observado o comportamento de um software quando da ocorrência de uma exceção. Pretendemos, com esta técnica, dar suporte para que seja aplicado aos caminhos que representam o comportamento excepcional de um software as mesmas técnicas de detecção de erros que são aplicadas aos caminhos que representam o comportamento normal e, com isso, agregar um aumento na qualidade do desenvolvimento de software. / Software developed in modern languages, such as Java, commonly present structures of exception handling. These structures, when exercised, may affect the software behavior. Despite these two characteristics, the main verification techniques, software testing and formal verification and the tools related to them, tend to neglect the exceptional behavior. The nonexistent specification of software exceptional behaviors at the design level, and, the subsequent implementation of exception handling based on the judgment of each programmer, are some factors that lead to this neglect. These factors result in the non-consideration of the expressive parts of the code in verification terms and, consequently, the impossibility of errors detection concerning either the exception treatment structures or the code structures linked to them. Taking this fact into consideration, we propose a technique based on the model checking process, which automates the process of exercising exceptional paths to address this problem. This allows the observation of the software behavior when an exception occurs. With this technique, we intend to support the application of the same error detection techniques for program normal behavior paths to the paths that represent the software exceptional behavior. Therefore, using the proposed technique, we aim to increase the software development quality.

Spectral properties of integrable Schrodinger operators with singular potentials

The integrable Schrödinger operators often have a singularity on the real line, which creates problems for their spectral analysis. In several particular cases we show that all closed gaps lie on the infinite spectral arc. In the second part we develop a theory of complex exceptional orthogonal polynomials corresponding to integrable rational and trigonometric Schrödinger operators, which may have a singularity on the real line. In particular, we study the properties of the corresponding complex exceptional Hermite polynomials related to Darboux transformations of the harmonic oscillator, and exceptional Laurent orthogonal polynomials related to trigonometric monodromy-free operators.

GROWING OLD AS A ROCK STAR: A FOUR-PART STUDY OF THE AGING VOICE

This dissertation focuses on the aging voice - specifically the aging elite vocal athlete. It is comprised of four components; a series of research studies and a viewpoint piece designed to explore the awareness, struggles, and vocal compensations of aging singers dealing with age related vocal and performance problems. The overarching goal of these studies is to inform the development of a voice care protocol for the aging rock star to guide customized intervention for these elite vocal athletes that is focused on optimizing both vocal output and performance. First, the dissertation introduces and identifies characteristics of the exceptional voice. This involves a new vocal continuum that includes the normal voice, the trained voice, and the exceptional voice. The second component is a qualitative study of older contemporary commercial music (CCM) singers adjustments and accommodations associated with their aging. From this, four overarching themes are identified: modest self-perception of their vocal prowess and its relationship to performance, acute sensitivity to changes in vocal quality, recognition of the critical association of voice quality with their identity as a performer, and an array of accommodations to aging-related vocal changes. The third component of the dissertation is a randomized control trial examining the efficacy of Vocal Function Exercises as a treatment modality for presbyphonia. Analysis revealed that the experimental group improved in select outcome measures including decreased glottic gap, increased upper range, and maximum phonation time at the 6-week post-treatment re-evaluation with no such changes in the control group. The final study investigated the vocal and performing trajectories of six CCM male singers through analysis of video performances across their career. Singers were shown to make accommodations consistent with the reported findings from component two. Such accommodations include decreased total time singing for some singers, accommodations for range changes, and changes to performance. From this study, the Exceptional Voice Protocol was created to provide a customized vocal and performance blueprint for each artist that meets their unique needs for their exceptional voices. Overall, this research indicates that aging CCM singers appear to be experiencing age and performance related vocal changes and are making detectable accommodations to their performance. Additional findings show that Vocal Function Exercises appear to be an efficacious treatment modality for aging voice. Findings from these studies confirm the need for continued research on age-related vocal and performance changes for these performers and guidelines for appropriate habilitation and rehabilitation so these rock stars can continue performing for as long as they desire.
