Meta-organizational Consensus : A case study of decision-making in a meta-organization in Swedish healthcare

Purpose – In the context of digitalization in healthcare and Swedish demographical development, the importance of meta-organizational decision-making can be discussed. This paper studies the decision-making processes in a national meta-organization which members face the current challenges of Swedish public healthcare. Therefore, this paper aims to contribute to meta-organizational decision-making. Design/methodology/approach – This paper has a qualitative approach and is based in abductive reasoning towards theory and research. Data has been collected from interviews, podcasts and documents that describe the decision-making process in the meta-organization. Findings – Our empirical findings show that the decision-making process of the metaorganization is complex, time-consuming and aims to provide consensus before its members' decisions. To reach consensus, the meta-organization uses various coordination and collaboration activities and groupings such as networks, workshops, expert panels, and conferences. Practical implications – Both informal and formal activities and groupings are considered important in reaching consensus. Furthermore, both formal and informal groupings help to overcome interest-conflicts such as differing priorities. It is also important the metaorganization provide an arena where all members feel that the can contribute and influence the decision-making process, regardless of size or resources. Originality/value – Because of dichotomic views on the importance of consensus in decision-making in meta-organization, and from calls for future research, this study can be argued to be of interest. Furthermore, digitalization and demographical development suggest that the healthcare sector is in current and significant change. Notre objectif est de comprendre comment les acteurs qui prennent part à la gouvernance d’une méta-organisation interviennent dans l’émergence et le maintien d’un contexte institutionnel favorable à la confiance dans les relations inter-organisationnelles (RIO). Nous réalisons deux études de cas qualitatifs de clusters des industries culturelles et créatives, en France et au Canada. Pour le cas français nous pointons les difficultés relatives à la confiance et le travail postérieur de construction de nouvelles frontières, avec une conciliation entre besoins économiques et esprit de création artistique. Pour le cas canadien : un climat initial peu propice à la confiance et un travail postérieur d’institutionnalisation de l’idée que le cluster agit dans l’intérêt de toute l’industrie. Nous proposons un cadre conceptuel pour analyser les pratiques de création et maintien d’un contexte institutionnel favorable à la confiance dans les RIO, dans une perspective structurationniste (relation récursive institutions/action). Nous distinguons des dimensions du contexte et deux types de pratiques : « d’activation » (les acteurs font intentionnellement appel à des éléments institutionnels jugés pertinents vis-à-vis de la confiance par rapport à l’interaction) ; et « de structuration », (ils structurent progressivement les bases institutionnelles de la confiance pour des interactions, actuelles et futures). Nous proposons des éléments pour une « compétence liée à la confiance », comme une capacité liée au déploiement, dans une manière perçue comme authentique, de comportements liés à la confiance et jugés appropriés vis-à-vis du rôle de l’acteur dans un contexte institutionnel donné / The aim of the research is to understand how the actors involved in the governance of a meta-organization intervene in the emergence and maintenance of an institutional context favorable to trust in inter-organizational relations (IOR). Following a qualitative approach, we carried out two embedded case studies of clusters operating within the cultural and creative industries in France and Canada. Regarding the French case, we highlighted the difficulties of trust and later work by some actors aimed at adopting new boundaries that involves new sectors, which included the search for conciliation between economic needs and the spirit of artistic creation. As for the Canadian case, we highlighted the initial climate not propitious to trust and the subsequent institutionalization work of the idea that the cluster acts in the interest of the whole industry. We propose a conceptual framework to analyze the practices of creating and maintaining an institutional environment favorable to trust in IOR, within a structurational perspective (recursive relation institutions/action). We distinguish dimensions of the context, and two types of practices: of “activation” (actors intentionally call upon institutional elements considered as relevant to trust in the current interaction); and of "structuration" (actors gradually structure the institutional bases of trust for current and future interactions). In the conclusion, we propose elements for a "trust-related competence" as a capacity related to the deployment, in in a manner perceived as authentic, of behaviors related to trust and considered as appropriate regarding the role of the actor in a given institutional context

A governança da Tecnologia de Informações é um tema tradicional e importante para a pesquisa e a prática da administração de organizações. Modelos teóricos e metodologias padronizadas são largamente empregadas e com sucesso em organizações com estrutura tradicional hierárquica. Entretanto, a sua aplicação em estruturas de negócios mais descentralizadas e horizontais, encontra limites devido às suas características próprias de gestão, processos e relacionamento entre seus componentes e ecossistemas, as quais não são suficientemente contempladas nas metodologias mencionadas. Por meio da análise comparativa dos modelos teóricos disponíveis e de estudos de casos reais de ecossistemas de organizações em rede, plataformas, meta-organizações e arranjos mais informais, esta pesquisa procura identificar as novas dimensões requeridas para a governança efetiva da Tecnologia de Informação nestas classes de organizações e propor diretrizes para a complementação das metodologias. / The governance of Information Technology is a traditional and important subject in organizational administration research and practice. Theoretical models and standardized methodologies are widely and successfully used in organizations with traditional hierarchical structure. However, its applicability to more decentralized and horizontal business structures, is more limited due to their specific management characteristics, processes and relationship between their components and ecosystems, which are not sufficiently contemplated in the mentioned methodologies. Through the comparative analysis of available theoretical models and case studies of actual network ecosystems, platforms, meta-organizations and more informal arrangements, this research seeks to identify the new dimensions required for the effective governance of Information technology in these classes of organizations and to propose guidelines for the complementation of methodologies.

Medialisering i det politiska systemet: en kvalitativ studie om en politiskt styrd organisations medialiseringsprocess

Abstract Purpose: The purpose of this thesis was to examine to which extant the politically governed organization, Swedish association of local authorities and local regions (SALAR), has been mediatized. Furthermore the purpose was to examine how SALAR being a Meta-organization affected the mediatization process. To accomplish this the thesis studied how SALAR organized themselves internally in order to form opinion through the media in one of their prioritized issues. A further purpose was to equalize SALAR’s mediatization process with the mediatization process for the whole political system.  Method: This is a qualitative study which the gathered material has been collected through two types of methods, semi structured interviews and field observations. Material: A total of eight interviews were made distributed over three departments inside SALAR. Furthermore four observations were made to supplement the interviews. Findings: The general findings of this study shows that SALAR has been mediatized through organizing in way which signals adaptation to media logic. However, contrary too much of what the literature tells about political mediatization, SALAR adapts to media logic to be able to use the media as an arena for the messages and stories they want to tell. Which means that the adaption isn’t only forced but they are able to make the most of that adaption. SALAR from a Meta organizational perspective shows that it does not affect the actual mediatization process, only that using members as examples enforces the content, which later forms opinion. Concluding, no evidence can be found the supports the notion that SALAR’s mediatization process can be equalled to the meditization process for the whole political system. / Sammanfattning   Syfte: Syftet med uppsatsen var att undersöka i vilken grad den politiskt styrda organisation SKL blivit medialiserad. Dessutom studera hur SKL i egenskap av att vara metaorganisation påverkar hur denna medialisering sker. För att åstadkomma detta undersöks hur SKL organiserar sig internt för att kunna bedriva medial opinionsbildning inom en av deras prioriterade verksamhetsfrågor, ökat bostadsbyggande. Därtill var ett ytterligare syfte att likställa SKL:s medialiseringsprocess mot medialiseringsprocesserna för hela det politiska systemet.   Metod: Det här är en kvalitativ studie där insamling av det empiriska materialet har skett genom semi-strukturerade intervjuer och fältobservationer.   Material: Totalt åtta intervjuer genomfördes. Fyra tycken från avdelningen för kommunikation, tre från avdelningen tillväxt och samhällsbyggnad och en från avdelningen VD-stab. Därtill har fyra observationer genomförts för att komplettera de intervjuer som gjorts.   Resultat: Resultatet av undersökningen visar att SKL har blivit medialiserad utifrån två definierade medialiseringsfaser. Det betyder att SKL anpassar sig till medielogik för att kunna möta mediernas behov. Resultatet visar att denna anpassning görs för att kunna använda media som en arena för de budskap som man vill förmedla i opinionsbildande syften inom bostadsfrågan vilket skiljer sig från vad mycket av litteraturen om politisk medialisering säger. SKL som metaorganisationen har också inga stora problem med att hantera sina medlemmar in denna medialiseringsprocess och har heller ingen påverkan på hur den sker. Däremot kan SKL som metaorganisation förstärka sitt innehåll i de mediala produkter som produceras i syftet att vara opinionsbildande. Inga övertygande bevis kan dock inte göras för att se SKL:s medialisering som en representant för medialiseringen av det hela politiska systemet. Det här på grund av att SKL som organisationen har ett annat sätt att vara verksam på vilket gör att deras anpassning till medielogik inte med säkerhet går att säga är densamma som anda politiska institutionernas anpassning.
