Moderskapets arena? : En internetbaserad studie av fäders texter om erfarenheter av kontakter med socialtjänsten / The motherhood arena? : An internet-based study of texts by fathers about experiences of contacts with the social services

Intresset till studien uppkom genom att en webbgemenskap upptäcktes i vilken fäder söker stöd från varandra i förhållande till socialtjänsten, det väckte vår nyfikenhet kring vad orsaken och syftet är till att fäder söker sig till webbgemenskapen. Syftet med studien är att söka förståelse för varför fäderna vänder sig till webbgemenskapen på internet, att beskriva vilka föreställningar som skapas kring socialtjänsten i webbgemenskapen samt hur föreställningar begripliggörs och förklaras av fäderna. För insamling av empiri har en kvalitativ observationsstudie på internet genomförts där empirin som legat till grund för resultatet är texter och kommentarer publicerade av personer som utger sig för att vara fäder. En kvalitativ innehållsanalys har använts för att bearbeta den empiri som insamlats och bland annat tre övergripande teman har identifierats: föreställningar kring socialtjänsten, begripliggörande av föreställningarna samt mobiliseringens orsak och syfte. Studien har genomgripande ett genusperspektiv och resultatet av innehållsanalysen analyserades med hjälp av de teoretiska utgångspunkterna: kön som konstruktion – skapandet av genus samt homosocialitet. Resultatet i studien beskriver föreställningar kring att socialtjänsten bedömer fäder och mödrar olika utifrån kön samt reproducerar föreställningar kring traditionella föräldraroller och maskulinitet. Fäderna erhåller inget stöd och känner sig maktlösa utifrån att socialtjänsten privilegierar mödrar, detta leder till att fäderna söker sig till webbgemenskapen för att erhålla olika typer av stöd. Slutsatsen är att socialarbetare måste medvetandegöra föreställningar kring kön, maskulinitet och föräldraskap för att kunna motverka att föreställningar befästs och reproduceras. För detta krävs verktyg som direkt kan appliceras i det praktiska arbetet med fäder, men socialarbetare behöver också vara mer tydliga och lyhörda för att kunna identifiera behov hos fäder för att möjliggöra stödgivande. / The interest of this study were awakened when webcommunities whose purpose is to support fathers against the social services were found. This raised our curiosity about why such webcommunities are needed. The purpose of this study is to seek understanding for why fathers are turning to the webcommunity, also to describe conceptions about the social services which are created in the webcommunity and how those conceptions are understood and explained by the fathers. The method used for collection of data was a qualiatitive obervational study on the internet where the empirical base for the results are published texts and comments by people purporting to be fathers. A qualitative content analysis were used to process the empirical findings and three main themes were developed: conceptions about the social services, understanding of these conceptions and the cause and purpose of the mobilization. This study has a pervasive genderperspective and the result of the content analysis has been analyzed with the theoretical base of: ”doing gender” and homosociality. The result of this study reveals conceptions fathers have about the social services, that the social services assess fathers and mothers on different basis because of their sex. The fathers also claims that the social services reproduces conceptions about traditional parenting-roles and masculinity. The fathers doesn’t recieve the support they need and feel powerless because the social services privileges mothers, which instead leads fathers to seek support from eachother in the webcommunity. The conclusion is that social workers need to be more aware of conceptions they have on gender, masculinity and parenthood to be able to work against these conceptions. To do this social workers needs tools that can be applied in their daily practical work with fathers. But social workers also need to be more distinct and responsive to be able to identify fathers needs and thus offer support.

Studiens syfte är att undersöka relationen mellan unga arbetslösa och kriminalitet, så kallad ungdomsbrottslighet. Studiens fokus ligger på relationen mellan arbetslöshet och kriminalitet enligt professionellas perspektiv och hur detta stämmer överens med tidigare forskning. Empirin har inhämtats genom kvalitativa intervjuer och analyserats med stigma som huvudsakligt perspektiv. Resultatet i studien tyder på att arbetslösheten har en stor inverkan på kriminalitet. Dock spelar flera andra faktorer in, såsom boende, hälsa, utbildning och uppväxt. Slutsatsen är att alla olika delar påverkar varandra och skapar en helhet samt att problemområdet är komplext, utanförskapet är genomgående. / The study’s purpose is to examine the relation between youth unemployment and crime, so called youth crime. The focus of the study lies on the relation between unemployment and crime according to professionals’ perspective and how this confirms with former research. The empirical has been collected through qualitative interviews and analysed with stigma as main theory. The result of the study indicates that unemployment has a big impact on crime. However, there are several other parts involved, such as residence, health, education and upbringing. The conclusion is that all parts affects one and another and creates the bigger picture plus that the problematic area is complex, alienation is pervasive.

Participatory Approaches to Re-Imagining Women’s Social Inclusion as Social Justice: Experiences of Community after Federal Incarceration in Canada

Women who have been incarcerated are disadvantaged in many respects as they enter community (Pedlar, Arai, Yuen, & Fortune, 2008). When putting their lives back together upon release they typically face tremendous hardships which are often intensified by the absence of healthy and supportive relationships (Richie, 2001). Hannah-Moffatt (2000) identified several gender-specific barriers facing women in prison that impede their chances for inclusion once they enter community. Women in prison, she explained, are often poorly educated, unemployed, and many have survived some form of physical or sexual abuse. Furthermore, feelings of guilt, fear, anxiety, and alienation are often compounded when women are apprehended and sentenced. This combination of challenges tends to produce a group of women with low self-esteem who will have difficulty readjusting in the community and are at risk of being socially isolated and excluded (Hannah-Moffatt, 2000; Maidment, 2006; Pollack, 2008). Structural determinants and individual agency both lie at the heart of social inclusion (Dominelli, 2005; Lister, 2000). Often overlooked in the literature is the fact that women who have been incarcerated have agency and possess a capacity to resist, overcome oppression, and counteract exclusion. As I embarked on this research project, an emphasis on women’s capacity was both a starting point and rationale for adopting a participatory approach. Very little is known about how women’s experiences with inclusion or exclusion shape their entry process. Thus, the purpose of this study was to examine inclusion from the perspective of women entering community after release from a federal prison. Using a feminist participatory action research (FPAR) approach guided by anti-oppressive research (AOR) as my theoretical framework, I asked women living in community in a region of southern Ontario and who had been incarcerated to come together to discuss ideas around inclusion and explore ways to foster a more inclusive environment. This research project was rooted in a concern for social justice. Hall (2005) argues that negotiating the discourse of inclusion and exclusion requires a critical re-imagining of inclusion as social justice. Consequently, this study was designed to encourage dialogue and a critical re-imagining of what inclusion means among women entering community after incarceration, with an emphasis on collaborative learning. Plans and strategies were shaped and altered based on decisions of the research team and resulted in the development of three distinct phases of research involving team meetings, individual conversations, and engagement in photovoice. Data explored in each phase of the project, as well as my own reflexive knowledge acquired through ongoing critical self-reflection, provided insight into the complexities of difference, power, and identity. These findings are presented in four chapters beginning with a description of how the FPAR process based on principles of inclusion, participation, action, and social change unfolded. Then, themes were identified which revealed the swings of a FPAR process including: assumptions of collective identity and difference impede inclusion and participation, grappling with tensions around partnerships and power, and negotiating identity and resisting stigma. Findings also explored the contested nature of community and its role in inclusion. This chapter describes the kind of community women experienced before and after incarceration. Themes of feeling pushed out of community, being pulled into community, and negotiating issues of responsibility upon community entry highlight the ambiguous nature of community and social inclusion for women who have broken the law. Deep exclusion experienced by women who have been placed outside of community and sent to prison is arguably unparalleled, and this study was ultimately concerned with society’s tendency to exclude people based on difference. Experiences of inclusion/exclusion are often a result of normative social beliefs that construct difference as “less than” (Moosa-Mitha, 2005). Indeed when difference is viewed negatively, it often results in the exclusion and marginalization of those who are defined as the other (Woodward, 1997). Alternatively, social inclusion involves respect for differences and the removal of barriers to participate in public life (Salojee, 2005). When women in this study felt free to participate in the life of their community in ways that did not undermine their sense of self and their differences they were in the process of being included. Supportive relationships and judgment free spaces seemed to remove pressures for women to conform to dominant expectations of behaviour to gain acceptance. Findings from this study suggest we need to create space for difference and social inclusion to co-exist in community. This space would be one that centres difference, promotes social justice, values different forms and levels of participation, acknowledges that relationships grow and change over time, interrogates taken for granted assumptions of power and privilege, and emphasizes dialoguing through difference.

The main objective of this thesis is to evaluate the question of urban crime and its relationship with the lower income groups in the cities by concentrating in the case study conducted in one of the deprived neighbourhoods of Ankara, namely Hidirliktepe. In the dominant conception on urban crime, there are two main assumptions / urban crime is partly an outcome of urbanization itself and the main actors of urban crime are deprived communities those living in the most deteriorated neighborhoods of the cities. The thesis challenges both assumptions by arguing that urbanization itself could not be accounted for the rising crime rates and it is unwarranted to argue that deprived communities are the main source of urban crime. Against this bias, in this thesis it is argued that the very same perception is used as a part of wider policy of isolation towards the lower income groups, and this social as well as the economic isolation and exclusion has important contributions to the rising crime rates in the deprived neighborhoods in urban areas. The findings of the case study conducted in Hidirliktepe, one of the neighborhoods where the most deprived communities of Ankara live, support these arguments.

Uppsatsen handlar om inhyrda lärares arbetssituation som befinner sig utanför organisationers gränser vilket leder till exkludering och bristfälliga arbetsvillkor. Inhyrd personal befinner sig i en trepartsrelation mellan sig själv, bemanningsföretag och kundföretag. Detta skulle kunna göra att den formella tillhörigheten och känslan av tillhörighet differentieras. Inget i studien tyder på att de inhyrda lärarna inte känner en tillhörighet till bemanningsföretaget som arbetsgivare och därmed kan vi inte dra slutsatsen att detta är problemet. Snarare är det kundföretaget och dess medarbetare som inte ser de inhyrda lärarna som inkluderade i organisationen vilket skapar exkludering. Dagens företag behöver vara flexibla och för att möta detta behov används inhyrd personal som en tillfällig resurs. Bemanningsföretag växer sig allt starkare och studien är viktig för att visa att anställningsformen kan få negativa konsekvenser och att man bör ta hänsyn till emotionella aspekter hos individen. Studien är kvalitativ och har genomförts genom djupintervjuer med tre inhyrda lärare, tre ordinarie lärare och en rektor. Då ämnet kan ses som känsligt av vissa parter är ämnet något svårstuderat och det har varit svårt att få tag på intervjupersoner. Materialet har analyserats med teorier utifrån tre teman: tillhörighet, trygghet och frihet vilka följer som en röd tråd genom uppsatsen. / This essay examines temporary teachers working situation and the findings show that they fall outside organizations’ boundaries which leads to exclusion and poor working conditions. The temporary teachers exist in a trilateral relationship between them self, temporary work agencies and client companies. This could make the formal affiliation and sense of belonging differentiated. Nothing in the study suggests that the hired temporary teachers do not feel an affinity to the temporary work agency and thus we cannot conclude that this is the problem. The issue is rather that the client company and its employees do not see the hired temporary teachers as included within the organization. This creates exclusion. The temporary work agencies are growing stronger and this study is important since it highlights that the form of employment can have negative consequences and that the emotional aspects of the individual should be taken into account. The study is qualitative and has been executed by performing in-depth interviews. Due to the delicate nature of the subject to some parties the topic is somewhat difficult to study. Furthermore, it has been difficult to get hold of the people interviewed. The empirical data was analysed with theories based on three themes: belonging, security and freedom.

Primary School educators' beliefs about suspension and exclusion of students with challenging behaviours

A growing international research base is suggesting that there can be no more serious sanction taken against children of primary school age than to withdraw their rights to attend school through suspension and exclusion - referred to in Queensland as School Disciplinary Absence (SDA). The short and long-term detrimental consequences of SDA to student recipients, their families, and social structures are well documented. Yet, SDA remains as a controversial, often policy-supported means to manage challenging student behaviour increasingly used by Queensland government schools. To contribute to this growing research, this project examines the potential influence of an array of principals' and teachers' beliefs on their decisions regarding the use of SDA within five government primary schools in Queensland. The study adopts a multi-method, case-study approach and is informed by social constructionist and critical theory perspectives. It draws from Rokeach's (1968) conceptualisation of the human belief system as having a number of sections where particular stated beliefs may be influenced by more powerful beliefs situated within another part of the system, which may (in turn) influence decisions and actions. Data were drawn from school documents, surveys, and interviews. Survey data revealed strong support for the use of SDA but interview data suggested that most participants believed that SDA was ineffective and held overriding concerns for the wellbeing and education of students exhibiting challenging behaviours. In some cases, particular beliefs were shown to override this unfavourable view of SDA and cause educators to become more likely to endorse its implementation. The study examines the complex construction of a variety of educator beliefs regarding SDA in general, the types of students who are more at risk of SDA, school and educator responsibility for supporting these students, and factors believed to prevent or make it difficult to avoid the use of SDA. Also, participants' concerns and recommendations regarding SDA are examined and implications for professional practice and school reform are considered.

Chondrichthyans and the Queensland East Coast Trawl Fishery: Bycatch reduction, biology, conservation status and sustainability

The chondrichthyan (shark, batoid and holocephalan) bycatch of the Queensland East Coast Trawl Fishery (ECTF) was examined through a series of fishery-independent trawl surveys, together with fishery-dependent (opportunistic) sampling. Project aims were to document the chondrichthyan bycatch composition in order to test the effectiveness of turtle exclusion devices (TEDs) and bycatch reduction devices (BRDs), to examine biological aspects of bycatch species, and to combine data collected through these parts to assess the conservation status and sustainability of bycatch species. A total of 37 chondrichthyan species (one holocephalan, 19 batoids and 17 sharks) from 18 families were recorded in the bycatch of the fishery. The most speciose families recorded were the stingrays (Dasyatidae; 7 species), the requiem sharks (Carcharhinidae; 5 species), the catsharks (Scyliorhinidae; 4 species) and the stingarees (Urolophidae; 3 species). Chondrichthyan bycatch was highly variable between fishery sectors; catch rates were low in the tiger/Endeavour prawn sector (north Queensland; 0.02–0.12 individuals ha-1 trawled) and in the eastern king prawn (deepwater) sector (southern Queensland; 0.08 individuals ha-1 trawled), intermediate in Hervey Bay (southern Queensland; 0.25 individuals ha-1 trawled) and in the scallop sector (central Queensland coast; 0.31 individuals ha-1 trawled) and highest in the eastern king prawn (shallow water) sector (southern Queensland; 0.96 individuals ha-1 trawled). Chondrichthyan bycatch in the eastern king prawn (shallow water) sector was dominated by the three batoids Aptychotrema rostrata, Trygonoptera testacea and Urolophus kapalensis (~92% of the chondrichthyan bycatch by number), in the eastern king prawn (deepwater) sector by the skate Dipturus polyommata and the two catsharks Asymbolus rubiginosus and Figaro boardmani (~83% of the chondrichthyan bycatch by number), in the scallop sector by the three batoids A. rostrata, Neotrygon kuhlii and Neotrygon picta (~91% of the chondrichthyan bycatch by number), and in the tiger/Endeavour prawn sector by the two batoids Himantura astra and Gymnura australis and the two sharks Chiloscyllium punctatum and Hemigaleus australiensis (~67% of the chondrichthyan bycatch by number). The testing of TEDs and BRDs, which are mandatory throughout the fishery, demonstrated only a limited ability to reduce chondrichthyan bycatch in the ECTF, which is comprised mainly of relatively small species. The shorter trawl durations of the surveys compared with normal commercial activities may have under-represented larger species. No significant reductions in chondrichthyan bycatch were found using a TED and a radial escape section BRD in the eastern king prawn (shallow water) sector, using a TED and a square-mesh codend BRD in the eastern king prawn (deepwater) sector, or using a TED and a fisheye BRD in Hervey Bay. There was however, a significant difference in the probability of capturing the group ‘sharks and guitarfishes’ (comprised largely of A. rostrata) between codend types in the scallop sector, with the lowest probability of capture in nets fitted with both a TED and a square-mesh codend BRD (the difference was largely attributed to the effects of the TED). In the tiger/Endeavour prawn sector, in which three different BRDs were trialed (fisheye, square-mesh codend, square-mesh panel), the probability of capturing chondrichthyans was significantly lower in nets fitted with a fisheye BRD than in the standard (control) net, and the probability of capturing batoids was significantly lower in nets fitted with a fisheye BRD or with a square-mesh codend BRD than in the standard (control) net. The small sample size of chondrichthyan catches in some sectors may have reduced to power to detect bycatch reduction. The biology of several bycatch species from the families Rajidae, Rhinobatidae, Urolophidae and Scyliorhinidae was examined. For D. polyommata, size at birth was estimated at ~100–110 mm total length (LT), size at first feeding at ~105–110mm LT, size at 50% maturity (LT50 and 95% CI) at 321 (305–332) mm LT for females and 300 (285–306) mm LT for males. Diet (described by the index of relative importance as a percentage) was predominantly crustacean based, with carid shrimps (53.6%) and penaeoid prawns (23.3%) being the most significant prey groups. For A. rostrata, size at birth was estimated at <170 mm LT, size at 50% maturity (LT50 and 95% CI) at 640 (618–663) mm LT for females and 597 (551–649) mm LT for males, and litter size was 9–20 (n = 9; mean ± S.E. = 15.1 ± 1.2). For T. testacea, size at birth was estimated at 77–100 mm disc width (WD), size at 50% maturity (WD50 and 95% CI) at 163 (156–169) mm WD for females and 146 (140–150) mm WD for males, and litter size was always one (n = 6). For U. kapalensis, size at birth was estimated at 75–100 mm WD, size at 50% maturity (WD50 and 95% CI) at 154 (145–160) mm WD for females and 155 (149–159) mm WD for males, and litter size was always one (n = 16). The catsharks A. analis, A. rubiginosus and F. boardmani were all confirmed as single oviparous species (carrying only one egg case in each uterus at one time). Ovarian fecundity (the number of vitellogenic follicles) averaged 13.6 (range 13–20) in A. analis, 13.5 (range 5–23) in A. rubiginosus and 10.4 (range 9–13) in F. boardmani. While only limited data were available from southern Queensland, several indicators suggest that Asymbolus catsharks are reproductively active year-round. A general lack of small-sized or immature catsharks captured during the study made assessments of size at maturity difficult for these species. The conservation status of ECTF bycatch species was examined through the application of the IUCN Red List of Threatened SpeciesTM Categories and Criteria, which considers extinction risk at the global level. Of the 24 ECTF chondrichthyan bycatch species evaluated against the IUCN Red List Categories and Criteria, four have been assessed globally as Vulnerable (a threatened category indicating that a species is ‘facing a high risk of extinction in the wild’), seven as Near Threatened, 11 as Least Concern and two as Data Deficient. While the four globally threatened species (A. nichofii, Heteroscyllium colcloughi, Rhynchobatus australiae and Urolophus sufflavus) were only minor components of the ECTF bycatch, their global conservation status warrants that fisheries management and industry should act to ensure minimal impacts on these species. An ecological risk assessment method (Susceptibility-Recovery Analysis) was used to assess the relative sustainability or risk of individual species to the fishing activities of the ECTF. Two separate approaches were taken to the technique, which considers sustainability to be dependent on the susceptibility of a species to the fishery and the recovery potential of a species after depletion by fishing activities. The first approach applied the precautionary principal when data were lacking for the calculation of recovery attributes, while the second used biological data from similar species when species-specific data were lacking. The precautionary approach tended to overestimate risk to poorly known oviparous species. The biological approach suggested that A. nichofii, F. boardmani, Rhizoprionodon acutus, Rhizoprionodon taylori and Rhynchobatus palpebratus face the least risk (i.e. were the most sustainable) while several medium-large batoids and the sharks Loxodon macrorhinus and Heteroscyllium colcloughi were the species most at risk (i.e. least sustainable). Demonstrating ecological sustainability of the ECTF will need to be a continued management objective into the future. To further improve the ecological sustainability of the fishery in relation to sharks, batoids and holocephalans, a number of management recommendations are proposed: (1) give warranted conservation consideration to listed threatened species as well as species identified as being at risk; (2) expand required logbook information on chondrichthyan species to include recording of catches of these species; (3) encourage safe release practices for all chondrichthyans to maximise survivorship of discards; (4) initiate research into the survivorship of discards; (5) ensure long-term observer coverage on commercial vessels to monitor bycatch levels; and, (6) test and quantify reduced TED bar spacings (presently 120 mm) in fishery sectors which show the highest chondrichthyan bycatch levels, that is, the eastern king prawn (shallow water) and scallop sectors.

The most speciose families recorded were the stingrays (Dasyatidae; 7 species), the requiem sharks (Carcharhinidae; 5 species), the catsharks (Scyliorhinidae; 4 species) and the stingarees (Urolophidae; 3 species). Chondrichthyan bycatch was highly variable between fishery sectors; catch rates were low in the tiger/Endeavour prawn sector (north Queensland; 0.02–0.12 individuals ha-1 trawled) and in the eastern king prawn (deepwater) sector (southern Queensland; 0.08 individuals ha-1 trawled), intermediate in Hervey Bay (southern Queensland; 0.25 individuals ha-1 trawled) and in the scallop sector (central Queensland coast; 0.31 individuals ha-1 trawled) and highest in the eastern king prawn (shallow water) sector (southern Queensland; 0.96 individuals ha-1 trawled). Chondrichthyan bycatch in the eastern king prawn (shallow water) sector was dominated by the three batoids Aptychotrema rostrata, Trygonoptera testacea and Urolophus kapalensis (~92% of the chondrichthyan bycatch by number), in the eastern king prawn (deepwater) sector by the skate Dipturus polyommata and the two catsharks Asymbolus rubiginosus and Figaro boardmani (~83% of the chondrichthyan bycatch by number), in the scallop sector by the three batoids A. rostrata, Neotrygon kuhlii and Neotrygon picta (~91% of the chondrichthyan bycatch by number), and in the tiger/Endeavour prawn sector by the two batoids Himantura astra and Gymnura australis and the two sharks Chiloscyllium punctatum and Hemigaleus australiensis (~67% of the chondrichthyan bycatch by number). The testing of TEDs and BRDs, which are mandatory throughout the fishery, demonstrated only a limited ability to reduce chondrichthyan bycatch in the ECTF, which is comprised mainly of relatively small species. The shorter trawl durations of the surveys compared with normal commercial activities may have under-represented larger species. No significant reductions in chondrichthyan bycatch were found using a TED and a radial escape section BRD in the eastern king prawn (shallow water) sector, using a TED and a square-mesh codend BRD in the eastern king prawn (deepwater) sector, or using a TED and a fisheye BRD in Hervey Bay. There was however, a significant difference in the probability of capturing the group ‘sharks and guitarfishes’ (comprised largely of A. rostrata) between codend types in the scallop sector, with the lowest probability of capture in nets fitted with both a TED and a square-mesh codend BRD (the difference was largely attributed to the effects of the TED). In the tiger/Endeavour prawn sector, in which three different BRDs were trialed (fisheye, square-mesh codend, square-mesh panel), the probability of capturing chondrichthyans was significantly lower in nets fitted with a fisheye BRD than in the standard (control) net, and the probability of capturing batoids was significantly lower in nets fitted with a fisheye BRD or with a square-mesh codend BRD than in the standard (control) net. The small sample size of chondrichthyan catches in some sectors may have reduced to power to detect bycatch reduction. The biology of several bycatch species from the families Rajidae, Rhinobatidae, Urolophidae and Scyliorhinidae was examined. For D. polyommata, size at birth was estimated at ~100–110 mm total length (LT), size at first feeding at ~105–110mm LT, size at 50% maturity (LT50 and 95% CI) at 321 (305–332) mm LT for females and 300 (285–306) mm LT for males. Diet (described by the index of relative importance as a percentage) was predominantly crustacean based, with carid shrimps (53.6%) and penaeoid prawns (23.3%) being the most significant prey groups. For A. rostrata, size at birth was estimated at <170 mm LT, size at 50% maturity (LT50 and 95% CI) at 640 (618–663) mm LT for females and 597 (551–649) mm LT for males, and litter size was 9–20 (n = 9; mean ± S.E. = 15.1 ± 1.2). For T. testacea, size at birth was estimated at 77–100 mm disc width (WD), size at 50% maturity (WD50 and 95% CI) at 163 (156–169) mm WD for females and 146 (140–150) mm WD for males, and litter size was always one (n = 6). For U. kapalensis, size at birth was estimated at 75–100 mm WD, size at 50% maturity (WD50 and 95% CI) at 154 (145–160) mm WD for females and 155 (149–159) mm WD for males, and litter size was always one (n = 16). The catsharks A. analis, A. rubiginosus and F. boardmani were all confirmed as single oviparous species (carrying only one egg case in each uterus at one time). Ovarian fecundity (the number of vitellogenic follicles) averaged 13.6 (range 13–20) in A. analis, 13.5 (range 5–23) in A. rubiginosus and 10.4 (range 9–13) in F. boardmani. While only limited data were available from southern Queensland, several indicators suggest that Asymbolus catsharks are reproductively active year-round. A general lack of small-sized or immature catsharks captured during the study made assessments of size at maturity difficult for these species. The conservation status of ECTF bycatch species was examined through the application of the IUCN Red List of Threatened SpeciesTM Categories and Criteria, which considers extinction risk at the global level. Of the 24 ECTF chondrichthyan bycatch species evaluated against the IUCN Red List Categories and Criteria, four have been assessed globally as Vulnerable (a threatened category indicating that a species is ‘facing a high risk of extinction in the wild’), seven as Near Threatened, 11 as Least Concern and two as Data Deficient. While the four globally threatened species (A. nichofii, Heteroscyllium colcloughi, Rhynchobatus australiae and Urolophus sufflavus) were only minor components of the ECTF bycatch, their global conservation status warrants that fisheries management and industry should act to ensure minimal impacts on these species. An ecological risk assessment method (Susceptibility-Recovery Analysis) was used to assess the relative sustainability or risk of individual species to the fishing activities of the ECTF. Two separate approaches were taken to the technique, which considers sustainability to be dependent on the susceptibility of a species to the fishery and the recovery potential of a species after depletion by fishing activities. The first approach applied the precautionary principal when data were lacking for the calculation of recovery attributes, while the second used biological data from similar species when species-specific data were lacking. The precautionary approach tended to overestimate risk to poorly known oviparous species. The biological approach suggested that A. nichofii, F. boardmani, Rhizoprionodon acutus, Rhizoprionodon taylori and Rhynchobatus palpebratus face the least risk (i.e. were the most sustainable) while several medium-large batoids and the sharks Loxodon macrorhinus and Heteroscyllium colcloughi were the species most at risk (i.e. least sustainable). Demonstrating ecological sustainability of the ECTF will need to be a continued management objective into the future. To further improve the ecological sustainability of the fishery in relation to sharks, batoids and holocephalans, a number of management recommendations are proposed: (1) give warranted conservation consideration to listed threatened species as well as species identified as being at risk; (2) expand required logbook information on chondrichthyan species to include recording of catches of these species; (3) encourage safe release practices for all chondrichthyans to maximise survivorship of discards; (4) initiate research into the survivorship of discards; (5) ensure long-term observer coverage on commercial vessels to monitor bycatch levels; and, (6) test and quantify reduced TED bar spacings (presently 120 mm) in fishery sectors which show the highest chondrichthyan bycatch levels, that is, the eastern king prawn (shallow water) and scallop sectors.

Chondrichthyans and the Queensland East Coast Trawl Fishery: Bycatch reduction, biology, conservation status and sustainability

The chondrichthyan (shark, batoid and holocephalan) bycatch of the Queensland East Coast Trawl Fishery (ECTF) was examined through a series of fishery-independent trawl surveys, together with fishery-dependent (opportunistic) sampling. Project aims were to document the chondrichthyan bycatch composition in order to test the effectiveness of turtle exclusion devices (TEDs) and bycatch reduction devices (BRDs), to examine biological aspects of bycatch species, and to combine data collected through these parts to assess the conservation status and sustainability of bycatch species. A total of 37 chondrichthyan species (one holocephalan, 19 batoids and 17 sharks) from 18 families were recorded in the bycatch of the fishery.
