The Organization of Taiwan Kaohsiung Farm Irrigation Association and the Analysis of Function Changing: The Politcs of Water

¡§Kaohsiung Farm Irrigation Association¡¨ is taken as the researching topic. By means of ways of interviewing and documents reviewing, to observe how does the farmers from farm society make communicating relation through this farmer, unit by the nation¡H And how is the reaction of farmers from farm society to the sovereign of the nation¡H In the relation of mutual action between nation and society, the Water Conservancy Association is sometime the agent of idea and the executive of policy of the nation, also sometimes the unifier of farmers, opinions in farm society. This dual status makes the Water Conservancy Association the governmental and private function. So the Water Conservancy Association is the unit of half-official and half-civil. From the mutual action of association working station and farmers, we could find out why the nation to dominate this association. The farmers are controlled under the Water Conservancy Association and this Association will be the bridge between the nation and farmers. As to the function why the nation try to dominate the Water Conservancy Association, we could see the function of economical politics to be reached from the mutual action between the Association and farmers and the role the nation acted in the irrigation system. In the function of economical aspect, the Association meaning of existing is to promote the crop production and the quality of crop to improve the living level of farmers to reach the purpose of service. In the function of political aspect, the Association will be acted the important role during the election event. For example of ¡§Kaohsiung Farm Irrigation Association¡¨, it has been classified as the Red Party since Taiwan Restoration. The organization system of the Association is very tight and the member are numerous. The organization of this Association has the structure of Administration Dept., Working Station, Water Conservancy Team, Water Conservancy Section and basic members. Under the complete organization system, the chairman of this Association will control the huge power of the farmers, hence, the Water Conservancy Association is acted as the influential role of politics in the current society system. Anyway, the Association is still to be acted as the important role of ¡§election¡¨ in the function of politics. The Whole sovereign will be performed and realized by the particular tool or means. The nation is also not excepted. Because the nation controls the ¡§power of allocating the social resource¡¨ and ¡§personnel power of appointing ¡® removing to the chairman¡¨, the social qroup of this association could be under controllng. In other woeds, the Water Conservancy Association is under governing of the nation. and the nation policy could be performed even the farmers are dominated by the Association just because the above mentioned two powers and owned by the nation. Finally, the future developing direction of the Association will be discussed in this article. The Water Conservancy Association will face the transferring industrial society from agricultural society. The agricultural production will be largely reduced and the farming area will also be gradually decreased. In another aspect, after entering the WTO and under the liberalized demanding, the agriculture will be suffered from the serious impact. Under these situations, the farm service of this Association will also face the terrible strike. Plus the current financial trouble of the government, the Water Conservancy Association has to find out its own bright way -- Diversifying Investments.

West African representations of World War II : rewriting Thiaroye

This study is concerned with the artistic rewriting, in French and by writers and filmmakers of West African origins, of the massacre of Thiaroye (Senegal), the 1944 mutiny of African soldiers severely repressed by the French army. The corpus is formed by the following works: a poem, “Tyaroye” (1944), by Senegalese poet and president Léopold Sédar Senghor, another poem by Guinean artist Fodeba Keita, “Aube africaine” (1949), a play, Thiaroye terre rouge (1981), by Senegalese writer and journalist Boubacar Boris Diop, a novel, Morts pour la France (1983), by Malian author Doumbi-Fakoly, a movie, Camp de Thiaroye (1987), by Senegalese director Sembene Ousmane, a short animated movie, L’Ami y’a bon (2004) by French filmmaker of Algerian origins Rachid Bouchareb, and a play by professor and writer Cheikh Faty Faye, Aube de sang (2005). The main purpose of this study is to constitute and characterize a history of these artistic representations. I argue that these works, produced either before the accession of African countries to independence in the 1940s, or twenty to twenty-five years afterwards in the 1980s, or quite recently, in the so-called era of “globalization," belong to three main trends or stages, according to the socio-political role they assume: insertion of Thiaroye in the collective memories of France and West Africa, for Senghor and Keita, use of the events to criticize and resist (neo-)colonialism, for Diop, Doumbi-Fakoly and Sembene Ousmane, and rereading of the past in the hope of building a society based on forgiveness and better understanding among peoples, for Bouchareb and Faye. The socio-political function endorsed by each work is put forward thanks to the close examination of its artistic techniques and the reconstitution of its specific context of production. / text

Aproximación a la imagen real de "los incas de privilegio"

Approach to the True Image of the "Incas by Privilege"This study aims at clarifying the identity of one special social category in the Inca state, "the Incas by privilege". Historians and cultural anthropologists have argued that the Incas by privilege played a part in the maintenance of domination by the Incas, but they do not explain the reason(s) for the existence of this category of people. This is due to the scarcity and ambiguity of information about them in the historical documents. However, in order to clarify the historical processes of the territorial expansion of the Inca state, it is essential to advance research on the social and political function of the Incas by privilege. This study undertakes such an analysis by discussing some of the central characteristics of this group of people as they are described and characterized in the chronicles. / El presente trabajo trata de aclarar la imagen de una categoría social en el Estado incaico, llamada "incas de privilegio", analizando principalmente las crónicas indígenas. Es claro que casi todos los historiadores o etnohistoriadores coinciden en afirmar que los incas de privilegio desempeñaban algún papel en el mantenimiento de la dominación del Estado incaico, pero no precisan su razón de ser en dicho Estado. Naturalmente, eso se debe principalmente a la falta de noticias sobre ellos en los documentos o crónicas, y a que la mayoría de estas pocas noticias son muy vagas. Pero, para aclarar mucho más la realidad histórica de la expansión del dominio del Estado incaico en los Andes, es innegable e indispensable desarrollar la investigación sobre la función social y política de los incas de privilegio. En este trabajo, por ello, se pretende demostrar sus características a través del análisis de las crónicas y a manera de ensayo, con la esperanza de que su estudio sea profundizado por los arqueólogos y los antropólogos.

Função política do Estado é a atividade que órgãos instituídos pela Constituição exercem no âmbito de sua competência, tendo por objetivo preservar a sociedade política e promover o bem comum, e que consiste em determinar, mediante a livre interpretação de normas constitucionais, o que é o interesse público e quais são os meios necessários à sua implementação. A função política é desempenhada por diversos órgãos e poderes, inclusive pelos tribunais constitucionais. Os tribunais constitucionais exercem função política, basicamente, em relação a quatro grandes temas: separação de poderes, federalismo, direitos fundamentais e funcionamento das instituições democráticas. O exercício da função política pelos tribunais constitucionais possui características específicas. Os tribunais constitucionais têm legitimidade para exercer função política, apesar de seus integrantes normalmente não serem escolhidos pelo voto popular. No desempenho de função política, os tribunais constitucionais devem observar limites. No Brasil, o órgão que exerce o papel de tribunal constitucional é o Supremo Tribunal Federal. O Supremo Tribunal Federal, ao longo de sua história, desde sua instalação, em 1891, até os dias atuais, contribuiu para a definição do que é o interesse público, bem como para a definição dos meios necessários para sua implementação. Portanto, exerceu função política. Foram identificadas sete fases na história do Supremo Tribunal Federal. Em algumas delas, o Supremo Tribunal Federal exerceu função política mais ativamente. Em outras fases, limitou-se a confirmar decisões adotadas por outros órgãos de soberania. O Supremo Tribunal Federal tem legitimidade para exercer função política. Sua jurisprudência demonstra também que, no exercício da função política, o Supremo Tribunal Federal observou limites. / Political function of the State is the work performed by constitutional bodies, within the scope of their respective competencies, to preserve political society and promote public welfare. It consists in determining, through free interpretation of constitutional rules, what may be considered of public welfare and what are the necessary mechanisms for its implementation. Political function is performed by various powers and bodies including the constitutional courts. Basically, constitutional courts exercise political function in relation to four major subjects: segregation of power, federalism, basic rights and the functioning of democratic institutions. Constitutional courts bear specific characteristics when it comes to exercising their political function. A constitutional court has the legitimacy to exercise political functions even though its constituents are not elected through popular suffrage. In the exercise of their political function, constitutional courts must beware of some limits. In Brazil, the body that plays the role of constitutional court is the Federal Supreme Court. Throughout its history, that is, since its establishment in 1891 until the present, the Federal Supreme Court has contributed to define what public welfare is, as well as to its implemen-tation. Therefore, it has exercised its political function. Considering its jurisprudence, it is possible to identify seven stages in the Federal Supreme Court history. In some of these stages the Supreme Court exercises its political function actively. In other stages, simply confirmed decisions taken by other bodies. The Federal Supreme Court has legitimacy to exercise its political function. Its jurisprudence also shows that, in the exercise of its political function, the Federal Supreme Court has known some limits.
