The effectiveness of the Stockholm needle exchange programme : Does the Stockholm needle exchange programme control HIV, Hepatitis B, and Hepatitis C in intravenous drug users?

BACKGROUND: The needle exchange programme (NEP) started in Sweden in 1986 in Lund and shortly after in Malmo. The first NEP in Stockholm opened in spring 2013. The NEP is a service aimed at intravenous drug users (IDU) from 18 years old, with a goal of preventing the blood borne diseases, such as HIV, Hepatitis B (HBV), and Hepatitis C (HCV). With the on going HIV and Hepatitis epidemics, numerous countries around the world have adopted control strategies, such as the NEP to halt the spread of HIV, HBV, and HCV. The objective of this study was to examine if the needle exchange programme has decreased the incidence of HIV, HBV, and HCV in Sweden over a six-year period.  METHODS: Data for incidence and prevalence was extracted from the yearly reports of the Stockholm’s needle exchange programme from 2013 to 2018 and the yearly reports of the public health agency in Sweden from 2013 to 2018. The data was collected for Stockholm, and compared to Västra Götaland, and the whole of Sweden. RESULTS: The incidence of HIV was zero in 2013 and 2015 in the NEP. The incidence of HBV decreased to zero in 2013 in the NEP. There is an increased incidence of HCV in the NEP. CONCLUSION: The NEP has a protective effect through its combination of needle exchange, opiate substitute therapy, counselling, and vaccinations in reducing and stabilising incidences of the infections, in some instances to zero, as well as providing surveillance and treating infections.

As ZEIS correspondem a uma nova potencialidade jurídica, surgida no Brasil na década de 80 em decorrência do aumento das pressões populares que clamavam por moradia e como uma tentativa de fomentar os programas de reforma urbana estabelecidos pela Constituição de 1988. Sob a ótica da sustentabilidade e da percepção ambiental, a pesquisa caminhou na direção da construção de bases e cenários que possam nortear a implantação de políticas públicas que priorizem melhorias da qualidade ambiental e, por extensão, da qualidade de vida e bem estar humano. Optamos pela utilização do Método do Painel de Sustentabilidade para compormos os indicadores da comunidade estudada, acoplando-o à caracterização dos aspectos atitudinais dos moradores locais através da medição de suas inserções no Novo Paradigma Ecológico (NEP).

Utilisation des nouvelles propriétés des solutions détergentes régénérées dans le nettoyage en place d'équipements sensibles / Use of the new physicochemical properties of regenerated detergent solutions in the cleaning of sensitive equipment

La régénération des solutions de lavage utilisées en Nettoyage En Place (NEP) présente un intérêt, tant économique qu’environnemental, pour les industriels laitiers. L’étape clé du NEP réside dans le lavage alcalin qui assure l’élimination des souillures organiques déposées sur les équipements. Ce lavage est généralement effectué par des lessives de soude, moins onéreuses que celles de potasse. Nos travaux ont visé à appliquer un procédé physico-chimique de régénération à des lessives de potasse en vue de rentabiliser leur intégration au NEP laitier. La régénération de solutions de potasse souillées par du lait a été examinée et comparée à celle de solutions de soude. L’efficacité du procédé à épurer les solutions de potasse en termes d’abattement de la DCO et de Ntot a été démontrée. L’analyse des solutions régénérées a par ailleurs mis en évidence l’amélioration de leurs propriétés interfaciales (tension superficielle, angle de contact). Ces propriétés, dont l’origine a pu être attribuée à l’accumulation de biotensioactifs, confèrent aux solutions de potasse régénérées un meilleur pouvoir nettoyant. Ce point a été validé lors d’essais de nettoyage de membranes organiques d’ultrafiltration colmatées par des protéines laitières. L’optimisation de la formulation de ces solutions a permis l’obtention de performances de nettoyage comparables à celles d’un détergent commercial classiquement utilisé pour ce type d’application. Enfin, les impacts économiques et environnementaux de l’intégration de lessives de potasse en substitution à celles de soude ont été évalués pour un NEP laitier industriel au travers d’une étude technico-économique et d’une Analyse de Cycle de Vie (ACV). / The regeneration of Cleaning In Place (CIP) solutions is interesting, both economically and environmentally, especially in dairy industry. The CIP’s key step lies on the alkaline washing which ensures the removal of organic contaminants deposited on the equipment. This washing is generally done by soda lyes, less expensive than potash ones. Our work aimed to apply a physicochemical regeneration process, based on adsorption-coagulation-flocculation phenomena, on potash lyes to make their integration in the dairy CIP affordable. The regeneration of potash solutions soiled with milk was examined and compared with the soda solutions regeneration. The process effectiveness to purify potash solutions in terms of COD and TN reduction has been shown. The solutions analysis has also highlighted the improvement of their interfacial properties (surface tension, contact angle). These properties, whose origin was attributed to the accumulation of biosurfactants, confer to potash regenerated solutions a best cleaning power. This point was validated during cleaning assays of organic ultrafiltration membranes fouled by milk proteins. The optimization of solutions formulation has also enabled obtaining a cleaning performance as efficient as those of a commercial detergent largely used for this type of application. Finally, economic and environmental impacts of the potash lyes integration in substitution to soda ones were evaluated for dairy industrial CIP through a techno-economic analysis and a Life Cycle Assessment (LCA).

This work explores the influence of place of residence on the environmental attitudes and particularly their formation. I try to find differences in environmental attitudes of respondents from village and town in the context of other factors which have influence on formation of environmental attitudes. These factors are family environment, personal nature experience or impact of social environment. For this reason, I conducted a case study of environmental attitudes and their formation process of the respondents from the village Hostouň and respondents from the Capital City of Prague. The theoretical part focuses on attitudes in general and issues of environmental attitudes. It provides an overview of socio- demographic factors which do affect the environmental attitudes, mainly the place of residence. I also deal with the measurement of environmental attitudes, and define the terms village and town. The empirical part provides analysis of twenty semistructured interviews - ten respondents from the village and ten respondents from the city. I also conducted research using the additional standardized questionnaire NEP. Le socialisme de marché chinois : analyse comparative de la structure économique de Chine de l’époque des réformes et de l’URSS durant la NEP

Cette thèse présente une analyse du mode de production chinois depuis les réformes économiques de 1978. Notre recherche prend la forme d’une analyse comparative de la structure économique et sociale de la NEP soviétique et des réformes chinoises en utilisant un cadre théorique marxiste. Notre thèse postule que le mode de production chinois moderne suit une logique semblable au mode de production soviétique à l’époque de la NEP. À la lumière de l’expérience de la NEP, notre recherche montre que la stratégie de développement chinoise ne doit pas être comprise comme étant vers une évolution néolibérale, mais plutôt comme une évolution originale du marxisme, s’inscrivant dans la tradition du marxisme-léninisme, adapté à la cohabitation à un système capitaliste mondialisé. Le modèle de la NEP est l’un des premiers exemples d’un type de socialisme basé en partie sur les relations de marchés. En URSS comme en Chine, les structures critiques de l’économie, une grande régulation et un certain niveau de planification économique sont à la base de ce modèle de marché socialiste. Le socialisme de marché soviétique est basé sur une accommodation avec la paysannerie ainsi que sur les relations de marchés entre paysans et entre petites et moyennes firmes publiques. Le socialisme de marché chinois est lui basé sur l’extraversion de l’économie dans un cadre de modernisation technologique. Les relations de marchés sont aussi importantes en Chine dans l’allocation des ressources aux entreprises. La planification économique est le modèle chinois, mais s’opère dans une optique de coordination économique. Le modèle économique de la NEP et chinois partageant tous deux les mêmes objectifs qui sont théorisés dans le courant marxiste comme étant les bases d’une société socialiste : une modernisation technologique, la construction d’une classe ouvrière, une industrialisation et une amélioration de la qualité de vie de la population. À travers l’étude de la présente structure économique et sociale chinoise, il est possible de vérifier qu’un très grand progrès s’est effectué dans la réalisation de ces objectifs. / This thesis presents an analysis of the Chinese mode of production since the economic reforms of 1978. Our research takes the form of a comparative analysis of the economic and social structure of the Soviet NEP and Chinese reforms using a Marxist theoretical framework. Our thesis postulates that the modern Chinese mode of production follows a logic similar to the Soviet mode of production during the NEP era. In the light of the NEP experience, our research shows that the Chinese development strategy should not be understood as a neoliberal evolution, but rather as an original evolution of Marxism, in line with the tradition of Marxism-Leninism, adapted to the cohabitation with a globalized capitalist system. The NEP model is one of the earliest examples of a type of socialism based in part on market relations. In the USSR as in China, the critical structures of the economy, strong regulations and a certain level of economic planning are the basis of this socialist market model. Soviet market socialism is based on peaceful compromise with the peasantry as well as on market relations between peasants and between small and medium public firms. Chinese market socialism is based on the extraversion of the economy within a framework of technological modernization. Market relations are also important in China in the allocation of resources to companies. Economic planning is at the basis of the Chinese model but is carried out within the context of economic coordination. The economic model of the NEP and the Chinese reforms both share the same objectives which are theorized in the Marxist current as being the foundations of a socialist society: technological modernization, the construction of a working-class, industrialization and improvement of the quality of life of the population. Through the study of the present Chinese economic and social structure, it is possible to verify that great progress has been made in achieving these goals.

Une enquête internet a été menée en 2006 pour estimer le consentement à payer (CAP) pour une amélioration de la qualité des eaux de baignade sur le littoral aquitain, en faisant appel à la méthode d'évaluation contingente et à celle de l'analyse conjointe. En parallèle, une autre enquête internet proposait aux internautes de dresser leur profil « psychécologique » à partir d'un questionnaire se fondant sur la théorie du NEP (New Environmental Paradigm) et celle de la Cultural Theory. Les réponses des personnes ayant participé aux deux enquêtes ont permis d'établir clairement que l'acceptation de payer pour le projet se fonde d'une part sur l'utilité qui en est retirée, et d'autre part sur le système de valeurs et croyances de l'individu. Nous modélisons le CAP en mettant en lumière le processus de décision conduisant à payer, et nous calculons des valeurs tutélaires correspondant au CAP pour une amélioration de la qualité des eaux de baignade dans le cadre de la nouvelle directive européenne. Des questions d'opinions servant de recoupement avec des enquêtes existantes, ainsi que l'étude du comportement des internautes (temps passé par écran, retour arrière pour correction des réponses, ...) ont permis de valider la faisabilité d'une enquête environnementale sur internet et d'en retirer certains enseignements.

Détection et Emission Terahertz par les ondes de plasma dans des transistors HEMT à base d'hétérostructures GaN/AlGaN et InGaAs/InAlAs

Les détecteurs et émetteurs travaillant dans la gamme dite Terahertz sont très coûteux et onctionnent généralement à basse température. Les Professeurs Dyakonov et Shur ont proposé en 1993 une théorie sur l'instabilité des ondes de plasma dans un gaz d'électrons bidimensionnel. Cette théorie énonce qu'un transistor peut fonctionner comme détecteur ou source Terahertz quand la longueur de grille est de taille nanométrique. Dans ce manuscrit, nous présentons une source de radiation Terahertz par un Transistor HEMT à base de l'hétérostructures GaN/AlGaN, (cohérente), accordable à température ambiante, relativement intense (0.1 NW), de taille nanométrique et peu coûteuse. En second lieu, nous proposons des détecteurs Terahertz basés sur la technologie GaN/AlGaN et InGaAs/InAlAs et accordables à température ambiante. Notre étude, d'intérêt pluridisciplinaire, vise à explorer les limites physiques et technologiques des performances des transistors HEMT sur l'Emission et la Détection de radiation Terahertz. L'estimation du NEP (Noise Equivalent Power) a également été réalisée. D'un point de vue fondamental, cette étude nous permettra de mieux connaître les propriétés de la détection et de l'émission par un gaz d'électrons bidimensionnel par le biais des ondes de plasma.

Développement d'une chaine de détection bolométrique supraconductrice pour la mesure de la polarisation du Fond Diffus Cosmologique

Les succès des récentes mesures des anisotropies en température et en polarisation du spectre du fond diffus cosmologique (CMB), notamment par les satellites WMAP et bientôt PLANCK, ont considérablement transformé les perspectives en cosmologie. Sur le plan scientifique, celles ci viennent fortement confirmer le scénario du Big Bang et ont contribué à établir un modèle standard de la Cosmolgie appelé ΛCDM. Les efforts sont aujourd'hui portés sur la polarisation de ce rayonnement. En effet pendant une période inflationnaire où l'univers aurait subi une expansion accélérée, un mode particulier de polarisation du CMB appelé mode B aurait été généré par des ondes gravitationnelles primordiales. La mesure de ces modes B primordiaux pousse les contraintes instrumentales de 3 à 5 ordres de grandeur. Leur détection éventuelle fait du CMB un enjeu pour la physique fondamentale en tant que preuve indirecte de l'existence des ondes gravitationnelles, tout en nous offrant une fenêtre unique et riche en information sur les tout premiers instants de l'Univers. Mon travail de thèse aborde cette problématique au niveau instrumental. Les détecteurs utilisés sont aujourd'hui en dessous du bruit lié à la statistique d'arrivée des photons. Le seul moyen d'améliorer la sensibilité est donc d'augmenter soit le temps d'observation, soit le nombre de détecteurs, en prenant soin de réduire au maximum les sources d'erreurs systématiques. Une des solutions les plus prometteuses est le développement de la technologie supraconductrice. Cette dernière offre une réponse à ces deux problèmes : - Une facilité de réalisation en matrice en utilisant des techniques de micro-fabrication. - La possibilité d'utiliser une contre-réaction négative afin d'améliorer l'uniformisation de leur réponse et ainsi réduire les effets systématiques.

It s necessary that the responsible institutions for the preparation for the work accept people with special educational needs. This opening can provide the implantation of real steps that minimize the social exclusion and facilitate the access for people with special educational needs to the work world. In a country with so many social inequalities, the inclusion of people with special educational needs in education programs for the work presume the enlargement of the presence spaces of these people in high and professionalizing schools, also in Technological Education Federal Institutions. In this sense, the study takes place in the setting of the special education public politics into the field of the professional education for people with special educational needs, with the focus in the Program TEC NEP (Education, Technology and Professionalization for People with Special Educational Needs) as a proposal of expansion of education and professionalization in the federal net institutions settings. The TEC NEP Program is a proposal for professional education implemented by the Special Education Secretary connected with the High and Technological Education Secretary intending to expand the offer of professional education, access and permanence in the work for people (young and adults) with special educational needs. The aim of this study was estimating how the guidelines proposed in the TEC NEP Program are being implemented in the federal net schools, through the perception of the nuclei coordinators. Twenty nine nuclei coordinators took part of this study. The data were obtained through the questionnaires sent by internet to the 32 schools which had, until 2005, instituted formal nuclei of the program. 29 coordinators nuclei filled and gave back the questionnaires. The data were analyzed quantitatively and qualitatively and synthesized to offer information about characteristics of the informers and institutions, description of the implementation of the TEC NEP Program in the federal net schools, selective process characteristics, registrations number of students with special educational needs, partnership support, strategies to aid the school inclusion for students with special needs, insertion in the work market, program financing, difficulties in implementing and managing, program impacts and suggestions and considerations brought by the informers. The results obtained after six years of implantation of the program show that its reach is still restrict, considering that in 20 of the 29 schools, the nuclei were implanted only within the two last years and only about fifth of the schools (32 amongst 144) had nuclei of the program. In 19 amongst 29 investigated schools, the nuclei coordinators reported that their schools had already former report of registration of students with special educational needs even before the implantation of the nuclei. The number of investigated schools with registration of students with deficiency raised for 21 in 2005. In the 29 schools investigated were notified 379 registrations of students with special educational needs. However, it s useful to stand out that 244 students with deficiencies (65%) were in courses of initial and continued formation which didn t demand scholastic level. Moreover, only 4 amongst 29 schools concentrated about 71% of the 379 registrations of students with deficiencies, showing the small reach of the program. 8 Therefore, it s observed that the number of registrations of students with special educational needs in the federal net schools is still little significant, what can be connected with the difficulties for the access and permanence conditions of this population in these institutions, since they only can entry through selective examination. The considerations of the coordinators appoint the necessity of taking measures to modify the structures of the schools, implant support services, review curriculum questions, re-define the evaluation process, provide teaching staff formation; it s necessary the involvement of the whole school community in the pedagogical project of the school. Through the reports of each institution, it s still perceived the priority necessity of eliminating prejudiced attitudes, adjust programs, offer pedagogic support, elaborate budgets for the nuclei and qualify continuously all the professionals that work in it. It was verified that the quantitative of students with deficiencies in these schools, even not so significant, is due to partnerships with ONG s (Not Governmental Organizations), what means the transfer of the government responsibility. Concerning to the leading to the work market, it s verified that some few institutions did the control of this datum and the lack of this information hinders a proper evaluation about the effectiveness of the program. It follows that the adoption of isolated measures for the creation of opportunities for access in the federal institutions will make not sense if it s not connected with the taking of steps in the Reabilitation, Education, Health and Transport areas, in order to allow the access and the permanence of these people to these institutions. Thus, it seems necessary a larger planning, accompaniment and evaluation about the measures proposed by the Program for the responsible organizations. / A educação profissional para pessoas com necessidades educacionais especiais (NEE) tem como finalidade promover o desenvolvimento das potencialidades desses indivíduos, objetivando favorecer o exercício pleno da cidadania. É necessário que as instituições responsáveis pela preparação para o trabalho recebam pessoas com NEE. Essa abertura poderá proporcionar a implantação de medidas concretas que minimizem a exclusão social e facilitem o acesso de pessoas com NEE ao mundo do trabalho. Em um país de tantas desigualdades sociais, a inclusão de pessoas com NEE em programas de educação para o trabalho supõe a ampliação dos espaços de presença dessas pessoas em escolas de ensino médio e profissionalizantes, inclusive nas Instituições Federais de Educação Tecnológica (IFET s). Nesse sentido, o estudo situa-se no contexto das políticas públicas em educação especial no campo da educação profissional de pessoas com NEE, com foco no Programa TEC NEP (Educação, Tecnologia e Profissionalização para Pessoas com Necessidades Educacionais Especiais) enquanto proposta de expansão de educação e profissionalização no contexto das instituições da rede federal. O Programa TEC NEP é uma proposta de educação profissional implementada pela Secretaria de Educação Especial (SEESP) em conjunto com a Secretaria de Educação Média e Tecnológica (SEMTEC) que visa expandir a oferta de educação profissional, acesso e permanência no trabalho para pessoas (jovens e adultos) com necessidades educacionais especiais. O objetivo deste estudo foi avaliar como as diretrizes propostas no programa TEC NEP estão sendo implementadas nas escolas da rede federal, através da percepção dos coordenadores de núcleos. Participaram do presente estudo vinte e nove coordenadores de núcleos. Os dados foram obtidos através de questionários enviados via internet para as 32 escolas que possuíam até 2005 núcleos do referido programa formalmente instituídos. Preencheram e devolveram o questionário 29 coordenadores de núcleos, tendo sido os dados analisados de forma quanti-qualitativa, e sintetizados de modo a oferecer informações sobre características dos informantes e das instituições, histórico da implementação do Programa TEC NEP nas escolas da rede federal, características do processo seletivo, número de matrículas de alunos com necessidades educacionais especiais, suporte das parcerias, estratégias para favorecer a inclusão escolar de alunos com necessidades educacionais especiais, inserção no mercado de trabalho, financiamento do programa, dificuldades de implementação e gerenciamento, impactos do programa e sugestões e considerações efetuadas pelos informantes. Os resultados obtidos após seis anos de implantação do programa indicam que sua abrangência ainda é restrita, considerando-se que em 20 das 29 escolas os núcleos foram implantados apenas nos dois últimos anos, e que apenas cerca de um quinto das escolas (32 de um universo de 144) tinham núcleos institucionalizados do referido programa. Das 29 escolas investigadas em 19 os coordenadores de núcleos informaram que suas escolas já tinham histórico anterior de matrículas de alunos com necessidades educacionais especiais antes mesmo da implantação dos núcleos. O número de escolas investigadas com matrículas de alunos com deficiências subiu para 21 em 2005. Foram notificadas um total de 379 matrículas 6 de alunos com necessidades educacionais especiais nas 29 escolas investigadas. Entretanto, caberia ressaltar que 244 alunos com deficiências (65%) estavam em cursos de formação inicial e continuada que não requeriam nível de escolaridade. Além disso, apenas 4 das 29 escolas concentraram cerca de 71% do total das 379 matrículas de alunos com deficiências, indicando a pequena abrangência do programa. Portanto, observa-se que o número de matrículas de alunos com necessidades educacionais especiais nas escolas da rede federal ainda é pouco expressivo, fato que pode estar relacionado às dificuldades nas condições de acesso e permanência desta população nessas instituições, visto que só podem ingressar através de exame seletivo. As considerações dos coordenadores indicam a necessidade de medidas para modificar as estruturas das escolas, implantar serviços de apoio, rever questões curriculares, redefinir o processo de avaliação, proporcionar formação docente, sendo que para isso, é necessário o envolvimento de toda a comunidade escolar no projeto pedagógico da escola. Através dos relatos de cada instituição, percebe-se ainda a necessidade prioritária de eliminar atitudes preconceituosas, adequar programas, oferecer suporte pedagógico, criar orçamentos para os núcleos e ainda capacitar continuamente todos os profissionais que nela atuam. Foi constatado também que o quantitativo de alunos com deficiências nessas escolas, ainda que não tanto expressivo, se deve a parcerias com ONG´s, o que caracteriza a transferência da responsabilidade do poder público. No que se refere ao encaminhamento para o mercado de trabalho, verifica-se que algumas poucas instituições fizeram o controle deste dado e a falta desse tipo de indicador impede que uma avaliação mais adequada sobre a efetividade do programa seja efetuada. Conclui-se que a adoção de medidas isoladas para criação de oportunidades de acesso nas instituições federais, não terá sentido, se não for acompanhada pela provisão de providências na área de Reabilitação, da Educação, da Saúde e do Transporte, de forma a permitir o acesso e a permanência dessas pessoas nessas instituições. Assim parece necessário um maior planejamento, acompanhamento e avaliação da implementação das ações propostas pelo Programa pelos órgãos responsáveis.

Furthermore, this study also aims to evaluate the first two years of the implementation of the targets 12, 13 and 14, and to carry out the projection of its challenges for the country by the year 2024; to comprehend how the SUs are inserted in the context of higher education in Brazil; to identify the main institutional and academic characteristics and the main asymmetries in the set of Brazilian State Universities; to detect the main existing asymmetries in the group of Brazilian SUs; to analyze the content of the goals for higher education of the State Education Plans (SEPs), to investigate the average cost and expense per student of the SUs; to estimate what would be the necessary increase of resources, as a percentage of national and state GDP, so that the states, through their SUs, can contribute to the achievement of these goals. From the methodological point of view, the first step of this research has shown to be an exploratory study which later developed into a descriptive, critical interpretative study that has been subsidized by documental and bibliographic research, collection and analysis of statistical data for the accomplishment of projection estimation presented here. This study is composed of four main categories of analysis: the expansion of Brazilian higher education, the education plans (national and state), the institutional and academic profile of the UEs, and, finally, the funding of the SUs. These categories are theoretically supported by the studies of Aguiar (2010), Amaral e Pinto (2005), Amaral (2016), Dourado (2010, 2011, 2016, 2017), Fialho (2011, 2012), Martins (2000), Oliveira and Dourado (2016), Oliveira (2011), Ranieri (2000), Sguissardi (2000, 2014), among others. The data collected by this study reveal that the challenges of expansion and funding are audacious for the states to contribute to the PNE (2014-2024) goals for higher education. Therefore, it is defended as a thesis that although the SUs integrate the same administrative category as "state public universities", they are constituted by a set of HEIs marked by institutional asymmetries in several aspects: as to its architecture of spatial organization; to the characteristics of offer of their undergraduate enrollments, as to the qualification of its academic staff; as regarding the offer and performance in the stricto sensu post-graduate course ; its statutory regulations; in terms of their funding; and regarding its challenges of expansion towards the goals of the PNE (2014-2024) for higher education. This study understands that the asymmetries identified in the set of the SUs are mainly due to the fact that they have very different contexts regarding their creation, structuring, and functioning, and because they are subordinated to different maintainers (states of the federation) and to distinct academic, institutional regulations and financial capacity. Moreover, it is argued that the challenges of the SUs in front of the PNE (2014-2024) goals for higher education explicit the present contradictions in terms of the higher education offer promoted by these institutions, in terms of its funding, and in terms of the regional inequalities of this group of HEIs. These contradictions and the imperative challenges of enrollment expansion and the increase in the funding, necessary for the SUs to contribute to the success of these goals, allows us to affirm that there are objective limits which compromise the effective participation of the states in reaching these goals for higher education in brazil, through their SUs. Moreover, it is possible to affirm that the effectiveness of the content proposed by the PNE strategy 12.18 (2014-2024) is of fundamental importance for the states of the federation to contribute to the achievement of these goals for higher education, through their SUs. / Este estudo possui como principal objetivo investigar e apresentar qual seria a expansão necessária de matrículas de graduação e pós-graduação stricto sensu e a ampliação no financiamento para que as UEs, por estado da federação, possam contribuir com o êxito das metas do PNE (2014-2024) para a educação superior. Para além deste, objetiva-se também: avaliar os dois primeiros anos de vigência das metas 12, 13 e 14 e realizar a projeção de seus desafios para o país e até o ano de 2024; compreender como as UEs estão inseridas no contexto da educação superior do país; identificar as principais características institucionais e acadêmicas e as principais assimetrias no conjunto das UEs brasileiras; analisar o conteúdo das metas para a educação superior dos Planos Estaduais de Educação (PEEs); apurar o custo e o gasto médio do aluno das UEs por estado da federação; estimar qual seria a ampliação necessária de recursos, como percentual do PIB nacional e estadual, para que os estados, por meio de suas UEs, contribuíssem para o alcance dessas metas. Do ponto de vista metodológico, a primeira etapa desta pesquisa mostrou-se como um estudo exploratório, que depois evoluiu para um estudo descritivo de caráter crítico e interpretativo, sendo subsidiado por pesquisa documental, bibliográfica, levantamento e tratamento de dados estatísticos para a realização dos cálculos das projeções apresentadas. Este estudo é composto por quatro principais categorias de análise: a expansão da educação superior no Brasil, os planos de educação (o nacional e os estaduais), o perfil institucional e acadêmico das UEs e, por fim, o financiamento das UEs. Essas categorias apoiam-se teoricamente nos estudos de Aguiar (2010), Amaral e Pinto (2005), Amaral (2016), Dourado (2010, 2011, 2016, 2017), Fialho (2011, 2012), Martins (2000), Oliveira e Dourado (2016), Oliveira (2011), Ranieri (2000), Sguissardi (2000, 2014), entre outros. Os dados levantados por este estudo revelam que são audaciosos os desafios de expansão e financiamento para que os estados possam contribuir com as metas do PNE (2014-2024) para a educação superior. Portanto, defende-se como tese que, embora as UEs integrem a mesma categoria administrativa sendo “universidades públicas estaduais”, elas se constituem por um conjunto de IES marcado por assimetrias institucionais em diversos aspectos: quanto à sua arquitetura de organização espacial; quanto às características de oferta das suas matrículas de graduação; quanto à titulação de seu corpo docente; quanto à oferta e atuação na pós-graduação stricto sensu; quanto às suas regulamentações normativas; quanto ao seu financiamento; quanto aos seus desafios de expansão perante as metas do PNE (2014-2024) para a educação superior. Este estudo compreende que essas assimetrias idenficadas no conjunto das UEs são decorrentes, principalmente, do fato de elas possuírem contextos muito distintos quanto à sua criação, estruturação e funcionamento e por estarem subordinadas a mantenedores (estados da federação) e regulamentações acadêmicas, institucionais e capacidade financeira distintos. Defende-se ainda que os desafios das UEs perante as metas do PNE (2014-2024) para a educação superior explicitam as contradições presentes quanto à oferta de educação superior promovida por essas instituições, quanto ao seu financiamento e quanto às desigualdades regionais desse conjunto de IES. Essas contradições e os imperativos desafios de expansão de matrículas e ampliação no financiamento necessário para que as UEs possam contribuir com o êxito dessas metas permitem-nos afirmar que existem limites de caráter objetivo que comprometem a efetiva participação dos estados, por meio de suas UEs, no alcance dessas metas para a educação superior no Brasil. É possível afirmar ainda que a efetivação do conteúdo proposto pela estratégia 12.18 do PNE (2014-2024) é de fundamental importância para que os estados da federação, por meio de suas UEs, contribuam para o alcance dessas metas.
