Community participation in the establishment of community policing forum : a case study of Nelspruit Police Station, Mpumalanga Province

This will go a long way into a ensuring that a shift in the policing environment, from a police force to a police service underpinned by involvement of community members in policing activities is realised throughout South Africa. That is, since 1993, the South African Police Service (SAPS) adopted a community policing process to meet the safety and security requirements of all people in the country. A major objective of community policing is to establish active partnership between the police and the community, especially at local level through which crime, service delivery and community-police relations can be evaluated and plans to address problems implemented. Throughput South Africa, Community Policing Forums (CPF) has been set up to work with SAPS. This study was conducted with the aim of establishing the extent to which communities around the Nelspruit policing area, in the Mpumalanga Province, participate in the establishment of the existing Community Policing Forums (CPFs), to sought means and ways through which there can be maximal involvement or participation in community policing around the Nelspruit Policing Area.Accordingly, Mpumalanga as a province has also adopted community policing as a strategy towards ensuring better policing. Police stations have been mandated to establish CPFs in consultation with relevant stakeholders and communities. The establishment of community policing forums and boards, which should be broadly representative of the community, is of crucial importance. The main objective of partnership is to determine, through, consultation, community needs and policing priorities, and to promote police accountability, transparency and effectiveness. The research methodology used for the study was a combination of both qualitative and quantitative research design. This enabled the researcher to draw data from the identified sample of study, in order to respond to critical research questions as raised in Chapter 1 of the study. As a result the study was divided into five (5) Chapters ssummarised as follows: Chapter 1 of this study introduces the study by presenting the research problem, aim and objectives of the study, research questions, and division of the study; and Chapter 2 of the study presents literature review. In other words, chapter 2 examines selected empirical research, reported practice and identified innovations relevant to community participation in the community policing forum (CPF). It provided the study with an opportunity to give better insight into the dimensions and complexity of the problem. Chapter 3 of the study presents Research Methodology used in the study. In the main chapter 3 expatiates on the necessary tools employed in the study to elicit the necessary research outcome. This includes research design, data collection method, data analysis, and interpretation. On the other hand, Chapter 4 of the study presents observations drawn from the data as presented, this done in order to describe and explain community participation in CPF within the Nelspruit Policing Area, in Mpumalanga Province of South Africa. Lastly, Chapter 5 in the main presents recommendations and conclusions drawn from the study. The following were findings of the study: lack of public awareness on the CPF and its activities; unclear or undefined roles and responsibilities on members of the community in CPFs; lack of proper resources to carry out the work of CPFs by community members, underrepresentation of previously disadvantaged groups and organized groups in CPFs It is recommended that efforts need to be put in place to increase public awareness on the CPF via print and electronic media; CPFs must be provided with budget, offices, transport, computers, resources aimed at ensuring visibility of CPF members in communities (reflector jackets, and enabling resources - torches , whistles), and communication technology; allocation of roles and responsibilities to members of the community partaking in CPFs shall help to dispel the thinking that community members are only used as tokens or spies for SAPS, and instil a feeling of ownership of policing by community members; and a special focus needs to be put in place to encourage members of the community and CPFs to engage individuals drawn from previously disadvantaged groups and organised groups for increased participation in CPFs by this groups.

Empirical Study of Tourist Policing Service Quality in Penghu County

Summary: This research is based on service quality extension model , provided by Parasuraman, Zeithaml and Berry( 1985, 1988, 1991), to investigate the expectation and cognition on the practice of tourist policing service quality in Penghu county among the tourists, with different backgrounds, police supervisors and police officers here. In addition, to analyze their different views of expectation and cognition upon the launched local policing -service measure , and to investigate the tourists¡¦ satisfaction for these services as well as the differences of measure promotion, then put forward the conclusion and suggestion with the aim to make tourist policing service quality much better. The study , which is conducted with reference analysis and questionnaire survey, aimed the adult tourists visiting Penghu county, and the management level and tourist police within Penghu County Police Bureau(PHPB)to proceed this survey. Conclusions are as follows: 1. Upon the 5 service gaps, the gap 3 and 5 both has significantly difference, but no significantly difference exists upon gap 1, 2 and 4. 2. Under different backgrounds , there¡¦s no apparent differences between police administrators, along with varied ages and service seniority. But in view of the schooling record , the graduate university students from Central Police University take the tourist police service quality most seriously. In view of varied positions, differences exist upon reliability and safely , but not apparent, 3. Under the condition of various backgrounds, there¡¦s no apparent differences between tourist police officers along with different ages and service seniority. But in view of schooling record , the graduates from 9-month police training college take the tourist police service quality more seriously than those who are from 2-year training college. 4. Female tourists take the service quality more seriously under the condition of different backgrounds. Visitors, under the ¡§age¡¨ condition, aged from 20 to 29 are the less satisfied with the services. Besides, the university graduates and those who are engaged in ¡§others¡¨, on of the occupation items, are the less satisfied with the service separately under ¡§school record¡¨ and ¡§occupation¡¨ conditions. 5. According to the survey, the tourists¡¦ satisfaction level are as follows:Good and better: 52.8%,Ordinary : 26.2 % ,Bad and worse: 21%. 6. Based on statistics, more than half tourists, about 52.2%, can feel the declared services provided to them as they received the information previously through the newspaper and internet launched by PHPB. 7. The top 3 services , of the tourists¡¦ opinions, that should be strengthened are tourist police service settled in scenic spots, English communication ability and traffic order in touring area. Based on conclusions mentioned above, this study provides suggestion as follows: 1. Improve the service quality gap : The police administer should make efforts to bring forth new ideas to multiple police service and values, companied with cordial measures and attitudes, with the aim of protecting tourists¡¦ safety. Moreover, pay attention to tourists¡¦ suggestion, which by force of a track to communicate to outer environment more efficiently. Third, the communication should be reinforced inside the organization to make a efficient work team. 2. Strenghted the functions of policing service: Revise the organization, check the serving items, impose professional training, implement the management by walking around, emphasize civil trend and opinions, improve staffs¡¦ quality, strengthen system logic thought, combine information system with communication function

This research project was conducted under the title ―Assessing factors that affect the implementation of community policing in Awassa, Federal Democratic Republic of Ethiopia‖. More than ten years ago there was an attempt to implement community policing in Awassa. However, its success was limited. What is the reason for this limited success regarding the implementation of community policing? The researcher formulated research questions of what community policing entails and what factors on the part of both the police and the community affect the implementation of community policing. To come up with the desired result, the researcher used different methodologies and identified the target groups and data collection techniques, for the research project. Then the collected data was analysed and interpreted. The researcher also tried to present the best discussions available on relevant issues, even if the discussions are sometimes technical and practical applications require one to think deeply about the issues at hand. Finally, factors in the police as well as in the community were identified. Here, according to the data gathered, conclusions were drawn and the researcher recommended how police organizations can facilitate the successful implementation of community policing. / Police Practice / M. Community policing and young people : a critical insight into young people's perceptions in Leicester

The repercussions associated with young people's exclusion from policing can be detrimental. The police will lack a basic understanding of young people s problems, needs and expectations. In these situations, young people will be less inclined to report crimes and their own victimisation to the police, provide intelligence, and participate in the criminal justice system. This study is intended to provide a critical appraisal of young people s perceptions of Police and Community Support Officers (PCSOs) and community policing in Leicester, in an effort to delineate the implications of their exclusion from local policing and crime related issues. Community policing is a well-known policing philosophy, particularly for repairing police public relations through engagement and problem solving. The findings demonstrate that despite the fundamental benefits associated with community policing, conventional methods of engagement and problem solving have failed to reach out to young people who are, nevertheless, particularly enthusiastic about collaborating with the police. However, whilst the vast majority of young people are positive about getting involved in policing, there are important variations within young people in their perceptions and attitudes towards the police. Young ethnic minorities in general, blacks in particular, were passive and reluctant to collaborate with the police due to their experiences of stop and search and other repercussion associated with the law enforcement style of policing. A lot of these problems can be subsided by diverting police resources to community policing, but there are going to be strong financial, organisational and cultural challenges.

Harbour policing : a criminological investigation

Submitted to the Faculty of Arts in fulfillment of the requirements for the Degree Mater of Arts in the Department of Criminal Justice at the University of Zululand, South Africa, 1995. / This research project which is the first of its kind in South Africa, entails a criminological study of harbour policing in South Africa. Firstly, it is primarily concerned with the historical development of harbour policing prior to its inception in 1916 in terms of the proclamation of The Railways and Harbours Regulation, Control and Management Act, Act 22 of 1916, as well as the period following 1916 which paved the way for the dawn of the reorganization of Harbour Policing as an official police force on 1 July 1934 and thereafter. Secondly, this investigation aims at describing maritime jurisdiction by means of emphasizing the existence of different conventions, such as the Hague Convention of 1930, the Geneva Convention of 1958 and the Law of the Sea Convention of 1982, as no Parliament exists to pass laws pertaining to the sea. It appears from this investigation that maritime fraud, theft of cargoes on the open sea, piracy and the illegal sinking of ships, oil pollution, etc. are matters of great concern for harbour policing. Functional harbour policing seems to be dependent upon various role players, such as : * The- Sea Fishery Act (Act 12 of 1988), for the protection of our sea resources; The Merchant Shipping Act (Act 57 of 1951); The Department of Transport (Maritime section) to ensure a clean and safe sea; The Defence Force (Navy} whose main task is to defend; The Natal Parks Board for conservation of fauna and flora; Customs and Excise Control to protect state funds; The National Sea Rescue Institute to assist people in distress at sea: and The South African Police service tor execution of the law and law enforcement. Proactive functional harbour policing is based on short-term crime prevention techniques such as visible role-fulfilment by means of patrolling l while reactive harbour policing entails the investigation of crimes committed on the sea, in the harbour and areas adjacent to the seal such as crimes mala in se and crimes mala prohibita. This investigation rests on documentary studies I personal interviews and an empirical analysis and description of all types of crimes and functional activities handled by the Water Wing of the South African Police Service. * * * * Recommendations include, inter alia, the following : * Follow-up research on harbour policing to keep abreast with overseas development; The role of the South African Narcotics Bureau (SANAB) with regard to the smuggling of dangerous producing and habit forming substances such as drugs as well as the illegal smuggling of weapons and other material; Closer co-operation between different units of the Water Wing and other "stakeholders" with regard to creating a sound knowledge of legislation pertaining to the sea: Education of criminal justice practitioners on the one hand and the general public on the other hand with regard to legislation applicable to the sea and adjacent areas; and The upgrading of security measures in South African harbours.
