The Analysis of Taiwan Mobile TV Policy Regarding Its Disadvantageous Factors-- A Decision-Making Study of National Communications Commission¡]2006-2008¡^

Tsai, Pei-Shan 08 September 2011 (has links)
With the technical development of digitalization, the converging requirement of telecommunications and mobile communications along with digital broadcasting are increasing. In future, broadcasting services will not only require combining the content, broadcasting, telecommunications industries, but also with the convenient hand-held portable device. Those will become the essential components of integrating digital service. For the one-year period of mobile TV broadcasting pilot plan, the regulatory body who control this policy, NCC, announced that there is no exact schedule for licensing digital TV service through mobile phone, after the pilot plan ended in June 2008. Thus, the development of ¡§Mobile TV¡¨ policy will become difficulty to move on due to the uncertainty of launching date. In this study, the thesis watched the beginning of the plan, and read through the document of related authorities and supervision units. Besides that, it also chose the mobile TV broadcasting pilot teams as interviewees (including Public Television Service team and Dawn TV Technology Corp. team) to reflect the interaction between the policy making and industry compliance. Moreover, it also followed the aftermath of this issue. And adopting the third party point of view, the research took the participatory position without distortion by the passion of stakeholders. Finally, the policy review and inspection was done. For detecting the disadvantageous factors of this mobile TV policy, the research found out that there should focus on three perspectives. One is the ambivalent position of NCC in policy making. Second is the conflict opinion within the Commissioners of NCC on licensing issue. And the third is confrontation between stakeholders and NCC in business forecasting. Other than the worldwide failure of mobile TV business model today, the thesis explored the inner weakness of mobile TV development policy in Taiwan which resulted in a fatal service not causing by itself but political process.

Investigation of IMS in an IPTV context.

Gustafsson, Tobias January 2006 (has links)

The trends in todays tele- and datacommunication market point toward using IP for all sorts of service delivery ranging from voice calls to TV. The next natural step in this evolution is to provide the same set of services to the end users independent of the access technology and device used. The IP Multimedia Subsystem (IMS) is an IP based telecommunications platform which targets this and lets the operators develop new services once which can then be used on many different devices.

This thesis examines the integration of IPTV and IMS. Can IMS be used to deliver TV services and can the IPTV set-top-boxes of today be used as clients in IMS? Since this is a new and previously unexamined area an explorative approach is taken. The aim is to identify how such an integration could be performed and the possible problems which have to be solved. To assist in this exploration a TV-push service based on IMS technology is constructed.

Based on the experiences from this service a general architecture for IPTV in IMS is suggested.

A number of problems crucial to solve for a successful integration are identified and possible solutions to these are discussed.

The relationship between content providers and users in mobile television / Liesl-Dana van Schalkwyk

Van Schalkwyk, Liesl-Dana January 2006 (has links)
Mobile television ( TV ) is a relatively new and unknown field of communication. Thus, role players in this field of communication find themselves in a new context for relationship. This raises the question as to what the key challenges in the relationship between content providers and users in mobile TV involve. More specifically, the following questions should be answered. Does mobile TV display particular characteristics of new media? If so, then how could content providers meet the challenge of understanding the user profile in mobile TV as a new medium? Also, how could content providers meet the challenge of adapting content provision according to the user experience of mobile TV as a new medium? This research paper explores these questions through means of an explorative literature study of relevant sources. Firstly, it provides a conceptual framework of mobile TV as well as an understanding of mobile TV within the greater context of new media. Secondly, it presents a means to understand the user profile in mobile N as a new medium. Lastly, it presents practical aspects that need to be considered when providing content for mobile TV as a new medium. The findings of the study can be summarised as follows: (a) Mobile TV portrays particular new media characteristics, such as, digitalisation, interactivity, hypertext, dispersal and virtuality. (b) A market-led approach should be employed in order to understand the user profile. (c) Mobile N content production should be integrated into the production process with the requirement that it is of a high quality and meets the technical and feasible limitations of the medium. / Thesis (M.A. (Communication Studies))--North-West University, Potchefstroom Campus, 2007.

Exploring Mobile TV in Sweden using Value Networks

Pedersen, Finn January 2009 (has links)

Mobile TV is an application which has not yet been much described in academic literature. But the media and telecommunications industries are busy with Mobile TV deployment, motivated by for example decrease in revenues from existing products. This study should be seen as an exploratory study in the academia, aiming at a context for the experiences from exploratory work in the industry.

The study of the status of the application Mobile TV focused on legislation, spectra, content and terminals. These areas are of great interest for the telecom and the media industries, and their interests were described with regards to Mobile TV. Large structures like local legislation, spectral resource management on EU level and charging for content becomes visible and are discussed. On a lower level, two differences between the industries were high-lighted. One is the way revenue is collected for content, and the other is information sharing about the Consumers preferences. Overcoming these differences would ease collaboration. Another business topic for the two industries is the relation between the SIM card (which manifest the subscription) and the charging for content.A value network model which satisfies the legal, technical and business requirements is presented. In particular, a new role as Content Site Provider is identified. Since the interviewees suggested a future hybrid solution, both Mobile TV via streaming and via broadcast are included in the model. It is concluded that the telecom industry had all the means and incentive to create Mobile TV. It is also concluded that the process of digitalization is an ongoing process which continues to have an impact on the two industries, in that different offerings can be bundled together. One possible scenario is an Internet-like evolution of the mobile Internet, the Consumers will learn to find the applications closer to the source. This would make a broadcast solution less likely. The higher cost for over-the-air transmission is one obstacle for this scenario, but it might vanish with next generation mobile networks.
