The government has taken constructive steps to address the issue of poverty in South Africa. The principal strategy on the government, and for that matter municipalities for poverty alleviation is to promote sustainable development (better quality of life for all) through the process of integrated development planning (IDP). Municipalities are, by virtue of legislation, required by the Government to use Integrated Development Planning as the vehicle to improve and fast-track service delivery and development. One of the main objectives of the IDP is to promote sustainable development. The objective of this study is to determine the extent to which the IDP is used to promote sustainable development at Emfuleni Local Municipality (ELM). For the purpose of the study, the hypothesis was formulated that the implementation of IDP as a tool for promoting sustainable development within ELM is significant for improving service delivery and the living standard of local communities. To test the validity or otherwise of the hypothesis use was made of theoretical review of literature in promoting sustainable development at ELM. Further there was an empirical research method of open-ended questionnaires that was used to test attitudes and perceptions of municipal officials, IDP representatives and the community of ELM on the effectiveness of IDP. It was found among others that:The council and management of ELM consider the IDP as effective management tool in promoting sustainable development; ELM has elaborate plans and mechanisms for initiating programmes on the IDP; Public participation in the process needs to be intensified. While the municipality has achieved much success with the use of the IDP, the rural residents of ELM are largely ignorant of the process and its benefits. Illuminating Struggles for Gendered Responses: Practice with Women Offenders of Intimate Partner Violence

<p>The Duluth Model of intervention for those charged with domestic violence offences has for the past thirty years been instrumental in conceptualizing violence, abuse, power and control, how to hold offenders accountable and keep victims safe, and is reflective of a collaborative, feminist approach to violence intervention. The model’s design assumes that violence is perpetrated by men against their female partners as a mechanism to maintain/gain power and control. However, increasing numbers of women are now being charged with violence against their male partners and being referred for service. Problematically, there has been little development of policies or formal practices that recognize the different meanings of women’s violence or the particularity of their programming needs so that service providers in Intimate Partner Violence (IPV) treatment programs find themselves working with female offenders under a male model of violence.</p> <p>The purpose of this project was to engage in a critical feminist analysis of the resulting tensions, specifically to ask how conceptualizations of gender and violence undergird policy development and how, in Duluth-dominated programming approaches, service providers understand and respond to women’s needs. To explore these questions, I took a two-fold methodological approach: an analysis of the extensive literature on Partner Assault Response (PAR) programs and female offenders, using the concept of policy framing; and an online survey of service providers that explored dimensions of their work and that included questions incorporating the policy frame distinctions that emerged from the literature analysis.</p> <p>The policy frame analysis underscored the power of problem construction and shed conceptual light on the challenges of working under the Duluth model with women. Survey participants described those challenges in the, as yet, dimly lit front-lines of practice, as well as their engagements at times in creative, subversive program delivery to meet women’s needs. Future research drawing forward the seldom heard voices of women charged with violence will be critical, as will continued endeavours to fashion gender-specific, need-driven policy.</p> / Master of Social Work (MSW)

Framing the DREAM Act: An Analysis of Congressional Speeches

Initially proposed in 2001, the Development, Relief, and Education for Alien Minors Act (DREAM Act) continues to be relevant after nearly 20 years of debate. The year 2010 was significant because there seemed to be some possibility of passage. This study investigated the ways in which the DREAM Act discourse was framed that year by supporters and opponents. Selected Congressional speeches of three supporters and three opponents were analyzed using the approach to frame analysis developed by Schön and Rein. Accordingly, attention went to each individual's metacultural frame (i.e., culturally shared beliefs), policy frame (i.e., identification of problem and presentation of possible solution), and rhetorical frame (i.e., means of persuading the audience). Attention also went to the shared framing among supporters and the shared framing among opponents as well as differences in framing across the two groups. Although speakers varied in framing the issue, there were commonalities within groups and contrasts between groups. For supporters, the metacultural frame emphasized equity/equal opportunity, fairness, and rule of law; for opponents, the metacultural frame stressed rule of law, patriotism, and national security. For supporters, the policy frame underscored unfairness as the problem and the DREAM Act as the solution; for opponents, the policy frame emphasized the DREAM Act as the problem and defeating the DREAM Act as the solution. Rhetorical frames also differed, with the supporters making much use of testimonial examples and the opponents making much use of hyperbole. The study illustrates (1) how the same named values and beliefs can have dramatically different interpretations in metacultural framing, as were the case for rule of law and American dream in this discourse; (2) how the crux of an issue and its intractability can be seen by looking at how the problem is posed and how the solution is argued, and (3) how speakers strengthen their claims with particular kinds of rhetorical devices. Through descriptions of political positioning on the DREAM Act, the study contributes to understandings of ongoing issues regarding the lives of undocumented young people who have received and are receiving education in the U.S.
