O que é “projeto urbano”? Nos últimos anos, no Brasil, esta expressão tem sido muito utilizada e debatida. Ela comporta diferentes acepções: é polifônica, polivalente, como admitem muitos pesquisadores. Mas esta ambiguidade conceitual, sem dúvida às vezes fonte de equívocos que não se limitam ao debate acadêmico, nesta tese é tomada como característica positiva: afinal, o debate sobre as significações do projeto urbano não indica que, justamente ali, busca-se a invenção de novas práticas? O principal objetivo desta tese é desenvolver uma definição situada de projeto urbano. Trata-se, antes de tudo, de um exercício de conhecimento ou saber localizado, amarrado a um lugar específico, Porto Alegre, a um tempo específico, o início do século XXI, e ao olhar particular de uma arquiteta cujos estudos de graduação ocorreram nos anos 1990. Desde este tempo e lugar, a tese aborda caminhos já percorridos e descortina um futuro possível para viver e estudar: uma esperança, um futuro a situar; porque “o futuro já não é o que era". / What does “urban design” mean? During the last few years, this expression has been widely used and debated in Brazil. It has different meanings: it is polyphonic, polyvalent, as many researchers concede. However, this conceptual ambiguity, often a source of misunderstanding, which is not limited to academic debate, is considered as positive in this thesis: after all, the debate about the meanings of urban design does not indicate, precisely in this case, an invention of new practices? The main objective of this thesis is to develop a situated knowledge of urban design. Most of all, it is an exercise of situated knowledge linked to a specific place – Porto Alegre – at a specific time – the beginning of the 21st century –, and the particular look of an architect who did his undergraduate studies in 1990s. From this time and place, the thesis discusses already covered paths and reveals a possible future to live and to study – a hope, a future to be situated; because “the future is not what it was.”

Aujourd'hui on se demande souvent quel sera le sort des livres et des bibliothèques par rapport au développement des technologies numériques et au changement de la fonction urbaine et sociale des bibliothèques. Essayer d'envisager un scénario futur est très difficile, surtout si on pense que le livre et les bibliothèques sont à la fois très liées à différents instances de la société contemporaine, qui n'ont pas encore trouvé leur propre identité. D'autre part, la société contemporaine se trouve dans une phase de transition technologique qui risque, sans aucun doute, de produire des importants changements, pas seulement aux bibliothèques, mais surtout à notre mode de vie. C'est pour ces raisons que, à partir du titre, la recherche s'interroge sur le «devenir» de la Bibliothèque publique, sur son «destin», aujourd'hui pas encore écrit et souvent en désaccord avec les prévisions et les résultats des études récents, pour arriver à obtenir des nouvelles stratégies de conception pour les bâtiments du XXIe siècle. Dans ce cadre il faut s'interroger sur trois grandes questions liées aux bibliothèques du XXI siècle: la question du devenir du livre et de la lecture publique, autrement dit «question du support» ; la question de l'architecture des Bibliothèques publiques ; la question du rôle de la Bibliothèque Publique comme établissement culturel et urbain. Le dernier de ces trois points permet de comprendre les relations nouvelles, à la fois à la petite et à la grande échelle, entre les établissements publics et l'espace urbain. Ces relations sont maintenant liées aux nouvelles formes de mobilité des citoyens des banlieues aux centres villes. La bibliothèque publique devient alors le prisme à travers lequel pouvoir étudier les relations entre l'espace construit et ouvert de la ville. Les modifications dues à ces aspects, influenceront surement les bibliothèques et, dans une certaine mesure, seront capables de mettre en question l'utilité de ce établissement (comme on est habitué à l'imaginer aujourd'hui) et surtout de sa mission traditionnelle. La recherche essaie, donc, de donner une réponse forte et transversale à toutes ces questions en utilisant les instruments propres de l'Architecture / Today we often try to understand what will happen to books and libraries in relation to the development of digital technologies and to the changing of urban and social function of libraries. Trying to suppose a plausible future scenario is very difficult, especially because books and libraries are both closely linked to various and different issues of contemporary society that have not yet found their own identity. In addition, the contemporary society is in a technological transition phase that risks, without doubts, to produce very important changes, not only in libraries world, but especially in our own lifestyle. For these reasons, just from the title, this thesis aims to investigate the “becoming” of the Public Library and his "destiny" that, today, is far from being written and disagrees with predictions and empirical data that result from different researches, in order to obtain new design strategies for the architectures of the twenty-first century. In this context it is necessary to examine three major issues related to the libraries: the question of the future of books and public reading, i.e. “support issue”; the question of the architecture of Public Libraries; the question of the role of Public Library as cultural institution and urban architecture. The last point permits to understand the new relationships, both at the small and the large scale, between public buildings and urban space. Those relationships are now linked to the new citizens' mobility between suburbs and city centres. The public library became the prism with which we can study the relationship between built and open spaces in the city. Changes due to these aspects certainly will affect Public Libraries and, to a certain extent, they will be able to modify the use of this institution (as we know it today) and especially its traditional mission. The research wants to give a strong and multidisciplinary answer to all these issues using the “own architectural tools”

A 21st Century Model for Two-year Musical Theatre Curricula

The purpose of this project dissertation was to research, create and assess a hypothetical two-year musical theatre/music theater (MT) curriculum to serve as a model for future implementation at community colleges. As one of the fastest growing and most prolific forms of popular entertainment today, the 21st Century musical is uniquely poised to depict artistically and culturally diverse narratives. Vividly reflecting the sociopolitical context surrounding their production (Kenrick, 2017, p. 2), both new musicals and musical revivals, viewed through a more contemporary lens, may permit increasing employment opportunities for historically minoritized persons. As the relatively new baccalaureate credential in MT increasingly becomes the baseline criteria for entrance to the MT industry, competitive conservatory programs continue to face difficulty in matriculating more inclusive freshman cohorts. The American community college has a long tradition of supporting demographically diverse populations as well as “atypical” learners such as the differently abled, adults returning to school, veterans and first-generation college attendees in the pursuit of vocational training, terminal credentials in the form of a certificate or associate degree, or, increasingly, students aiming to transfer to four-year degree programs. However, accredited, two-year programs dedicated to the study and practice of MT remain virtually nonexistent in the United States, and, due to the relative newness of the discipline as an area of scholarly interest, have little precedent or pedagogic research to guide best practices. To address this need, this project created a two-year program for MT study according to the practical restraints of the State University of New York and Dutchess Community College’s collective guidelines for curricular development, as well as the dual recommendations of the National Association of Schools of Music and National Association of Schools of Theatre. All stages of the project design were subject to peer review by a varied panel of tertiary MT educators and MT practitioners, tasked to assess academic and artistic potential of such a program if formally implemented. Upon conclusion of both formative and summative evaluations, a series of general guidelines for the development of similar programs were generated to inform similar future initiatives within both two-year and four-year settings.

Korean Immigrant Fathers and Acculturation From an Adult Learning Perspective

This qualitative research study focused on Asian fathers living in the United States. It raised issues about the social perceptions of minority immigrants and provided alternative interpretations of the acculturation of Korean fathers who have been neglected in diverse social and educational discourses. In particular, this study looked at recent Korean immigrants who settled in America after 2008. By doing so, this work demonstrated the distinct demographical and socioeconomic hallmarks (e.g., better educational opportunities, economic prosperity, and cultural openness) of immigration in the United States. This study is organized into two sections: a general survey which gathered information about current issues and marginalization and clarified the stereotypes facing Korean immigrants; and in-depth interviews and participative observations which collected stories and reflections from and about Korean immigrant fathers. I endeavored to (a) observe the Korean father, the family member who is most neglected by academic discourse on immigrant families; (b) identify the concerns of the modern, minority immigrant; and (c) collect the voices of people who undergo acculturation or transformative adaptation of a new culture. The overall significance of this study is that it presents new understanding of the life patterns of Korean fathers who reside in the United States. Research participants showed a tendency to emphasize the role of a social safety network board for racial community while being individualistic in personal matters. Moreover, the social position of fathers has changed internally and externally. Internal changes engendered through specific social conditions such as identity, parenting, religion, father awareness, and food rituals and memory were analyzed as the main factors for completing the overall transformation. Lastly, the personal experiences or traits that appeared in the process of memory and consciousness were essential for creating the defining qualities of fathers in perceptions of the Korean father figure. Through a descriptive analysis, I uncovered what the four participants, who had different immigration trajectories, shared as commonalities and differences. Transformation by factors other than culture seemed to be an important variable. The interviewees’ anecdotes confirmed the roles of memory and individual response to a complex series of cultural adaptations and provided important implications.

The Political Economy of Value Capture: How the Financialization of Hudson Yards Created a Private Rail Line for the Rich

Abstract: The theory of value capture is simple to understand and easy to sell, promising self-fulfilling virtuous cycles of value generation, capture, and redistribution. Countless studies document value creation attributable to public interventions, providing guidance on the type and extent of potential benefits. Scholars too have set forth parameters for optimal value capture conditions and caution against common pitfalls to keep in mind when designing value capture plans. But even when utilizing the best advice, equitable redistribution of benefits rarely occurs in neoliberal economies, leaving municipalities struggling to meet the myriad of social needs and provide basic services for all their inhabitants. Invariably, capitalistic real estate states seek to financialize public assets for private gain. Nowhere is this more apparent in New York City today than in the outcomes thus far of one of the largest public-private developments in New York history at Hudson Yards. This dissertation documents the failure of the value capture scheme put in place at Hudson Yards which neither captured fair market value for the public, nor extracted much public benefit. The scheme aimed to leverage vast tracts of publicly-owned land above operational rail yards at the Far West Side of Manhattan. Instead, public action under the guise of public purpose catalyzed the private financialization of a finite public asset, through the seemingly benign but inherently complex public policy tool of value capture finance. In particular, this dissertation tells the detailed development story of Hudson Yards, where developers reap huge rewards for their risks while the public still waits for what was promised — an all too familiar story.

Expectations of Policing in the 21st Century: A Study of the Perceived Role of Policing and Police Training in America

The police and the community have been long engaged in an ever-evolving dichotomous relationship. This relationship has been strained over the recent decade by police brutality, media coverage of police misconduct, and the increased call for police transparency. Both parties in this disparaging dynamic see the need for improved engagement and communication efforts. This research studied the underlying perceptions, assumptions, and expectations of the police and police training within four demographically diverse neighborhoods in upstate New York. This interpretive phenomenological study focused on the importance of lived experience and experiential learning in creating expectations and assumptions. Twenty-four participants total were sampled in this research. Through semi-structured interviews and focus groups of twelve police officers and twelve community members, three research questions were explored. First, what was the perceived role of the police in society? Secondly, what lived experiences brough the respondents to these expected roles of the police? Lastly, what type of changes can be made in police training and community learning to improve the police/community relationship? Using thematic networking and vignette sampling, multiple findings were identified, and four analytic categories were synthesized. The analysis showed that policing expectations and assumptions are based on lived experiences, childhood presumptions, and cultural norms. Secondly, the lived phenomenon of policing varies based on the socio-economic, cultural, and community settings. Thirdly, transformational critical incidents play a significant role in the creation of assumptions and expectations. Finally, the study showed a dichotomous relationship between the police and the community on ways to improve police training and the policing culture. In conclusion, this study offered various recommendations for both the police population and the community population in steps to improve the community/police dynamic. These recommendations included the creation of a measurable instrument for gauging public perception/approval, increased educational requirements for police officers prior to employment, consideration of an over-reliance on evidence-based tactics, emphasis in police training on the importance of experiential and transformational learning, and the adoption of a more holistic moniker for the policing culture. Community recommendations included the creation of co-learning environments, embracing police engagement over interaction, and emphasis on leveraging the power of lived experience and community-based learning.
