Multi-Jurisdictional Tax Incentives and the Location of Innovative Activities

In this dissertation, I explore the effect of tax incentives on where U.S. multinationals decide to locate their innovative activities worldwide. Research and development (R&D) tax incentives offered by foreign countries and differences between U.S. and foreign tax rates provide opportunities that may influence where multinationals decide to locate their innovative activities. Using firm-level patenting data that identifies the country-specific location of innovations from 1986 to 2000, I examine the relation between innovative activities performed in a foreign country and these tax incentives using the Heckman (1979) two step estimation approach. I find evidence that the foreign percentage of innovative activities is associated with the attractiveness of foreign R&D tax incentives and with an increase in the effect of U.S. R&D allocation rules. In addition, the results suggest that firms in excess foreign tax credit positions decrease the amount of R&D activities in a foreign location with increased foreign tax rates, consistent with income shifting incentives. In contrast, I find that the firms in deficit foreign tax credit positions increase their foreign R&D activities with increasing foreign tax rates. This study is the first to examine and provide evidence of the influence of foreign R&D tax incentives and income shifting incentives on a U.S. multinational’s decision on where to locate R&D activities.

It was possible to detect the elements that characterize innovation manifested more intensively in the segments of herbal & phytocosmetic than in the food & beverage. Through the analysis of the information collected could also be concluded that the innovative environment for these organizations begins to gain a little more robust, evidenced when observing the articulation of most businesses with ICTs and business support agencies. In some cases, this relationship seems to be more synergistic, in others not so much, but it was important to note that there is a search for such cooperation. The concern and interest of businesses in herbal & phytocosmetic in competing bids to grant and effort that has been done to innovate through access to foundations and funding reveals a new setting for these organizations. This suggests that the availability of government resources, continuously, and the development of programs that encourage interaction between universities and the private sector can stimulate the emergence of new companies in these segments. From these findings it was possible to detect the existence of "innovative activities" in companies considered that, although one can not say that they form a cohesive and effective in each of them, can serve as a basis for guiding policies to encourage development segment of food & drinks and herbal & phytocosmetic. / Foi objetivo desse projeto, avaliar a dinâmica da inovação em bionegócios na cidade de Manaus, nas empresas de alimentos & bebidas e fitoterápicos & fitocosméticos, a partir da investigação das suas práticas, com base na realização de entrevistas estruturadas. Foi possível detectar que os elementos que caracterizam a inovação se manifestam de forma mais intensa nos segmentos de fitoterápicos & fitocosméticos, do que nos segmentos de alimentos & bebidas. Pôde-se concluir também que o ambiente inovativo para essas organizações começa a ganhar um pouco mais de robustez, fato evidenciado quando se observa a articulação da maioria das empresas com Instituições de Ciência e Tecnologia (ICT‟s) e com órgãos de apoio empresarial. Em alguns casos, essa relação parece ser mais sinérgica, em outros casos nem tanto, porém é importante notar que há uma busca por essa cooperação. A preocupação e o interesse das empresas de fitoterápicos & fitocosméticos em concorrer à editais de subvenção e o esforço que tem sido feito para inovar por meio do acesso a fundações que disponibilizam recursos para as atividades de inovação e ainda a utilização de recursos financeiros próprios, revela um novo cenário para essas organizações. Isso sugere que a disponibilidade de recursos governamentais, de forma contínua, e o desenvolvimento de programas que estimulem a interação entre universidades e a iniciativa privada, podem estimular o surgimento de novas empresas nos referidos segmentos. A partir dessas constatações pôde-se detectar a existência de atividades inovativas no grupo de empresas examinado que, embora ainda não se possa afirmar que formem um conjunto articulado e eficaz em cada uma delas, podem servir de base para orientar políticas de incentivo e estratégias empresariais necessárias ao desenvolvimento do segmento de alimentos & bebidas e fitoterápicos & fitocosméticos.

It is based on the evolution of the innovation theory from the Schumpeter postulates reflected in major evaluation models of the innovation process, as manuals Oslo and Bogotá, among others, and PINTEC - Technological Innovation Research. The method used for the study is the multiple cases study and the data collection instrument is field research by questionnaire, unstructured interview and document analysis, with managers and incubated companies. Based on the findings obtained from the survey, it was found that incubators are similar in the management of the majority of the innovative activities. However, time factor and laboratory use are the factors that stood out the differences between them. There was a need to create mechanisms to monitor the enterprises in order to detect their specific needs to manage the innovative activities, thus, accelerating the innovative process of the incubated enterprises, such as training, consulting, interactions with institutions and research centers, access to markets, support the preparation of projects for access to foment publishing, greater access to laboratories and therefore accelerate the innovation process of companies incubated. / O presente trabalho trata da realização de um estudo sobre a avaliação das atividades inovativas das incubadoras de empresas, em Manaus, na criação de um ambiente que favoreça a gestão da inovação das empresas, na busca de maior competitividade. Baseia-se na evolução da teoria da inovação, desde os postulados de Shumpeter, refletida em importantes modelos de avaliação do processo inovativo como os Manuais de Oslo e Bogotá, entre outros. O método utilizado é um estudo de múltiplos casos e o instrumento de obtenção de dados é de pesquisa de campo por meio de questionário, baseado na Pesquisa de Inovação Tecnológica PINTEC, entrevista não estruturada e análise de documentos, referentes ao estudo, com gestores e empresas incubadas. Com base nas conclusões obtidas com a pesquisa, verificou-se que as incubadoras são similares na gestão da maioria das atividades inovativas. Entretanto, os fatores tempo de criação da incubadora e uso de laboratório pelas empresas, no estudo de novas descobertas, são os que mais se destacaram nas diferenças entre elas. Observou-se uma necessidade de criar mecanismos de acompanhamento das empresas a fim de detectar suas necessidades específicas para realizar a gestão das atividades inovativas, tais como: capacitações e treinamentos específicos, consultorias, interações com Instituições e Centros de Pesquisa, acesso a mercados, apoio na elaboração de projetos para acesso a editais de fomento, maior acesso a laboratórios e, por conseguinte, acelerar o processo inovativo das empresas incubadas.

Inovação e desenvolvimento regional no Brasil : indicadores de desempenho e mecanismos de financiamento

The innovation and the technological progress are considered fundamental themes for economic development of the country, being directly related to increased firms competitiveness. This is reflected even when the subject involves regional development, with implications for productivity and firms performance. Considering the high financial costs and the risks and uncertainties inherent in the innovation process, it is essential to observe financing policies required in this process, particularly with the participation of public funding agencies. In Brazil, these policies are consolidated from the “Lei de Inovação (nº 10.973/2004)”, the “Lei do Bem (nº 11.196/2005)” and the new legal march in Science, Technology and Innovation (nº 13.243/2016), seeking provide a favorable environment for innovation and scientific and technological research in the national and regional productive system of the country. This study aimed to analyze the evolution of technological innovation and public funding to regional innovation activities. For this, a descriptive statistical analysis of the performance of innovative indicators was carried out, from the data provided by the Technological Innovation Research (PINTEC) – editions in 2005, 2008 and 2011 – the National Institute of Industrial Property (INPI), the Funding of Studies and Projects (FINEP) and the National Bank for Social and Economic Development (BNDES), covering the period 2005-2014. The results confirm the positive evolution of Technology innovation in all regions of Brazil - as the number of beneficiary firms and the volume of funds granted - but the data indicate a higher concentration of public resources for innovation in the Southeast region, followed by the South region, representing a percentage of approximately 90% of the total invested in Brazil, showing that, in general terms, the innovation support policies were not able to reverse the clear regional concentration, with significant continuity of these initiatives focused on expanding opportunity for regions least developed in the country. / A inovação e o avanço tecnológico são considerados temas fundamentais para desenvolvimento econômico do país, estando diretamente relacionados ao aumento da competitividade das empresas. Isso se reflete inclusive quando a temática envolve o desenvolvimento regional, com implicações sobre a produtividade e o desempenho das empresas. Considerado os altos custos financeiros, bem como os riscos e incertezas inerentes ao processo de inovação, é fundamental observar as políticas de incentivos requeridas nesse processo, sobretudo com a participação de agências públicas de fomento. No Brasil, essas políticas são consolidadas a partir da Lei de Inovação (nº 10.973/2004), da Lei do Bem (nº 11.196/2005) e do novo marco legal da Ciência, Tecnologia e Inovação (nº 13.243/2016), que buscam proporcionar um ambiente favorável à inovação e à pesquisa científica e tecnológica no sistema produtivo nacional e regional do país. O presente estudo tem como objetivo analisar, em nível regional, a evolução da inovação tecnológica no Brasil, a partir dos indicadores de desempenho das empresas inovadoras, bem como do financiamento público às atividades inovativas. Para isso, foi realizada uma análise estatística descritiva desses indicadores, a partir dos dados disponibilizados pela Pesquisa de Inovação (PINTEC) – nas edições 2005, 2008 e 2011 – pelo Instituto Nacional da Propriedade Industrial (INPI), Financiadora de Estudos e Projetos (FINEP) e Banco Nacional de Desenvolvimento Econômico e Social (BNDES), contemplando o período de 2005 a 2014. Os resultados comprovam a evolução positiva da inovação tecnológica em todas as regiões brasileiras – quanto ao número de empresas beneficiadas e ao volume de recursos concedidos –, porém os dados apontam maior concentração de recursos públicos para inovação na região Sudeste, seguida da região Sul, representando um percentual de aproximadamente 90% do total investido no Brasil, evidenciando que, em termos gerais, as políticas de apoio à inovação não foram capazes de reverter a evidente concentração regional, sendo relevante a continuidade dessas ações com foco na oportunidade de expansão para as regiões menos desenvolvidas no país.
