Blockchain v národní bezpečnosti / Blockchain in National Security

The given work is dedicated to the provision of the evaluation on the effectiveness of Blockchain if applied within national security. The research is done through the summative evaluation approach, which allows to estimate the studied phenomenon in one realm in terms of its level of usefulness and transfer the findings to the framework of the thesis on the basis of the main methodological hypothesis. The research comprises the analysis and evaluation of the Blockchain environment, levels of operation, existing normative clash, the componential issues of the latter, provision of the final perspectives of the potential incorporation of the Blockchain technologies into national security with the discussion on the possible application, benefits of the platform, its social and technical vulnerabilities, and limitations.

National parks legislation of Czech Republic, Slovakia and USA Abstract The thesis offers a look at the legal regulation of national parks in the Czech Republic, Slovakia and the USA. The diploma thesis points out the legal instruments used for nature protection, especially in the Czech Republic and Slovakia. It gives a picture of common as well as different ways, which were often inspired by each other in the creation of means of nature protection. The work is also focused on amendments to nature protection legislation and their gradual development over time. The content of the work is processed by a descriptive method combining legal regulations of different states. Formally divided into ten chapters. The first chapter offers a historical excursion into the development of nature protection with the first introduction of unregulated efforts by individuals or smaller groups to create specially protected areas. The second and third chapters focus on the presentation of the IUCN international classification, nature conservation management or the presentation of international and EU nature conservation institutions. The main goal of this work is to apprise readers with one part of our national cultural heritage which is exposed at the National Technical Museum in Prague in the astronomy exposition. This heritage is the planetarium from P. Engelbert Seige from 1791. The first chapter endeavours to delineate under what circumstances the planetarium was originated, and it also includes the life of its creator Engelbert Seige and the history of the Ossegg monastery, where Seige lived and worked. The second chapter is devoted to a detailed description of the astronomical functions of the planetarium and a description of its dials and mechanisms, including pictorial documentation. In the third chapter is briefly described the development of time measurement and clock production, as well as contemporary watchmaking and scientific advances and discoveries. It also describes some contemporary clockworks of other watchmaking masters, namely Jan Klein, Eise Eisinga and Philipp Matthäus Hahn, again including their pictorial documentation. The fourth chapter describes other, but unfinished models of Engelbert Seige.

Currently frequently discussed topic of computerization frames a focus of this thesis on the computerization of public procurement. Fastly changing legislation and rules for the public procurement tendering are being highly criticized, especially by participants of the public procurement tendering, who are influenced by above mentioned changes the most. An objective of this diploma thesis is an analysis of specific changes and processes caused by the computerization, that occur in a life cycle of the public procurement. In addition to the previous goal, this thesis elaborates on the computarization impact on general practice, and describes what are new requirements for contracting parties, emerging from electronic input of public procurements. The proposed diploma thesis is divided into two parts, the first explains the topic in theory, the latter in practice. In the first part devoted to theoretical foundation, the thesis draws from an executed research of available scientific sources. This foundation is then interlinked to the practical part of the thesis, which analyses the life cycle of public procurement. The aforementioned part uses a specific example of public procurement input from practice, and its execution under current rules in comparison to the rule regime valid in the past. Both regimes are described in compliance with corresponding laws. The specific example of public procurement is chosen from The National Electronic Tool, and segmented into several phases. A summary of partial outputs of the thesis is included in the conclusion of the diploma thesis as well as answers on questions asked in an introduction part of the thesis.

Trees growing on the treeline can serve as a sensitive indicator of changes in climatic parameters associated with ongoing climate change. Understanding differences between trees and shrubs growing in this ecotone is a key for understanding the functioning of the treeline. Therefore, the submitted thesis deals with the study climate diameter-growth responseof Norway spruce and Dwarf pine. Samples from Norway spruce and Dwarf pine were collected at the localities at treeline in the National Nature Reserve Praděd in the Jeseníky PLA. Indexed chronologies were developed for Norway spruce and Dwarf pine using various detrending methods of raw tree ring series (Spline, Negative Exponential, Ar, Mean, Friedman). For subsequent dendroclimatological analysis, I used the chronology with their tree ring series were detrended using Spline. Subsequently, correlations of the indexed tree-rings width with monthly climatic variables (average temperature, precipitation total, PDSI – Palmer drough severity index) were calculated. These correlations were investigated both for the entire chronology period and separately for the sliding time sequences within the chronology. It was found that the radial growth of Norway spruce is influenced mainly by temperature in the growing season (May to July) and in November in the year preceding the creation of the tree-ring. In the case of monthly precipitation, their positive correlation with radial growth was recorded only in March and no significant correlations were noted for PDSI. The growth of Dwarf pine is influenced by the temperature at the beginning of the growing season (June) and in October in the year preceding the growth of the tree-ring. Monthly precipitation negatively affects radial growth in October in the year preceding the growth of the tree-ring and no significant correlations were noted for PDSI. The results correspond to the view that the most important factor for the growth of trees at the treeline is temperature, that is not so important for shrubs. The monthly precipitation sums and drought index are not limiting for woody plants of this ecotone.

Assessment of the internal control systems of small and medium scale enterprises in Ghana (case of Adenta municipality)

ABSTRACT Small and medium enterprises (SMEs) have been considered as the engine of economic growth and for promoting equitable development. Nowadays, they represent about 60% of all types of enterprises in Ghana, with providing high job opportunities to its labour force. As these enterprises need to focus their development, the internal control mechanism is a means and a way of directing, monitoring and measuring the SMEs resources. It plays a vital role in preventing, detecting fraud and protecting the physical and intangible resources as well as leading to the high efficiency of the business operation. Therefore, focusing on this business area is a timely issue and a rewarding one since it contributes a lot to the majority of business enterprise involved in SMEs. This study examines internal control practices and describes the effect of internal control systems on the performance of Ghanaian small and medium-size enterprises specifically in ADENTA MUNICIPAL ASSEMBLY. Questionnaires were sent to the various selected SMEs. Through observation and personal interviews, the views of respondents on the state of internal control systems were sought. The study employed a multiple case analysis in identifying internal control system practices in the SMEs. The study found out that, contrary to what is generally suggested, SMEs are aware of the importance of having a good internal control system. Also, not all of the components of the COSO framework were found in SMEs.

Cooperation on climate change in the second term of president Obama showed to have potential for improvement of the relationship between the United States and China. This paper analyses how the climate change cooperation developed and concludes that under right circumstances it has positive influence on the bilateral relationship. In order to make the improvement more lasting, the climate change cooperation should take into account national security considerations, specifically the parties should collaborate and jointly exercise on humanitarian assistance and disaster relief operations.

Besieged by a Nation of Playwrights Jan Lier Critic and Dramaturge of the National Theatre in Prague The cultural endeavours of the second half of the 19th century and the turn of the 20th century - from which we have inherited more than is immediately apparent - have for the most part already been described. Nevertheless, most of what we know about them comes to us only through selected figures from the realm of politics, literature, or theatre. At the same time, there existed many other individuals who had a significant influence on their time. They may not have been "pillars" of their era - many of which are retroactively constructed by subsequent eras and have often been uncritically conserved to this day. We have thus chosen to take a new look at this era in question through the figure of Jan Lier. Although Lier had been quite popular during his life and held several important positions in society, he was ignored by later historians. This dissertation presents the full range of Lier's activities, which we divide into three parts.
