Demokratins väktare i tillitsförvaltningen: Normativ analys av Tillitsdelegationens huvudbetänkandeLindwall, Petter January 2019 (has links)
Tillitsdelegationen ger i sitt huvudbetänkande förslag på att införa tillitsbaserad styrning på uppdrag av regeringen. En effekt av att införa tillitsbaserad styrning i den offentliga förvaltningen kan enligt Tillitsdelegationen komma att återskapa Lennart Lundquist klassiska idealbild av tjänstemannarollen. Idealbilden är en förutsättning för att tjänstemannen ska kunna agera som demokratins väktare och grundar sig i vårt offentliga etos. Syftet med denna studie har varit att studera i vilken utsträckning Tillitsdelegationens i sitt huvudbetänkande är förenligt med idealbilden. Tillitsdelegationens huvudbetänkande har analyserats med en normativ begreppsanalys där begrepp, resonemang och argumentation i materialet har undersökts i relation till värdena i vårt offentliga etos. Studiens slutsats är att Tillitsdelegationen till viss del uppfyller Lundquist idealbild av tjänstemannen eftersom demokrativärdena beaktas i stor utsträckning. Dock har ekonomivärdena en fortsatt central roll, främst genom koncentrationen på output-sidan i form av livskvalité för medborgaren.

A filter in the chain of command : A quantitative study on the extent to which officials in the Swedish Government Offices perceive that they are governed bythe political elite and ministerial advisersFrölander, Njord January 2019 (has links)
The aim of this thesis is to investigate to what extent the officials within the Swedish Government Offices consider themselves to be governed by the political elite (ministers and state secretaries) and the ministerial advisers (chief of staffs, planning directors, political advisers and press secretaries). In an ideal chain of command, the political elite governs the officials, since the ministers are appointed by the Prime Minister to govern the Government Office’s different policy areas. During recent years, political scientists have started to chart a phenomenon of an increasing number of ministerial advisers within the public administration. The Swedish Parliament has no formal capability to review or dismiss these ministerial advisers. Which is considered to be problematic in terms of democratic legitimacy, since the ministerial advisers are neither recruited through a transparent recruitment process based on their merits, nor are they politically appointed based on election results. Hence, the link between election results and who is given the mandate to take part in the policy process within the Swedish Government Offices can be seen as tenuous. The officials are at the government’s disposal to prepare and implement policies, and to contribute with their expertise in different policy areas, regardless of which political party or political coalition that is governing at the time. Thus, the purpose of this thesis has been to study the government officials’ perspective, and to what extent they consider themselves to be governed by the political elite and ministerial advisers. 91 government officials have answered a survey regarding to what extent they perceive that they are governed by the different roles in the political staff, and to what extent they consider having contact with the different roles in the political staff. The collected material has made it possible to merge the officials’ perspective on the different roles within the political staff into the categories the political elite and the ministerial advisers. This has been done in order to calculate a confidence interval to estimate officials’ perspective on the two categories within the Govern- ment Offices as a whole. The main findings of the study are that officials within the Government Offices consider themselves to be governed to a greater extent by the political elite, compared to the ministerial advisers. Although the officials consider that they are governed by the political elite, they have more contact with the ministerial advisers compared to the political elite. This could indicate that ministerial advisers are to a great extent mediating the contact between the political elite and the officials within the Swedish Government Offices.

Digitalisering inom offentlig förvaltning : En studie av informationsvärdering vid skanning av arkiv / Digitization in public administration : A study of appraisal when scanning archivesFägerhall, Nils January 2020 (has links)
When digitizing the public sector there is a risk that public administrations lose control of what is preserved in their archives. The main issue raised in this thesis concerns the valuation of information, also called appraisal, that is required before and during scanning of archival material. The focus is on reviewing and analyzing how the appraisal process may be affected by the fact that external companies perform the scanning work when digitizing archives. Also, the background as to why public administrations choose external providers of scanning is examined. Qualitative semi-structured interviews were conducted with four archivists and one project leader from five different public administrations and transcripts from the interviews formed the data of analysis.The analysis was based on Terry Cook's theory macroappraisal and Lennart Lundquist's theory of public ethos. The theories were applied to the empirical material. The study showed that external companies did not have to evaluate information in the way that is usually discussed under the concept of appraisal. The reason for this is that the public administrations themselves have prepared the material to be digitized. The study has also showed that almost all interviewees describe how the lack of equipment and skills regarding the actual scanning has contributed to the choice of providers. Three out of five interviewees also state that they lacked the time and/or staff to do the scanning themselves. Only one of the interviewees said that the choice of provider was made on the basis that the cheapest option was chosen. The conclusion that could be drawn is that the public administrations already have identified the risk of losing control of what is preserved in their archives when using external companies for scanning. A question one might ask instead is whether the prudence that the public administrations show is justified? This is a two years master’s thesis in Archival Science.
