The production and construction of Xinjiang accomplishing the task of stationing troops for opening up wasteland and guarding the frontier,The formation is the special organization that Its particularity has unique functions in such five respects as economy, the military, politics, culture, society,etc. So formation's special function, Have formed formation's special system, special institutional framework is while fulfilling formation's function, Have become the formation's own contradiction instead, These contradictions have caused the question which the formation develops. The effects of work values on work attitudes--The study of private security guards in the southern part of Taiwan

Abstract The history of Private Security Industry in Taiwan has been twenty-five years till now. Private security guards are not only the major support to governmental police force but also the labor market in demand now in spite of the work force surplus in other industries caused by economic depression. The development of private security industry is still at developing stage so that some organizations¡¦ policies and systems are not complete and sound enough. In addition, the demographics of employees in this industry are different from those in others. Majority of them are low-level educational or unemployed older workers. They chose this low entry-barrier occupation in order to solve economic plight but find no aspiration for or don¡¦t adapt to this position after working for a while. The issues discussed above have been affected private security guards¡¦ job satisfaction and organizational commitment. Few of the foreign and domestic studies on private security industry focused on behavioral issue and were conducted quantitatively. The purposes of this study were to measure work values, job satisfaction and organizational commitment of private security guards and to examine the effect of work values on those two work attitudes. Due to most of private security guards are older workers, in this study age has divided into four categories with the reference of the Bureau of Accounting & Statistics as following: young aged¡]below 25¡^, middle aged¡]26-45¡^, senior aged¡]46-65¡^, and old aged¡]above 66¡^. Data collected from a questionnaire survey of 967 private security guards in southern part of Taiwan was analyzed using the statistical techniques of crosstab, descriptive statistics analysis, T-test, one-way ANOVA, and hierarchical regression. The results indicates: 1.Most of private security guards are reemployed; most of their previous positions are at non-managerial levels; previous tenure are mainly below 15 years; most of them engaged in service industry; the main reason of last separation for all of them was voluntary separation, but for the senior aged it was factory or business shut down; the first reason of present employment is basically to support family economy. 2.Private security guards emphasize most on the work value of ¡§the orientation of organizational security and economy¡¨ but least on ¡§the orientation of stability and free from anxiety ¡¨; they have greatest ¡§intrinsic job satisfaction¡¨ but least ¡§extrinsic job satisfaction¡¨; they have highest ¡§affective commitment¡¨ but lowest ¡§continuous commitment¡¨. 3.The occupation of a private security guard should possesses the work values of higher ¡§orientation of social interaction¡¨ and lower ¡§orientation of stability and free from anxiety¡¨. Employers might take the work values orientation into consideration in the process of recruiting and selecting. 4.Senior aged private security guards have higher affective commitment and normative commitment than the young and middle aged. 5.Among work values, ¡§the orientation of self-realization, the orientation of esteem, and the orientation of stability and free from anxiety¡¨ had significant positive effect on job satisfaction¡F ¡§the orientation of organizational security and economy¡¨ had significant negative effect on job satisfaction; ¡§the orientation of esteem¡¨ has significant positive effect on organizational commitment; ¡§the orientation of social interaction¡¨ had significant positive effect on affective commitment; ¡§the orientation of stability and free from anxiety¡¨ had significant negative effect on affective commitment, but significant positive effect on continuous commitment. Private security company employers might regard these findings as the direction of modifying organization policies to improve employee¡¦s work attitudes. The Study on the Problems Related to the Jurisdiction of Maritime Zone

Maritime law enforcement is the fundamental issue for the national security as well a great component for the social and economic stability. This is the trend of international society, especially on the aspects of the highly advancement of scientific technology and the upward surge of human right. People become non-passive on the carrying-out of .law enforcement without contortion and actively conform to the quality and standard of laws by the institutional performance. It is noted that people have serious considered their individual rights, especially to the limitation or prohibition of their rights after the release of 535 th solution by the grand justice. It is the obligation of law maker or practitioner to carefully examining people¡¦s right. Coast Guard Administration of Executive Yuan is the sole institution responsible for maritime law enforcement. Its maritime law enforcement scope consists of internal waters, the territorial sea, the contiguous zone, the exclusive economic zone, the continental shelf and the high seas. The CGA enforce the laws and conform to not only the nation, but also the international jurisdiction rights. The present study has identified following issues for the improvement of current maritime law enforcement; 1) a lack of proper laws for authoring the coast guard administration on maritime enforcement, 2) a need to revising and formulating the laws related to the tasks of the coast guard institution, 3) a proper law to integrate, reform and unify or amend the laws or acts among the different government departments. 4) the unfitness of the function of 535 th solution to meet with the maritime law enforcement, 5) the problem of penalty and fine on the prohibited waters, 6) the future direction and its capacity for international and cross-channel activities related to cut-down the domestic criminal cases. These issues are imperatively needed to improve the governmental effectiveness on the development of resources and manpower in order to enhance the capability of coast guard institution to apprehend smugglers and arrest sneaking people. Furthermore, the laws shall be able to provide the power to maintain fishery resources, protect sea environment, and perform the safe and rescue on the sea. Thus, the nation can be in competitive pace with the international advanced countries in regard to the law system.

Title: Jaunty Vaasa-lads and lazy boys – a study of masculinity and patriotism in the Civil Guard in Vaasa in relation to the Finnish Civil War of 1918. This paper deals with the subject of expressions of masculinity in relation to patriotism and nationalism as a part of the mobilisation of the so called white side in the Finnish Civil War of 1918. With regards to how this was expressed in the local Civil Guard in the town of Vaasa. The focus   lies on the construction of an ideal masculinity within this specific Civil Guard as expressed            in the Guards own documents of different varieties, during the events in the spring of 1918 and at the one year anniversary of its outbreak. The study is first and foremost based on Joan W. Scott's theory of gender and it's constitutive and interrelated elements, particularly that of culturally available symbols and subjective identities. It also takes into consideration views on masculinity, nationalism, and patriotism as described by George L. Mosse and others. This paper argues that the whites presented a desirable masculine ideal of the ultimate warrior that resonated in different ways in the examined material. This ideal may have been one way to keep mobilising the white forces against the real but also at times exaggerated threat posed by the red forces. There has also been a discussion in earlier research regarding this mobilisation and whether or not the whites mislead the Ostrobothnian volunteers and soldiers into believing that they were fighting russians instead of their own compatriots. This paper has found some evidence of the exaggerated demonization of the reds, and therefore also some tendensies of presenting them as Russians and Bolsheviks. This study has also shown that to be willing to sacrifice oneself for the nation and stand strong against its enemies, both internal and external, seems to have been what the ideal man was perceived to be by the whites in the examined Civil Guard. As well as it was also how he should act if he had the nations best interest in mind and fought for the continued Finnish independence. Šiame darbe pateikti Utenos regiono sąvartynų sutvarkymo ir uždarymo poveikio paviršiniam ir gruntiniam vandeniui tyrimai. Darbe buvo analizuoti 40 didesnių ir mažesnių sąvartynų, esančių Utenos regione ir būsimas regioninis Mockėnų sąvartynas, paviršinio ir gruntinio vandens apsauga. Buvo apžvelgiamos sąvartynų charakteristikos: amžius, sąvartynų plotas, vyraujantys dirvožemiai, atliekos, esančios sąvartynuose, sąvartynų aplinka, vandens apsaugos priemonės įdiegtos sąvartynuose, filtrato cheminė sudėtis. Nustatyta, kad sąvartynuose nėra įdiegtos paviršinio vandens ir filtrato šalinimo sistemos, dugno izoliacijos, vyraujantys gruntai turi gerą filtraciją. Pagrindinis Mockėnų sąvartynas pagal filtratą yra pereinamoje fazėje, turinčioje dar nemažą filtrato užterštumą. / The waste regulative center of the region of Utena was established in 2005. The main purposes of the center were: to solve the problems of treatment regulative and closed landfill impact on the environment. This article describes the regulative of landfill and the closing impact of surface and ground water researches. This article analyses 40 major and lesser landfills, which were established of the region of Utena and the main future landfill of Mockėnai, his surface and ground water protection. The main characteristics of landfill: age, area of landfills, prevailing soils, wastes, which ones are on landfills. The main pollution - filtrate. At landfills aren’t established systems of removal of surface-water and filtrate.

Young men who come to serve in National Defence service every year are physically weaker. Soldier physical training program has to improve their physical qualification necessary for their military-professional activities. Goal of the work. Analyze contents of physical training program of Lithuanian Army MBP “Gelezinis Vilkas” Guard of Honor Company at the time of the service and by means of pedagogical experiment survey its efficiency. 160 mandatory military service soldiers have been surveyed. Physical qualification and physical development were surveyed at the beginning of the service and at the end. It was established that the content of soldier physical training program covering the following sports (track and field athletics, gymnastics, swimming, skiing, combatant self-defence training various motory skills), results of main physical qualities’ improved. At the time of the service soldiers’ results in 100 m. jogging, 3000 m. jogging, bending-stretching hand in lying position, waist bending in seated position improved. Soldiers’ physical development results during time of service did not significantly change. Results of questionnaire survey showed that majority of the soldiers understand the importance of physical training program for their professional military activities and health.

Success factors in information technology projects

Concern for project failures and successes have posed a controversial and much debated topic amongst scholars and practitioners alike. IT projects are no exceptions and they too suffer from a high rate of failure. This research aims to explore the reasons why certain IT projects succeed). Besides its academic importance, the research intends to assess the implications for successful implementation of current and future IT projects. The review of the extant literature reveals the enormity of the challenges involved in minimising or avoiding project failures. Present work is contextualizing these issues in a large national organisation with branches throughout the KSA. The Saudi Arabia constitutes the case study for this research. Qualitative methodology was adopted to generate and collect adequate and relevant data. Main instruments were; Semi-structured interviews involving senior managers in five geographical areas who were involved in the management of the IT projects and selected project documents. Thematic analysis was used and led to emergence of seven main ‘themes’, 19 major ‘issues’, and the construction of the first time generic model for success of IT projects. The core issues identified in the model are: Quality, Time and Cost at three levels; individual, organisation and environment with specific order of importance. The implications of the findings for the theory and practice have been identified. It is also recommended that there is a need for further research into individual and contextual factors that influence both managers as well as the circumstances under which IT projects are implemented.

Physical Fitness in Army National Guard Soldiers and Its Relationship on Utilization of Medical Resources During Combat

abstract: The effects of a long-term combat deployment on a soldier's physical fitness are not well understood. In active duty soldiers, combat deployment reduced physical fitness compared to pre-deployment status, but no similar research has been performed on Army National Guard soldiers. This study is the first to identify physical fitness changes in Arizona National Guard (AZNG) soldiers following deployment to a combat zone and to assess the relationships between physical fitness and non-combat injuries and illness (NCII). Sixty soldiers from the Arizona National Guard (AZNG) completed a battery of physical fitness tests prior to deployment and within 1-7 days of returning from a 12-month deployment to Iraq. Pre and post-deployment measures assessed body composition (Bod Pod), muscular strength (1RM bench press, back-squat), muscular endurance (push-up, sit-up), power (Wingate cycle test), cardiorespiratory fitness (treadmill run to VO2 peak), and flexibility (sit-and-reach, trunk extension, shoulder elevation). Post deployment, medical records were reviewed by a blinded researcher and inventoried for NCII that occurred during deployment. Data were analyzed for changes between pre and post-deployment physical fitness. Relationships between fitness and utilization of medical resources for NCII were then determined. Significant declines were noted in mean cardiorespiratory fitness (-10.8%) and trunk flexibility (-6.7%). Significant improvements were seen in mean level of fat mass (-11.1%), relative strength (bench press, 10.2%, back-squat 14.2%) and muscular endurance (push-up 16.4%, sit-up 11.0%). Significant (p < 0.05) negative correlations were detected between percentage change in fat mass and gastrointestinal visits (r = -0.37); sit-and-reach and lower extremity visits (r= -0.33); shoulder elevation and upper extremity visits (r= -0.36); and cardiorespiratory fitness and back visits (r= -0.31); as well as behavioral health visits (r= -0.28). Cardiorespiratory fitness changes were grouped into tertiles. Those who lost the greatest fitness had significantly greater number of NCII visits (8.0 v 3.1 v 2.6, p = .03). These data indicate a relationship between the decline in cardiorespiratory fitness and an overall increase in utilization of medical resources. The results may provide incentive to military leaders to ensure that soldiers maintain their cardiorespiratory fitness throughout the extent of their deployment. / Dissertation/Thesis / Ph.D. Exercise and Wellness 2011
