The Constitution of South Africa, 1996, requires local government to be democratic and accountable to local communities. Municipalities are also constitutionally bound to encourage the involvement of the communities in the affairs of local government. Section 152 of the Constitution of South Africa, 1996, sets out the rights of communities to be involved in the affairs of local government.Participation is not only about communicating information and addressing the needs of the community. Participation is also about building partnerships with the community, being accountable to the community, allowing the community to take part in policy decisions, capacitating the community to understand their rights and obligations as citizens, and allowing the community to participate actively in social, political and economic affairs. Local government as a sphere of government closest to the peopleplays a critical role in advancing the participation of the community. Chapter 4 of the Municipal Structures Act of 1998 requires that municipalities should establish ward committees in order to enhance participatory democracy. Ward committees were therefore established, as community structures, to play a role in advocating needs, aspirations, potentials and problems of the community. However, studies appear to be critical on the functionality of ward committees and argue that most ward committees are not functioning as intended. The purpose of the study is to establish whether MatlosanaLocal Municipality has created the environment for active participation through the ward committee system in order to enhance participatory democracy. Thestudy further investigates whether the ward committees are functioning as intended and according to what the law requires. The researcher used a qualitative method to determine how Matlosana Local Municipality uses the ward committee system to enhance participatory democracy. The investigation revealed a number of challenges facing the ward committees which hinder their effectiveness. However, recommendations are recommended to assist the management of the municipality in making the system more effective. / Thesis (M. Gender in the Fifty-first New South Wales Parliament

Doctor of Philosophy / Responsible Government began in New South Wales in 1856. Direct participation by women began 70 years later in 1925 with the election of Millicent Preston-Stanley. Her first speech questioned whether Parliament was a fit place for women. Another significant milestone was reached after another 70 years when female MLAs in the Fifty-first Parliament constituted 15% of the Legislative Assembly and female MLCs made up 33% of the Legislative Council. In the 1990s there was no formal barrier to the participation of persons on the basis of their sex but no scholarly study had addressed the question of whether the Parliament’s culture was open to all gender orientations. This study examines the hypothesis that the Parliament informally favoured some types of gender behaviour over others. It identifies ‘gender’ as behaviour rather than a characteristic of persons and avoids the conflation of gender with sex, and particularly with women exclusively. The research used interviews, observation and document study for triangulation. The thesis describes the specific context of New South Wales parliamentary politics 1995-1999 with an emphasis on factors that affect an understanding of gender. It explores notions of representation held by MPs, analyses their personal backgrounds and reports on gender-rich behaviours in the chambers. The study concludes that gender was a significant factor in the behaviour of Members of the Parliament. There were important differences between the ways that male and female MPs approached their roles. Analysis of the concept of gender in the Parliament shows that some behaviours are more likely to bring political success than are others. The methodology developed here by adapting literature from other systems has important strengths. The data suggest that there is a need for many more detailed studies of aspects of gender in parliaments.

An investigation of turnover and retention factors of health professional staff within the Eastern Cape Department of Health

Health Professionals are critical in the provision of health services, more especially when it comes to nurses who are next to the patient most of the time. It is critically important for the Eastern Cape Department of Health to ensure that skilled health professionals such as doctors, pharmacists, nurses and the like are retained and the staff turnover regarding this category of staff is appropriately managed. The difficulty to attract and retain health professionals is negatively affecting service delivery in the Eastern Cape department of Health and leaves the department with an unacceptably high vacancy rate. This often put more of a burden on to the health professionals who remain within the organization. Some of them will end up leaving the organization. There is a great shortage of health professionals in South Africa and it becomes easier for the health professionals to get employment elsewhere, particularly in the private sector which appears to have a competitive advantage as compared to the public sector. In this study, both quantitative and qualitative methods were used to gather information through the utilization of a questionnaire and interviews were conducted mainly to confirm the results obtained. The results of the study have assisted to reflect factors that could be influencing the health professionals to leave health facilities of the Eastern Cape Department of Health. The respondents were drawn from the two areas within the Health Department, and these are, Mthatha and Port Elizabeth areas. One hundred (100) questionnaires were issued to the health professionals and sixty three responded. Documents that were received from the department were helpful in determining the turnover rate. The study has revealed that the Eastern Cape Department of Health may succeed in retaining the health professionals if they can be made to feel that their job is important. It appears that health professionals would like to be given enough opportunity to perform their functions and participate in the decision making processes of the department. Some factors may be contributing to the staff turnover and these are, lack of career opportunities to develop, challenges in the workplace, conflict with the management and colleagues. It is always important for the organizations to recognize its employees by giving them space to practice their profession and create a comfortable workplace that could have an impact in influencing the employee to remain within the organization. Employee turnover can be minimized, if employees can be exposed to a healthy workplace environment that will assist if fostering happiness, and in the process, enhance their motivation. It is imperative for the Eastern Cape Department of Health to focus on the training and development of its employees in order to increase the efficiency and competitiveness. As the employees gain the necessary skills to perform their job, productivity may improve. The performance of the employees should be properly managed, and the resultant incentives and rewards must be fairly distributed. This could promote harmony in the workplace and that could help in building relationships among employees. If employees are satisfied, there is an increased chance that they will stay within the organization and it becomes difficult for other competitors to attract them. Employees must be given adequate space to participate in the decision making processes of the organization, and by doing so, their loyalty to the organization could be increased.

This thesis focuses on history of the artificial slalom track in Český Vrbný near České Budějovice. After a complex reconstruction and revitalization, which took place in the years 2009 - 2012, the Lída Polesná water sports complex is a top artificial slalom trail, belonging among the three best in the Czech Republic. Moreiver it is a real and very popular sporting, recreational and training center not only of regional but also of national importance. This thesis contains history of the slalom track moreover also includes an outline of the history of canoeing in the Czech lands until the first artificial slalom trails. Furthermore it includes an outline of the history of the Česke Budejovice canoeing, an outline of the history of the weir in Český Vrbný and comparison of this track with other similar facilities. It also includes an overview of artificial slalom trails in the Czech Republic and Slovakia and is further supported by an overview of their parameters and their photographs. The thesis is a 100 page-wide. The thesis has 75 attached pictures with labels. The main format msily consist of two original photographs, pictures, maps, or drawings.

The relationship between emotional intelligence and job performance of call centre leaders

The purpose of this study was to determine whether there is a relationship between perceived emotional intelligence and job performance among inbound call centre leaders in the medical aid environment. The sample consisted of 268 participants (45 leaders and 223 raters) across different age and race groups. A convenience sample was used, since it was easier to focus on call centre leaders working in the same office. All of the participants completed the 360º Emotional Competency Profiler (ECP) in order to measure emotional intelligence whereas the job performance data were obtained from the management team and an average score of their performance over a one-year period was examined.
