La Norvège et l'isolationnisme, 1940-1972 / Norway and isolationism, 1940-1972

Nous avons d’abord entrepris de tracer un tableau de la Norvège en nous reportant à des ouvrages d’auteurs tels Raymond Aron (1905-1983) et son « Guerre et paix entre nations », de Francis Fukuyama (1952-) avec son étude « The Origins of Political Order » [Les origines de l’ordre politique], de Hans Magnus Enzensberger (1929-), auteur de « Norsk utakt » [La Norvège qui marche à contretemps], d’Henrik Ibsen (1828-1906) et son « Peer Gynt », et de nombreux écrits d’Olav Riste (1933-) et d’autres auteurs.A la fin de cette première partie notre analyse a permis d’identifier l’isolationnisme traditionnel et défensif des Norvégiens que nous désignons comme étant du premier degré, puis une seconde forme d’isolationnisme appelé organique et du second degré, car intériorisé et ainsi occulté.Nos sources principales ont été les Comptes rendus de réunions du Comité des Affaires étrangères et de la Constitution au Storting (Parlement) à Oslo.La deuxième partie de cette thèse traite la période de 1940 à 1949 qui se termine par l’adhésion de la Norvège au Pacte atlantique et l’OTAN en 1949, car le pays n’avait tout simplement pas d’autre choix. En troisième partie nous suivons la Norvège dans une phase d’internationalisation profonde de 1950 à 1972 où le pays adhère, de nouveau sous la contrainte, d’abord à l’Association européenne de libre échange puis cherche à se joindre à la Communauté économique européenne. L’échec au référendum sur l’Europe en 1972 est à imputer en très grande partie à son isolationnisme que nous qualifions d’extraordinaire. / We start by building up a portrait of Norway by referring to works by authors such as Raymond Aron (1905-1983) and his «War and peace between nations» [Guerre et paix entre nations], Francis Fukuyama (1952-) with his study of « The Origins of Political Order », Hans Magnus Enzensberger(1929-), author of « Out-of-step Norway » [Norsk utakt], Henrik Ibsen and his « Peer Gynt» as well as numerous writings by Olav Riste (1933-) and other contributors.At the end of this first part our analysis has uncovered the traditional and defensive isolationism of the Norwegians which we qualify as being of the first degree, then a second degree isolationism, organic in character, since it is interiorised and hence hidden.Our main sources are accounts of meetings of the “Committee for Foreign affairs and of the Constitution” at the Storting (Parliament) in Oslo.The second part of this thesis deals with the period from 1940 to 1949 where Norway joined the Atlantic pact and NATO in 1949, quite simply because the country had no other choice. In the third part we look at Norway during her period of opening up to the international community from 1950 to 1972 where the country joins, again because she was forced to, first the European Free Trade area (EFTA), then is a candidate for membership of the European Economic Community (EEC). The loss at the referendum on Europe in 1972 is mostly due to her isolationism that we in the end shall qualify as being extraordinary.

Online learning through the use of information and communication technology (ICT) features in institutions of higher education globally. If integrated successfully online learning holds many benefits. Research however has highlighted that the focus of online learning is often on the technology, while pedagogical considerations are neglected. As such online learning has not yielded significant changes from a pedagogical perspective. The impetus of this study was driven by the need to find approaches of integrating pedagogically sound online learning in distance education (DE). The study employed a case study research design, and was qualitative in nature. Questionnaires, interviews and documents informed the case study. The findings of the study reveal that online learning should be purposefully planned. In light of the findings, the study presents a framework for the integration of online learning in DE. The framework is built on the concept of awareness and argues that online learning should depart from three types of awareness, i.e. lecturer, student and institutional. The framework is entrenched in theory from both DE and online learning and offers direction for stakeholders at various levels of DE higher education institutions in terms of integrating online learning. / Boithuti ka inthanete ka tšhomišo ya theknolotši ya tshedimošo le kgokagano (ICT) bo hlaga ka go dihlongwa tša thuto ya godingwana lefaseng ka bophara. Validation of a rating scale for distance education university student essays in a literature-based module

This thesis reports on the findings of a study to validate an assessment scale for writing in an Open Distance Learning (ODL) context by first-year students in their responses to English literary texts. The study involved the interrogation of an existing scale, adapted from Jacobs et al. (1981), which was being used for the Foundations in English Literary Studies (ENG1501) module at the University of South Africa. Despite the credibility of the original scale, the modified version had been used in language- and literature-based courses in the English Studies Department since 1998 and had not been updated or empirically tested in the context of the target group. Thus, the gap that this current study addressed was the need for a valid rating scale that takes into account the complexities of literature teaching and ODL in the current South African university environment. This thesis includes a review of the debate on validity and the validation of rating scales both internationally and in South Africa, the ODL environment, and the assessment of assignments based on literary texts, particularly in the multicultural South African context. The methodology included research of both a quantitative and a qualitative nature. The outcome was an empirically-validated scale that should contribute to the quest for accuracy in assessing academic writing and meet the formative and summative assessment needs of the target group / English Studies / D. Utilising open educational resources in support of curriculum transformation at Africa Nazarene University : a participatory action research approach

This thesis, Utilising Open Educational Resources in support of curriculum transformation at Africa Nazarene University: A participatory action research approach, derives from a multi-year project implemented by OER Africa, and funded by the Hewlett Foundation, to explore the potential of Open Educational Resources (OER) in support of pedagogic transformation in African universities. The project involves four institutions: Africa Nazarene University (ANU) in Kenya, the Open University of Tanzania (OUT), and the Universities of Pretoria and the Free State (UP and UFS) in South Africa. This study centred on ANU only in the period 2013 to 2016, with a focus on the period 2015-2016, and was timed to inform ANU’s new strategic planning process from 2017. The wider project adopted a participatory action research process in its engagement with the four core institutions. Within this over-arching project methodology, this study made use of an analytical autoethnographic approach to capture and analyse data and to make recommendations, to acknowledge the researcher’s dual role as both a co-participant and an institutional project lead. The approach was informed primarily by hermeneutics and systems thinking and involved multiple in-country engagements with ANU and the triangulation of information derived from document review, observation and iterative focus group discussions and individual interviews. An OER Maturity Index and Planning Tool was also developed and used to inform planning and reflection and to provide a barometer of changing attitudes and activities regarding engagement with OER. Initially the engagement focused on developing a supportive policy and capacity-building environment for individuals to integrate OER into specific Open, Distance and e-Learning (ODeL) courses and to publish revised course materials under an open licence. However, as the initiative progressed, it became apparent that there was need to revisit the institution’s overall business model considering increased competition, new regulatory requirements and a growing demand from students for more flexible forms of provision. In fact, the key finding of this study is the suggestion that engagement with OER is unlikely to move from being an individual to an institutional focus unless such engagement is aligned with the overall vision, mission and business model of the university. / Curriculum and Instructional Studies / D. Effective assessment in open distance and e-learning : using the signature courses at the University of South Africa as a model for future practice

This study was conceptualised within a social-constructivist ontological orientation and, further, uses an interpretive epistemological lens to extract information from the participants who are coming from different life worlds. This thesis, Effective assessment in open distance and e-learning: using the Signature Courses at the University of South Africa as a model for future practice, investigated how emerging information communication technologies (ICTs) can be used to transform, enhance and influence student assessment practices in Open Distance and e-Learning (ODeL) contexts. The ultimate objective of the study was to establish assessment guidelines for effective student assessment in distance education using technology as an enabler. To achieve the objectives of this study, a mixed methods research methodology was adopted in which Unisa lecturers’ and first-year students’ experiences, perceptions, attitudes, and beliefs regarding the use of ICT as a tool to enhance and influence student assessment were sought. Despite some limitations, the study was able to reveal that technology has the potential to influence student-lecturer, and student-peer interaction thereby bridging the isolation gap that normally exists between them. Further, these potential benefits also include the identification of teaching strengths and weaknesses, the indication of areas where instructional change or modification is needed, and the application of more effective means of interacting with students. A key function of this study, therefore, is to help the lecturers involved in higher learning assessment to use technology effectively and efficiently to enhance assessment practices as a means of maintaining both the academic standards and enhancing the quality of the student learning experience. In addition, the study has shown that technology has the potential to enhance and influence student learning and motivation. Furthermore, this study made theoretical and practical contributions to the literature on information communication technology implementation on lecturers’ and students’ pedagogical and technological readiness to online learning and assessment in open distance and e-learning. / Curriculum and Instructional Studies / D. E-learning technologies for open distance learning knowledge acquisition in managerial accounting

This research seeks to establish how e-learning may contribute towards knowledge construction for Management Accounting students at the University of South Africa. More specifically, the research is designed to investigate how educational technologies like e-learning may benefit and improve the teaching and learning of Management Accounting at Unisa. Educators need to understand how students learn so that they can establish suitable learning strategies. Studies have shown that generally, e-learning applications are little used, sometimes because of inappropriate content and technologies. Other prohibitive factors are costs, poor or inadequate technology infrastructure and a shortage of human resources. On the strength of a comprehensive literature survey, a framework to address and manage challenging aspects of teaching and e-learning were developed. Problem areas and critical success factors were considered. The said framework ought to assist with organising complex issues and reveal parts that need further work. The utility of the framework was evaluated through a staged process. First, it was tested and evaluated through the model of a lecture. Secondly, both qualitative and quantitative surveys among university lectures and students were conducted to further confirm the applicability of the framework. Though the outcome of the validations were satisfactory, more research needs to be carried out over a longer period of time in order to determine the scalability of the framework and to remove any inconsistencies. Aspects of the framework could be used to incorporate ICTs, e.g. the use of spreadsheets and the Learning Village into communities of practice. / Hierdie navorsing poog om vas te stel hoe e-leer kan bydra tot kenniskonstruksie vir Bestuursrekeningkunde-studente aan die Universiteit van Suid-Afrika. Die navorsing is meer spesifiek ontwerp om vas te stel hoe opvoedkundetegnologieë soos e-leer die onderrig en leer van Bestuursrekeningkunde by Unisa kan bevorder en verbeter. Opvoeders moet verstaan hoe studente leer sodat hulle geskikte leerstrategieë kan ontwikkel. Studies toon dat e-leertoepassings normaalweg min gebruik word, soms omdat die inhoud en tegnologieë nie toepaslik is nie. Ander faktore wat dit belemmer, sluit in onkoste, swak of onvoldoende tegnologie-infrastruktuur en ’n tekort aan mensehulpbronne. ’n Raamwerk om die uitdagings van onderrig en e-leer te bestuur, is op grond van ’n omvattende literatuurstudie ontwikkel. Probleemareas en kritiese suksesfaktore is in gedagte gehou. Die genoemde raamwerk behoort van nut te wees vir die organisering van ingewikkelde kwessies en toon watter dele verdere werk vereis. Die bruikbaarheid van die raamwerk is deur middel van ’n stapsgewyse proses geëvalueer. Eerstens is dit getoets en geëvalueer op grond van ’n lesingsmodel. Tweedens is kwalitatiewe en kwantitatiewe meningspeilings geloods; sowel universiteitsdosente as -studente is versoek om die toepaslikheid van die raamwerk te bevestig. Alhoewel die uitkoms van die validasies bevredigend was, moet verdere navorsing oor ’n langer tydperk gedoen word om die skaleerbaarheid van die raamwerk te bepaal en enige teenstrydighede uit die weg te ruim.
