Investimento estrangeiro direto e inovação: um estudo sobre ramos selecionados da indústria no Brasil / Foreign direct investment and innovation : a study of selected sectors of Brazilian industry

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / A partir da década de 90, a economia brasileira passou por reformas estruturais e liberalizantes, além de intensa interncaionalização produtiva. Este trabalho explora em que extensão a maior participação de IED ajudou ou inibiu o processo de mudança estrutural na indústria, analisando a existência ou não de transbordamento -spillover- de produtividade a partir da presença de empresas transicionais no período de 1998 a 2003 nas cadeias de produtos elétricos, de produtos eletrônicos, de automóveirs, de produtos farmacêuticos e de óleos vegetais. Para isso, foi realizada uma análise realizada neste trabalho indicou a existência de vantagens competitivas, em termos de produtividade, das ETNs aqui instaladas em relação às empresas domésticas. Esse diferencial de desempenho, no entanto, não se mostrou uma fonte de transferência de conhecimentos tecnológicos que pudesse refletir em ganhos de produtividade para as empresas fornecedoras domésticas. Revelou, além disso, que os efeitos sobres as cadeias produtivas são heterogêneos e que o seu conhecimento pode servir de referência para formulação de instrumentos de política industrial. E apontou que há necessidade de explorar resultados a partir de dados básicos para períodos mais longos e de multiplicação de estudos de caso de setores e firmas. / During the 90s, Brazilian economy has passed through structural and liberalizing reforms, besides an intense productive interntionalization. This study explores to what extent FDI helped or hindered those structural changes in industry, analyzing whether positive (or negative) productivity spillovers arose from the presence of TNCs affiates between 1998 and 2003 in some selected industrial chains, as manufacture of pharmaceuticals and manufacture of vegetable oils. The analyzis, based on firm-level data from industrial firms and panel data tchniques, produces evidences consistent with TNCs affilates having higher productivity levels than domestic firms. However, this ackowledge may serve as instruments for industrial policies. At last, the analysis points for the importance of exploring data for longer period of time and of multiplying specifc studies of sectors and firms.

Simulátor průmyslové komunikace standardu IEC 61850 / IEC 61850 industrial communication simulator

This thesis is focused on IEC 61850 communication protocols SMV, GOOSE and MMS and their implementation in SCADA systems. There is a simulator, run on Raspberry Pi, that generates data according to IEC 61850 and transmits the data using protocols in question. The simulation consist of various virtual devices e.g. surge protection, undervoltage protection, circuit breaker, disconnector, HMI. The MMS protocol is used for station control. Simulation can be user-defined from textual configuration file.

The work deals with communication protocols of the IEC 61850 standard. The protocols GOOSE (Generic Object Oriented Substation Events), SMV (Sampled Measured Values) and MMS (Manufacturing Message Specification) are described. The protocols are used to create a simulation network, which is described in this work. The simulation network is created in the OMNeT ++, program installed in the Ubuntu virtual environment.

Locating Unknown Wireless Devices Using Stimulated Emissions and the Fractional Fourier Transform

Unknown wireless devices that use receiver architectures with a mixer may be detected and located using stimulated emissions. Transmitting a known stimulation signal and correlating leaked mixer products allows measurement of the TOF and thus range. The FRFT improves the detection of the stimulated emissions by compressing the energy of the stimulated emissions to a single axis value. The stimulation signal has many parameters that may be optimized for maximum detection distance or minimum range error or somewhere in between. The primary limiting factor for the parameters is the processing time, as the algorithm to compute the discrete FRFT is computationally intensive at the time of this report. The tests performed in this investigation achieved 45+meters detection distance with < 3 meters of range error, with potential for farther detection distance.

Detecting Suspicious Behavior with Low-Cost Sensors

A proof of concept is created that demonstrates how low-cost sensors and a simple software solution can be used to proactively detect IED placement. The main goal is to detect suspicious behavior; Specifically we derive requirements that loitering, meandering, improper location and object placement shall be detected. Current methods being used to detect Improvised Explosive Devices (IEDs) are costly in terms of equipment and risk to life, and many are retroactive; IED detection occurs long after explosives are placed. A prototype system is explored with the quality attributes of being low-cost, proactive and using simple software methods. A wireless sensor network of simple sensors may alert authorities to people in the act of placing IEDs. Previous work with Crossbow Motes showed that a network of infrared motion sensors can be used to detect loitering. In this prototype nine other sensors are reverse engineered to determine their true operating specifications. Then a prototype sensor network is developed to explore which low-cost sensors can be used to detect suspicious behavior. The results indicate that five low-cost sensors are effective in detecting suspicious behavior: infrared motion, infrared distance, light, force sensors and pressure sensors meet our requirements.

Este trabalho tem por objetivo analisar o federalismo brasileiro e a Guerra Fiscal como produto de sua dinâmica. Contribui com a discussão dos aspectos políticos e territoriais presentes no federalismo brasileiro que tenham rebatimento imediato na Guerra Fiscal, em contraposição à idéia corrente de enfraquecimento dos Estados, fim das fronteiras e desregulamentação da economia, em grande medida propagada pelo pensamento Neoliberal. Sistematiza, em meio a uma diversidade de arranjos de governos sob este regime, um modelo mínimo comum de características a todas as federações, incluindo os problemas gerados pela sobrerrepresentação das unidades federadas e o princípio da autonomia e governo descentralizado. Traça um panorama do federalismo político brasileiro e suas etapas, desde sua formação à atualidade: da formação do federalismo brasileiro até o Estado Novo, o curto período que vai do Estado Novo até o início da Ditadura Militar, entre 1945-64, do declínio do regime autoritário até a Constituição de 1988, e o federalismo, a partir da Constituição de 1988. Concomitantemente ao desenvolvimento do enfoque político do federalismo, é feita a análise do federalismo fiscal desde a Constituição de 1891 até o reforma tributária de 1966, desta reforma até a Constituição de 1988 e deste período à atualidade, passando pela descentralização de receitas e a abordagem do papel do ICMS na Guerra Fiscal. It contributes to the discussion of political and territorial aspects which are present in the Brazilian federalism and that have immediate reflection in the fiscal war, opposite to the current idea of weakening of the federal States, end of boundaries, and deregulation of the economy, in great extend diffused by the Neoliberal ideas. It systematizes, amongst diverse patterns of governments under that regimen, a minimum common model of characteristics to all federations, including the problems generated by the overrepresentation of the federal units and the premise of autonomy and decentralized government. It elaborates an overview of Brazilian political federalism and its stages, from its beginning to current days: from the beginning of Brazilian federalism to Estado Novo, the short period of time that goes from Estado Novo up to the beginning of the military dictatorship, between 1945 and 1964, from the decay of the authoritarian regimen up to the 1988 Constitution, and the federalism, from the 1988 Constitution on. Parallel to the development of federalisms political focus, the analyses of fiscal federalism is made, from the 1891 Constitution up to the tributary reform in 1966, from that reform up to the 1988 Constitution, and form that time up to current days, going through income decentralization and the approach to the role of ICMS (Imposto sobre Circulação de Mercadorias e Serviços Products and Services Circulation Tax) in fiscal war. It elaborates an overview of the historical and political picture in which fiscal war is inserted in our present world that, under the protection of globalization and Neoliberalism, proposes the progressive decrease of the States interference in economy weighing importance to the presence of IEDs (Investimentos Externos Diretos Direct Foreign Investment) around the world and specially its behavior in the national territory; and, finally, to understand more fully the importance of the territorial elements to the existence and reproduction of fiscal war. That integrated study, that takes into account the political, economic, historical and geographical aspects, is essential to determine the importance of territorial incentives for the investment disputes by the federal units, taking into account the overestimated importance that the current literature, that deals with federalism and fiscal war, gives to fiscal incentives, the genesis and reproduction of disputes for industrial plants by federal units.

This thesis is focused on testing of communication protocols IEC 60870-5-103 and IEC 60870-5-104. Theoretical part of the thesis describes basic principles, services and possibilities of both communication protocols. Practical part of the thesis deals with configuration of the IEC 60870-5-103 communication standard of protective terminal REF630. PCVDEW6 tool was used to test this communication protocol. Next part of the thesis is focused on convertion of the communication standard IEC 61850 to IEC 61870-5-104 using control system COM600. The testing of both communication protocols was carried out in the laboratory of the protection relays on the testing panels at ABB Brno.

This Diploma thesis deals with the system for protection and remote control for MV switchgear by using protection relays with communication protocols PROFIBUS and IEC61850. The first part represents a theoretical introduction to points at issue. In the first part, the reader will get conceived with the communication standard IEC61850 and its typical architecture for MV switchgear, and also with data model based on this standard. Second part discusses the PROFIBUS communication protocol. In this part, the reader can acquire information about transmit technology and communication protocol for PROFIBUS. Last part of this theoretical chapter contains an overview on the MODBUS communication. The second part deals with the description of protection relays, which were used for the purposes of this thesis. In the first subchapter, the reader can learn about the REM620 from ABB Company, its configuration and cooperation with IEC61850 standard. Second subchapter describes the HMS Anybus communication converter. The reader will get further knowledge about description of this device and how to configure the communication protocols. In last subchapter, a description of protection relay SIPROTEC 7SJ64 produced by Siemens company is explained. With the third part starts the practical work within this thesis with protection relays. This chapter is divided into two parts; each describes different system with using the protection relays. First system contains ABB REM620 relay and HMS Anybus converter. By converting MODBUS protocol with the Anybus converter, the REM620 can be connected to PROFIBUS network. This part includes the configuration of REM620 and Anybus converter, the engineering of MODBUS and PROFIBUS protocols and testing various signals in those networks. The second system contains Siemens SIPROTEC 7SJ64 and ethernet switch. This subchapter deals with the preparation of configuration for SIPROTEC 7SJ64 and the engineering for IEC61850 communication. This part finishes with the comparing of both systems on the engineering bases. The last part of this thesis is about working with the LabVIEW instrument. Within this part, the software emulation of protection relay was made. The program offers to the user the possibility of setting input parameters as the effective values of current and voltage, the frequency and the current phase shift. Also the user can set the thresholds for protection functions, such as the Overcurrent, the Voltage and the Frequency protection. As last one, the Phase unbalance protection for the current phases is present.
