Syftet med den här uppsatsen är att undersöka hur sårbara kommuner arbetar med näringspolitik när det uppstår en lokal industrikris. Det är en fråga som är intressant och viktig eftersom det är en svår situation som påverkar många människor och eftersom kommunerna hamnar i en situation där de har få verktyg men ett stort ansvar. Sårbara kommuner definieras med hjälp av Tillväxtverkets definition och ska förstås som kommuner som har sämre förutsättningar att få till en god sysselsättning. Lokal industrikris ska förstås som den situation som uppstår när en eller flera stora arbetsgivare lägger ned sin verksamhet, med resultatet att många blir arbetslösa på lokal nivå. Med hjälp av Jon Pierres teori om horisontella och vertikala näringspolitiska nätverk kan det undersökas hur kommunerna agerar. Teorin berör på ett bra sätt området kommunal näringspolitik och med hjälp av den kan hittas vilka aktörer som är inblandade, vilka åtgärder som görs och vilka medel som används. Bjuvs kommuns agerande när Findus avvecklade sin verksamhet där 2016–2017 undersöks och Bjuvs kommun är ett typiskt fall av en sårbar kommun som ställs inför en lokal industrikris. Det är en kvalitativ fallstudie som genomförs och materialet utgörs i huvudsak av intervjuer med kommunala företrädare. Det teoretiska ramverket tillämpades på materialet och viss användning av horisontella nätverk fanns närvarande men samtidigt framkom det att kommunal näringspolitik inte hade en allt för stor betydelse vid den lokala industrikrisen.

This study aims at contributing to the studies of political implementation. The theory of implementation claims that local implementation that meets the demands of national policies is close to none existing. By examining the implementation of industrial policy in two Swedish municipalities that differs in location, prosperity and political believes I am putting the theory to the test. If the test were to show that the implementation is rather well executed in these two cases, where the risk of failure is great, the questions about whether the theory is valid or not will rise. By interviewing the two local government employees in charge of the work with industrial policy, and studying their strategic documents I got my answers. This by looking at their work but also their attitudes towards the national policy in terms of understanding the policy, being able to work with it, and wanting to work with it. The study shows that the implementation is rather well executed in both municipalities. However, it also showed that this was not an intentional aim from the municipalities who are mostly interested in working with their own agenda and consequently I could not find adequate proof that the theory was incorrect.
