The increased convergence neoclassical model provides the basis for the insertion of international trade. The presence of international trade in the growth equation is motivated by Thirlwall (1979) ideas, which considers that the balance of payments constraint an important aspect in this process. Four international trade proxies are used: Export, Import, Trade Liberalization and Trade Balance of the municipalities. In addition, it is also included as exogenous variable the technological intensity of the municipal foreign trade, divided between high and low technology. The inclusion of international trade to the neoclassical convergence model for a regional analysis of Brazilian municipalities is a contribution of this study. Analysis of economic growth and foreign trade at the regional level to Brazil had not yet been the focus of a research. The method uses the estimation of fixed effects panel data and robustness tests using GMM to control endogeneity. The results demonstrate positive effect of international trade variables on economic growth for the municipalities. / Esta disserta??o analisa o crescimento dos munic?pios brasileiros entre 2000 e 2010 com ?nfase na participa??o do com?rcio internacional neste processo. O modelo de converg?ncia neocl?ssico aumentado serve de base para a inser??o do com?rcio internacional. A presen?a do com?rcio internacional na equa??o de crescimento ? motivada pelas ideias de Thirlwall (1979) que considera restri??o no balan?o de pagamentos importante aspecto nesse processo. S?o utilizadas quatro proxies de com?rcio internacional: Exporta??o, Importa??o, Abertura Comercial e Balan?a Comercial dos munic?pios. Al?m disso, tamb?m ? inclu?da na disserta??o, a investiga??o sobre o efeito da intensidade tecnol?gica do com?rcio externo municipal, divido entre alta e baixa tecnologia. As a goal, we sought to understand the stakeholders action and interaction mechanisms in the implementation process and, consequently, tourism planning in the municipality. Regarding to the methodology, the study is characterized as an exploratory and descriptive research with a qualitative approach, given the intention of trying to understand meanings and situational characteristics presented by the research subjects. The interview was the instrument used to collect information, and it was performed with 10 (ten) actors of tourism in the municipality, documents about tourism development (Proceedings of the Regional Council of Polo Agreste Trairi were analyzed S?tio Novo municipality incorporates the Polo, and the Strategic Plan for Tourism). The study shows that public actors are the majority in the destination, notes that there is a minimal involvement of civil society in actions for tourism in the municipality, highlights that representatives of the municipality participate effectively in meetings of the Regional Council of Tourism Polo Agreste Trairi, to discuss actions related to the development of the activity in the locality, and attests that local actors interviewed, mostly understand their functions regarding to tourism development, however, do not perform actions consistent with the role they have, which have as purpose the planning and development of tourism. For that matter, this paper concludes that the participation and coordination among the stakeholders of the municipality should be reconsidered in order to seek and/or propose alternatives that gather in a more adequate way the local actors, so that something more effective about the tourism development in the destination could be done / O presente trabalho consiste em um estudo que trata acerca da abordagem de stakeholder voltada para a quest?o da implanta??o do turismo em um munic?pio do interior do Estado do Rio Grande do Norte, S?tio Novo. Como objetivo, buscou-se compreender os mecanismos de atua??o e intera??o dos stakeholders no processo de implanta??o e, consequentemente, planejamento do turismo no munic?pio. No que se refere ? metodologia, o estudo caracteriza-se como sendo uma pesquisa explorat?ria, descritiva, com abordagem qualitativa, haja vista a inten??o de tentar compreender significados e caracter?sticas situacionais apresentadas pelos sujeitos da pesquisa. A entrevista foi o instrumento utilizado para levantar as informa??es, tendo sido aplicada com 10 (dez) atores do turismo do munic?pio em quest?o, bem como foram analisados documentos que tratam sobre o desenvolvimento do turismo (Atas do Conselho Regional do Polo Agreste Trairi o munic?pio de S?tio Novo integra o polo; e o Plano Estrat?gico de Turismo). O estudo revela que os atores p?blicos s?o maioria no destino, constata que ? m?nima a participa??o da sociedade civil nas a??es voltadas para o turismo do munic?pio, destaca que os representantes do munic?pio participam de forma efetiva das reuni?es do Conselho Regional do Turismo do Polo Agreste Trairi, a fim de discutir a??es relacionadas ao desenvolvimento da atividade na localidade, e atesta que os atores locais entrevistados, em sua maioria, entendem suas fun??es no que se refere ao desenvolvimento do turismo, no entanto, n?o realizam a??es coerentes com a fun??o que possuem, para fins de planejamento e desenvolvimento do turismo. A efici?ncia do gasto e da qualidade da sa?de p?blica: uma an?lise nos munic?pios do estado do Rio Grande do Norte (2004 e 2008)

It also seeks to identify the determinants of municipal inefficiency and measure the productivity of public spending on health. To this end, three methods of analysis are used: the DEA, the Malmquist index and the Tobit regression model. Among other findings, it appears that municipalities considered more inefficient in the measurement of expenditure on health make the largest expense in this function. On the other hand, from 2004 to 2008, only 13 municipalities showed an increase in the productivity of public spending. It is also noted that municipalities considered efficient in quality of health, although having more physical and human resources, offer fewer health services to the population. In all, the major determinants of health spending inefficiencies are the variables: age of the mayor, coalition, population density, literacy race and budget revenues. Regarding the inefficiency of the health quality, variables such as: coalition, literacy race have strong influence on this behavior. Thereby, the hypotheses proposed by the study have been fully accepted. In other words, for the efficiency of the quality and health spending it is needed more than resources, i.e., the expenditure shows itself as essential, but not enough, for political and economic aspects also interfere with the performance of spent and in the quality of health care offered to the population / O objetivo geral deste estudo ? analisar a efici?ncia na utiliza??o dos recursos e na qualidade da sa?de p?blica nos munic?pios do estado do Rio Grande do Norte, no per?odo de 2004 e 2008. Procura-se ainda identificar os determinantes da inefici?ncia dos munic?pios e mensurar a produtividade do gasto p?blico em sa?de. Utiliza-se de tr?s m?todos de an?lise: o DEA, o ?ndice de Malmquist e o modelo de regress?o Tobit. Entre outros resultados, constata-se que munic?pios considerados mais ineficientes na mensura??o do disp?ndio em sa?de efetuam maiores gastos nessa fun??o. Por outro lado, no per?odo de 2004 e 2008, apenas 13 munic?pios apresentaram um aumento na produtividade do gasto p?blico. That reorientation of the Brazilian federative structure had as normative framework the enactment of the federal Constitution of 1988, occuring after its enactment a considerable political opening under the cloak of new democratic arrangements of tax and fiscal decentralization, which generated a new federative order, especially with regard to municipalities. Such institutions contributed to the creation of several new municipalities, involving, directly, changes in the structure of national territory, driven by the political context. This case was notoriouns in the 1990s, increased in the country's municipal mesh and spread all over the states of the federation. The Para?ba State was integrated in this context, creating in this period, 52 new municipalities. In the perspective, it will seek to understand the purpose that sustained this process of fragmentation of Para?ba state territory. For this purpose was made use of several bibliographies, secondary data, documentary sources and research in locus of the municipalities of Casserengue and Riach?o, located in the Para?ba‟s Curimata? Oriental microregion, which were selected as a focus for specific analysis of the event. It is understood, however, that the production of municipalities, includes several intentions through political appropriation of the territory, although, being permeated by the Institutional / Durante a d?cada de 1980 o Estado brasileiro passou por um processo de redemocratiza??o, ocasionando uma profunda modifica??o na organiza??o pol?ticoinstitucional do pa?s. Essa reorienta??o da estrutura federativa brasileira teve como arcabou?o normativo a promulga??o da Constitui??o Federal de 1988, ocorrendo a partir de sua promulga??o, uma consider?vel abertura pol?tica, sob o manto de novos arranjos democr?ticos de descentraliza??o tribut?ria e fiscal, que geraram um novo ordenamento federativo, sobretudo, no que se refere aos munic?pios. Tal institucionalidade contribuiu para a cria??o de in?meros novos munic?pios brasileiros, implicando, diretamente, em modifica??es na estrutura??o do territ?rio nacional, impulsionadas pelo contexto pol?tico. Este processo foi not?rio na d?cada de 1990, visto que foram incrementados ? malha municipal do pa?s mais de mil unidades municipais, difundidas por todos os estados da federa??o. Esse papel ?, na verdade, uma compet?ncia comum aos entes federados, no?mbito do federalismo cooperativo brasileiro. / The investigation analyze s the role of the municipalities in the ongoing development of literacy teachers, having as a field of study the municipalities of Jaguaruana and Palhano, both in the State of Cear?. The political - educational space adopted as a sample of the study is the p eriod between the years 2003 and 2006, when the emphasis on cooperative action among the federated entities is observed in the Government?s guidelines and Brazilian educational policies, showing the municipal presence in the implementation and execution of these policies. T he historical - dialectical materialistic perspective, understood as an analysis of the social reality as historical elaboration and product of the human praxis, is expressed as the required theoretical - methodological path. The investigatio n is operationalized through interconnected stages: one that involves bibliographical and documental analysis, in which the theoretical input of the research is added, as well as the Federal, State and M unicipal documents accessed ; and another, regarding t he field work, studying the specific character of the object and its mutual rela tionships in the municipalities . The research brings the notion of intergovernmental relationships and cooperative mechanisms as central theoretical tools and, dialoguing with them, ideas such as decentralization, municipalization and municipal autonomy are inserted into a theoretical/practical body, through which the historical and logical aspects of the object are detailed. The study describes and interprets the policies of on going development of literacy teachers with focus on the national guidelines formulated since the 1990?s and on the govern mental incorporation in the national and subnational spaces. In this sense, the analysis is based on the comprehension of the interrel ationship between the municipal policies and the p olicies created by the S tate or Federal G overnments in order to offer ongoing development of literacy teachers. Considering the investigated sample, it shows how the municipal role and the relationships bet ween the State and municipalities of Cear? have emerged, as well as their characteristics regarding the education management policies, taking into account the practices of municipalization and cooperation between the State and municipalities in their histo rical composition. It shows the practices which aim at the ongoing development of literacy teachers observed in the researched municipalities, pointing out the realities and specific marks left by municipal presence in the area, demonstrating the assigned role and the role played. Based on the points of view of the managers interviewed in the municipalities of Jaguaruana e Palhano, it is possible to note the meaning and effectiveness of the policies carried out. With such elements, it discusses the municipa l asymmetries in their homogeneities and heterogeneities rega rding the execution of their federative role. The analysis shows that th e role of the municipalities vary according to the historical, political and social interventions in each municipality. In the fields of formulation and execution of educational policies, the actions of the municipal governments, situated and with expressive interferences, reveal asymmetries in the sense that some municipalities have bigger autonomy and participate more effect ively in the production and distribution of policies than others. In terms of the researched realities, the study shows that taking care of the policies of ongoing development of literacy teachers is not a task that should be assigned exclusively to the mu nicipalities, nonetheless it is a role that they play with varying degrees of success. This role is in fact a joint competence of the federated entities, in the scope the Brazilian cooperative federalism.

Para tanto, empregou-se duas abordagens metodol?gicas (i) fronteira estoc?stica de custo, e (ii) analise envolt?ria de dados (DEA) de custo, a qual permite identificar a fronteira de efici?ncia dos munic?pios em an?lise de forma n?o param?trica. Cada uma das referidas t?cnicas apresentam vantagens e limita??es. Os resultados alcan?ados demonstram que nas duas abordagens metodol?gicas, os munic?pios apresentaram no geral um baixo n?vel de efici?ncia, e que apenas no DEA custo onze munic?pios alcan?aram a fronteira de efici?ncia. O referido resultado sugere que parte significativa dos munic?pios potiguares deve revisar suas pr?ticas administrativas, em especial os meios de aloca??o dos recursos. No que se refere aos determinantes da efici?ncia, observou-se resultados distintos por parte dos dois m?todos. / This study evaluates the cost effectiveness of municipalities in the state of Rio Grande do Norte in the execution of spending in basic education carried out in 2011, as well as analyze the determinants of the inefficiency of the same. For this, we used two methodological approaches (i) stochastic frontier cost, and (ii) analyze data envelopment (DEA), which allows to identify the efficient frontier of the municipalities analyzed non-parametrically. Results show that municipalities under review achieved low efficiency rates in the stochastic frontier cost, while the DEA method they achieved higher rates where nineteen among them reached full efficiency. The results suggest that a significant portion of the Potiguar municipalities should review its administrative practices, especially the means of allocation of resources. In regard to determining the efficiency observed distinct results by the two methods.

Com a aprova??o da Lei de Responsabilidade Fiscal, um novo padr?o na gest?o fiscal foi estabelecido no Setor P?blico do Pa?s, inclusive em ?mbito municipal. O objetivo do trabalho ? investigar a rela??o existente entre a responsabilidade na gest?o fiscal municipal e a qualidade da educa??o dos sistemas municipais de ensino, utilizando como proxis o ?ndice FIRJAN de Gest?o Fiscal (IFGF) e o ?ndice de Desenvolvimento da Educa??o B?sica (IDEB), respectivamente. Para atingir o objetivo proposto, ? utilizada uma abordagem metodol?gica quantitativa, por meio de uma regress?o com dados em painel, compreendo 227 munic?pios brasileiros com popula??o superior a 100 mil habitantes, no per?odo de 2006 a 2015. O modelo estat?stico considera como vari?vel dependente o IDEB para os anos iniciais do ensino fundamental e como vari?veis independentes os cinco indicadores que comp?em o IFGF. Al?m desses indicadores, o modelo utilizou como vari?veis de controle o percentual de impostos e transfer?ncias vinculadas ? educa??o aplicados em despesas com Manuten??o e Desenvolvimento do Ensino (MDE), assim como duas vari?veis qualitativas para captar os efeitos regionais sobre o resultado educacional do ente municipal. Os resultados da pesquisa apresentam ind?cios quanto ? exist?ncia de rela??o entre a responsabilidade na gest?o fiscal e a qualidade da educa??o, uma vez que as vari?veis de gest?o fiscal relacionadas ? gera??o de receita pr?pria e ao custo da d?vida apresentam rela??o positiva com os resultados do IDEB para os anos iniciais. Os indicadores referentes a gastos com pessoal, investimentos e liquidez, juntamente com o indicador de aplica??o em despesas com MDE, mostram-se estatisticamente nulos e sem poder explicativo sobre os resultados dos munic?pios no referido indicador educacional. Por fim, as vari?veis qualitativas de localiza??o regional tamb?m revelam signific?ncia estat?stica nos resultados do IDEB para os anos iniciais, evidenciando uma rela??o positiva em rela??o aos munic?pios situados nas regi?es Sul e Sudeste. Por outro lado, para os munic?pios pertencentes ?s regi?es Norte e Nordeste, os resultados indicam uma rela??o negativa com o indicador de qualidade educacional observado pelos sistemas de ensino dos munic?pios com popula??o superior a 100 mil habitantes. / The Federal Constitution of 1988 transferred to municipal governments responsibility for provision a significant portion of public services, especially educational services related to elementary education. With the approval of the Fiscal Responsibility Law, a new standard in fiscal management was established in the Brazilian Public Sector of the Country, including in the municipal scope. The objective of this work is to investigate the relationship between the responsibility in municipal fiscal management and the quality of education of municipal teaching systems, using as proxies the Fiscal Management FIRJAN Index (IFGF) and the Basic Education Development Index (IDEB), respectively. To achieve the proposed goal, a quantitative methodological approach was used, through a regression with panel data, comprising 227 Brazilian municipalities (with a population of more than 100 000 inhabitants), and used data from 2006 to 2015. The statistical model considers as the dependent variable the IDEB for the initial years of elementary education and as independent variables the five indicators that make up the IFGF. In addition to these indicators, the model used as control variables the percentage of taxes and transfers linked to education applied in expenses with Maintenance and Development of Teaching (MDE), as well as two qualitative variables to capture the regional effects on the educational result of the municipal entity. The results of the research present indications as to the existence relationship between the responsibility in fiscal management and the quality of education, since the fiscal management variables related to the generation of own revenue and to the cost of debt are positively related to the results of the IDEB for the initial years. The indicators related to personnel expenditure, investments expenditure and financial liquidity, together with the indicator of application in expenses with MDE, are statistically null and have no explanatory power on the results of municipalities in said educational indicator. Finally, the qualitative variables of regional location also reveal statistical significance in the results of the IDEB for the initial years, evidencing a positive relation with the municipalities located in the South and Southeast regions of Brazil. On the other hand, for the municipalities belonging to the North and Northeast regions, the results indicate a negative relation with the indicator of educational quality observed by the education systems of municipalities with population of more than 100 000 inhabitants.

Considerando que a sa?de funciona de forma interligada entre seus agentes, a efici?ncia de uma forma geral pode ser afetada por problemas de base como a vacina??o na qual contribui para o controle das doen?as transmiss?veis e de morte. Verifica-se, assim, que a imuniza??o pode influenciar na efici?ncia do sistema de sa?de em sua totalidade. ? importante destacar que o m?todo de pesquisa utilizado foi predominantemente descritivo com aplica??o da An?lise Envolt?ria de Dados com modelagem din?mica (Dynamic Data Envelopment Analysis - DDEA) para determinar a efici?ncia das unidades tomadoras de decis?o (DMU) entre os anos de 2013 a 2015. A amostra coletada contempla as regi?es metropolitanas nas quais s?o compostas por 631 munic?pios e Bras?lia visto que a mesma n?o ? considerada munic?pio. Deve-se ressaltar que foram exclu?dos 2 munic?pios da an?lise por n?o apresentarem informa??es suficientes. De acordo com o Minist?rio da Sa?de, as vari?veis que comp?em a modelagem matem?tica s?o classificadas como indicadores de desempenho, e est?o organizadas no modelo conceitual de pesquisa da seguinte forma: inputs (gasto per capta com sa?de e percentual aplicado com gasto profil?tico e terap?utico); carry ? over (percentual de cobertura de vacina??o) e outputs (percentual aplicado com assist?ncia hospitalar, ambulatorial e com medicamentos). Admitindo a grande extens?o territorial do Brasil e suas diferen?as demogr?ficas e socioecon?micas entre as regi?es, a an?lise de dados est? sistematizada em 4 est?gios. No primeiro est?gio, os dados foram rodados e agrupados com todas DMU?s. No segundo, por regi?es. No terceiro por Estados e o ?ltimo por portes dos munic?pios. De acordo com as an?lises realizadas, os resultados apontaram n?veis de efici?ncias distintas em cada est?gio entre as an?lises globais e por per?odos entre os munic?pios. Ainda nas an?lises realizadas por porte de munic?pios o qual ? considerado o maior est?gio de n?vel de homogeneidade da amostra, ? apontado que quanto maior o munic?pio, maior ser? a sua efici?ncia. Este resultado demonstra a import?ncia dos investimentos na sa?de, pois quanto maior o munic?pio, maior ser? sua arrecada??o pr?pria e sua receita corrente l?quida. Dessa forma, haver? um aumento da aplica??o de recursos na sa?de devido a obrigatoriedade legal e, tamb?m, um aumento nos repasses do governo estadual e federal, pois as verbas s?o distribu?das de acordo com o n?mero de habitantes por munic?pio. Contudo, ? importante ressaltar que cabe aos gestores analisar e se espelhar nos relat?rios gerenciais e financeiros dos munic?pios com n?vel de efici?ncia maior para que possam melhorar seu desempenho. / The present work proposes a new model for the analysis of the efficiency of the Brazilian public health system based on the evaluation of the vaccination expenditures of the municipalities. Considering that health functions interconnectedly among its agents, overall efficiency can be affected by underlying problems such as vaccination in which it contributes to the control of communicable diseases and death. Thus, immunization can influence the efficiency of the health system as a whole. It is important to highlight that the research method used was predominantly descriptive with the application of Dynamic Data Envelopment Analysis (DDEA) to determine the efficiency of the decision making units (DMU) between the years of 2013 and 2015. The collected sample contemplates the metropolitan regions in which they are composed by 631 municipalities and Bras?lia since it is not considered a municipality. It should be noted that 2 municipalities were excluded from the analysis because they did not present sufficient information. According to the Ministry of Health, the variables that make up the mathematical modeling are classified as performance indicators, and are organized in the conceptual research model as follows: inputs (expenditure per capita with health and percentage applied with prophylactic and therapeutic expenditure) ; carry - over (percentage of vaccination coverage) and outputs (percentage applied with hospital, outpatient, and medication assistance). Assuming the great territorial extension of Brazil and its demographic and socioeconomic differences between regions, the data analysis is systematized in 4 stages. In the first stage, the data were rotated and grouped with all DMU's. In the second, by regions. In the third by states and the last by ports of the municipalities. According to the analyzes, the results indicated different levels of efficiencies at each stage between the global analyzes and by periods between the municipalities. Still in the analyzes carried out by municipalities, which is considered the highest stage of homogeneity level of the sample, it is pointed out that the larger the municipality, the greater its efficiency. This result demonstrates the importance of investments in health, since the larger the municipality, the higher will be its own collection and its current net revenue. In this way, there will be an increase in the application of resources in health due to legal obligation and also an increase in the transfers of the state and federal government, since the funds are distributed according to the number of inhabitants per municipality. However, it is important to emphasize that it is up to managers to analyze and mirror the management and financial reports of municipalities with a higher level of efficiency so that they can improve their performance.

Os pioneiros constituem-se nesse processo como um grupo social e pol?tico sobre o qual problematiza-se o processo de forma??o de mem?rias coletivas e de identidade cultural. Tais aspectos s?o os fundamentos a partir dos quais se elabora o discurso do pioneirismo, objetivo principal deste trabalho.

The starting point is the involvement in environmental action by municipalities mandated by the environmental legislation of 1981 and confirmed by the Brazilian 1988 Constitution. Contrary to the case in education and health, the environmental responsibilities vested on municipalities do not have financial and institutional strengthening mechanisms attached. We focus our study on the environmental mandate of municipalities and the resources available to them to carry out the corresponding environmental agenda. The question leading the research is whether municipalities can face up to their environmental mandate in the absence of regular financial transfers from other levels of government. Using a step-wise approach, the thesis pins down the contents and characteristics of the municipal environmental agenda, the resources required to implement it, and the extent to which those resources are available to municipal authorities. The first part of the thesis demarcates the field of environmental action according to the Brazilian legal and institutional framework. The profile of our main actor, the Brazilian municipality, is then presented. This is done through the mapping of the structural characteristics of municipalities and of their governmental responsibilities under the federal system of the country. The area of work of municipalities in environmental protection and management is identified next by crossing the overall municipal mandate for government action with the national environmental matrix. This allows establishing the contents of the municipal environmental agenda. Resources were examined first from a theoretical perspective and then through empirical study. The latter included both qualitative analyses using case studies and interviews, and the statistical scrutiny of data sets. The question of whether resource availability is a binding constraint to municipal environmental action can be answered as follows: municipalities do much more than expected in the environmental area, much less than they could possibly do under present conditions, and much less than is required from their constitutional mandate. The thesis concludes that, in spite of the institutional and financial restrictions binding their capabilities and limiting their resource mobilization possibilities, municipalities have shown an impressive environmental performance. Nonetheless, resource mobilization for this purpose was under potential. There is hence a wide area of municipal environmental action that remains to be colonized . Considering, however, the breadth of their overall environmental mandate, it is not possible for municipalities to fully respond to their constitutional environmental agenda without a supporting national strategy involving the federal and state governments. / As pol?ticas p?blicas de defesa ambiental promovidas pelos Munic?pios brasileiros constituem o tema da pesquisa. O ponto de partida ? a obrigatoriedade do envolvimento municipal com as tarefas de defesa do meio ambiente, determinada em 1981 pela regula??o da pol?tica ambiental em ?mbito nacional e consagrada na Constitui??o Federal em 1988. Ao contr?rio de outros temas como a educa??o e a sa?de, a atribui??o ambiental outorgada aos munic?pios est? desprovida de mecanismos que assegurassem seu financiamento e a capacita??o de seus promotores. Neste contexto, a tese investiga o campo e conte?do das atribui??es ambientais sob responsabilidade dos munic?pios e os recursos dispon?veis para fazer face ? agenda ambiental. O campo de atua??o dos munic?pios para a defesa ambiental foi identificado atrav?s do confronto entre o conjunto de atribui??es municipais e a matriz ambiental nacional, sendo delineada a agenda ambiental municipal. O tema dos recursos foi abordado desde uma perspectiva te?rica e em seguida atrav?s de estudos emp?ricos. Estes conjugaram an?lises qualitativas atrav?s de estudos de caso e entrevistas, e an?lises quantitativas atrav?s de procedimentos estat?sticos de descri??o e an?lise explorat?ria.
