More specifically, the study focuses on how is the participation of three forces: society, public and market power in the conduct of public policies for local family farms. Itagua? is part of the metropolitan area that has the following cities: Rio de Janeiro, Belford Roxo, Duque de Caxias, Guapimirim, Itabora?, Japeri, Mag?, Maric?, Mesquita, Nil?polis, Niter?i, Nova Igua?u, Paracambi, Queimados, S?o Gon?alo, S?o Jo?o de Meriti, Serop?dica and Tangu?. Among these mega-projects can be mentioned the Submarine Development Program of the Navy of Brazil, which includes the construction of a naval base and a shipyard for the manufacture and maintenance of four conventional submarines and a nuclear, the total amount of investments of R$ 22.6 billion; Thyssen Krupp Sider?rgica do Atl?ntico - CSA (German); Vale S/A, with a total investment of 16.9 billion of reais; and the Sudeste Port (Port of Itagua?), with a total investment of R$ 4 billion in a high impact modal. That is, it is a total direct investment in Itagua?-RJ around R$ 43.5 billion, without considering the production chains in a city with an estimated population of 115,542 inhabitants in 2013. The aim of this study is to understand the effectiveness of public policies facing the impacts of mega-projects in Itagua?-RJ agriculture. The specific objectives are: to identify multidimensional aspects in the municipality of Itagua? and guiding conceptual aspects of research in Public Policy, Social Management and Sustainable Territorial Development; analyze public policies and actions for agriculture developed in Itagua?; develop field research identifying the main actors in Family Agriculture, their actions and protagonism; identify how the Family Farming of Itagua? has been losing ground for mega-projects. As methodological procedures are used: participant observation, interviews with actors, documentary-bibliographic search, site search and analysis of interviews with critical reading procedure of the reports. Some preliminary results of the analysis of the variation of areas intended for planting permanent crops, from 1990 to 2012, indicate that the total area to be harvested in hectares suffer reduction of approximately 68%. The avocado production disappears in the period as computed production. Banana production suffers reduction of approximately 66% of cultivated area. As preliminary conclusions it is noted the lack of clear land use regulations cause a disorderly occupation throughout the city, affecting agriculture through land speculation, with the processing of agricultural areas in commercial, logistics and residential complexes. This scenario would result in a low turnout, lack of channels for social management, lack of social control and the absence of effective public policies. / Neste trabalho s?o avaliadas pol?ticas p?blicas para a agricultura familiar no munic?pio de Itagua?, Estado do Rio de Janeiro, analisando a??es e projetos quanto ? possibilidade de mitigar impactos dos megaempreendimentos ali instalados. Especificamente, o estudo se debru?a sobre como se d? a participa??o das tr?s for?as: sociedade, poder p?blico e mercado na condu??o das pol?ticas p?blicas para agricultura familiar local. Itagua? faz parte da Regi?o Metropolitana, constitu?da pelos seguintes munic?pios: Rio de Janeiro, Belford Roxo, Duque de Caxias, Guapimirim, Itabora?, Japeri, Mag?, Maric?, Mesquita, Nil?polis, Niter?i, Nova Igua?u, Paracambi, Queimados, S?o Gon?alo, S?o Jo?o de Meriti, Serop?dica e Tangu?. Entre os megaempreendimentos podem-se citar: Programa de Desenvolvimento de Submarinos da Marinha do Brasil, que engloba a constru??o de base naval e de estaleiro para fabrica??o e manuten??o de quatro submarinos convencionais e um nuclear, com valor total de investimentos de R$ 22,6 bilh?es; Thyssen Krupp Sider?rgica do Atl?ntico ? TKCSA (alem?); Vale S/A, com investimento total da ordem de 16,9 bilh?es de reais; Porto Sudeste (Porto de Itagua?), com o montante de R$ 4 bilh?es, em um modal de alto impacto. Ou seja, o total de investimentos diretos em Itagua?-RJ ? em torno RS 43,5 bilh?es, sem considerar as cadeias produtivas em um munic?pio com popula??o estimada de 115.542 habitantes em 2013. O objetivo geral do estudo ? compreender a efetividade das pol?ticas p?blicas frente aos impactos dos megaempreendimentos na agricultura de Itagua?-RJ. Entre os objetivos espec?ficos est?o: identificar aspectos multidimensionais no munic?pio de Itagua?, bem como aspectos conceituais norteadores da pesquisa em Pol?ticas P?blicas, Gest?o Social e Desenvolvimento Territorial Sustent?vel; analisar as pol?ticas p?blicas e a??es para agricultura desenvolvidas em Itagua?; elaborar pesquisa de campo identificando os principais atores na Agricultura Familiar, suas a??es e protagonismos; identificar como a Agricultura Familiar de Itagua? vem perdendo espa?o para os megaempreendimentos. Como procedimentos metodol?gicos, foram utilizados: observa??o participante, entrevista com atores, pesquisa documental-bibliogr?fica, pesquisa em sites e an?lise das entrevistas com procedimento de leitura cr?tica dos relatos. Resultados da an?lise da varia??o das ?reas destinadas a plantio de lavouras permanentes, de 1990 a 2012, indicam que o total de ?rea destinada ? colheita em hectares foi reduzido em cerca de 68%. A produ??o de abacate desaparece no referido per?odo enquanto produ??o computada. A produ??o de banana foi reduzida em aproximadamente 66% de ?rea cultivada. Como conclus?es preliminares, nota-se que a falta de regulamenta??o clara do uso do solo provoca a ocupa??o desordenada em todo o munic?pio, afetando a agricultura atrav?s da especula??o imobili?ria, com a transforma??o de ?reas agr?colas em ?reas comerciais, complexos log?sticos e residenciais. Esse cen?rio seria resultante da baixa participa??o da sociedade, falta de canais para gest?o social, falta de controle social e aus?ncia de pol?ticas p?blicas efetivas.

For both analyzed the theoretical dimensions of social management - sociopolitical, economic, organizational and environmental - manifested in organizational practices supportive of economic organization Potiguar West. For the success of the research realized the triangulation involving a combination of quantitative and qualitative methodological approaches. At first the research will use a quantitative approach, from the cluster analysis, to verify the behavior of the sample chosen for this study. In the second stage of the qualitative study was carried out focus group technique (FLICK, 2002) for further analysis of the dimensions of social management on organizational practices supportive of economic organization, related to the principles of Solidary Economy, established in a quantitative approach. In quantitative analysis, the socio-political dimension, it was clear that the more equity instruments of internal and external, from the purposeful living in public spaces, the best monetary results. Another point worth stressing concerns the economic dimension, with the practice reciprocity prevailing in market. Thus, the qualitative approach was possible to understand the processes of exchange of product or service. Rural enterprises surveyed in the allocation of the agro-ecological products have the following scale of priority, sequentially: self-consumption (domestic), market and exchange. The research leads to the fact that training and practices that enhance the socio-political dimension (knowledge, empowerment, sense of belonging) become the guiding principle for the strengthening of the social management in the context of other dimensions, leading to gains sociopolitical, economic, organizational and environmental. Despite the weaknesses found in the organizational dimension and environment, both in a quantitative as in qualitative, we determined that the practices of ESS's Potiguar West incorporate predominantly elements of social management and economic solidarity, with a preponderance of substantive rationality in the primacy of the instrumental. Finally, research has brought information that the participants of the ESS's do not give the money economy primacy in determining social relations, which in turn leads to the confirmation that, in practice the solidarity economy, prevailing the dominance of substantive rationality, as a guide for organizational practices / A quest?o central da pesquisa foi ? busca por dados que ratificassem a teoria e o discurso dos ditos praticantes da economia solid?ria, quando defendem que a racionalidade substantiva deve nortear os princ?pios da economia solid?ria, concebendo a economia espa?o incidental e n?o a primazia na determina??o das rela??es sociais, assim, refletindo na predomin?ncia de dimens?es da gest?o social nas pr?ticas administrativas dos EES s. Para tanto analisei as dimens?es te?ricas da gest?o social sociopol?tica, econ?mica, organizacional e ambiental manifestas em pr?ticas organizacionais de empreendimentos econ?micos solid?rios do Oeste Potiguar. Para o ?xito da pesquisa realizei da triangula??o envolvendo a combina??o de abordagens metodol?gicas quantitativas e qualitativas. Num primeiro momento da pesquisa ser? utilizada uma abordagem quantitativa, a partir da an?lise de cluster, a fim de verificar o comportamento das vari?veis para amostra escolhida neste estudo. Na segunda etapa da pesquisa de car?ter qualitativo foi realizada a t?cnica de grupo focal (FLICK, 2002) para aprofundar a an?lise das dimens?es da gest?o social nas pr?ticas organizacionais de empreendimentos econ?micos solid?rios, relacionadas aos princ?pios da Economia Solid?ria, constatadas na abordagem quantitativa. Na an?lise quantitativa, na dimens?o sociopol?tica, ficou n?tida que quanto mais instrumentos de participa??es internas e externas, a partir da viv?ncia em espa?os p?blicos propositivos, melhores os resultados monet?rios. Outro ponto que merece relevo diz respeito ? dimens?o econ?mica, com a pr?tica reciprocit?rias prevalecendo na comercializa??o. Assim, na abordagem qualitativa foi poss?vel compreender os processos de trocas de produtos ou servi?o. Nos empreendimentos rurais pesquisados a destina??o dos produtos agroecol?gicos tem a seguinte escala de prioridade, sequencialmente: autoconsumo (domesticidades), comercializa??o e troca. A pesquisa leva ao fato de que forma??es e pr?ticas que fortalecem a dimens?o sociopol?tica (conhecimento, apoderamento, senso de pertencimento) tornam-se o fio condutor para o robustecimento da gest?o social no ?mbito das demais dimens?es, conduzindo a ganhos sociopol?ticos, econ?micos, organizacionais e ambientais. Apesar das debilidades constatadas na dimens?o organizacional e ambiental, tanto na abordagem quantitativa como na qualitativa, foi poss?vel constatar que pr?ticas dos EES s do Oeste Potiguar incorporam, predominantemente, elementos da gest?o social e da economia solid?ria, com preponder?ncia da racionalidade substantiva em primazia a instrumental. To identify the Rio neighborhood of Santa Cruz and the city of Itagua? - RJ, before multidimensional aspects (political-institutional, social, environmental, territorial, economic and techno-scientific) exposing socioeconomic inequality through statistical parameters, define the theoretical framework in management Social and social control and multidimensional development, Identify how the instruments of management and social control (associations, councils and civil instruments - master plan, local controllers, courts of accounts, judicial police, public prosecutor, participatory budget - and legal - laws Public financial and general legal norms of social control, constitutionality control) are used by civil society, public authorities and market in the Territory of Mega-enterprises, to evaluate the Territory of Mega-projects under the perspective of Social Management and Social Control and its nexus with development Multidimensional location and dialogic relations. It is supposed that there is an imbalance in the power relations between civil society, public power and market based on investments of the mega-enterprises with no counterparts. Also is assumed that the low participation in the decision-making processes on the installation of companies and institutions in the Territory of the Mega-projects, since this deliberation left only and exclusively of the State. The neglect of the population to participate in the instruments of social control and social management ended up causing the multidimensional impacts verified in the region. The present dissertation has as a methodology a bibliographical analysis of descriptive research, historical and statistical database, field research and social immersion, interviews with local actors from the spheres of civil society, state and market. This dissertation concluded that despite the low social participation in the perception of local actors, social management and social control are actives in the form of existing instruments, such as councils, public agencies or even individual citizens, but without the directives of society itself. / Esta disserta??o tem como objetivo geral mostrar como se manifesta a gest?o social e o controle social como instrumentos nos processos de discuss?o nas esferas p?blicas (Sociedade Civil, Estado e Mercado), no Territ?rio dos Megaempreendimentos, visando o desenvolvimento local. E tem como objetivos espec?ficos contextualizar os locais sob a perspectiva hist?rica e geogr?fica. Identificar o bairro carioca de Santa Cruz e o munic?pio de Itagua? ? A negligencia da popula??o em participar nos instrumentos de controle social e gest?o social acabou por ocasionar os impactos multidimensionais verificados na regi?o. A presente disserta??o tem como metodologia uma analise bibliogr?fica de investiga??o descritiva, base de dados hist?ricos e estat?sticos, pesquisa de campo e imers?o social, entrevistas realizadas com atores locais das esferas da sociedade civil, Estado e mercado. Esta disserta??o concluiu que apesar de verificada a baixa participa??o social na percep??o de atores locais, a gest?o social e o controle social s?o atuantes na forma de instrumentos existentes, como conselhos, ?rg?os p?blicos ou mesmo individualmente nos cidad?os, mas ainda assim sem as diretivas da pr?pria sociedade.
