FACEBOOK AND NEIGHBORHOOD WATCH : A study on Facebook Adoption for Community Neighborhood Watch amongst People in Kirseberg, Malmö.

Many studies have focused on the societal implication of the emergence of Web 2.0. However, only a few researches have focused on the interrelationship of social media and surveillance. This thesis specifically examines the role of Facebook in community engagement on neighborhood surveillance. using a locality in Malmö municipal, Kirseberg area,  the study aimed to determine the role of the community Facebook group, its affordances, and contributions towards community engagement for neighborhood watch. Through interviews of stakeholders, observations of posts on the Kirseberg Facebook group, and a community-based participatory workshop of the residents in Kirseberg, Malmö, the study engaged 14 residents and stakeholders using data visualization as prototype artifacts to engage participants and elicit responses for data gathering. The data gathered was analysed based on thematic recognition of the study's objectives. The results indicated that many residents interact with features and tools on the Facebook group to initiate the affordances capabilities of Facebook on information relating to neighborhood surveillance.  It also noted that Facebook is a precursor and initial engagement point towards collective community action on neighborhood watch.  The thesis concludes that Facebook, as a part of the Web 2.0 platform, with strict moderation, has the inherent tools that could create affordances in different levels of interactions for the specific purpose of information, communication, engagements, and conversations towards community mobilization, building, and engagement for neighborhood watch and surveillance. The study, however, suggested further research of this phenomenon with more extensive coverage of areas in Malmö and expansion of stakeholders with an expansive methodology.

運用民力協助警察勤務機構執行勤務之調查研究報告 / Using public power enhance the police duties

現今正面臨警界大退休潮,約有近1萬多名警察將於民國106年前退休,以警專及特考班、警大畢業生,自民國101年起,一年2700人左右遞補,亦恐緩不濟急,以本人所服務之芳苑分局為例,民國103年度總編制名額為280名員警,目前僅剩247員額,民國100至103年退休名額30餘人至今仍無法獲得補足,再以芳苑分局偏遠派出所為例,如漢寶、永安、路上派出所編制員額才10名,總而言之,就整整少掉3個派出所警力,必須抽調其它繁重派出所警力暫時補充,以利調度,長期以來,若無法迅速獲得補齊,將對治安形成相當大的隱憂,芳苑分局所轄含二林鎮、竹塘鄉、芳苑鄉、大城鄉(82村里分居於12個分駐(派出)所,轄區面積有294.15平方公里,人口數12萬4328人,如何在警力未補齊之際,運用現有民力,如義警、民防、社區巡守隊協助警察共同維護轄區治安,實為當務之急。常言道警力有限,民力無窮,隨著社會結構的變遷,警察機關必須重新設定與變革化的制度,以適應新的時代的潮流與社會環境需求,而協勤民力運用已是西方先進國家防治犯罪政策的趨勢。本研究為瞭解運用協勤民力協助警察機關之執勤成效,而針對協勤民力人員與警察人員對於協勤認知、相互間認知的差異及執行成效的成果來進行研討分析,藉以發現問題與提出解決策略,俾供政府部門今後運用民力的施政參考,有助警察機關高階領導人決策制定及整體策略前瞻性思維。且協勤民力參與警察勤務執行不但能協助警察處理各項煩瑣的問題,且有助於社會治安與秩序的改善移風易俗及提升擴大警察對民眾服務面向,同時也是人力資源的充分開發,就協勤民力個人而言,也是個人人生最意義的追求,能促使社會變遷的力量是一種善的循環,實現公平正義的社會理想,進而追求世界大同的終極目標。 / Recently, the police force is seeing a wave of retirement. More than 10,000 police officers are about to be retired before 2017. From 2012, about 2700 graduates from Taiwan Police College and Central Police University and special test class replenish into the police force each year. However, supply does not meet demands. Take the FangYuan precinct which I served in for example: there should be 280 policemen in 2012, however, there are only 247 policemen. The 30 retirees during 2011 to 2014 have yet to be replaced. Remote police stations such as HanBao, YongAn and RuShang police station each have only 10 policemen. In other words, a shortage of 30 policemen is equivalent to losing three police stations. This shortage of officers has forced the precinct to deploy police force from busier police stations to replenish those in remote areas. If these vacancies remain unfilled for a long time, it will cause difficulties in fighting crime. The jurisdiction of FangYuan precint includes Erlin, ZhuTang, FangYuan, DaCheng. 12 police stations are distributed in a total of 82 villages. The area of jurisdiction is 294.15km2 and the population is 124K. How to use the existing resources (Volunteered police, community patrol team, civil defence) to help maintain the public safety during the time of shortage in police force is a priority. Police force is limited, but the civil power is infinite. With the changes in the social structure, police need to reassess and fix their rigid system in order to adapt to new social needs and the trend of times. How to use the civil power is the trend of western advanced countries’ crime prevention policy. The purpose of this research is to understand the effect of using the civil power in helping police. The different views towards helping with police tasks posed by the civil power and police will be analyzed to find problems and develop solutions. The research will serve for future reference for the government and aid leaders of the government and leaders of the police to establish policies. The participation of civil power not only can help police handle the business but also contribute to the public safety maintenance and expand the service of police. It is also an effective use of human resources. For people contributing to civil power, it is the pursuit of the meaning of life, because to promote social change is a cycle of goodness and realization of ideals of social justice. Studiens syfte var att undersöka vilken betydelse införandet av grannsamverkan har på antalet bostadsinbrott. Den försökte även besvara vilka typer av åtgärder inom grannsamverkan som används samt likheter och skillnader mellan dessa, kopplat till områden i Södermalms stadsdelsområde. Ett matchat urval skapades varpå data insamlades genom strukturerade intervjuer med ombudsmän för grannsamverkan. I resultatet framställdes hur nivåerna över bostadsinbrott såg ut fem år innan-, samt ett till fem år efter, grannsamverkan implementerats. Materialet analyserades genom komparativ analys, varpå slutsatserna drogs att åtgärder som främst används var skyltning, säkerhetsdörrar, god belysning, god kontakt med boende i området, koll när granne reser bort samt uppmärksamhet på misstänkta i området. Skillnader och likheter mellan använda åtgärder fanns, vilket gör att generella slutsatser kring skillnader och likheter inte går att dra då inga områden är identiska. Gällande införande av grannsamverkan och dess betydelse för bostadsinbrott är resultaten tvetydiga då det skiljer sig hos områdena. / The aim of this study was to examine if the introduction of neighborhood watch affects the number of burglary. The questions asked were; which types of methods of neighborhood watch were used, and what kind of differences there were between selected areas in Södermalm, Stockholm. We created a matched sample of areas and contacted mediators of neighborhood watch in these areas. We conducted a quantitative study using structured interviews and presented data per burglary rates in the areas five years before and one to five years after neighborhood watch was implemented. The results were analyzed by comparative analysis and concluded that common methods of neighborhood watch were e.g. signage, security doors, good contacts between neighbors and attention to suspects in the area. The differences between the methods used means that general conclusions about differences and similarities cannot be concluded. The impact of neighborhood watch differed, and the results were ambiguous.

Nospatrullen – hundägares möjlighet att uppmärksamma och förebygga brott : En kvalitativ intervjustudie om NOS-medlemmars inställning till att arbeta brottspreventivt

Syftet med studien var att generera en förståelse för hur polisens NOS-projekt kan verka brottsförebyggande. Vi undersökte även hundägare som är delaktiga i projektet och deras inställning till att uppmärksamma och förebygga brott. Studien grundar sig i teorin om neighborhood watch, med delar av teorin om social kontroll samt rutinaktivtetsteorin. Utifrån sex semistrukturerade intervjuer med deltagare från Nospatrullen fick vi en förståelse för hur NOS-projektet fungerar brottspreventivt genom hundägares förmåga att uppmärksamma avvikande aktiviteter i sitt lokalområde. Resultatet visade att samtliga intervjupersoner hade en positiv inställning till NOS-projektet vilket vi anser kan ha bidragit till projektets möjlighet till att förebygga brott. / The aim of this study was to form a understanding for how a project by the police, the Nos-project, may work to prevent crime. We also examined dog owners that are involved in the NOS-project and their attitude towards crime prevention. The study is based on the theory of neighborhood watch and features the theory of social control and the theory of routine activity. Through six semi structured interviews we learned how the NOS-project may prevent crime through dog owners’ observations of unusual activity in their district. The results also show how all our participants had a positive attitude towards the NOSproject which we regard likely contributes to the projects ability to prevent crime.

Citizen perspectives on community policing : an examination of theories, philosophy and principles at work

The purpose of this naturalistic qualitative inquiry was to develop a more complete understanding of the process of implementing community policing from the citizen participants' perspective. While an abundance of literature exists on the topic of community policing, with the exception of several survey and evaluation efforts, little examination of this topic has been conducted that devoted exclusive attention to citizen participation in this style of policing. It was citizen participant descriptions that formed the basis for this examination. The present study also examined the theoretical support for community policing by comparing the citizen descriptions of this concept to the component parts of critical social science (Fay, 1987), normative sponsorship theory (Sower, et al., 1957) and community education for development (Compton & McClusky, 1980).A purposive sample was utilized to examine this topic. This sample was composed of citizens (N = 71) from Fort Wayne, Indiana and Fort Worth, Texas who had participated with their respective municipal police departments in implementing community policing. The community policing efforts in these cities had been in existence since the early to mid 1990s. The sample was composed of citizens that came from different geographic areas of their respective cities, and who had spent at least one year working with assigned police officers and community groups. A questioning route was developed and participants were interviewed in focus group settings. Data analysis identified seven themes from the transcribed interviews. These themes were: (a) partners; (b) community education; (c) neighborhood associations; (d) involvement with government; (e) problem solving; (f) frustration with the city administration and (g) communication and managing community policing.The research found that relatively successful community policing efforts rely upon structured neighborhoods, ample community education, an emphasis on problem solving, open communication and strong support from the upper levels of municipal government. Many of these findings were supported by the literature in the field. Additionally, the theories purported to support community policing were found to confirm the citizens' experiences in these cities. / Department of Educational Leadership

An evaluation of the implementation of sector policing in Tembisa

The research problem that was investigated in this research study was to evaluate the implementation of sector policing in Tembisa policing precinct. Even though there are policies and directives on how to implement it, there is still some challenges because it is yet to yield the intended results. Data was collected from focus group interviews, literature studies and polices. Semi-structured interviews were conducted in the form of focus group interviews. Moreover, a literature study including material such as official SAPS documents, library sources and National Legislation regarding community policing has been presented. Data was also collected from sector managers, sector teams, CPF members and pastors who participated in four focus group interviews in Tembisa police station. The sample was chosen on the basis of what the researcher considers to be typical units. Participants were interviewed in stages. The collected data was broken into themes, patterns, trends and relationships. Data analysis followed verbatim transcription of interviews, that’s why the researcher followed Tesch’s approach of descriptive analysis. The research conducted indicated that although progress has been made in the implementation of sector policing In Tembisa, there still more which needs to be done. Specific concerns which require the attention of SAPS management were raised. It is clear that internal communication and consultation are a necessity. It is also clear that members on the ground are not well trained because they lack the actual knowledge on how to implement it. Training and development of all role players need to be prioritised to enhance their knowledge. All the role players need to be motivated during the implementation of sector policing to ensure that they are ready for the job ahead. The recommendations drawn from the conclusions made in this study may provide a proper direction on how to implement sector policing in the Republic. / Police Practice / M.Tech. (Policing)

The central issue of this research revolves around the implementation of sector policing in the province of KwaZulu-Natal. The research is based in two police stations, that is, Nongoma and Newcastle. Sector policing is a policing strategy introduced by South African Police Service in 1994. The aim of this policing strategy is the creation of structured consultation with regards to local crime problems between the police and respective communities. The objective of sector policing is to develop an organizational structure and environment that reflects community values and facilitates community involvement in addressing risk factors and solve crime-related problems. The research problem for this study is that there is little or no research conducted on the implementation of sector policing in South Africa in general and Nongoma and Newcastle in particular. Following this problem statement, the following five research questions were formulated: What is sector policing and how does its implementation differ between the USA, the UK and South Africa? What is the status of the implementation of the sector policing in South Africa, in particular the Province of KwaZulu-Natal? What are the challenges experienced in implementing sector policing in Nongoma and Newcastle police stations? What are best practices that can be observed in the implementation of sector policing in these two police stations? What is the best possible way of implementing sector policing in South Africa? The aim of the research is to assess and describe the manner in which sector policing was implemented in the two police stations in KZN. The research findings obtained through interviews are analysed and interpreted.
