International Efforts to Promote Local Resource Mobilization for Philanthropy in Africa: Why the Ford Foundation's Initiatives Failed

Indiana University-Purdue University Indianapolis (IUPUI) / The exportation of institutions from developed economies to developing countries has been a development strategy that international actors have employed for decades. In the 1990s and early 2000s international donors introduced philanthropic foundations into African countries. The Ford Foundation was instrumental in setting up a number of foundations in African countries to promote the mobilization of local philanthropic resources for self-reliant community-driven development. However, more than a decade after their establishment the Ford-founded philanthropic institutions continued to depend heavily on international funding. This dissertation investigates why Ford’s exportation of foundation philanthropy to African countries for the promotion of local resource mobilization was unsuccessful. Current explanations attribute the local resource mobilization ineffectiveness of donor-founded philanthropic institutions to domestic factors --- developing country governments’ failure to provide an enabling environment for the development of nonprofit institutions. Drawing on quantitative and qualitative data, I go beyond the endogenous explanations to examine the role and institutional transplantation strategies of the external actor, the Ford Foundation. Based on in-depth interviews with former staff and consultants of the Ford Foundation, as well as staff of selected Ford-founded African foundations in Kenya, Ghana, and Senegal (namely The Kenya Community Development Foundation, the African Women's Development Fund, and TrustAfrica) I contend that the oft-cited domestic “obstacles” are actually the preexisting local conditions that Ford should have taken into consideration during the formulation and implementation of its philanthropy promotion program in African countries. Using institutional transplantation theories as a framework, I argue that Ford failed to achieve its local resource mobilization goal in African countries because the American-inspired foundation model that it transplanted in those countries for the purpose was incompatible with the local African cultures of giving and philanthropy.

The thesis deals with the concept of corporate philanthropy and Corporate Social Responsibility. Our goal is to review the state of corporate philanthropy and CSR in SHP Harmanec, JSC, to explore, by a questionnaire research, the attitudes of young people to 30 years and to draw recommendations for the streamlining of corporate philanthropy in the company. Using the synthesis of the research`s results, it aims to design communication activities, which could present the philanthropic activities to this target group. The work is divided into 9 chapters in two parts. The first theoretical and methodological part summarizes available literature on corporate philanthropy and Corporate Social Responsibility. The second analytical part analyzes the company SHP Harmanec, JSC, and examines the attitudes, opinions and motivations of the young people to 30 years on the issue of corporate philanthropy and Corporate Social Responsibility. Proposal on streamlining corporate philanthropy and suggestions of the best communication activities, which could present the philanthropic activities of the company to the young, are the result.

Jan Palacký (1830-1908) was the first associate professor of geography at the Prague University and, after university division, the first professor of geography at the Czech Charles- Ferdinand University. He worked as a scientist for more than fifty years. He was well known abroad and represented the Czech Kingdom in a perfect way. His family was one of the most important families of Czech history. Jan Palacký was not as successful a politician - as his father František Palacký or his brother-in-law František Ladislav Rieger. He could not keep the family property which he lost as a result of the failed Chabrus elections in 1872. The aim of this thesis is to map the life of Jan Palacký in his life roles through this new perspective and using unused sources to point out Palacký's personal national identity. The focus of the thesis is the analysis of sources relating to Jan Palacký. The thesis is focused on Palacký family life, his scientific work and activities at the university, educational and charitable activities. The thesis also draws attention to the extensive scientific correspondence stored in the Literary archive of the Museum of Czech literature. O atual modelo de atenção à saúde do Brasil tem suas origens no modelo biomédico flexneriano, idealizado e implantado nos Estados Unidos por meio da ação combinada do corporativismo médico local e do grande capital. Sua importação e implantação se insere nas relações gerais de dependência econômica e subordinação política do nosso País aos interesses norte-americanos, desde as últimas décadas do século XIX até as primeiras décadas do século XX. O objetivo desta tese é identificar e analisar como as grandes fundações norte-americanas, financiadoras do modelo de atenção médica originado a partir da publicação do Relatório Flexner em 1910, mais os interesses capitalistas, tanto do grande capital internacional quanto nacionais, e o corporativismo médico brasileiro, construíram o modelo de atenção médico-hospitalar no Brasil e o moldaram à sua conveniência, de sorte a torná-lo hegemônico, preparando o terreno para a implantação da fase seguinte, a do complexo médico-industrial. Para tanto, apropriando-se do discurso dominante da ciência, deverão introduzir-se no Estado ou com ele manter estreito relacionamento, de forma a controlá-lo ou dirigí-lo ainda que parcialmente, privilegiando seus interesses, enquanto vestidos de um discurso que se pretende assistencialista, promovendo a expansão da base de assistência médica individual para cristalizar um padrão hospitalocêntrico e crescentemente tecnificado / The current model of health care assistance in Brazil stems from the biomedical Flexneriam medicine model once imagined and implemented in the United States through the combined action of the local medical corporativism and corporate class, mediated by the great philanthropies, and ultimately exported in the wake of financial capitalist expansionism, resulting in the Brazilian economical and political subordination to American interests between the late XIX and mid XX centuries. The main theme of this dissertation is to analyze how the great American philanthropic foundations, who financed the medical reform after the Flexner Report was published in 1910, combined their interests with the corporate class ones, both international and local, and, adding the support of the local medical corporativism, conformed the Brazilian health care model to its convenience, just preparing the ground for the introduction of the next phase, i.e., the medical-industrial complex. In order to succeed, and under the banner of the medical science, they either penetrated the structure of the State or maintained with it a close relationship, in order to control or at least partially steer it, always meaning its own interests while maintaining a betterment discourse, but promoting individual medical care in order to foster a hospital and technology centered pattern

They are complex and unique institutions, given the history, structure, variety of employees, local legislation, among other features. As part of hospital management, hospitality has received much emphasis on the aspects of humanization of care and in shaping the strategy associated with increased efficiency and competitiveness. To make the stay of the patient experience more enjoyable and make life easier for doctors who serve the institution, many hospitals are creating additional services using the tools from the service industry, especially hotels. The aim of this study is to analyze the hospitality management in philanthropic hospitals of excellence located in the city of São Paulo and understand how they work toward these new services. To analyze the hospitality management, we chose a reference group of hospitals in the Brazilian health system with Certificado de Entidade Beneficente de Assistência Social (philanthropic), accredited and considered to be of excellence by the Brazilian Health Department. We adopted an approach empirical-analytic, by conducting multiple case studies. The results of the study have identified that the hospitality management is not a differentiation factor or a competitive advantage but a case of leveling between the studied hospitals a way that allow to provide the same service level offered by other hospitals of excellence / As organizações hospitalares têm um importante papel no mercado por sua função econômica, social e por promover a saúde. São instituições complexas e particulares, dada a história, a estrutura, a variedade da mão de obra, a legislação local, entre outras características. No âmbito da gestão hospitalar, a hotelaria tem recebido destaque tanto nos aspectos de humanização do atendimento quanto na conformação da estratégia associada ao aumento de eficiência e competitividade. Para transformar a estada do paciente em uma experiência mais prazerosa e facilitar a vida dos médicos que atendem na instituição, muitos hospitais estão criando serviços adicionais utilizando as ferramentas da indústria de serviços, especialmente dos hotéis. O objetivo deste estudo é analisar a gestão da hotelaria hospitalar em instituições hospitalares filantrópicas de excelência localizadas na cidade de São Paulo e entender como elas atuam frente a esses serviços. Para analisar a gestão da hotelaria hospitalar, escolhemos um grupo de hospitais referência na saúde brasileira, portadores de Certificado de Entidade Beneficente de Assistência Social (filantrópicos), acreditados e considerados de excelência pelo Ministério da Saúde. Adotamos abordagem metodológica empíricoanalítica, por meio da condução de estudos de casos múltiplos. Os resultados do estudo permitiram identificar que a gestão da hotelaria hospitalar não é um fator de diferenciação e de vantagem competitiva, mas sim de equiparação entre esses hospitais estudados um caminho para não deixar de disponibilizar o mesmo nível de serviço oferecido pelos demais hospitais de excelência

Initially, the study is produced from literature searches, constituting the foundation of the theoretical underpinning of the work. Aiming at increasing the information about the time visits were made in a philantropic hospital, seeking to understand the shape and importance of monitoring hospital costs experienced in daytoday these hospitals. In this intermediate phase interviews were conducted with hospital managers, facing the daily production of the hospitals. These steps were critical to completing the questionnaire to be applied in the research. We selected three hospital organizations outside the target population to achieve the pre-test. To achieve the objective of the study was a questionnaire, with almost dichotomous questions (closed) and multiple choice. The results revealed that the majority of the sample does not use the activitybased costing, and the determining factor for not using this methodology the understanding that: the current costing system meets the organization, followed by cost / benefit profile for use , and the high complexity of applying the ABC. However, in some organizations is being studied to apply this methodology. Considering also the results obtained in the research, there is an organization that applied the concepts of the methodology throughout the hospital, having deployed the ABC over a period exceeding three years, and currently uses a methodology that maps the time and resources involved in the processes without entering the mapping of all the activities themselves / Esta dissertação apresenta os resultados de um estudo descritivo sobre a aplicabilidade do custeio baseado em atividades (ABC), nos hospitais filantrópicos da cidade de São Paulo. Inicialmente, o estudo é produzido a partir de pesquisas bibliográficas, constituindo-se no alicerce da sustentação teórica do trabalho. Esta visa ampliar as informações a respeito do tempo em que foram realizadas as visitas em um hospital filantrópico, buscando entender a forma e a importância do monitoramento dos custos hospitalares vivenciada no diaadia desses hospitais. Na fase intermediária foram realizadas entrevistas com gestores hospitalares, voltadas ao cotidiano produtivo dos hospitais. Esses passos foram de suma importância para a realização do questionário a ser aplicado na pesquisa. Foram selecionadas três organizações hospitalares não pertencentes à população-alvo para a realização do pré-teste. Para atingir o objetivo do estudo foi aplicado um questionário, com praticamente questões dicotômicas (fechadas) e de múltipla escolha. Os resultados revelaram que a maior parte da amostra não utiliza o custeio baseado em atividades, sendo o fator determinante para a não utilização dessa metodologia o entendimento que o atual sistema de custeio atende à organização; seguido da relação custo/benefício desfavorável para a sua utilização e, por último, da alta complexidade em aplicar o ABC. Porém, em algumas organizações está em fase de estudos a aplicação dessa metodologia. Considerando ainda os resultados obtidos na pesquisa, existe organização que aplicou os conceitos da metodologia em todo o hospital, tendo implantado o custeio ABC em um período superior a três anos e que, atualmente, utiliza uma metodologia que mapeia os tempos e os recursos envolvidos nos processos, sem entrar no mapeamento de todas as atividades propriamente ditas

To achieve these goals, could a program of continued education of teachers improve the learning perspectives of students in social vulnerability? Could a pedagogical tool that emerged from the meetings of this formation process facilitate an inclusive education? The methodology used in this study included a qualitative research with techniques of document analysis and literature review, which include the scientific works of Bourdieu, Freire, Hoffmann, Lahire, Morin, and Nóvoa. This dissertation presents the stages of the Learning Method through Rational-Emotional-Intuitive Research (MAPREI, in Portuguese), a pedagogical tool created by the teachers of this school, which has assisted in the challenge of engaging the student in the dynamic process of his/her own learning, with the mediating action of the teacher and the encouragement for a critical and solidarity-based knowledge / Este trabalho propõe-se a analisar ações de uma instituição escolar regular filantrópica, voltadas ao crescimento intelectual e ao desenvolvimento da cidadania de estudantes, pela busca da diminuição do risco de evasão escolar e do caminho de um ensino de qualidade, favorecedores da continuidade da trajetória acadêmica. Para alcançar esses objetivos, um programa de formação contínua de professores poderia melhorar as perspectivas de aprendizagem de alunos em situação de vulnerabilidade social? Uma ferramenta pedagógica surgida dos encontros dessa formação seria facilitadora de uma educação inclusiva? The purpose of the work: To evaluate sponsorship equity fore sponsors of Lithuanian basketball league clubs. Tasks of the work: a. A iniciativa privada participa do SUS, com a intervenção de prestadores privados de serviços de saúde, com fins lucrativos ou sem fins lucrativos. O propósito deste estudo é analisar as mudanças estratégicas, ocorridas entre os anos de 2002 e 2008, voltadas à filantropia, em Hospitais Privados Filantrópicos, não usuais prestadores de serviços ao SUS, no Município de São Paulo, para a obtenção ou manutenção do Certificado de Entidade Beneficente de Assistência Social. Foi utilizada uma metodologia qualitativa de estudos de casos múltiplos, para obter as percepções dos agentes envolvidos com a gestão das estratégias e ações voltadas para a Filantropia, através de uma pesquisa exploratória. Cinco Hospitais Privados Filantrópicos, não usuais prestadores de serviços ao SUS, compuseram a amostra. Um dos principais achados deste estudo foi o de que obter ou manter o Certificado de Filantropia garante a estes Hospitais Filantrópicos, não usuais prestadores de serviços ao SUS, isenções fiscais, que criam uma vantagem competitiva diante de outros hospitais privados não filantrópicos, que atuam na medicina suplementar, resultando em redução de custos e condições de diferenciação nos serviços prestados. / The Brazilian Unified Health System (Sistema Único de Saúde – SUS) structures itself on actions and health services delivered by Public Institutions from the Federal, State and local government. Private Institutions are part of this System (SUS) as forprofit and not-for-profit health services. The purpose of this study is to analyse strategic changes, occurred between the years of 2002 and 2008, in Philanthropic Hospitals (not-for-profit Institutions) which do not deliver health services to SUS regularly in the city of São Paulo. These strategic changes aimed at being certificated as or maintaining the status of a Public Utility (Certificado de Entidade Beneficente de Assistência Social). An exploratory research was carried out, and a qualitative methodology of multiple cases study was adopted to collect perceptions of professionals involved in philanthropic strategic management. The sample consisted of five Philanthropic Hospitals. One of the main findings was that certification guarantees fiscal incentives that creates competitive advantages compared to other Private Institutions, resulting in cost reduction and conditions for services improvement.
