The importance of electrical energy for a contemporary society is increasing. However, most of people don´t realise possible consequences of power outage for agriculture. This thesis aims at presenting an analysis of power outage effects on agricultural breeding in MEC Soběslav area. Considering the aim of the thesis, there is a problem whether the selected breeding farms are ready enough for power outages. The theoretical part of the thesis characterises crisis management, integrated rescue system (IRS), critical infrastructure and electrical grid. The following part of the chapter deals with livestock, poultry and pig breeding, mainly from the point of view of their technological as well as technical equipment. The research part is based on pen and paper interviews with representatives and owners of breeding farms. The research was focused on a degree of dependency on electrical energy in MEC Soběslav area. Two breeding farms in Germany were selected for a comparison with the situation abroad. The results revealed that most of the breeding farms are strongly dependent on electrical energy. Thanks to the last modernisation, automatic feeding or water supplying became a common standard. Unfortunately, most of the modern breeding farms are not able to guarantee these procedures in case of power outage. Great amount of breeding farms don´t have any emergency sources of energy and those that own some, have only limited supplies of fuel. There are no contracts guaranteeing the fuel for the breeding farms. The most problematic situation concerns poultry breeding, where the breeding procedures are wholly controlled by information systems and even the minute failures cause massive losses. Therefore the research problem was confirmed because the breeding farms are not equipped for powers outages. This diploma thesis is supposed to be used for educational purposes or as the means of orientation in the problem for individual breeders. The purpose is the education of presented subjects.

This diploma thesis is aimed at assessing the provision of emergency electric power supply to hospitals in South Bohemia. The chapter titled Present State briefly characterises the generation of electric power, the history of power plants in the Czech Republic, the power distribution system, it lists the basic elements of the power distribution system, including its stability and security. Among other things, it presents the term of blackout and its potential impact on the society. Furthermore, this chapter deals with the infrastructure in relation with the critical infrastructure and its history. At the end of this chapter, the functioning of health service is mentioned in relation to emergency situations, including the emergency sources used by hospitals. The research made use of the qualitative method of data collection and the data was acquired through the technique of controlled interviews and a secondary analysis of data from competent South Bohemian hospital staff who is responsible for or deal with the issue or providing emergency power supplies.

Výpadek elektrického proudu a jeho následky v Jihočeském kraji / The impact of blackout on South Bohemia region

The thesis is concerned in problem that can occure after a blackout. The South Bohemia region was chosen as the area of blackout impacts. The theoretical part of the work describes a critical infrastructure, whose part electrical energy is. It also learns about the electricity supply system in the Czech Republic and explains what is considered to be a blackout. The research is made in two levels. First there are processed baground researches of selected blackouts in the world and consequently the impacts of possible blackout in the South Bohemia are examined. The method of guided interview was used to make a questionnaire. The guided interviews were made with a few specialists. The questionnaire results are analysed and the possible consequences of blackout in the South Bohemia region are described. The main purpose of the work was ? The description of a blackout in the South Bohemia region?. The aim was fulfilled and a blackout in the South Bohemia region was described. The thesis worked with two hypothesis. The first one was ?A blackout strongly influences the population? a this hypothesis was proved by my research. The second hypothesis sounded ?Electrical energy is a strategical part of a critical infrastructure in the South Bohemia region?, and this hypothesis was also proved on basis of my results.

This thesis aimed to assess the level of processes occurring in the selected company using the methods of process management and propose any changes. Selected company is the joint stock company SAG. In the theoretical part, the author defined the basic concepts and methods of process management, the output of the literature review. In the practical part, the analysis and evaluation processes in selected companies to identify those business processes that have priority in terms of their performance. Based on the priority business processes, subprocesses have been designed with low performance affecting a large number of critical factors, which were proposed changes to increase efficiency of these subprocesses.

The theoretical part of the thesis focuses on the characteristics of water as the basic structural element of the life on the Earth. It also mentions regulations related to critical infrastructure, water protection and water management. It describes water management system of the Czech Republic and the South Bohemian Region. It similarly characterizes the most probable chemical, biological or radiological water contaminants that might be abused by a man in the case of trespassing into waterworks system objects. The aim of the thesis was to map possible threats to the waterworks system and to propose follow-up measures preventing the South Bohemian Waterworks System from abuse. Upon identification of possible threats in the territory of South Bohemia and from the point of view of the extent of the thesis the text then focuses on intentional threat of waterworks object by a man. The research part first deals with more detailed description of the South Bohemia Waterworks System, from drinking water via its pumping, treatment, storage to its supply to final consumers. The system of drinking water supply to inhabitants of South Bohemia is divided into sectors by means of AKIS method here. A questionnaire to employees working in the water management sphere was based on this division and particularly vulnerability and the level of security measures in the individual South Bohemian Waterworks System sectors was evaluated from the information based on their answers. In the second plan the research part of the thesis focuses on description of security elements used in South Bohemian Waterworks System objects accompanied by my own photo documentation of objects and areas administered by the South Bohemian Waterworks Union. The elements of passive and active protection used by the South Bohemian Waterworks Union are documented and described here. Application of two operation analysis methods relates to this part. Quantitative research of security of waterworks objects based on evaluation of the best secured object of the South Bohemian Waterworks System was first performed. The obtained results enable us to determine which of the South Bohemian Waterworks System premises has the best active and passive security against trespass of unauthorized persons. To assess relevancy of the quantitative security research the method of relative comparison of waterworks objects security and its consequent interpretation by the security index is also used. The security index describes object protection against possible trespass within the whole area of the object. Application of this method brings numeric interpretation and identification of the overall security of the South Bohemian Waterworks System with regard to preference of the monitored parameters. The same result is achieved by both the methods. The applied operation analysis methods have revealed that the heart of the South Bohemian Waterworks System, the Plav drinking water treatment plant, the only drinking water treatment plant of South Bohemia supplying majority of South Bohemia inhabitants with drinking water, is the best protected object. Pumping stations and water towers are further well secured objects. There are also completely unsecured object in the South Bohemian Waterworks System. The conclusion contains some measures that should prevent unauthorized persons from trespassing into all waterworks objects and thus protect drinking water against contamination. As the observation has revealed the protection of waterworks objects should be improved with regard to the worsening safety situation in the world. This also involves the costs the South Bohemian Waterworks Union should invest in security to introduce the most up-to-date security elements into practice. We may conclude that the major part of waterworks objects are secured against abuse both passively and actively.

Analýza zranitelnosti elektrizační soustavy České republiky / Czech electricity grid vulnerability analysis

Acts of terrorism are used by various individuals, groups and transnational networks to push forward own political views, ideas and ideology on society whilst using multiple forms of violence. Their acts of violence are able to jeopardize and endanger health and safety of peoples, environment and the vitality of critical infrastructure as well. Nowadays the most spelled threat comes from so called foreign fighters whose destabilized and war-torn countries of origin are located in Northern Africa and Middle East. In combination with inefficient management of illegal migration phenomenon and unsatisfactory EU policies on that matter the problem becomes even more amplified. Schengen Area provides EU-members with non-restrictive border regime which fosters migration and trade by a great deal but on the other hand it creates an enormous security risk in terms of terrorism and its prevention. For that matter there should be much more emphasis added to the management of EU outside borders. The second most problematic issue are the matters of radicalization of individuals and minority groups in the EU. There might be a causal relationship between growing rates of frustration between peoples and social marginalization of noted societal groups which might be caused by unsatisfactory assimilation policies of respective EU member states. The goal of this given thesis was to analyze risks to Czech electrical grid which might be posed by an act of terrorism. The analysis was done by breaking down the electrical grid safety measures into respective sectors and parts. Risk for each particular category were analyzed and final risk assessment whilst using help of security professionals. A questionnaire method was used to complete this particular task. The questionnaire dataset was later used to identification of most vulnerable weak-points in the electricity transmission system of the Czech Republic in respect to acts of terrorism. This diploma thesis might be used as a blueprint for improvements in the security management of the Czech electricity transmission system and for educatory purposes at the University of South Bohemia, at the Faculty of Health and Social Sciences.

Terapeutická vaskulogeneze u pacientů s chronickou kritickou ischémií dolních končetin / Therapeutic vasculogenesis in patients with critical leg ischemia

PhD Aims: The aim of our study was to evaluate an efficacy and safety of intra-arterial injection of bone marrow mononuclear cells (BMMCs) in patients with chronic critical limb ischemia (CLI) Methods.In average 400ml bone marrow blood was harvested from posterior iliac crests in 24 CLI patients. BMMCs were obtained from the blood by standard procedure used for bone marrow transplantation. After digital subtraction angiography was performed in each patient, BMMCs were injected into arteries of 28 limbs. Primary outcome was the efficacy of BMMCs injection measured as a successfull healing of limb defects, a change of Fontain ischemia grade and a rate of high limb amputations. Secondary outcomes were a safety of the BMMCs injections, changes in angiographic findings after BMMCs injections and changes in quality of life (questionnaire SF-36). Results: After one year follow-up all patients were alive and 2 patients have undergone high limb amputation. Out of 14 limb defects, eleven have been healed completely and the average Fontain ischemia grade has changed from baseline value of 3.5 to 2.0 after one year (P<0.0001). Angiographic findings have improved in all examined segments of limb vessels. One year after the procedure patients have reported significant improvement. Conclusion: The intra-arterial...

The main goal of this diploma thesis is to map out the area of communication and cooperation between the pupil's parents and school in a conflict situation. At the same time, this thesis examines the impact of said situation on the optimal development of the child, who is in conflicting posture against the two institutions. The theoretical part is devoted to introducing the basic functioning of family and school, its mutual relations and forms of contact between the two institutions. It also illuminates the possible modes of cooperation between parents and school and possible conflicts arising from the relationship. Theoretical framework is focused on the child at the start of compulsory education and his main developmental tasks during the primary school age. The main focus of the thesis is the empirical part, undertaken in the framework of quantitative methodological approach. The case study focuses on a pupil and the critical points of conflict among the school and family as institutions and the child between them. Using analysis of documents, semi-structured interviews and observations, the complicated relationship of particular family and school was researched, and as well the impact of the relations on the development of the child. Critical infrastructure (CI) is one of the most important branches in crisis man-agement. In recent years, CI demonstrated its importance on many occasions. My work is focused on the analysis of risks which can be a possible threat to CI. This is because the most important part of securing CI is the prevention of, and prepara-tion for, interruptions or damage. The risks in this part were specified using a FRAP analysis. I also identify the main reciprocal dependencies of all CI sectors to demonstrate which sector is the most important one. Finally, I specify the process of recovering or restoring these CI sectors. A new method was intentionally used for analytical-synthetic models. This method, in conjunction with the use of a FRAP analysis, is new to the branch of crisis management and was used for first time. The main aim of my work is to improve knowledge about CI at a regional level {--} city of České Budějovice. I submit new ways of identifying risks and resolv-ing problems during the recovery phase {--} specialized in CI.
