The Village of River Ranch: A Post Occupancy Evaluation of a Traditional Neighborhood Development in Lafayette, LouisianaTomlinson, Elizabeth A. 15 December 2007 (has links)
The proponents of New Urbanism claim the neighborhoods they design, called Traditional Neighborhood Developments (TNDs), promote community, sense of place, physical health, and environmental sustainability. Critics assert that community is stressed at the expense of individuality, that design unity has become rigid uniformity, and that the neighborhoods are orchestrated and do not reflect real life. This thesis, a post occupancy evaluation (POE), examines how one TND works for its residents and whether it accomplishes the goals of the architect/planner. An additional, essential purpose of this POE is to serve the "feed-forward" role of informing future neighborhood planning projects. The Village of River Ranch in Lafayette, Louisiana is the site of my research. Utilization of multiple research methods (survey, interviews, naturalistic observations) offered opportunities for triangulation and the ability to produce a more comprehensive analysis.

Form-Based Codes: A Cure for the Cancer Called Euclidean Zoning?Burdette, Jason Todd 25 May 2004 (has links)
Zoning is premised upon the segregation of land uses. Rudimentary zoning ordinances originated in New York around 1916 as a means of separating the lower class fabric markets from the upscale retailers of 5th Avenue nearby, and to reduce density. The Standard Enabling Acts of the 1920s granted governments the broad authority to enact zoning ordinances to reduce population densities in cities for the purposes of health, safety, and well being. The United States Supreme Court upheld this authority as constitutional in the landmark case of Euclid v. Ambler Realty (1926).
In the roughly eighty years since the Euclid decision, zoning has become the planning profession's primary tool to regulate land use. While an effective policy response to issues at that time of a rapidly industrializing America, Euclidean zoning has unintentionally shaped the US landscape into a sprawling, auto-dependent society characterized by segregated communities of isolated populations.
Euclidean zoning makes it extremely difficult to mix uses. As a result, 'traditional' development patterns with high-density housing, nearby commercial, and pedestrian-friendly walkways are virtually impossible to create. Many critics suggest that zoning promulgates sprawl. In short, Euclidean zoning prevents 'good' urban design.
In recent years, new trends have emerged to address these problems to varying degrees of success. Form-Based Codes are one of the most recent planning innovations. With origins in the New Urbanist school of development, Form-Based Codes elevates physical design in city planning, as opposed to the 'use-based' restrictions of Euclidean zoning.
This paper examines whether or not Form-Based Codes could be a viable solution to the ills associated with Euclidean zoning. Benefits and drawbacks of both Euclidean zoning and Form-Based Codes are debated, including a case study analysis, as well as a discussion of legal ramifications and future scenarios in land use planning. / Master of Urban and Regional Planning

An investigation of induced travel at mixed-use developmentsSperry, Benjamin Robert 15 May 2009 (has links)
Existing literature suggests that mixed land-use developments have the potential to
reduce traffic by “capturing” some trips internally and providing a pedestrian-friendly
environment to facilitate walking for some trips. However, these elements which are meant to
provide the traffic-reducing benefits also reduce the overall cost of travel, thereby increasing the
total amount of travel. This “induced” travel has implications for the site planning process,
which assumes that all internal trips are replacing trips on the external street network.
In this investigation, travel survey data were analyzed to determine the nature and extent
of induced travel at mixed-use developments. The study site was a 75-acre suburban infill
mixed-use development in Plano, Texas. Features of the study site included a diverse land-use
mix, a grid-style street layout, and pedestrian-oriented streetscapes. The travel survey was
administered as an interview of persons exiting buildings at the site and gathered information
about two trips made by the respondent, including whether the trip made at the time of the
interview was induced. A trip was considered induced if the respondent would not have made
the trip if it had required travel outside of Legacy Town Center.
Analysis found that in the morning, four percent of all trips at the study site were
induced; in the afternoon, about one-quarter of all trips were induced. Induced trips accounted
for one-eighth of internal trips in the morning and forty percent of internal trips in the afternoon.
Most internal trips made in an automobile were replacements for off-site travel while most trips
made on foot were induced. Based on this study, it is evident that some internal trips at mixeduse
developments are not “captured” from external streets, but represent additional trips, induced
by travel cost savings in the mixed-use environment. However, it is demonstrated that, even
with this additional travel, mixed-use developments still contribute to a reduction in overall
vehicle-miles of travel. Stakeholders are encouraged to consider these findings when evaluating
new land-use policies or the traffic impacts of proposed mixed-use developments.

Water strategies for Swedish sustainable urban planning : A comparison between certification systems and urban water researchSjöholm, Pia January 2013 (has links)
Sustainable development is gaining more focus than ever, and sustainable urban water management is increasingly being incorporated in urban planning worldwide. Internationally, certification systems for sustainable urban planning have gained popularity, and a Swedish version of the British certification system BREEAM Communities is on its way. In this degree project the technical water related aspects of the certification system BREEAMCommunities are analyzed and compared with the corresponding aspects of the American certification system LEED for Neighborhood Development. Water related aspects of both systems are discussed on basis of research in sustainable urban water management. Difficult questions raised in managing the urban water of the future are e.g. climate changes and new technical solutions for storm water management.

Operationalizing Neighborhood ResiliencyJanuary 2011 (has links)
abstract: This research addresses the ability for neighborhoods to assess resiliency as it applies to their respective local areas. Two demographically and economically contrasting neighborhoods in Glendale, Arizona were studied to understand what residents' value and how those values link to key principles of resiliency. Through this exploratory research, a community-focused process was created to use these values in order to link them to key principles of resiliency and potential measureable indicators. A literature review was conducted to first assess definitions and key principles of resiliency. Second, it explored cases of neighborhoods or communities that faced a pressure or disaster and responded resiliently based on these general principles. Each case study demonstrated that resiliency at the neighborhood level was important to its ability to survive its respective pressure and emerge stronger. The Heart of Glendale and Thunderbird Palms were the two neighborhoods chosen to test the ability to operationalize neighborhood resiliency in the form of indicators. First, an in-depth interview was conducted with a neighborhood expert to understand each area's strengths and weaknesses and get a context for the neighborhood and how it has developed. Second, a visioning session was conducted with each neighborhood consisting of seven participants to discuss its values and how they relate to key principles of resiliency. The values were analyzed and used to shape locally relevant indicators. The results of this study found that the process of identifying participants' values and linking them to key principles of resiliency is a viable methodology for measuring neighborhood resiliency. It also found that indicators and values differed between the Heart of Glendale, a more economically vulnerable yet ethnically diverse area, than Thunderbird Palms, a more racially homogenous, middle income neighborhood. The Heart of Glendale valued the development of social capital more than Thunderbird Palms which placed a higher value on the condition of the built environment as a vehicle for stimulating vibrancy and resiliency in the neighborhood. However, both neighborhoods highly valued public education and providing opportunities for children to be future leaders in their local communities. / Dissertation/Thesis / M.U.E.P. Designing Community: The Application of New Urban Principles to Create Authentic CommunitiesEmbry, Margaret 13 November 2009 (has links)
This research is an exploratory investigation of the potential of New Urbanist planning and design principles to create thriving and successful neighborhoods. New Urbanism is an urban design movement started in the early 1980s that promotes the development of walkable, compact, and diverse neighborhoods. It is the objective of this research to shed light on the value of creating a higher quality of life and more time for ourselves and our families. I hypothesize that New Urbanism may pave the way for recapturing commute time for time with family, creating authentic and successful communities, and engaging with neighbors. Furthermore, by utilizing the design principles of New Urbanism, traditional neighborhoods that re-integrate the activities of daily living may be possible. In short, this research is an explanatory and exploratory investigation that examines whether incorporating the design principles of New Urbanism can create walkable and successful communities that promote community-making with urban patterns that facilitate knowing neighbors, communication among neighbors, community activities, and a long term sense of belonging.
This research focuses on three case studies of New Urbanism: a large scale development in Atlanta, Georgia with approximately 3,500 residents, a moderate scale development in Tampa, Florida with approximately 2,000 residents, and a small scale development in Fernandina Beach, Florida with approximately 700 residents. These three case studies provide successful examples of the integration of the design principles of New Urbanism. New Urbanism can be used as the stimulus for the types of neighborhoods Americans has been missing since World War II. At each of these sites, observations were made of the ways in which the design of the development has fostered community and created walkable and livable neighborhoods.

Information Utilization in Municipal Decision-Making: An Exploratory Study of the Social Compact Neighborhood Market DrillDownCarroll, Jeffrey January 2013 (has links)
This dissertation is exploratory in design and employs an electronic survey and comparative case studies to examine the factors that shape the impact of a non-traditional data source that measures the market power of urban neighborhoods, the Social Compact Neighborhood Market DrillDown, on the policymaking process of local government officials concerned with neighborhood economic development. The four case studies are: Baltimore, MD, Louisville, KY, Detroit, MI, and Tampa, FL. The study examines the conditions that affect decision-making at the different stages of information use and considers instrumental, conceptual, and symbolic uses of information. The observation of seven variables (applicability to agenda of lead sponsor, congruence between findings and prior preferences, trust of information producer, availability of alternative information sources, information sustainability, costs of production, information as private sector "lure") provide the context for theory and hypotheses on information impact in which three factors are found to be significant (applicability to agenda to lead sponsor, information sustainability, and information as private sector "lure"). Overall, the study finds evidence that information use is inherently a political endeavor in which its use is dominated by the preferences of those who sponsor its production and use information toward initiatives that are important to them. / Political Science
