SUMMARY OF THIS STUDY:
This study is mainly through the relevant documents theoretical integration review and research, and to understand the over-time pay status quo, the perception after the over-time system execution, and the entrance of the budget and achievement relevant research.
CHAPTER ONE
Instruction, to describe the motives, purposes, constructions and restrictions of this study.
CHAPTER TWO
Review of the documents, mainly pursuant the relevant documents to study the government budget and police administration, achievements evaluation, salary and the theoretical basis, the style of the salary payment system, employee¡¦s salaries, the fair of payment the relevant research against the achievements evaluation.

<p>Empati uppstår av flera anledningar och individen kan försöka reglera graden. Engagemang är ett positivt uppfyllande arbetsrelaterat tillstånd medan utbrändhet är en förlängd respons på interpersonella och kroniska emotionella stressorer i arbetet. Polismannens arbetsdag kantas av interpersonella stressorer som kan leda till utbrändhet, där engagemang och empati kan ha betydelse. Studiens syfte var att undersöka om hög empati tillsammans med högt engagemang kan relateras till utvecklande av utbrändhet hos poliser. Studien var kvantitativ med tillgänglighetsurval; 55 poliser deltog från en polismyndighet i Mellansverige. Resultatet visade att poliserna var empatiska och engagerade men inte påtagligt utbrända. Därav slutsatsen att empati och engagemang inte har en interaktiv effekt på förekomst av utbrändhet snarare att dessa faktorer kanske fungerar skyddande mot utbrändhet.</p>

The present work summarizes the effort to comprehend the changes occurred in the two last decades in the field of the public security in Brazil, especially the aspects related to the policial training, especially in the state of Alagoas. This research has a qualitative and bibliographic nature and is was instrumentalized through historical analysis in a compared perspective, involving the recruitment process and policial training to some countries of west Europe, Japan, United States and Brazil, as well as documental analyses of institutional registrations related to the training and improving of policeman of the military police of Alagoas - PMAL. Considering that the public policies achieved by the federal government since 1997 through the National Secretary of Public Security - SENASP emphasizes the policial training as a way to produce institutional changes that make the compatibility between the human rights and the policial efficiency possible, we analyzed the content of the National Curricular Rules, of 2009, which established, in the shape of ideal model, the pedagogical policial training, as well as the content of the documents related to the training of policemen in the state of Alagoas and the inner integration mechanisms, end then we identified tensions, antagonisms, and disputes between the new perspectives which were operand with the introduction of communitary poliament philosophy in the corporation. / O presente trabalho sintetiza o esforço em compreender as mudanças ocorridas nas duas últimas décadas no campo da segurança pública no Brasil, sobretudo os aspectos relacionados à formação policial, especialmente no Estado de Alagoas. A pesquisa é de natureza bibliográfica e qualitativa e foi instrumentalizada através de análise histórica em perspectiva comparada envolvendo o processo de recrutamento e formação da polícia em alguns países da Europa Ocidental, Japão, Estados Unidos e Brasil, bem como de análise documental de registros institucionais relacionados à formação e aperfeiçoamento de Praças da Polícia Militar de Alagoas - PMAL. Partindo da constatação de que as políticas públicas fomentadas pelo governo federal desde 1997 por meio da Secretaria Nacional de Segurança Pública - SENASP enfatiza a formação policial como meio de produzir mudanças institucionais que possibilitem a compatibilidade entre os direitos humanos e a eficiência policial, analisamos o teor da Matriz Curricular Nacional, de 2009, que estabeleceu, na forma de um modelo ideal, as diretrizes pedagógicas para uma formação policial moderna e sofisticada, bem como o teor dos documentos relacionados tanto à formação dos praças no Estado de Alagoas como aos mecanismos de integração interna e identificamos tensões, antagonismos e disputas entre as velhas formas de fazer polícia e as novas perspectivas que se abriram com a introdução da filosofia de policiamento comunitário na corporação.

CoordenaÃÃo de AperfeiÃoamento de Pessoal de NÃvel Superior / Esta tese à fruto de um processo de pesquisa sobre a inversÃo da ordem na vida policial a partir de um trabalho de campo realizado no PresÃdio da PolÃcia Militar do Estado do Ceara. Pensar as formas de sociabilidades, as maneiras de viver em um ambiente de reclusÃo de liberdade sÃo o foco central deste trabalho. Procurei analisar, a partir da compreensÃo da sociabilidade prisional gestada por policiais e ex-policiais militares em condiÃÃo de detento, como ocorrem os processos de inversÃo da ordem e o processo de produÃÃo de ilegalismos na vida policial. Busquei compreender como policiais e ex-policiais militares vivenciam uma ordem invertida em vista de suas condiÃÃes de presos no presÃdio da PMCE. Para isso, tomei como suporte teÃrico-metodolÃgico a escuta etnogrÃfica em sua caracterÃstica principal: a observaÃÃo; assim como me apropriei das narrativas das histÃrias de vida dos presos como componentes indispensÃveis à compreensÃo dessa inversÃo. I sought to analyze, departing from the comprehension of prison sociability created by policemen and former policemen in the condition of convict, how do the processes of order inversion and of illegality production come to occur in police life. I tried to understand how policemen and former policemen live an inverted order in their condition of convicts at the PMCEâs Penitentiary. For such, I took ethnographic listening as a theoretical-methodological support; as well as appropriating the life narratives of convicts as indispensable components for the comprehension of such inversion. In sum, this thesis seeks to analyze how prison sociability changes the binary positioning of inmates-policemen in relation to the illegal practices conducted inside and outside that institution, that is, my research seeks to comprehend the production of sociability in a prison environment and its association with the practices that go tandem with illegalities present in the doings of the police and the subsequent order inversion in police activity and policemen life.

Methods: The fundamental methods used in the thesis are the data collection method, applied not only for studying literature, but also in the subsequent selection of professional experience and knowledge. Another method is the analysis method, used for expert evaluation. Another basic scientific method is applied, for the purpose of describing basic methodological and tactical procedures and also creating a set of preparatory training sessions. The method is referred to as information synthesis. Results: The output of the thesis is creating a complex view of the issue concerning firearms training for the Police of the Czech Republic according to today's methodology, tasks and objectives laid on this education course. Despite the curriculum of the firearms training being the same for several years, there is a definite improvement and effort to draw the training closer to actual situations and operations. 近年來基層員警的超時工作所產生的影響已逐漸成為學界關心的重點,從工作壓力、生理影響、家庭關係、組織承諾、工作滿足、工作士氣等等,許許多多的研究都一再提到超時工作所造成的負面結果,但是卻鮮少人去研究為何派出所所長無法按照警察勤務條例的規定讓員警只擔服8小時的工作時間,因此本研究透過質性的研究方式,訪談了派出所所長及員警,希望能夠找出影響派出所勤務規劃的原因為何,並從中找出讓員警回歸8小時勤務制度的解決之道。
經質化訪談研究發現如下:
一、目前臺北市各派出所員警工作時間普遍都為12小時,原則上員警上五天班休息二天。
二、影響派出所勤務規劃的主要因素來自於分局各組室在勤務及業務上的要求。
三、所長認為每日規劃超勤是有其必要性,而且超勤加班費對員警有誘因存在,而員警則是認為應該要視實際的情況來規劃勤務,而不是僵化的要求員警每日超時服勤。
四、目前的勤務制度造成了員警在體力負荷、服務品質、心態上及家庭關係產生負面的影響。
五、解決之道,透過減少派出所勤(業)務負擔,並檢討現行勤務內容及派出所人力配置運用,讓派出所能夠回歸原本的工作內容。 / In recent years, the influence of rank-and-file policeman overtime working has been in the spotlight in academia. More and more studies show that constant overtime working brings negative impacts on the police, ranging from job stress, physiological effects, family relationship, organization commitment, job satisfaction to working morale, etc. However, few people want to figure out why the police are unable to work only 8 hours a day according to the [Police Services Ordinance].
I have interviewed with some chiefs and police officers in police stations through qualitative research, hoping to find the factors that affect the duty planning in police stations, and a solution to return an 8 hours/day schedule to the rank-and-file policemen. The following are what I discovered in my study:
1. Currently, the working time of the police officers in police stations
of Taipei City is 12 hours a day; in general, they work 5 days and take 2 days off.
2. Various demands from different units of the sub-bureau play an important role in affecting duty planning.
3. As far as the chief of police station is concerned, daily overtime duty is necessary, plus, overtime payment is an incentive to the police officers. In the grassroots level’s opinion, the duties should be planned according to actual situations instead of a rigid schedule.
4. The current duty system has negative impacts on physical load, service quality, attitude and family relationship.
5. With a view to returning to what it should be, reducing the burden of police stations, amending the current police services, and reviewing the placement and utilization of staff may be the solution.
