Estrutura organizacional e gestão do conhecimento / Organizacional Design and Knowledge Management

Determinar quais os efeitos dos subsistemas componentes da estrutura organizacional na geração e disseminação do conhecimento é o objetivo principal proposto nesta pesquisa. Para isto há necessidade de entender como o conhecimento e as informações circulam dentro das organizações, quais tipos de conhecimento são estes, quais processos são utilizados para disseminação dos novos conhecimentos adquiridos, como são gerados os conhecimentos nas organizações, como a empresa está estruturada, dentre outros temas relevantes para o estudo. Com os dados gerais obtidos através da aplicação das entrevistas, foi elaborada uma análise qualitativa para detecção de correlação efetiva entre questões e variáveis. O presente estudo permitiu concluir que a Estrutura Organizacional pode ter efeito substancialmente positivo sobre a Gestão do Conhecimento, principalmente quando adotadas as práticas de trabalho com equipes multidisciplinares para resolução de problemas ou projetos de melhoria e quando coexistirem sistemas de comunicação e ambiente propícios para o desenvolvimento de uma cultura de aprendizagem e compartilhamento do conhecimento através do contato pessoal, com adequado suporte de tecnologia. / The main goal of this research is to determinate how the Organizational Design Systems can impact the generation and dissemination of knowledge. It is necessary to understand how the information and knowledge flow within the organizations, which types of knowledge are that, which processes are used to disseminate the new generated knowledge, how the knowledge is generated within the organizations and how the organization is designed, among other relevant matters. The raw data obtained through interviews were analyzed in order to detect an effective correlation between questions and variables. The current study allows the conclusion that the Organizational Design have positive effect on Knowledge Management, mainly when practices of working with multidisciplinary teams are adopted to solve problems or to develop innovation projects and when suitable communication systems and environment for the development of a learning and knowledge sharing culture through face to face contacts – supported by appropriated technology – coexist.

However, considering Kolb s (1976, 1984) model of experiential learning and its stages, it has been observed that most studies focus on the action stage of the learning cycle whilst giving little heed to reflection, leading to an incomplete picture of how learning actually occurs. This dissertation arose from the critical need for a profound understanding on the role reflection plays on learning through experience and seeks to identify, describe and comprehend the process of reflection so as to establish and consolidate the role of reflection in management learning. Research was carried out with managers as they are responsible for tackling complex situations in everyday professional life, sometimes having to solve problems that demand continuous analysis and reflection processes within the experiences they have endured. The adopted method for data collection was the Life Story method. In order to attain the proposed objective, two interviews were conducted with seven managers from different organizations with the requirement that they have been carrying out management functions for no less than two years and are attending or have attended some form of post-graduate programme. In general terms, field research ascertained most of the ideas of Schön (1983, 2000) and Seibert and Daudelin (1999), with the exception of some specificity in the theories of the latter two authors. It was noted that the reflection process of the managers occurred from the moment they encountered unfamiliar experiences, which were unique and uncertain and for which the individual s current knowledge was insufficient to provide a solution. It was possible to understand the way the managers reflected as they described in detail where they tend to seek the tools to carry out analysis and how they experience the theories formulated from their reflection in practice. Moreover, they were able to describe their feelings throughout the reflective process and identify the moments in which reflection occurred in the unfamiliar experience. Material obtained from this research provided the elaboration of the general management reflection process which allows for an understanding of the role reflection plays in management learning as a cognitive inspection of an unfamiliar experience developed through analysis, inquiries, questioning and interpretations on the part of the manager when considering his or her past repertory, aiming at familiarity and an understanding of the endured problematic situation. / Na área de Administração, a aprendizagem é assunto relevante com vasta literatura existente sobre este tema. Entretanto, considerando o modelo de aprendizagem experiencial de Kolb (1976, 1984) e suas fases, constatou-se que a maioria dos estudos existentes tem como foco a etapa de ação do ciclo de aprendizagem, porém com pouca atenção à reflexão, fato que leva à construção de uma fotografia incompleta de como acontece a aprendizagem. A necessidade crítica de se entender profundamente o papel que a reflexão desempenha na aprendizagem pela experiência deu ensejo a esta dissertação que visa, justamente, identificar, descrever e compreender como ocorre o processo de reflexão, para estabelecer e consolidar qual é o papel da reflexão na aprendizagem gerencial. Realizou-se esta pesquisa com gerentes, por serem estes indivíduos responsáveis por lidar com situações complexas no cotidiano profissional, tendo de resolver problemas, que lhes demanda contínuo processo de análise e reflexão sobre as experiências vivenciadas. O método empregado para a coleta dos dados foi o da História de Vida. Para a consecução do objetivo proposto, foram realizadas duas entrevistas com sete gerentes de organizações diferentes. Como requisito, eles deveriam estar exercendo funções gerenciais, no mínimo, há dois anos e estarem cursando ou terem cursado algum tipo de pós-graduação. De maneira geral, constatou-se, na pesquisa de campo, a maioria das idéias de Schön (1983, 2000) e Seibert e Daudelin (1999), com exceção de algumas especificidades da teoria destes últimos. Identificou-se que o processo de reflexão dos gerentes ocorre a partir do momento em que vivenciam experiências não-familiares, ou seja, situações únicas e incertas, cujo conhecimento atual do indivíduo é insuficiente para solucioná-las. Conseguiu-se compreender como os gerentes refletem, já que eles descreveram, detalhadamente, onde buscam subsídios para realizar suas análises e como experimentam as teorias formuladas a partir de sua reflexão na prática. Também foi possível descrever os sentimentos experimentados no transcorrer do processo reflexivo, além de identificar quais os momentos em que se dá a reflexão sobre a experiência não-familiar vivenciada. O material obtido proporcionou a elaboração do processo geral de reflexão gerencial que permite a compreensão do papel da reflexão na aprendizagem gerencial como exame cognitivo da experiência não-familiar, elaborado através de análises, investigações, inquirições e interpretações por parte do gerente, ao considerar seu repertório pregresso, visando à obtenção de familiaridade e compreensão da situação problemática vivenciada.

This doctoral thesis in Human Work Science is a study of the participants in a management trainee program, carried out in a large Swedish company in 1997-1998. The aim of the thesis is to formulate theory around the complexity of a secondary socialisation process where organ-isational culture is externalised and internalised and individual self-identities of leaders-to-be in organisations are developed. The thesis is based on an ethnographic description of the entry of six newly graduated economists into an organisation, called ‘Distro’, and their encounters with existing organisational cultures. The data material has mainly been gathered through par-ticipant observation in the everyday life in the organisation, but also in events outside the or-ganisational frame. An official pan-organisational culture with its related stories, cultures of the shop-floor and a managerial culture in the regional organisation are described, as well as the development of the self-identities of the management trainees in relation to these cultures. The partiality of the internalisation of the different organisational cultures and the conscious acting in contrast to aspects of the internalised managerial culture is emphasised and the great complexity of the transition- and socialisation processes in the specific case is pointed at. This complexity is most likely to exist also in similar cases. The complexity is understood as a room of differences or room of relations. A number of circumstances, demands, structures, possi-bilities, values and practices in relation to one another constructs a sort of zone for reflection and as a consequence also development, movement and action. This zone is labelled interspace. Interspace is thus, a theme that, in different forms, can be found in the previous descriptive chapters of the thesis. The interspace simultaneously makes learning and development of both individual and, in the end, the organisation, possible as it may hinder the individual objective career or that of a group. It is, as a consequence, important for individual or groups finding themselves in the interspace to try to manage the impression that the interspace does not exist. Management trainee programs as a social phenomenon is, finally, seen as an aspect of a pro-fessionalisation process on the work place level, and as a modern institution colliding with post-modern values in the elite groups normally recruited to such programs. In order to achieve this proposal some specific goals have been established: a) identify the learning process of the managers in NGOS in the Northeast of Brazil; b) identify the role of the experience in the management learning process; c) identify the domains of learning of the managers in NGOS in the Northeast of Brazil and d) describe the meaning of being a manager in a NGO. The theory that has supported the investigation considered studies on the following themes: NGOS, to manage and guide, the theoretical segments of learning, the domains of learning and management learning. The methodological path that has been followed, had its starting point from an empirical research, through interviews with 16 managers of NGOS in the Northeast of Brazil. The research was guided by an interpretative paradigm and has used a qualitative approach, making use of discourse analysis as a tool to support the comprehensive interpretative analysis. As a result, it has been noticed that the learning process in NGOS in the Northeast of Brazil occurs in a dynamic and linked way integrated to the practice and, mainly, due to the demands of the managers´ jobs. Besides, there were found some specific domains during the process: the organizational domain (the learning about the organization), the instrumental domain (the learning about the work) and the individual domain (the learning about the self) and, based on the research a fourth one has appeared, the relational domain (the learning acquired from sharing the experience with the workmates and professional relations). Indicating how managers learn from their professional relationships. From various reports of the managers surveyed were able to identify the contribution of this area for learning managers in NGOs. The practical knowledge of management learning in NGOS has been influenced by the work environment, by the interaction through professional relations and by the self-knowledge. The research has concluded that the managers learn in the daily practice not only as a tool of acquisition of data, facts and practical knowledge, but also by the amount of knowledge from individuals and organizations. One can say that managers of NGOs learn about their work environment on three levels: the internal, about themselves, in their external actions, managers learn, for example, to deal with the funding agencies and international agencies to maintain institutional projects in operation. And the level of the social environment in which your organization operates, managers learn to overcome the barriers imposed by society, these barriers that often hinder the work of these managers. Finally, some implications and recommendations were presented to new researches with the aim to contribute to the development of studies involving the management learning and the learning in Non Governmental Organizations. / O objetivo deste estudo é compreender o processo de aprendizagem de gerentes em Organizações Não Governamentais, no Nordeste brasileiro. Para alcançar este propósito foram estabelecidos os seguintes objetivos específicos: a) identificar o processo de aprendizagem dos gerentes em Organizações Não Governamentais, no Nordeste brasileiro; b) identificar o papel da experiência no processo de aprendizagem gerencial em Organizações Não Governamentais, no Nordeste brasileiro; c) identificar os domínios da aprendizagem dos gerentes em Organizações Não Governamentais, no Nordeste brasileiro e d) descrever o significado de ser gerente em uma Organização Não Governamental. A teoria que embasou esta investigação considerou estudos sobre: as Organizações Não Governamentais, gerenciar e liderar, as correntes teóricas da aprendizagem, os domínios da aprendizagem e sobre aprendizagem gerencial. O caminho metodológico percorrido partiu da realização de pesquisa empírica, por meio de entrevistas semi-estruturadas com 16 gerentes de ONG s situadas no Nordeste brasileiro. O caminho foi orientado por um paradigma interpretativo e utilizou uma abordagem qualitativa, empregando a análise de discurso como ferramenta para dar suporte a análise compreensiva interpretativa. Nos resultados verificou-se que o processo de aprendizagem em Organizações Não Governamentais no Nordeste brasileiro ocorre de forma dinâmica e integrada à prática e, principalmente, devido às demandas do próprio trabalho dos gerentes. Foram identificados nos resultados os domínios da aprendizagem dos gerentes de ONG s: domínio organizacional (aprendizado sobre a organização), o domínio instrumental (aprendizado sobre o trabalho) e domínio individual (aprendizado sobre si mesmo) e emergiu dos resultados um quarto domínio, o relacional, que ocorre por meio das trocas com os companheiros de trabalho, indicando como os gerentes aprendem com os relacionamentos profissionais. A partir de vários relatos dos gerentes pesquisados foi possível identificar a contribuição deste domínio para o aprendizado de gerentes em ONG s. O saber prático do processo de aprendizagem gerencial em ONG s é influenciado pelo ambiente de trabalho, pela interação nos relacionamentos profissionais e pelo autoconhecimento. Concluiu-se que os gerentes aprendem na prática do fazer diário não só como uma aquisição de dados, fatos e sabedoria prática, mas também pelo acúmulo dos saberes dos indivíduos e das organizações. Pode-se dizer que os gerentes de ONG s aprendem sobre seu ambiente de trabalho em três níveis: o nível interno, sobre a própria organização, no nível externo às suas ações, os gerentes aprendem, por exemplo, a lidar com os financiadores nacionais e das agências internacionais de cooperação, para manter os projetos institucionais em funcionamento. E no nível do ambiente social, no qual os gerentes aprendem a transpor as barreiras impostas pela sociedade, que muitas vezes dificultam o trabalho destes gestores. Por fim, foram apresentadas algumas implicações e recomendações, objetivando contribuir para o desenvolvimento de estudos envolvendo a aprendizagem gerencial e a aprendizagem em Organizações Não Governamentais.

Na série histórica de resultados do PROALFA 2006 a 2011, a SRE/Patrocínio ocupou as últimas posições no cenário estadual. Com a intenção de compreender e propor intervenção que melhore esses resultados ora apresentados nesta pesquisa, foram selecionadas quatro escolas da regional, com perfil socioeconômico semelhantes e resultados educacionais diferentes para observação e análise. O presente estudo aborda a dimensão pedagógica da gestão escolar, seu impacto na aprendizagem dos alunos e os reflexos dessa aprendizagem nos resultados da regional. A metodologia utilizada fundamenta-se num primeiro momento da análise documental dos registros formais elaborados pelas escolas e encaminhados à SRE/Patrocínio, confrontando-os com as publicações e orientações normativas da SEE-MG referentes ao ciclo de alfabetização e ao PROALFA. Num segundo momento, utilizou-se das entrevistas pessoais realizadas através de um roteiro semiestruturado com gestores e docentes das escolas. As evidências analisadas sinalizam a necessidade de alinhamento das práticas pedagógicas com foco no sucesso da aprendizagem dos alunos. Na última seção desta dissertação é apresentada uma proposta de intervenção para a formação continuada do professor e mecanismos de monitoramento. / The present dissertation addresses the result of the Superintendência Regional de Ensino de Patrocínio at the Literacy Program Evaluation – PROALFA. In the PROALFA series historical results 2006 to 2010, The Patrocínio/SRE has been occupied the last positions in the scene state with the purpose to understand and to suggest the intervention that improve in this results now presented in this research were selected four regional schools, with similar socio-economic profile and different educational results to observation and analysis. The present study addresses the pedagogical dimension of management school, and your students learning impact and reflect about this learning on regional results . The methodology used is based on the first documental analysis moment of the formal register by schools and forward to SRE/ Patrocínio, compared them with the publications and normative orientation from SEE-MG referents to “ciclo de alfabetização” and to PROALFA. The second moment, it was used a performed personal interview through the structure guide with headmasters and the teaching staff of the schools. The evidence analysed indicates the importance to align the pedagogical practices with focus on success of the students learning. In the last section of this dissertation is presented an idea of intervention to teacher’s continuing training and strategies for monitoring.

As a theoretical review we considered the literature on human resources development policies in Brazil, managerial learning, managerial skills in the public service and evaluation of training action. In methodological terms, the research can be characterized as a qualitative one, carried out by means of a case study, using, as data collection instruments, in-depth interviews and semi-structured questionnaires with National Treasury Attorneys and public servants, graduates from Lato sensu Postgraduate course (CIPAD), with an emphasis on corporate management. The mentioned Training Program comes from an institutional initiative, formatted in company, whose classes were taught in six Brazilian cities, between the years 2011 to 2016. As a result from the research, it was verified that the graduates, in general, had a positive perception about the contributions derived from managerial learning to the development of their managerial competencies, allowing the application and dissemination of new knowledge within the organ. On the other hand, they recognized that the effect could have been even greater if the organization had provided more transfer of learning / O presente estudo tem como principal objetivo analisar as percepções dos participantes de um Programa de Capacitação avançada em Administração Pública quanto à aplicação da aprendizagem no contexto organizacional. Como revisão teórica, considerou-se a literatura sobre políticas de desenvolvimento dos recursos humanos no Brasil, aprendizagem gerencial, competências gerenciais no serviço público e avaliação de ação de capacitação. Em termos metodológicos, a pesquisa pode ser caracterizada como de natureza qualitativa, realizada por meio de um estudo de caso, utilizando-se, como instrumentos de coleta de dados, entrevistas em profundidade e questionários semiestruturados com Procuradores da Fazenda Nacional e servidores administrativos, egressos do curso de Pós-Graduação Lato Sensu (CIPAD), com ênfase em gestão corporativa, contratado pela Procuradoria-Geral da Fazenda Nacional. O Programa de Capacitação avaliado originou-se de uma iniciativa institucional, formatada in company, cujas aulas foram ministradas em seis cidades brasileiras, entre os anos de 2011 a 2016. Como resultado da pesquisa, constatou-se que os egressos, em geral, tiveram uma percepção positiva acerca das contribuições decorrentes da aprendizagem gerencial para o desenvolvimento de suas competências gerenciais, permitindo a aplicação e a disseminação dos novos conhecimentos dentro do órgão. Por outro lado, reconheceram que o efeito poderia ter sido maior se a organização estudada tivesse fornecido mais suporte à transferência da aprendizagem.

The transfer of learning criteria was identified, after which the Station Management Learning Programme was evaluated to see whether transfer of learning criteria was used during the facilitation of the programme. The study population for the research was comprised of facilitators and station commanders, who facilitated and attended the Station Management Learning Programme in Gauteng as part of their development as Station Commanders. The study methodology involved qualitative and quantitative approaches to data collection, with questionnaires and one-on-one interviews. Descriptive statistics were produced and literature, questionnaires and interviews were examined to establish whether transfer of learning took place. The findings of the study reflect that various learning transfer strategies exist and that these can be used to transfer learning from the classroom to the work environment.
