O presente estudo se propõe a investigar os efeitos da Lei 12.485 para o mercado e para a cadeia produtiva audiovisual no país. Esse marco legal, em vigor desde setembro de 2011, regulamenta a entrada das empresas de telefonia no setor de televisão a cabo e regula a veiculação de conteúdos na TV por assinatura. Os mecanismos de fomento presentes no seu texto estabelecem cotas para a produção independente e cotas de canais brasileiros no pacote das operadoras. Ao promover o acesso à informação e dar voz a diferentes agentes, a \"Lei da TV Paga\" têm como objetivos promover o interesse público e regular o mercado de TV por assinatura. Tendo em vista o cenário das novas atribuições da Agência Nacional do Cinema no que se refere à regulação da televisão segmentada e o ingresso de novos agentes no mercado de produção audiovisual (teles e Anatel), pretende-se investigar os impactos econômicos na configuração de novos agentes e a redefinição de demandas e ofertas após a implementação, no período de 2012 a 2014. / This Dissertation examines the effects of Law 12,485 for the consumption market and the audiovisual production and value chains in Brazil. This legal framework, in force since September 2011, regulates the entry of telephone companies into the cable television market segment and regulates the placement of content on cable television. The support mechanisms are leveraged by quotas for independent production and Brazilian channels in the package offered by operators. To promote access to information and give voice to different agents, the \"Pay TV Law\" plans to promote public interest and to regulate the TV market. Given the new powers of the National Film Agency (ANCINE) with respect to the regulation of segmented television and the entry of new players in audiovisual markets (telcos and Anatel), we intend to investigate economic impacts in the new regulatory setting as well as the emergence and strategies of agents as stakeholders in the redefinition of agendas after its implementation, in the period 2012-2014.

A pesquisa teórica e a análise comparativa revelam outros aspectos que foram explicitados com a aplicação de alguns conceitos da gramática tensiva de Claude Zilberberg. Condensadas no Quadro de Categorias, as práticas e estratégias de HayMotivo.com serviram de alicerce para nosso exercício prático, a produção do docweb experimental Brincadeira de criança, publicado no Youtube.com, que representa o resultado principal de nossa pesquisa: a passagem da teoria à prática. / This work analyses the collection of videos HayMotivos.com, defined as an online documentary (docweb), from the concept and historical approach of documentary as a genre, its boderline with fiction cinema and its migration to the web environment. After it is described and contextualized, HayMotivo.com is analyzed in a comprehensive perspective, through the use of the generative process of the expression plan, by Jacques, Fontanille, which allows to make explicit the integration of the levels of semiotic pertinence, emphasizing the support-object (internet) as the practices and strategies (audiovisual techniques used). Once it has been proved that HayMotivo.com represents a new practice for the production of documentaries in the web, we chose four vídeos, corpus of this research, to analyze in an enclosed perspective: Español para extranjeros, Soledad, Kontrastasun and Catequesis. The use of generative process of the content plan, by A. J. Greimas, allows for a finer analysis, by evidencing recurring semes and deep level oppositions, actant roles and value objects in the narrative level and the pictures, thermes and enunciation marks and simulacrum, in discourse level. Thje theoretical research and the comparative analysis revealed other aspects which have been explicated through the use of some concepts of the tensive grammar by Claude Zilberberg. Condensed in the Category Table, the practices and strategies of HayMotivo.com served as basis for our practical exercise, the production of the experimental docweb Brincandeira de criança (Child play), published on Youtube.com, which represents the main result of our research: the passing from theory to practice.

Changing labor, land and social relations on commercial farms: a case study from Limpopo, South Africa

Magister Philosophiae (Land and Agrarian Studies) - MPhil(LAS) / Over the past fifteen years, the South African government has extended various land, labour and social rights to farm workers, ranging from provisions of basic labour rights in 1993 to the minimum wage in 2003. Literature suggests that social relations on commercial farms do not remain static in the context of policy changes. This thesis sets out to understand the ways in which social relations have or have not changed, on one commercial farm in Limpopo province, South Africa, and to establish factors that impede or promote such change as well as the consequences for farm workers’ daily lives. Drawing from the interpretive and critical social science philosophical perspectives, the thesis adopts a qualitative research methodology that takes into consideration the experiences and perceptions of farm workers, farm managers, the farm owner and key informants from government institutions and civil society. At a theoretical level the study is informed by four paradigms namely: the materialist perspective; the total institution thesis; paternalism; and structuration theory. It considers three overlapping conceptual models of understanding relations between farm owners and farm workers namely the welfarist, workerist and transformative models. The paper argues that, in the past decade, the extension of farm labour and tenure laws to the farm sector has eroded the welfarist relations between the farm owner and farm workers. There is now a rise in workerist relations in a context of unequal power relations tilted in favour of the farm employer. The thesis concludes that in order to adequately understand land, labour and social relations, one has to consider the politics of land ownership as well as the politics of agricultural capitalist employment.

Esse caráter regional da produção e da exibição é raro na história da relação entre televisão e produção independente no Brasil e torna-se oportunidade singular para se analisar o efeito que a descentralização pode provocar na produção audiovisual do país, no que se refere às categorias temáticas e às características estilísticas dos documentários produzidos em cada estado. Ao detalhar o funcionamento do DocTV - suas ações, metas e resultados -, verifica-se o papel ainda pouco definido da TV pública no Brasil e a vulnerabilidade de programas instituídos na esfera pública, que se tornam sujeitos a interrupções por governos que se sucedem. O estudo traça ainda um painel comparativo da relação entre produção independente e televisão em outros países e no Brasil. / A study of independently produced documentaries on Brazilian television, analyzing the DocTV Program, a project created and carried out since 2003 by the Audiovisual Secretariat - subordinate organ of the Brazilian Ministry of Culture. Documentaries on DocTV are produced in each state and exhibited on the national network by way of public stations. This regional character in their production and exhibition is rare in the history of relationship between television and independent production in Brazil, and thus presents a unique opportunity to analyze the effect that decentralization can incite within the country’s audiovisual production, in regard to the thematic categories and stylistic characteristics of the documentaries produced in each state. In detailing the operations of DocTV - their actions, goals and results - the role of public television in Brazil, and the vulnerability of programs instituted in the public sphere, are still poorly defined, as they become subject to disruption by successive governments. This study outlines a panel comparing the relationship between independent production and television in foreign countries and in Brazil.

From Low Budget to Big Business : Releasing Strategies for Indeoendent Films and Industry Division

The objective of this thesis is observing the process of launching the small independent movie in the context of big film industry and its hegemony. We will observe the differences between low budget, independent, the auteur film and well known ’blockbuster' entertainment cinema products. In the analysis, we will not focus on the creative aspects of preproduction and production - such as script writing, film directing, casting, photography, and production design. We will observe the film from the pragmatic point of view in postproduction, film placement and distribution, from the last clip to the first introduction to the audience at film festivals. The complexity of the task is to make a distinction between defining free, independent, auteur film as a piece of art and expression, and everything else that auteur film is not, despite the pragmatism in realisation of each film.  This research will focus on film as art and as a sum of artistic teamwork, following its marketing and placement. Our aim is to find the factors that influence the success of launching low budget films of the independent film production in the US.  Analysing the literature and researching the adequate examples, accomplished results will give us an idea of forming a pattern or directions for successfully launching an Independent film in the US film market.  The example given in this paper is the authors' low budget film Boys Don't Cry(1999)produced by Chrisitne Vachon, where we can clearly analyse the way of developing of the film and postproduction activities of the producer, from the utmost postproduction margin, to winning an Oscar for the best female role by Hilary Swank, in the year of 2000. This film was chosen as an example in this thesis for being a successful low budget film with a strong women's author's identity, which finds its path in media from a marginalized queerfilm to a highly ranked film with great market placement. We pay special attention to an important detail - that women are in the role of the director and the producer.

This dissertation interrogates the representation of SiSwati programming (a minority language) on SABC 1 It critically analyses the statutory provisions in place for language parity and utilises hegemony as the theoretical framework for understanding the concept of language parity in the South African broadcasting landscape. To the researcher’s knowledge, there is limited information pertaining to this particular research topic however, most of the previous literature refers to all eleven official languages and not SiSwati specifically. Hegemony, a strand of critical theory as developed by Antonio Gramsci, will serve as the theoretical base of this study. This study falls within the framework of qualitative research. An extensive literature study of various sources and a content analysis of the relevant legislative documents form the basis of the research. SABC TV is positioned in a highly competitive, multi-channel market environment with powerful social, political and economic forces to contend with, this makes it difficult for SABC TV to fulfil its mandate of treating all eleven official languages equitably, hence languages such as SiSwati are underrepresented on national television.
