Förutsättningarna för introduktion av nyanlända flyktingar på arbetsmarknaden

<p>The purpose of our thesis is to understand the opportunities and obstacles that administrators in the municipalities and work intermediaries in Halland experience in their work with the introduction of newly arrived refugees in the labor market. In this study we have done 8 qualitative interviews with employees in the municipality and the employment in work intermediation in Halland to illuminate the underlying factors of why the report "A lost year" of the Swedish Integration Board shows that few newly arrived refugees get a job in the first year after they have been received a residence permit.</p><p>The study showed that newly arrived refugees have it more difficult to be introduced in the labor market in Sweden. The underlying causes of the situation are many, according to those interviewed. Knowledge in the Swedish language is most important for the introduction of the newly arrived refugees'. Other factors that affect the newly arrived refugees’ opportunity to be introduced in the labor market are the discrimination that exists in society. There are also individual and cultural differences between the newly arrived refugees that affect their chance of getting a job in Sweden.</p>

Rutiner och regler kring instegsarbete : En studie gjord för att undersöka vilka regler och rutiner som finns kring instegsjobb för nyanlända, hur dessa följs och eventuella förbättringsåtgärder.

This essay illustrates the rules and procedures when it comes to inclusive labor markets. In Sweden we have a labor market program called entry-level jobs, which makes it easier for immigrants to get work since our public employment agency pay remuneration to the employers. In this essay I am answering the following questions: How does the work of our public employment agency and trade union looks like before, during and after an employee has gotten a subsidized employment called entry-level job, and in which way can this work be improved if necessary? How extensive do entry-level jobs contribute to increased integration and establishment on the labor market for newly arrived immigrants? How does the Swedish measure on entry-level jobs approach within the scope of European regulations about measures for inclusive labor market? To find answers to my questions I have used social science methodology and juridical method. I have performed document studies and interviews with concerned parts. The conclusion of above subordinated questions is that we need to extend the Swedish laws covering entry-level jobs so that the concerned parts know which assignments they will be responsible for when problems emerge on a workplace. When it comes to if entry-level jobs contribute to increase integration and establishment on the labor market it seems to be more important to integrate the immigrants quickly, and with which quality it is made does not seems to matter. The public employment agency has to emphasize the importance of Swedish language so that the employees can be independent from authorities in the future.   The Swedish laws are consistent with the European laws when it comes to integration and establishment on the labor market. The European laws are a framework which means that the member countries can choose to introduce them in their own laws.

Instegsjobb - En möjlighet för nyanlända att närma sig arbetsmarknaden

En av de största förändringarna som har skett i det moderna Sverige är att invandrarna har blir allt fler. Statistik visar på att invandrarnas position på arbetsmarknaden har försämrats under åren och prognoser visar på att nedåtkurvan lär fortsätta. Därför har något som kallas för instegsjobb införts för att förbättra positionen på arbetsmarknaden för grupper som står utanför. Enligt arbetsförmedlingen är antalet deltagare inom instegsjobb lägre än vad som förväntades.Syftet med vår uppsats är att förstå de möjligheter eller hinder en arbetsförmedlare i Malmö har när det gäller att få ut de nyanlända i arbetsmarknaden. Vi vill också veta hur processen ser ut från den dag personen skriver in sig i instegsprogrammet till den dag det slutförts och om det lett till nya möjligheter. En viktig faktor vi också lägger vikt på är hur instegsjobben marknadsförs för individerna. Detta kommer vi sedan analysera med hjälp av teorier för att bättre förstå hur verkligheten ser ut. Vi har intervjuat fyra arbetsförmedlare som arbetar med instegsjobb på olika kontor i Malmö.De hinder som arbetsförmedlarna stöter på under processen till introduktion av instegsjobb är språksvårigheter bland deltagarna, för många sökande per anställda arbetsförmedlare samt okunnighet om instegsjobb och dess deltagare från arbetsgivarnas håll.
