Mudanças intersetoriais durante os ciclos políticos no Brasil

Os ciclos econômicos são amplamente estudados, e segundo Schumpeter os ciclos de crescimento trazem mudanças estruturais na economia, ou seja, acarreta em mudanças na produção de bens da economia. Portanto este trabalho busca compreender através da metodologia da matriz insumo produto, calculada para a economia brasileira de 1994 à 2009, como os ciclos econômicos influenciaram a relação entre os setores da economia nacional, se houve mudanças na utilização de insumos e mudanças nos multiplicadores de emprego e renda dos setores. Assim, pode-se observar os ciclos econômicos de cada setor da economia brasileira e estudar a relação entre as atividades desses antes e depois do ciclo econômico. Foram utilizados para o cálculo das mudanças na economia pelos ciclos políticos, as matrizes nacionais criadas por Guilhoto, do ano 1995 até 2009, ou seja, passando por dois governos do presidente Fernando Henrique Cardoso e dois governos do presidente Lula. Pode-se observar que o governo Lula foi melhor nos multiplicadores calculados, principalmente renda e emprego, pois a grande maioria dos setores apresentaram variação positiva no período. Um dos setores que mais se destacaram foi o setor de agropecuária obtendo elevados números nos multiplicadores e nos índices de ligação entre os setores. O Histórico da matriz insumo produto assim como os trabalhos utilizados que utilizaram a mesma metodologia aparecem para corroborar com o objetivo do trabalho de medir as mudanças setoriais na economia brasileira ao longo do período acima mencionado. / Economic cycles are widely studied, and according to Schumpeter the cycles of growth bring structural changes in the economy, that is, it leads to changes in the production of goods of the economy. Therefore, this work seeks to understand through the methodology of the matrix input product, calculated for the Brazilian economy from 1994 to 2009, how the economic cycles influenced the relationship between the sectors of the national economy, if there were changes in the use of inputs and changes in the employment multipliers And income from sectors. Thus, one can observe the economic cycles of each sector of the Brazilian economy and study the relationship between their activities before and after the economic cycle. The national matrixes created by Guilhoto from 1995 to 2009 were used to calculate the changes in the economy through the political cycles, that is, passing through two governments of President Fernando Henrique Cardoso and two governments of President Lula. It can be observed that the Lula government was better in the calculated multipliers, mainly income and employment, since the great majority of the sectors presented positive variation in the period. One of the sectors that stood out the most was the agricultural sector obtaining high numbers in the multipliers and in the indexes of connection between the sectors. The history of the input output as well as the works used that used the same methodology appear to corroborate the objective of the work of measuring the sectoral changes in the Brazilian economy over the period mentioned above.

Ciclos Políticos en Procesos Electorales Regionales Peruanos / Budget Cycle in The Peruvian Regional Elections

La investigación realizada en este documento tiene como objetivo demostrar la existencia de ciclos políticos en los procesos electorales de los gobiernos regionales peruanos, durante los años 2007 – 2018, con una temporalidad mensual y basándose en el modelos teórico de Shi y Sevensson (2006). De esta manera, para poder confirmar la hipótesis planteada se utiliza un modelo panel de efectos fijos. La principal conclusiones a las que se este documento llego son: Primero, la confirmación de la existencia de ciclos políticos marcados alrededor de las fechas de los procesos electorales de los gobiernos regionales peruanos y segundo, la confirmación de la importancia de realizar este tipo de estudios de manera mensual. / The investigation realized in this document have the objective of demonstrated the existence of budget cycle in the Peruvian reginal elections during the period 2007 - 2018 with a monthly temporality and it has been based in the theorical model of Shi and Sevensson (2006). In this way, to demonstrate this hypothesis this investigation uses a panel model with Fixed Effects Regression. The main conclusions that this document have are: First, the confirmation of the existence of the marked Budget Cycles around the date of the Peruvian regional elections and second, the confirmation of the relevance in the use of monthly temporality in studies of this type. / Trabajo de investigación

Outro tipo de diferença entre o trabalho nesses dois setores é relativa aos objetivos finais de cada um dos setores. Enquanto o objetivo do setor privado é claramente a maximização de lucros, o setor público tem como objetivo atender à demanda de bens públicos. O suprimento de bens públicos é de interesse de 3 grupos na sociedade: a burocracia, os políticos e a população. No entanto, esses 3 grupos tem interesses distintos, o que pode resultar em uma alocação sub-ótima de recursos destinados à oferta de bens públicos. Uma das hipóteses formuladas sobre esse problema diz que burocracia e a classe política se unem para atingir seus objetivos em detrimento da população. Este trabalho tem como objetivo investigar a relação entre burocratas, políticos e população no que concerne os recursos disponíveis para a oferta de bens públicos nos municípios brasileiros. Para tanto, será verificada qual é relação entre o diferencial salarial público-privado e: 1) a competição política; e, 2) o calendário eleitoral. Os resultados não são conclusivos sobre a relação entre calendário eleitoral e diferencial salarial público-privado. No entanto, apontam para uma relação positiva entre competição política e o diferencial salarial público-privado. / In Brazil, there are differences between labor in the public sector and labor in the private sector that can range from benefits each sector concedes to their workers (public sect being the one that concedes more benefits than private) to differences in wages each sector pays to workers with same characteristics (experience, education, age, etc). Another difference between these two sectors relates to their final objectives. While the private sector objective is clearly the profit maximization, the public sector objective is to meet the public goods demand. The supplying of public goods is of interest to 3 groups in society: the bureaucracy, the politicians and the population. Nevertheless, these 3 groups have different interests, which can result in a sub-optimal allocation of resources dedicated to public goods. One hypothesis formulated about this problem says the bureaucracy and the politicians unite to achieve their objectives to the detriment of the population. This work aims to investigate the relationship between the bureaucracy, the politicians and the population concerning the available resources to the supply of public goods at the Brazilian municipalities. For this purpose, it will be verified what is the relationship between the public-private sector wage difference and: 1) the political competition; and, 2) the electoral calendar. The results were not conclusive about the electoral calendar and the public-private wage differences. Nevertheless, results point to a positive relationship between political completion and the public-private wage difference.

Politics and public administration : the influence of electoral motives and ideology on the management of local public services / Politique et administration publique : impact des motivations électorales et de l'idéologie sur la gestion des services publics locaux

La présente thèse de doctorat propose une étude empirique des liens existant entre la sphère politique et la gestion des services publics locaux en France. Les municipalités sont confrontées à un choix lorsqu’elles doivent administrer leurs services publics : elles peuvent fournir un service en régie ou l’externaliser, et ainsi conclure des contrats avec le secteur privé. Dans un premier temps, ces arrangements conclus entre des entités publiques et privées sont analysés, et l’influence des motivations électorales des maires sur les renégociations contractuelles est révélée. Dans un second temps, les facteurs influençant les choix des maires entre gestion directe et externalisation sont étudiés. L’idéologie des maires successifs d’une ville apparaît comme un déterminant fondamental de la proportion de services publics gérés en régie. Enfin, le recours simultané à la régie et à l’externalisation pour un même service public est analysé, et il apparaît que ce choix est davantage stratégique que politique. Cette thèse de doctorat contribue à améliorer notre compréhension de la gestion des services publics locaux, et établit l’importance des facteurs politiques dans l’étude de cette dernière. / This dissertation offers an empirical investigation of the links between the political sphere and the management of local public services in France. When they administer public services, local governments can decide either to provide a service in-house,or to externalize its management, and therefore conclude contracts with private entities.First, these public-private contracts are analyzed, and the major influence of mayors’ electoral motives on contractual renegotiations is revealed. Second, the drivers of the choice between internal provision and externalization of public services are studied. The political affiliation of successive mayors is found to be a major determinant of the proportion of public services provided in-house. Finally, the decision to provide one public service using simultaneously in-house provisionand externalization is studied, and it appears that this choice is more motivated by pragmatism rather than ideology. This dissertation contributes to add knowledge to the understanding of the management of local public services, and highlights the importance of political factors in the study of the latter.
