A changed and deteriorated security situation demands a robust total defence capability. Crises rarely relate to a certain order, which requires that resources are used jointly across sector and organizational boundaries. Collaboration is considered a prerequisite for crisis management ability and total defence. This thesis examines the process of collaboration within total defence. By studying relational aspects of collaboration, the study shows the importance of trust for total defence. The study shows that factors that influence the collaboration process are based on factors that are driven by trust. Trust is crucial for a flexible and solution focused collaboration process and therefore important for total defence capability.

In the wake of a deteriorating security situation in Europe, after the Russian annexation of Crimea, a change is noticed in the Swedish debate on defence policy. The tendency to use the traditional Swedish concept of societal anchoring, Folkförankring, have increased without a clear definition of the concept. Despite this ambiguity, societal anchoring and a public will to defend, Försvarsvilja, is considered crucial for the defence of Sweden. The purpose of this thesis is to increase the understanding of these concepts with regard to national security. The concepts are investigated using a qualitative analysis of Swedish political policy documents and military doctrine within the framework of civil-military relations theory. The finding of this thesis is that societal anchoring, cannot be satisfyingly explained by traditional theories of democratic control. The concept is also used as a driver for increased societal resilience and participation in the total defence manifested in a will to defend the nation. Apart from traditional civil-military relation and theories of democratic control, the target for political measures is not the military, but the public citizen. The findings are understandable within a liberal democracy since a reduced individual freedom need to be legitimated. Sustaining liberal values, the public is adjusted to a new defence policy by legitimising a reinstated draft, increased individual responsibility and a shift toward a more militarized society.

This study addresses the need to enhance Sweden's defence capability considering global changes and Russia's invasion of Ukraine, with a focus on defence innovation. It examines how the Swedish government's assumptions about defence innovation shape defence capabilities, emphasizing the government's strategic direction for defence innovation. Using Carol Bacchi's WPR method and critical discourse analysis, the study identifies two central problem representations: inertia and isolation. Inertia refers to the slow adaptation to new technological and organizational changes, while isolation pertains to the lack of collaboration between the defence sector and civilian actors. These representations lead to a discourse advocating increased risk-taking and faster development, often overlooking potential negative consequences. The study highlights the need for a balanced strategy that integrates innovation and conservatism to ensure sustainable defence development. Understanding these assumptions can help develop a more holistic and long-term strategy, which is crucial for strengthening Sweden's defence capability.
