The nature and extent of intra-industry trade in South Africa

Intra-industry trade occurs when goods from the same industry category are both exported and imported. Types of intra-industry trade are identified, and theoretical models of intraindustry trade under conditions of imperfect competition are examined. The results of thirtyseven empirical studies on the determinants of intra-industry trade are analysed. Methods of measuring intra-industry trade and marginal intra-industry trade are discussed, and various measurement problems are dealt with. The extent of intra-industry trade in South Africa in 1992 and 1997 is measured, using the Grubel-Lloyd and Michaely indices. The BrUlhart indices are applied to measure marginal intra-industry trade. South Africa has a relatively low and stable level of intra-industry trade in manufactured goods: the GrubelLloyd index for 1997 is calculated to be 37 per cent. / Economics and Management Sciences / M.Com. Kartelizace chmelařství v Českých zemích, 1890-38 / The Emergence of Cartels in the Czech Lands Hop Production, 1890-38

In the 19th and 20th centuries, the Czech lands were among the largest hop-growing regions in the world. Hop products became, in the interwar period, one of the crucial agricultural export goods of the Czechoslovak economy. This study aims to draw attention to the process of emergence of cartels in this particular branch of agricultural production. It traces the attempts to organize the industry by means of cartels from their very beginning in the late 19th century until the dissolution of Czechoslovakia in 1938. As a point of departure, it takes the assumption shared by many theoreticians of industrial organization who argue that the given structure of the industry to some extent pre-determines the ways how the cartels emerge and the particular forms they assume. These institutions, however, might in turn reshape the structure of the industry. The analysis indicates that the cartels in the hop industry were essentially 'children of opportunity' and their emergence was rarely correlated with an economic crisis. Even though the industry gave rise also to international collusive structures, the cartels in the hop industry were essentially unstable and weak and in most cases, the attempts to create them failed. Cette thèse couvre deux sujets : le dessin des permis à polluer et la gestion des déchets. Le premier chapitre analyse la mise en œuvre des permis à polluer. Le chapitre se concentre sur les impacts de la distribution liés à la sévérité de l’allocation gratuite basée sur la production courante quand deux secteurs sont couverts par le marché des permis et le plafond reste constant. Un nouveau type d’augmentation des profits dans les secteurs qui ne sont pas exposés à la concurrence internationale a été démontré théoriquement. Le deuxième chapitre traite la question de la différenciation de l’allocation des permis dans les différentes régions, liée à la possibilité des entreprises à délocaliser. Les conditions dans lesquelles le bien-être décroît avec la délocalisation sont déterminées. Dans ce cas, des distributions gratuites de permis peuvent être utilisées pour éviter la délocalisation des entreprises. Le troisième chapitre compare l’efficacité des programmes de la responsabilité élargie du producteur (REP) avec l’efficacité d’une ex-ante taxe. La taxe permet plus de flexibilité ex-ante quant aux conditions du marché, mais la REP permet plus d’adaptation ex-post aux réalisations des coûts. Ainsi, l’efficacité relative de la REP augmente avec l’incertitude des coûts et la compétitivité du marché. / This thesis covers two subjects. One is the design of pollution permits and the other is the waste management. The first chapter analyses the implementation of pollution permits. It focuses on the distributional impacts linked with the stringency of output-based allocation,when two sectors are covered by the market for permits and the total cap is held constant. Theoretically demonstrated is a new type of profit increase in sectors that are not exposed to international competition. The second chapter addresses the issue of differentiating permit allocation across areas, this being linked to the possibility of firms to relocate. The conditions under which welfare decreases with relocation are determined. In such a case, free allowances may be used to prevent firms from relocating. The third chapter compares the efficiency of extended producer responsibility (EPR) programs and the efficiency of an ex-ante tax. The tax allows more ex-ante flexibility regarding market conditions, but the EPR allows more ex-post adaption to cost realizations. As a result, the relative efficiency of the EPR increases with uncertainty of the costs and competitiveness of the market.

Diese Dissertation befasst sich in drei voneinander unabhängigen Kapiteln mit dem Forschungsfeld des ökonomischen Designs. Das "Design" von Situationen wirtschaftlicher Interaktion hat zum Ziel, den Verlauf und das Ergebnis der jeweiligen Interaktion zu steuern. In dieser Arbeit werden mathematisch-theoretische "Designs" zum einen formal entwickelt und diese zum anderen durch politische oder soziale Institutionen realisiert. Das erste Kapitel thematisiert die Implementierung von Sozialwahlfunktionen in einem kollusiven Umfeld. Es wird gezeigt, wie die gezielte Schaffung von asymmetrischer Information zwischen den kolludierenden Parteien deren Koordination erschweren und die Implementierung erleichtern kann. Im zweiten Kapitel wird dieser Ansatz im Kontext der Bestechlichkeit bei Finanzaudits angewendet. Korruption kann verhindert werden, wenn der bestechliche Akteure eine Warnung über anstehende Kontrollen erhält, nicht jedoch der bestechende Akteur. Das dritte Kapitel wiederum untersucht "Design" in Form von Markt- und Wettbewerbsregulierung. Eine Beschränkung des Wettbewerbs - durch eine Begrenzung der Zahl miteinander konkurrierender Firmen - kann entgegen der ökonomischen Intuition wohlfahrtsoptimierend sein. / This thesis contributes to the field of economic design in three independent chapters. Taking the perspective of a "designer", it derives formal solutions in the framework of economic theory and suggests political as well as social institutions to put these solutions to practice. The first chapter employs mechanism design to mitigate the problem of collusion. It shows how the implementation of social choice functions can be achieved by introducing asymmetric information into a system prone to collusion. In the second chapter, this methodology is applied to the context of corruption in auditing. Bribery is impeded by selectively warning one - and only one - of the corruptive parties about upcoming inspections. Finally, the third chapter studies market regulation as a means of "design". Contrary to economic intuition, it may be beneficial in terms of welfare to limit competition by restricting the number of firms allowed to enter a market.
