A Rhetorical Criticism of Google´s European Identification Strategies

This thesis examines Google’s Executive Chairman Eric E. Schmidt’s speech at the European Innovation Convention 2011 from the perspectives of Kenneth Burke’s dramatism and identification theories. In the wider context it aims to contribute to the analyses of human progress traced through the history of our technologies and inventions. These breakthroughs do not happen or spread without beneficial influences from societal institutions in spheres like culture, philosophy, politics and law. Language is the creator and carrier of these institutions. A complicated “ecosystem” of culture, science, financing, laws and regulations, affects the possibilities for economic growth through innovation. Perhaps due to the contested legitimacy of corporations in the democratic process, the study of the messages of corporate entities in the political arena seems to be a fairly unexplored dimension of traditional rhetorical analysis of politics. Through rhetorical criticism the author seeks to better understand Google’s communication in this area, and to gain further insights into the communication strategies that companies may use to influence such complex fields of politics as Innovation Policy.

Vários autores argumentam que o processo político de indicação dos conselheiros aos tribunais de contas afeta sua efetividade. Quando há uma maioria de conselheiros nomeados por um determinado partido dominante, as decisões tenderiam a favorecer tais partidos. Com o objetivo de testar se tal influência política existe e se ela interfere na efetividade técnica dos tribunais de contas, este estudo coletou dados do estado de Minas Gerais e analisou estatisticamente o resultado de 853 municípios avaliados pelo TCE de Minas Gerais entre 2005 e 2008. Embora limitado ao estado de Minas Gerais e a um curto período de tempo, os resultados do estudo indicam que não há evidência estatisticamente significativa de que os resultados dos pareceres sobre as contas anuais dos prefeitos são influenciados pelo seu alinhamento político. Os testes estatísticos mostraram que prefeitos de alinhamento político opostos ao dos conselheiros do TCE não tendem a ser condenados com maior frequência que os demais. Um segundo teste examinando a influência da competência técnica do município no número de pareceres condenatórios resultou estatisticamente significativa. Conclui-se que, pelo menos para o nível de dados disponíveis, a competência técnica é um fator significativo, enquanto que a influência política não apresenta evidências. / This dissertation has the purpose of evaluating the political influence on the legal decisions by the counselors of Brazilian courts of accounts. Several authors argue that the political process of nominating the counselors affects their effectiveness. In order to test whether there are political influences interfering with the workings of these courts, this study collected data from the Minas Gerais State and analyzed statistically the court’s decision of 853 cities of the Minas Gerais State between 2005 and 2008. Although limited to the Minas Gerais State and to a short period of time, the results indicate that there is no statistically significant evidence that the decisions are influenced by the political alignment of the counselors comprising it. Statistical tests have shown that opposition mayors are not convicted more often than those that belong to the governing coalition. A second test examining the influence of the municipality's technical competence on the number of convictions was found to be statistically significant. The dissertation, therefore, concludes that, at least for the level of available data, technical competence is a significant factor, while political influence does not show any significance.

The purpose of this study is to examine the actual political conditions that exist for the Iranian women. What is the political reality of the Iranian women and how can they exert political influence within the political system that exists in Iran today. This is done to see how the Iranian women's potential political influence affects Iran's democratic status. This will be answered through the overall research question: What opportunities do the Iranian women have to influence policy? This overall question is then split into three smaller research questions: 1) What formal possibilities to political influence do the Iranian women have? 2) What real possibilities to political influence do the Iranian women have? 3) How have women in Iran tried to exert political influence outside the institutional framework? This will be done through a qualitative text analysis where texts concerning the Iranian women’s political influence are examined. The theoretical basis for the study is Dahl's theories of an ideal democracy and polyarchy together with radical and liberal feminism. The Iranian women have many formal rights and opportunities for political influence given by the Constitution but these are not transferred to reality. The Iranian women have also been active in various political actions to influence their situations and the policies of the country. Because of the fact that women are underrepresented in political institutions, prevented from standing for all political offices and that the government exercises strong control over both women and society Iran cannot be considered to meet Dahl's five criteria for an ideal democracy or the seven institutions necessary for polyarchy. Therefore Iran cannot be regarded as an ideal democracy or as a polyarchy. According to radical and liberal feminism Iran also has a patriarchal political system with a society that supports the male dominance over its women.

Israel, Russia and the US: A Strange Triangular Relationship : An analysis of an unexpected alliance and its rationality

The relationship between Israel and the US, as well as Israel and Russia are well documented, as it serves as a key aspect within the struggle for power and influence within the Middle East. However much research has been made on the topic, few have analysed how the relationship between Israel and the two others have affected the three, creating what could only be viewed as a blindspot within scholarship on the topic, as the relationships did not start in, nor are maintained within a vacuum. Therefore true understanding of the situation cannot be reached without properly contextualising the three nations together and how the interactions between Israel, Russia and Israel, US create rippling effects that can be seen through the three and how they view and interact with one another. The objective of this study is to shine light on the intricate balancing act that Israel maintains, as well as to explore the rationality behind Israel forming an alliance with Russia, the biggest directly rivalling force towards the US, which indeed is and always have been Israel's closest ally. The Thesis is conducted as an abductive desk study of the relationship between Israel, Russia and the US. The data that has been collected is a compilation of historical context to the relationship between Israel, Russia and the US, research on the current relationship between the three, statements made by the governments and leaders of the states, as well as news-media reporting on the relationships. The data will be used to determine the rationality behind the Israeli-Russian relationship and further understand the benefits of cooperating with a state which is so fundamentally the opposite in regards to norms and values.

No Brasil, o Exército replanejou sua força militar terrestre após a guerra das Malvinas mediante a implantação de um sistema de planejamento estruturado. Atualizações constantes foram feitas, mas as suas linhas principais podem ainda serem encontradas na remodelagem das unidades, missões e estrutura. Mesmo com a criação do Ministério da Defesa, o elemento político de direção nacional pouco interferiu. Essa reestruturação não tem correspondência direta com o modelo do pós-modernismo militar estruturado por Charles Moskos e que sugeria a transformação de grandes exércitos de conscritos em pequenos exércitos tecnologizados, cumprindo missões diferentes das tradicionais guerras inter-estatais. O desafio dos estruturadores da força terrestre foi de administrar poucos recursos com muita criatividade, especializando número crescente de profissionais de guerra terrestre, alargando o escopo das missões sem abrir mão das tradicionais, tornando algumas organizações militares mais operacionais, produzindo um salto de qualidade, ainda que tudo isso se desse sem interesse e sem direcionamento político. In Brazil , the Army re-dimensioned its military land forces after the Malvinas War when a planning system was structured and implemented. Despite of the continual changes the main lines can be found in the units remodeling, missions and structures. Even with the creation of the Ministry of Defense, the political elements interfered minimally. This restructuring has no direct connection with the post-modernist military model structured by Charles Moskos, which indicates the transformation of the big armies of recruited into the small technological armies with missions different from the traditional inter-state wars. The challenge for those involved in structuring the land forces was to creatively administrate the scarce resources to specialize land warfare professionals, broaden the number of missions without abandoning traditional missions and make military organizational even more operational attaining one leap of quality regardless of any political interest or guidance. The absence of clear political guidance of the armed forces can produce failures in the strategies and missions designs and this can produce, for example, overlaps of their own missions with those of other security organs of the State.
